1 1) ETHIOPIA South Sudanese s Update South Sudanese child at Kule refugee camp drinking nutritional supplement UNICEF Ethiopia/2014/Ayene Highlights: SitRep #17 Reporting Period November 2014 Between December 2013 and November 2014, 191,369 South Sudanese refugees have arrived in the Gambella Region of Ethiopia. The number of the daily new arrivals remain low, with 97 individuals arriving each day as of end of November. Since the onset of the emergency, 2,180 unaccompanied and 7,666 separated children have been registered. As a result of a new partnerships between UNICEF, Save the Children International (SCI) and Plan International Ethiopia (PIE), 21 classrooms will be constructed in Kule and Tierkidi refugee to provide improved access to quality primary education for over 4,000 refugee girls and boys. From 21 to 25 November, a polio vaccination campaign was conducted in the Gambella Region, targeting 27,084 children below 5 years of age from the refugee population and 58,467 children from the host community. UNICEF provided technical, financial and logistic support in the planning and implementation phases to ensure high coverage rates. 2 1. Situation Overview & Humanitarian Needs Between December 2013 and November 2014, 191,369 1 South Sudanese refugees have arrived in the Gambella Region of Ethiopia. In Tierkidi, Leitchour, Kule and Pugnido refugee, 2,180 unaccompanied and 7,666 separated children have been identified and registered. The majority of the refugees have arrived through entry points in Pagak (49 per cent), Burubei (25 per cent) and Akobo (21 per cent) while the remaining have arrived through Matar, Akobo, Raad, Wanke and Puchalla entry points. Following level 1 registration at the entry points, the asylum seekers are moved to refugee established in the region. According to UNHCR, 85 per cent of the new arrivals have been relocated into refugee. 17,039 refugees are waiting for relocation. The relocation of the refugees, who were stranded in Matar entry point following flooding in August 2014, began on 17 November. As of 2 December, 4,012 individuals (1,263 households) have been successfully relocated. Relocation from Pagak entry point to Pudnido refugee camp, started on 1 December and, as of 2 December, 392 refugees have been relocated to Pugnido camp. UNHCR, ARRA and partners have a target of relocating nearly 15,000 refugees from Matar and Pagak by using different means of transportation including boats, buses and helicopter for the most vulnerable people. 2. Humanitarian Leadership and Coordination Led by The Ethiopia Administration for the Returnees and s Affairs (ARRA) and UNHCR, UNICEF and its partners continue to support the emergency response to South Sudanese refugees for the provision of health care, nutrition, water, sanitation, education and child protection services. At the same time, UNICEF is spearheading the coordination of the emergency response within the host community; specifically in WASH, education, nutrition and child protection. 3. Humanitarian Strategy: Prepositioning and Partnerships In the refugee context, UNICEF works in support of UNHCR and ARRA. The partnership is based on the Memorandum of Understanding signed in 2012 between the two sister agencies and the tripartite agreement signed in 2007, with the Administration for Returnees and s Affairs (ARRA) and UNHCR to establish the framework of collaboration for the delivery of services and assistance. In 2013, UNICEF signed a Memorandum of Understanding with UNHCR to establish the modalities of support for the South Sudanese emergency response in Gambella. UNICEF has developed an integrated emergency response strategy for both refugees and host communities in Gambella Region. The three pronged strategy includes support to UNHCR in the sectoral coordination, technical assistance and provision of basic social services in the refugee, support to the host community at the entry points and in the proximity of the refugee, and support to the host communities in the other areas that are not directly affected by the refugee crisis as part of a conflict prevention strategy. UNICEF has seconded WASH, education, child protection, and nutrition specialists and a Health/Extended Programme of Immunisation (EPI) officer to UNHCR to support the situation monitoring, coordination of sectoral emergency response, to spearhead the programmes and to provide technical guidance to the Government and partners in implementing programmes, according to pre-agreed standards. UNICEF has prepositioned emergency supplies in Gambella and Benishangul-Gumuz regions so as to timely respond to the acute emergency needs of refugees and vulnerable host communities in WASH, nutrition, health, education and child protection sectors in partnership with regional governments, ARRA, UNHCR and NGOs. 4. Summary Analysis of Programme Response 4.1 Health Since the start of the response in January 2014, 117,164 children between the ages of 6 months and 15 years have been vaccinated against measles and 97,812 children, less than 15 years, have received the oral polio vaccine in Burubei, Pagak and Akobo entry points and Kule, Tierkidi and Leitchour refugee. As part of the national response to the polio outbreak in East Africa, a polio vaccination campaign from 21 to 25 November was completed in all refugee, in synchronization with host community. The campaign targeted 27,084 people and 58,467 children under the age of five; from the refugee population and from the host community 1 This figure does not include the old caseload of 57,165 South Sudanese refugees registered pre 15 December

3 respectively. The results of this campaign are under compilation. UNICEF provided technical, financial and logistic support in the planning and implementation phases to ensure high coverage rates. Following the start of the relocation of some 15,000 refugees from Matar and Pagak to Pugnido refugee camp, UNICEF provided two full Emergency Drug Kits (EDK) with two renewable kits and information, education and communication materials to strengthen the existing health and nutrition services to health facilities in Pugnido refugee camp. Each EDK enable access to health care services to an estimated 2,500 people for three months. In the continued effort to protect the refugees against malaria infection, the Regional Health Bureau (RHB), together with UNICEF, are supporting the conducting of indoor residual spraying in Tierkidi camp, during which a total of 1,366 individual houses were sprayed. Similarly, to strengthen malaria prevention through improved community participation, UNICEF conducted eight focus group discussions - four in Kule and four in Tierkidi refugee - with the 64 people participating. From these discussions, inputs for strengthening outreach services like determinants for mosquito net utilization, household practices and barriers for early treatment seeking were documented in order to gain a better understanding about the behaviour of the refugees so as to improve programme planning and implementation. From the beginning of the emergency response, UNICEF provided 97,953 insecticide treated bed nets for the refugees. UNICEF recruited health consultants to continue to support the RHB teams in the provision of vaccination and health services within the host community. 4.2 WASH In Leitchour and Okugu refugee and at Pagak entry point, refugees have access to clean water of more than the acceptable standard, per day and per person, while in Tierkidi, Kule and Pugnido refugee the refugees have access to less than the standard with 12.1, 11.7 and 14.3 litres per day and per person respectively 2. With respect to access to latrines, in Leitchour refugee camp, where floods have washed away many latrines, one latrine stance is currently used by 74 individuals while at Pagak entry point one latrine stance is being used by 76 individuals, which is a poor access as compared to the standard 3. UNICEF, since the start of the emergency response in 2014, has supported the drilling of 24 productive water schemes in the refugee, host communities and in conflict sensitive areas located in Leitchour refugee camp, Matar, Burubei and Pagak entry points and Abobo and Lare woredas. 13,570 people have access to clean water on a continuous basis using these water schemes. At Akobo entry point, UNICEF provided two emergency water treatment kits, operated by ZOA, which continue to provide safe water both to the asylum seekers and host community. As a longer term sustainable strategy, UNICEF is supporting the establishment of a permanent water system in Kule and Tierkidi refugee and at Pamdong waiting station. Once completed in mid-2015, the system is expected to serve some 120,000 refugees and host communities living in the surrounding areas. 4.3 Nutrition The weekly admissions to the outpatient therapeutic feeding programme (OTP) (Graph 1) and Targeted Supplementary Feeding Programme (TSFP) observed a decrease in the established refugee as of end of November. In Lietchour refugee camp, weekly OTP admission number decreased from 18 to 16, in Tierkidi refugee camp from 27 to 19 and in Kule refugee camp from 22 to 21. The TSFP in Lietchour observed weekly admission numbers decreasing from 84 to 76, in Tierkidi from 58 to 53 and in Kule from 40 to 33. The decreasing admission numbers could be associated with stabilizing nutrition situation. 4 The community management of the acute malnutrition programme has, to date, admitted a total of 22,777 children in stabilization centres (1,866 children), OTP (7,452 children) and TSFP (13,459 children) for treatment. Out of which, a total of 1,840 malnourished children with complications have been successful stabilized at the stabilization centres. 6,152 children were successfully treated and discharged from OTP while 7,582 children were successfully treated in the TSFP. As of the end of November, the performance of the OTP is rated as good, with a cure rate of 86.7 per cent for all the established 4. The defaulter rates in the three were within the sphere standards for the OTP and TSFP. No deaths were reported in OTP or TSFP. In November, UNICEF provided 45,222 pieces of soap to all acutely malnourished children enrolled in the different nutrition programmes. This was done to support the caregivers of malnourished children in improving hygiene practices at household level. UNICEF also provided infant and young child feeding brochures, counselling cards and information, communication and education materials to all nutrition centres to support, promote and protect optimal infant feeding practices. UNICEF continues to support the RHB to ensure that adequate nutrition services are being provided to the host communities. In November, UNICEF s CMAM and Infant and Young Child Feeding (IYCF) consultants provided technical support to 17 health facilities in Lare, Itang, Wanthua, Makuye, Jikawo, Abobo woredas and in Gambella town. 17 health workers and health extension workers in Abobo, Makuye, Jikawo and Wantowa woredas received on the job training. Three new OTP in Akula health post (Itang woreda) and Abobo woreda and one stabilization centre in Jikawo have been established. A rapid assessment on IYCF practices was held within the host community in Gog, Jor, Wanthuwa, Makuye, Lare, Itang and Abobo woredas. More than 180 mothers received awareness on IYCF. UNICEF has deployed four nutrition consultants to support the RHB with the coordination and quality control of all nutrition programmes for the host communities within the region. 4.4 Child Protection With UNICEF support, the family tracing and reunification task force conducted a two-day workshop for participants from the Bureau of Women, Children and Youth Affairs and the Bureau of Labour and Social Affairs, ARRA, UNHCR, UNICEF, PIE, Save the Children International, Ethiopian Red Cross Society, ICRC and IMC at the end of November. An action plan has been prepared for the next two months to fast track family tracing and reunification of unaccompanied and separated children. A total of 2,180 unaccompanied and 7,666 separated children have been identified and registered in Tierkidi, Leitchour, Kule and Pugnido refugee since the beginning of the emergency in January On 19 November, the joint UNICEF, PIE, SCI and the Ethiopian Red Cross Society project was launched. The joint project will be implemented in the host communities, entry points and the refugee and will focus on the implementation of child friendly spaces, provision of psychosocial support and prevention and response to child abuse, exploitation and violence through strengthening and establishing community based child protection mechanisms. As part of the project cooperation agreement with PIE in Kule camp, UNICEF conducted a three-day training in November for 30 social workers with particular focus being placed on case management and child participation. On average, more than 26,500 children are taking part in different recreational activities within the child friendly spaces. These spaces, set up by partners and UNICEF, allow the refugee children to get together, play and build a normal life. Those vulnerable children, who have particular psychological needs are referred to specialists; on average more than 500 children receive psychosocial support on a weekly basis. 4.5 Education As a result of a new partnerships between UNICEF, Save the Children International and Plan International Ethiopia, 21 classrooms will be constructed in Kule and Tierkidi refugee to provide improved access to quality primary education for over 4,000 refugee girls and boys. SCI will construct eight semi-permanent classrooms for primary school and four classrooms for Early Childhood and Care Development (ECCD) in Tierkidi refugee camp. SCI will also provide student benches. PIE will construct six classrooms for primary school and three classrooms for ECCD in Kule camp. The overall enrolment continue to show progress and reached 45 per cent as of the end of November as compared to 31 per cent at the end of September. However, attendance is lagging behind. The education working group is working with other sectors to strategically identify and address the major causes of low attendance. 4 the sphere standards for cure rate of >75 per cent and defaulter rate of less than 15 % 4

The training aims to improve access to quality education for both refugee and host community girls and boys. 4.6 Communication for Development (C4D) UNICEF has recruited a new C4D Officer to support UNHCR/ARRA in strengthening C4D interventions in the refugee as part of the promotion of safe, healthy and protective behaviours and social norms; demand creation for social services; empowerment of communities, promotion of participation; and facilitation of communication mechanisms between communities and providers for the improvement of services provision. 5.
