The number of food insecure people is expected to peak during the coming lean season traditionally worst between April and July -- when food availability is lowest. The ongoing economic crisis is equally expected to cause a deterioration in the nutrition situation of children in urban areas. In Jonglei, three boreholes were rehabilitated in Akobo benefiting 1,500 individuals while one borehole in Walgak was motorized benefitting 6,000 individuals. Additionally, in the Greater Pibor Administrative Area, three boreholes in Lekuangole were rehabilitated benefiting 3,150 people. UNICEF and partner GBV prevention and response activities reached 3,499 people in the past two weeks, including GBV case management, psychosocial activities, referrals, coordination, risk mitigation, community engagement and capacity building in 20 counties. In total, 10,588 have been reached in 2016, including through eight Women s Friendly Spaces. To respond to the malaria cases in Malakal Protection of Civilians (PoC) site, UNICEF and Mentor Initiative began Indoor Residual Spraying with 1,654 shelters and 2,584 sleeping structures sprayed so far. 2 Situation Overview & Humanitarian Needs Over 2.3 million people have fled their homes since December 2013, 1.69 million of whom remain displaced inside the country. According to UNMISS, as of 28 January, the estimated number of civilians seeking safety in six Protection of Civilians (PoC) sites is 199,187 including 122,293 in Bentiu, 27,950 in Juba, 45,751 in Malakal, 2,289 in Bor, 700 in Melut and 234 in Wau. South Sudan is facing unprecedented levels of food insecurity, as 2.8 million people nearly 25 percent of the country s population remain in urgent need of food assistance, and at least 40,000 people are on the brink of catastrophe (South Sudan IPC). These numbers are particularly worrisome because they show an increase in hunger during the postharvest period a time when the country is traditionally most food secure. The number of food insecure people is expected to peak during the coming lean season traditionally worst between April and July -- when food availability is lowest. The dry season could bring additional hardship to people facing the most severe levels of hunger. People displaced in conflict-affected Unity State, who have been living on fish and water lilies to survive, are running out of their only remaining sources of food as the flood water recede. Livestock raiding has robbed many people of essential animal products like milk, which were their main means of survival during last year s lean season. Unless humanitarian assistance can reliably reach them during the dry season, they face catastrophe in the coming months. Humanitarian leadership and coordination UNICEF actively participates in the Humanitarian Country Team and the Inter Cluster Working Group, which lead strategic and cross-sectoral coordination of humanitarian programmes. UNICEF leads the WASH, Nutrition and Education clusters as well as the Child Protection sub-cluster. Within the Health cluster, UNICEF provides leadership on vaccination, communication and social mobilization. UNICEF also supports the core supply pipelines for the Education, WASH and Nutrition clusters, providing essential humanitarian supplies to all partners. While continuing to focus on the delivery of life-saving interventions, UNICEF is also investing in providing access to education and a protective environment for affected children. Humanitarian Strategy: Rapid Response Mechanism (RRM) As part of the interagency rapid response teams, UNICEF continues to expand activities in remote locations together with WFP and partners. To date, UNICEF has reached 972,588 people, including 191,251 children under 5, through 75 RRM missions. UNICEF has deployed five missions in 2016, all to Unity state where access to populations previously cut-off from humanitarian assistance is being re-established. UNICEF is also supporting partners to scale-up service provision and return to static presence where possible. In Ganyiel Town, UNICEF screened 1,075 children under 5 for malnutrition, identifying 53, or 5 per cent, with severe acute malnutrition (SAM) and 157 children, or 14.9 per cent with moderate acute malnutrition (MAM). Many of the acutely malnourished children were already enrolled in nutrition programmes provided by UNICEF s partner IRC. The high rates are surprising given that there are a lot of service providers in Ganyiel, and suggest that the new arrivals in the area have placed considerable strain on coping mechanisms. Additionally, 911 children received vitamin A supplementation and 734 were dewormed. 2,549 children under 15 were vaccinated against polio and 1,761 against measles while 361 pregnant women were vaccinated against tetanus. 381 health consultations were provided to children under 5 and 614 for people over 5. UNICEF s Child Protection Officer registered 17 separated, 10 unaccompanied and 23 missing children for family tracing and reunification while 1,720 households were given soap, jerry cans and water purification supplies. Summary Analysis of Programme Response HEALTH: Malaria continued to be the leading cause of morbidity across the country, with the highest incidence rates in Bentiu PoC, Malakal, Northern Bahr El Ghazal, Warrap and Central Equatorial States. Countrywide, malaria trends have been on the decline since the beginning of 2016 with cumulative reported cases of 86,650 cases as compared to 115,298 cases in the same time period in UNICEF continued to strengthen its malaria prevention and control strategies to reduce the spread of malaria, distributing 4,581 long-lasting insecticide treated nets (LLITNs) to pregnant mothers and children under 5 during the past two weeks. 2

3 To respond to the malaria cases in Malakal PoC, UNICEF and Mentor Initiative began indoor residual spraying with 1,654 shelters and 2,584 sleeping structures sprayed so far. The exercise is continuing and will systematically cover the whole PoC. Cumulatively in 2016, 124,221 individuals has accessed basic primary health care services through facilties operated by UNICEF partners as compared to 2015 where only 73,322 individual accessed basic primary services in the same time period. This is an indication of improved access and health seeking behaviours among the beneficiary population. During the reporting period, 64,503 individuals accessed treatment for common illnesses, 33 per cent of whom were children under 5. Malaria accounted for 29 per cent of all consultations, followed by acute respiratory infection accounting for 20 per cent and diarrheal diseases for 9 per cent. In Bor PoC and Mingkaman IDP site, 482 children were reached with a package of Integrated Community Case Management services (ICCM). UNICEF continues to support partners in promoting maternal health, strengthening prevention of mother-to-child transmission of HIV services in Greater Upper Nile, Western Equatoria, Lakes and Greater Bahr el Ghazal States reaching 3,107 pregnant women with focused antenatal care services during the reporting period. This included 1,432 first antenatal visits and 1,634 women attending a fourth or more visit. A total of 1,137 of these women were counselled and tested for HIV, of whom 15 tested positive for HIV and were enrolled on antiretroviral therapy to prevent mother to child transmission. 749 mothers delivered supported by skilled birth attendants Through the Rapid Response Missions in 2016, 12,611 children have been vaccinated against measles and 14,364 against polio while 1,738 pregnant women received at least one dose of tetanus toxoid vaccine including 897 who received a clean delivery kit. UNICEF continues to support routine immunization services among displaced populations in PoC sites and Mingkamen IDP camp through vaccine provision; cold chain equipment installation and maintenance; communication and social mobilization; and supportive supervision. During the reporting period, 971 children were reached with the BCG vaccine, 983 with a third dose of oral polio vaccine, 931 with the third dose of pentavalent vaccine, 990 with measles vaccine and 814 pregnant women with at least two doses of Tetanus Toxoid vaccine. Inactivated Polio Vaccine (IPV) was introduced in December 2015 in the seven stable states, and continues to be rolled out in the conflict-affected states. In the reporting period, thirty health workers were trained in Maban County (Upper Nile) on IPV to commence implementation of the vaccine in the county. In Koch county, routine immunization services have been re-established at the MSF hospital operated by World Relief. Discussions are underway with World Relief and the Koch County Health Department to re-establish cold chain in other locations in Koch to improve routine immunization service provision in the county. UNICEF continues to provide technical support for the implementation of immunization activities at national and field levels. A total of 109 suspected measles cases has been reported in South Sudan since beginning of 2016 in Abyei, Juba, Bentiu and Mayom County. In Abyei, where 28 cases have been admitted at MSF clinics, UNICEF is preparing to support GOAL International to undertake an outbreak response campaign from 15 to 19 February targeting 35,377 children under 15. In 2016, 16,175 children have been vaccinated against measles in Juba, Malakal, Bor, Bentiu PoCs and Mingkaman IDP camp, and through Rapid Response Mechanism in Unity State. The main challenge in measles control remains delays in reporting of suspected measles cases and lab confirmation process. NUTRITION: According to the December South Sudan Integrated Phase Classification Technical Working Group (IPC TWG), the nutrition situation remains Very Critical in Unity and Critical in Upper Nile, Jonglei, Warrap and Northern Bahr el Ghazal as well as Lopa-Lafon and Budi Counties of Eastern Equatoria State. The high levels of malnutrition were attributed to inadequate food consumption, morbidity (e.g. malaria), sub-optimal feeding practices, poor health and nutrition services, and poor hygiene and sanitation. The results of the ongoing economic crisis including the devaluation of the South Sudanese Pound (SSP) have seen prices of basic commodities rapidly increasing. Inflation in prices of staple commodities such as sorghum continue despite the second harvest season that started in November This economic crisis is expected to heighten malnutrition levels across the country, especially affecting women and children. Studies in other countries confirm that similar price increases can raise global acute malnutrition (GAM) rates between 8 and 16 per cent. GAM rates among children in Juba is estimated at 12.2 per cent. The impact of increased food prices is expected to increase the estimated 3

4 caseload of children with SAM by 1,152 in Juba County alone. UNICEF, WFP and FAO are developing a comprehensive response plan to the expected deterioration in urban areas. Screening continued in Bentiu PoC, areas around the PoC (Bentiu Town, Rubkona Payam) and for new arrivals to the PoC. During the reporting period, 12,775 children were screened, including 234 new arrivals from Koch, Mayendit, Leer and Mayom. The highest prevalence of malnutrition was found in children screened from areas surrounding the PoC including Bentiu Town and Rubkona, where the proxy GAM was 25 per cent, followed by those from inside the PoC whose proxy GAM was about 14 per cent. Proxy rates for new arrivals was 12 per cent. These children were categorized according to their places of origin and malnutrition was assessed using both MUAC and weight-for-height. The highest GAM rates were from Koch followed by Rubkona, Mayendit and Mayom. Oedema <115mm >=115mm to < 125mm >=125mm Total Proxy SAM Proxy GAM Screened from Bentiu PoC ,040 9,807 11, Screened from Bentiu Town, Rubkona , Payam and other areas around PoC New Arrivals Cases of oedema continue to be identified in Bentiu PoC and surrounding areas. Oedema cases could be due to children presenting late for treatment and inadequate community outreach and screening activities as well as the nutrition situation in Unity. Community outreach has been scaled up and all children in the PoC are now screened at least once every two weeks to ensure both early referral and to provide a representative proxy GAM of the PoC. Of the children screened in and around Bentiu PoC, 586 were admitted to the nine functional outpatient therapeutic programme sites (OTPs) in the PoC and surrounding areas, a decrease from 601 that were admitted to the same OTPs during the previous reporting period. The Bentiu PoC Stabilization Centre admitted 51 new cases against 41 children 800 OTP Admissions in Bentiu POC being discharged. There are currently 258 sites for the treatment of SAM operational in Greater Upper Nile, though, 40 per cent of sites in Unity remain suspended. The major counties affected include Guit, Leer, Koch and Manyendit. It should be noted that there is need for more functional Stabilization Centres in Unity State as there are none in some counties, such as Koch. State SC OTP Jonglei 8 87 Upper Nile Unity 4 75 Total In Jonglei, 10,658 children under 5 were screened for malnutrition. Of these, 807 were identified as severely malnourished and admitted to OTPs. In Upper Nile, 7,838 children were screened in Malakal PoC, where 0.9 per cent were found with SAM and 7.7 per cent with MAM. In Wau Shilluk, 3,081 children were screened, with a proxy SAM rate of 0.3 per cent and a proxy MAM rate of 6.1 per cent. All children with acute malnutrition were admitted in the treatment centres in Wau Shiluk and Malakal PoC. In Warrap state, which suffers from a traditionally high burden of malnutrition, a social mobilization campaign of active case finding continues. A total of 72,033 children have been screened through the campaign, including 13,210 during the reporting period of whom 1,042 (8 per cent) have been identified with SAM and 2,579 (20 per cent) with MAM. Sixty-five SMART surveys are planned for Complementary surveys including a Nutritional Causal Analysis, barrier analysis, Knowledge Attitudes and Practice survey and coverage surveys are planned for Northern Bahr el Ghazal, Warrap, Bentiu POC and other areas of concern. These additional surveys will go beyond the descriptive SMART assessments and provide a more in depth understanding of the causes of consistent high GAM rates, barriers to nutrition treatment, and cultural and beliefs associated with infant and young feeding practices Surveys Completed in GAM SAM Cut-off Point WASH: UNICEF continues to provide WASH services in PoCs, IDP camps and Guinea Worm endemic areas. So far in 2016, 275,010 people have been reached with safe water, 117,765 with safe sanitation and 62,946 with hygiene promotion services. The residents of Bentiu PoC now receive 12.6 litres per person per day (L/p/d) of safe water. In addition, UNICEF is supplying treated tap water to five schools in the PoC benefiting 14,353 students (40 per cent girls) with other schools ensured access to water by other Cluster partners. Planned rehabilitation of the Water Treatment Plant in Bentiu Town is ongoing. The plant is currently being cleared of debris that resulted from the crisis. UNICEF will expedite the rehabilitation of the plant, especially in light of the fact that MSF has reported new cases of Hepatitis E in Bentiu Town. UNICEF and the Directorate of Water and Sanitation of the state Ministry of Physical Infrastructure (MOPI) in the coming weeks will construct emergency latrines in public places in Bentiu Town such as markets, schools and health centres and will continue to repair non-functional hand pumps. Within Bentiu PoC, desludging of latrines remains a challenge as limited sewage tanks have to cater for the increasing number of IDPs. Hygiene promotion activities using key messages are ongoing in all the sectors of the PoC. To ensure environmental sanitation in Malakal PoC, UNICEF supports the collection and safe disposal of solid and liquid waste. Additionally, UNICEF partner SCPD has been supporting WASH in six Temporary Learning Spaces, and during the reporting period have produced radio talk shows with school hygiene clubs focusing on hand washing with soap, use of latrines and personal hygiene through Nile FM radio station which is a popular radio station in Malakal PoC. UNICEF partner World Vision in Wau Shilluk has received construction materials for 190 semi-permanent latrines to be built over the next month; in the meantime, World Vision has reached 2,352 people with hygiene promotion messages. The influx of over 40,000 new arrivals into Mingkaman IDP camp is adding pressure on existing water resources. UNICEF, Solidarites International and RUWASSA set up an extra SWAT system and are providing an additional 80,000L of safe water through water trucking. In Jonglei, three boreholes were rehabilitated in Akobo benefiting 1,500 individuals while one borehole in Walgak was motorized benefitting 6,000 individuals. Demonstration sessions on emergency hygiene and sanitation were conducted in Akobo, Nyirol Thol, Kurwai and Walgak reaching 2,959 people. In the Greater Pibor Administrative Area, three boreholes in Lekuangole (Airstrip, Hai Salaama and Manytongor) have been rehabilitated benefiting 3,150 people. 5

6 EDUCATION: The majority of schools throughout the country remained closed for year-end holidays, with classes expected to resume in the third week of February. In Western Equatoria and Unity, the unpredictable security situation is causing schools to delay their opening after the year-end break. In Mingkaman IDP camp, the displaced children who moved into the camp in the middle of school year were not able to participate in the end-of-year exams as they were academically behind. Children are being encouraged to repeat the grade, though it means the loss of a year for children who generally are already overaged due to late beginning of schooling, highlighting the on-going impact of the conflict on children s schooling. UNICEF, the Ministry of Education, Science and Technology (MoEST) and partners are preparing for a second year of Back to Learning by pre-positioning supplies in schools and TLSs; developing new partnerships to reach new areas; and training teachers. UNICEF, government and communities are holding mobilization activities to enroll out of school children, with a special focus on girls and retention of children in school. For example, in Longuchuk, UNICEF and CHADO worked with local authorities and the community to reopened five schools to facilitate the return of out-of-school children. So far, 20 volunteer teachers (25 per cent female) have been recruited and 3,960 children enrolled in these schools. In Lakes State, a peer to peer mobilization Tapisa, 17, studies for exams in Bentiu PoC. strategy is being used to increase enrollment and retention though a Girls Education Movement Club. Twenty-one students including 16 girls have been trained to carry out advocacy to encourage other children to go to school. In January, UNICEF and Education Cluster partners actively supported the state Ministries of Education in the planning and administration of primary school examinations in PoCs and affected areas Central Equatoria, Lakes, Jonglei, Upper Nile and Western Equatoria. 6,166 children (20 per cent girls) sat the exams this year, a 25 per cent increase from 2014, especially in IO areas. UNICEF with Nile Hope in Pibor, CHADO in Upper Nile and Windle Trust and Mercy Corps in Unity supported the training of 186 teachers (11 per cent females) on literacy and numeracy, hygiene promotion, classroom management skills, child-friendly teaching methodologies, life skills, psychosocial support, peace education, conflict resolution, the Teachers Code of Conduct and community mobilization. This brings the total teachers trained in 2016 to 226 (14 per cent female). UNICEF conducted the first set of Parent Teachers Association (PTA) trainings for 2016 in Lakes State, where 25 (24 per cent female) members from five Back to Learning target schools benefitted from training on school management and community mobilization in support of quality education and increased enrolment and retention. The timing of this training in advance of the new school year is crucial to increase registrations. The persistent demand by volunteer teachers to increase their incentives due to the increasing economic crisis has threatened to disrupt classes again in the new school year, as they had in UNICEF along with MoEST and the Education Cluster have agreed to increased incentives to 900SSP a month to ensure that schools run uninterrupted in the new academic year. CHILD PROTECTION: So far in 2016, 19,795 children have been reached with critical child protection services, including psychosocial support, case management and prevention messaging, including an additional 4,602 new children reached in the past two weeks. Access and capacity constraints continue throughout the majority of southern Unity State, restricting critical child protection services for thousands of children, however, efforts to scale up are ongoing. One new partnership has commenced in Koch and new partnerships to cover Mayom and Pariang are currently being negotiated to complement the existing programmes being delivered through UNIDO. An additional 5,768 people were reached with mine risk education (MRE), in various locations across Jonglei, Lakes and Upper Nile states, during the reporting period. Once the new school year commences this month, MRE teams will focus increasingly on delivering mine risk education in schools, TLSs and child friendly spaces, ensuring that the use of the MRE Teachers Guide receives some traction in

7 Despite renewed insecurity in the area, follow up visits and the distribution of livestock for the 1,755 children already released in the Greater Pibor Administrative Area continued. In the past two weeks, an additional 309 children received goats and sheep, bringing the recipients to 1,484 released children (85 per cent of the target) and 1,507 other vulnerable children in the community (86 per cent of the total community caseload). Follow up visits continue; and a new partnership has been established to accelerate progress in Lukuangole (where the least follow up visits have taken place). To date, 1,286 children (71 per cent of the total caseload) have now received follow-up visits. Vocational training remains a challenge, particularly due to the lack of experienced partners and renewed conflict in the area, however, brick-making training has started with 30 children, and other vocational training have been scheduled to start in March. In the last two weeks, 160 children have been allocated land for group farming in Pibor and Vertet by the local government; inputs (seeds and tools) will be distributed in the coming weeks. In the last two weeks, 144 new cases of unaccompanied, separated, and missing children were registered, bringing the total caseload to 11,942 children (47 per cent girls and 73 per cent unaccompanied and separated children). Of these 11,942 cases, 74 per cent (8,685 cases) remain active and open, requiring regular monitoring visits, family tracing action, and/or post-reunification and reintegration support. With 370 children having been followed-up in the past two weeks, documented follow-up visits continue to increase and have reached 74 per cent of all active cases. As a result of increased follow-ups and a greater emphasis on family tracing and reunification (FTR) case management processes, 3,718 children have been be reunified with their families, 58 of whom were reunified over the past two weeks. Other factors leading to recent results include the use of offline case management tracking tools in addition to RapidFTR; increased onsite technical support; and systematic, facilitated inter-agency tracing referrals and networking. The assessment of RapidFTR has now been finalized, concluding that a transition to a decentralized CPIMS system will better suit the context, given the ever-increasing caseload and the ongoing challenges with connectivity across the country. UNICEF, together with Save the Children will support a gradual transition in During the reporting period, UNICEF and partner GBV prevention and response activities reached 3,499 people, including provision of GBV case management, psychosocial activities, referrals, coordination, risk mitigation, community engagement and capacity building in 20 counties. In total, 10,588 have been reached in A team of consultants are currently engaged in a participatory process to develop tailored guidelines for establishing and running women-friendly spaces/women s centres in South Sudan. UNICEF is sponsoring eight of these spaces in six locations. In 2015, a total of 8,382 women and girls participated in Women s Friendly Space activities. The first draft of the guidelines is expected at the end of February. Access to life-saving GBV response services such as clinical management of rape (CMR) and psychosocial support services continues to be a major gap in the overall humanitarian response. Outside of PoCs and major cities, such services are virtually non-existent. To help address this gap, UNICEF supported a mobile CMR training team which trained 117 individuals from 51 health facilities in An additional six CMR trainings are planned for the first half of 2016, commencing this month. COMMUNICATION FOR DEVELOPMENT (C4D): In collaboration with Jonglei State Ministry of Health, WHO and partners, UNICEF is conducting the first round of a polio immunization campaign together with Vitamin A supplementation in all counties of the state. This is being supported by social mobilization and communication activities that include church and megaphone announcements, sensitization of community leaders, street announcements, and radio messaging and house to house visits targeting about 118,453 households with messages on the importance these interventions. Preparations are ongoing to enhance capacity of the IMA, UNIDO and CARE partners at county level. A training of trainers will be conducted next week and a comprehensive training module, aids and community engagement tools are prepared for the cascade module. SUPPLY & LOGISTICS: In the past two weeks, UNICEF dispatched supplies worth US$700,000 to implementing partners countrywide. Nutrition supplies dispatched included 4,560 cartons of ready-to-use therapeutic food delivered to ACF in Alek, the State Ministry of Health (SMoH) in Northern Bahr el Ghazal and Concern in Nyamlel. Additional nutrition supplies were dispatched on two trucks to Yambio under armed escort due to insecurity along the route. Nutrition equipment which included weighing scales and therapeutic milk were dispatched to the SMoH in Western Bahr el Ghazal. Other nutrition supplies were dispatched to Relief International and to CCM from the Wau warehouse as part of the prepositioning exercise. In order to take advantage of the road access to Bentiu during the dry season, UNICEF dispatched 16 trucks loaded with multi-sectoral supplies. To date, 35 trucks have been dispatched to Bentiu from the UNICEF Juba warehouse and Rumbek hub. Deliveries to Bentiu continue to be made under escort on certain portions of the route due to insecurity. 7

8 As part of the Back to Learning Initiative, 125 South Sudan Teacher s kits, ECD kits and school-in-a-box kits were dispatched to IBS Ganyiel. UNICEF dispatched 300 school in a box kits and 100 teacher kits to Yambio for the same initiative. The trucks are still in Mundri awaiting escort before proceeding to Maridi. UNICEF also delivered 200 school in a box and South Teacher s kits to State Ministry of Education CES in Juba in order to improve teaching and learning experience of students in the state FUNDING: Against the HAC requirement of US$ million, UNICEF has received US$ 16.8 million (11 per cent funded).
