In order to provide wider range of lectures to our students by distinguished lecturers who have different international experiences on research and education as well as to enhance possible collaborative future researches with our faculty members, IDEC invites two or three visiting professors every year. Since the establishment of IDEC in 1994, we have invited more than 40 prominent visiting professors from all over the world. The purpose of the letter is to request directors/deans of relevant faculties and/or graduate schools which have the Memorandum of Understanding with Hiroshima University and/or IDEC to recommend the visiting professors from your institution, who meets the requirements as described in the open positions for IDEe visiting professorship 2010 below. 3 Division of Development Science Graduate School for International Development and Cooperation (ldec) Hiroshima University General Information for Visiting Research Scholars 09/07/16 1. Duties Your contributions that are expected to make to IDEC are as follows: (1) To make a lecture about your major under the name of "Development Sciences", (2) To hold a seminar at least once during your stay, (3) To advise on the activities ofidec, and (4) Other agreed activi ties. 2. Salary Your salary will be paid into your bank account on the 1i h of every month. prepare your living expenses for the first 17 days of your appointment. Therefore, you need to 3. Travel Expenses (1) Travel Expenses Incurred in Order to Take Up Your Post Travel costs incurred in order to take up your post will be reimbursed on the basis of the most economical and normal route and method of travel, whether by rail, sea, air or bus, together with daily allowances and miscellaneous travel costs. The following expenses are recognized as miscellaneous travel costs: immunization fees, passport and visa fees, monetary exchange service charges, and any arrival or departure taxes. Please note that with the exception of the daily allowances and the hotel expenses, documentary evidence of expenditures, for example, an air ticket, a receipt for airfare etc., is required for the reimbursement of travel expenses. Government regulations require that travel expenses are reimbursable only for direct flights to Japan after the official letter of invitation has been sent. If you are considering any travel plans that might be questionable with respect to reimbursement, please consult the University beforehand. Otherwise, you may not receive all or part of your reimbursement. You must bear the costs of travel expenses for any dependant family members accompanying you. (2) Travel Expenses Incurred to Return to Your Home Country Travel expenses incurred in order to return to your home country are paid if you have completed the period of your contract and return home within IO days after the expiration date of the contract. The items subject to and the extent of the reimbursement are the same as the travel expenses incurred in order to take up your post. (3) Other expenses You must bear the costs for other expenses not stated above, for example that of accompanied baggage. 4. Visa and Residence Status The relevant section of the visa and residence status regulations below should be read with the utmost care to avoid any possible mistakes. It is particularly important that a residence status of "Professor" should 1
4 09/07/16 be obtained, for without it the President of the University will not be able to conclude a contract of employment with you. After your arrival in Japan (until the time your contract of employment is concluded between you, as a foreign national faculty member, and the President of the University), your passport will be checked to make sure that it shows the status of residence for educational staff (that is, the status indicated in the Immigration-Control and Refugee-Recognition Act, hereafter referred to as "Professor"). If the passport shows the required status, the contract will be concluded immediately, but if not, the contract cannot be concluded. If you have the status of residence other than "Professor", this has to be changed to "Professor" before the contract of employment can be concluded. Such a change of status involves complicated procedures which may take as long as one or two months, with a number of disadvantages during that period (no salary, etc.). Moreover, depending on the status of residence, it will be necessary to leave the country, apply for a visa with a different purpose of entry, and then re-enter the country. In the light of the above it should be clear that it is essential for persons invited as a foreign national faculty member to enter the country with the status of residence of "Professor". In order to obtain the status of residence of "Professor" on disembarkation in Japan you should previously have received a certificate (Certificate of Eligibility) from the Minister of Justice of the Japanese Government, which recognizes you as an appropriate person to be granted teaching staff status. In other words, it is not sufficient to arrive in Japan only with the letter of invitation from the President ofthe University. Without the above-mentioned permission from the Minister of Justice, it will not be possible to acquire the status of "Professor". In order to avoid any difficulties with respect to your visa and status of residence, the University will submit, on behalf of the invitee, an application of proxy for a Certificate of Eligibility from the Minister of Justice of the Japanese Government. When it is received, it will be sent to the invitee. If this certificate is shown at a Japanese consular office abroad, a visa can be issued there. Similarly, in cases where upon employment you will be accompanied by your spouse and lor dependent children, the University will request, on your behalf, documentation concerning proof of residence status and will forward onto you such documentation upon receipt thereof. Normally in such situations, family dependents will receive the status of "Dependent" upon arrival in Japan. *Documents Required foe the Cectificate of Eligibility 1. A copy of your passport (pages where passport details and your photo are shown) * In order for us to apply for a "Dependent" visa of your accompanying family (spouse and children), the followings are also required in addition to the above. 4. In this letter the conditions of invitation are set out, the main contents being items related to position, subject of research, period of invitation, remuneration and travel expenses. A letter of acceptance of the invitation should be sent back from you and the head of your organization to the President of the University without delay. (3) Employment Contract When you arrive at the University to start your appointment in accordance with your invitation, the first step is to conclude a contract of employment between you and the President of the University. The contract of employment is the basis of the whole employment relationship hetween you and the University. The contents of the contract of employment consist mainly of the conditions of invitation stated in the letter of invitation. The document of the contract of employment is made up of two signed copies of the text written in Japanese and in English. The University keeps one copy ofeach and the other copies are handed to you. Please note that at the time of concluding the contract of employment, it is of the utmost importance that the signatory's residence status must be that of "Professor" so as to avoid any possible mistakes. Please refer to " 5. Visa and Residence Status" above. 7. Income Tax If you are from a country that has not concluded a treaty on mutual exemption of income taxes with Japan, 20% of your income must be paid as income tax. Further, there are some cases where although such a tax treaty does exist, it does not apply to visiting research scholars. 8. Health Insurance Hiroshima University has a health insurance for visiting research scholars during the period of employment. 70% of the medical fees shall be covered by the insurance and you need to bear 30%. Premiums for the insurance shall be covered by both university and visiting research scholar himself/herself according to the regulation. However, it will not cover before and after the employment period. Thus, it wilj be your interest to enroll in a travel insurance program so that you can be covered by insurance not only the employment period in Hiroshima University but also the whole period from your departure to return to your country. 3
