1 Annex Seminar Information 1. Introduction to the Seminar Climate change is a major global challenge to mankind, as it is closely interconnected with human survival and national development. At present, the willingness expressed by the developed countries to provide developing countries with financial support and transfer technologies is on the wane. Developing countries, on the whole, is facing daunting tasks and mounting pressure in the international negotiation on climate change. Under such circumstances, it is of urgent necessity for developing countries to join hands in safeguarding our common interests in this respect. The NDRC 2017 training programme on South-South cooperation of addressing climate change: seminar on addressing climate change and green low-carbon development is tailored to maintain closer communication between and among developing countries with respect to the issue of climate change. The policies and measures adopted and endeavors and contributions made by Chinese government to respond to climate change will be presented to the participants in a systematic and comprehensive manner. 2. Introduction to the Organizer 2.1 National Development and Reform Commission The National Development and Reform Commission (NDRC), as one of the agencies under the State Council, consist of twenty-eight functional departments/bureaus/offices with an authorized staff size of 1029 civil servants. The principle functions of the NDRC include: To formulate and implement strategies for national economic and social development, medium-term and long-term programs, annual plans, price policies and comprehensive industrial policies;

2 To coordinate the solutions to major problems related with national economic performance; To strengthen the monitoring, forecasting and early warning of the national economic performance, guide macroeconomic information release, and maintain the balance of national economic aggregates; To examine and approve major construction projects, promote and coordinate economic system restructuring from a comprehensive perspective; To optimize major economic structures, carry out strategic readjustment and upgrade industrial structure; To coordinate the development of agriculture and rural economy, and promote the sustainable development strategy; To organize the work for addressing climate change; To coordinate and promote the development for social undertakings; To promote the coordinated development of regional economy; To submit plans for national economic and social development to the National People s Congress on behalf of the State Council in accordance with the Constitution. The NDRC now undertakes challenging tasks and important responsibilities. To live up to the mission and perform duties assigned by the Communist Party of China and the people, the NDRC will spare no effort to create a team of high quality and efficient civil servants, further reinforce the awareness of politics, innovation and service and promote the transition of mindsets, functions and style of work. The NDRC will, as always, be committed to promoting scientific, harmonious and peaceful development, attach great importance to extensive cooperation with foreign government agencies, international organizations and people from all walks of life from both home and abroad, and make our due contribution to the prosperity and development of the world economy and the progress of the mankind.

3 2.2 Introduction to the Department of Climate Change with NDRC The department of Climate Change with National Development and Reform Commission of the People s Republic of China is responsible for comprehensively analyzing the impact of climate change on social-economic development; organizing and coordinating the formulation of key strategies, plans and policies dealing with climate change, taking the lead in the implementation of United Nations Framework of Climate Change Convention, and in collaborating with other relative parties in international climate change negotiations; coordinating and carrying out international cooperation in response to climate change and related capacity building; organizing and implementing the work relating to clean development mechanism(cdm); and undertaking concrete work assigned by the National Leading Group Dealing with Climate Change, Energy Conservation and Emission Reduction. 3. Introduction to the co-organizer Chinese Research Academy of Environmental Sciences (CRAES) was established in Dec, 1978 subordinated to China Ministry of Environmental Protection (MEP). CRAES provides the key technical support and policy advice to the Ministry of Environmental Protection (MEP) on environmental protection. In the meantime, CRAES also provides technical support to the National Development and Reform Commission (NDRC) and the Ministry of Industry and Information Technology (MIIT). 4. Major Events of the Seminar (1) Opening Ceremony The opening Ceremony is scheduled to be held on October 17 th Attendees at the opening ceremony include high-ranking government officials, officials with foreign embassies to China, representatives with the UN and other international organizations. (2) Lectures Government officials and experts are to present lectures on the policies and measures adopted by the Chinese government in the field of addressing climate change, green development, low-carbon development, energy efficiency combating climate change, etc. (3) On-site visit Participants will visit the enterprises in Beijing with excellent practices on green development, low-carbon development, carbon reduction, where they could have exchange of ideas with the local government and the enterprises on matters of addressing climate change and low-carbon development. (4) Groups discussions Participants with different countries are to have group discussions between and among each other on policies and measures adopted by each country. 6. Qualification of Participants and Matters of Attention: (1) Participants The participants should meet the following qualifications and requirements: a) The participants should be one of the following: Scholars or officials in climate change field; Representative form climate research related institutions and organizations; Technicians in climate change, green development, or low-carbon development field;

5 b) Participants are supposed to be in good health conditions and with no infectious disease and they should be less than 55 years old. c) Participants are supposed to have a Bachelor degree or above. d) Fluent in English. (2) Language Work language is English. Therefore, participants are supposed to have a good command of English with strong skills in listening, speaking, reading and writing. (3) Duration The seminar is scheduled to be held from October 17 th October 30 th, 2017, with the Opening Ceremony on the morning of October 17 th, and the Closing Ceremony on the morning of October 30 th. (4) Expenditure The following expenditures are covered by the Chinese government, including training, food, accommodations, on-training transportation, insurance, and international flight tickets. The following expenditures should be covered by individual participant, including visa & passport fees, medical check-up, local transportation within your country before coming to China, expenditure of early arrivals and delaying departures due to personal reasons, personal consumption behavior, international communication costs, laundry or barber costs. (5) Location Beijing Arrangement is presented in the enclosures in a detailed manner. (6) Weather The seminar is to be held in mid-autumn. Please make proper preparation of clothes. The general temperature of Beijing in late summer is about Travel and Accommodation The international travel to China will be booked and covered by Chinese government. Once you confirm your attendance, we will you the electronic tickets.

6 The transportation from airport to the hotel and transport related to on-site visit for the duration of the seminar will be provided. Any additional and personal transport will be covered by participants. 8. Protocol arrangement on arrival and departure The normal protocol formalities will be in place at Beijing International Airport for arriving Ministers. Every Minister s entry will be facilitated through the State Protocol Lounge (to be confirmed). The other participants (DG level or under) will enter through the normal immigration and custom channels. 9. Immigration and Health Requirement Visas All visitors to China must hold valid passports. Citizens of countries that require visas for China should obtain these beforehand at the appropriate China Diplomatic or Consular Missions. It takes approximately 4-10 working days (varied with different countries) to process a visa application. Application should be accompanied with the necessary visa fees in respect of countries whose passport holder are subject to visa fees. 9 Clarification of the expenditures The following expenditures are covered by the Host/Organizer, including training, food, accommodations, on-training transportation, insurance, international flight tickets (China NCPC will book tickets for the participants), pocket money for 80 CNY per person per day, medical expenses for sudden illness during the training (except for chronic), and subsidies of qualified international transfers. The following expenditures (including but not limited to) should be covered by individual participant, including visa & passport fees, domestic medical check-up, local transportation to airport within your country before coming to China, expenditure of excess baggage charges, fees related with flight tickets change due to personal reasons, expenditure of early arrivals and delaying departures due to personal reasons, personal consumption behavior, off-training transportation, entertainments, international communication costs, laundry or barber costs, expenditures of checking, treating and medicals for all types of chronic diseases, optometry and get glasses, dentistry, etc
