Health planning should be a priority, including emergency medical response and the repatriation of casualties. Map Crown Copyright 2017 (FCO363 Edition 4). RISK INDICES Country Risk Rating The Country Risk Rating for Sudan is four Out of the 160 countries analysed by SSI RM's Country Risk Assessment Index Sudan is ranked #9 (the higher the ranking the better). For reference the United States of America is ranked #114. Executive Summary Internal Stability Index Conflict Index Terrorism Index Corruption Index Travel Safety Index Crime Index 1
2 Internal Stability Index The Internal Stability Index rating for Sudan is 'high risk' with a score of For reference other countries with a similar score for internal stability are Libya (96.3) and the Democratic Republic of Congo (110.0). The FCO advises that rallies and demonstrations can occur, often at short notice, in Khartoum and in other major cities. Occasionally there are protests in response to international events and they may be directed against foreign nationals. It is advised to keep a low profile, avoid crowds, and keep away from any demonstrations. Conflict Index The Conflict Index rating for Sudan is 'high risk' with a score of Terrorism Index The Terrorism Index rating for Sudan is 'high risk' with a score of Terrorists are likely to try to carry out attacks in Sudan. Attacks can be indiscriminate, including in places visited by foreign nationals. Corruption Index The Corruption Index rating for Sudan is 'high risk' with a score of 14. Travel Safety Index The Travel Safety Index rating for Sudan is 'moderate risk'. Road conditions are generally poor and driving standards are variable. There are a large number of accidents, often involving inter-city buses. 2
3 There are frequent police road blocks. If you are stopped by the police ask to see identification before making any payments for traffic violations. Crime Index The Crime Index rating for Sudan is 'moderate risk'. Street crime in Khartoum and other major Sudanese cities, with the exception of Darfur, is low but increasing. Incidents of bag-snatching (including drive-by bag snatching by thieves on motorbikes) and petty theft do occur. Remain alert and take sensible precautions to protect yourself and your belongings. Incidents of piracy have been reported in the Red Sea and Gulf of Aden. RECENT MAJOR INCIDENTS 28 Sep 18 Yambio, Gbudwe, South Sudan Nine people were killed and 35 were injured when a man threw a grenade at a memorial service. SECURITY POSTURE HIGH An incident/attack is a strong possibility. Clients can operate safely in Sudan if security measures and risk controls are implemented in accordance with the SSI RM Security and Risk Management Plan for Sudan. HEALTH General Individuals should visit their health professional 4-6 weeks before deployment to discuss their detailed requirements for medical support, vaccinations, etc, based on their specific health circumstances, e.g. medical history. The information in this Country Brief for Sudan is NOT a substitute for this advice. All personnel deploying to Sudan should be covered by adequate health insurance. The FCO website provides contact details for a number of hospitals in Sudan. 3
4 Medical facilities Medical facilities in Khartoum are adequate but the hospitals are not suitable for the treatment of more serious medical problems. Outside of Khartoum medical facilities are very poor and self-help is required. Disease Index Yellow Fever Typhoid Hepatitis A Rabies Tetanus Cholera Tuberculosis Encephalitis Meningitis Influenza Malaria Dengue HIV/AIDS Zika Vaccination Recommendations The following recommendations are based on the assumption that the individual is up-todate with vaccinations for the following diseases (vaccination baseline): diphtheria, measles, tetanus, whooping cough, rubella, polio, hepatitis B, rotavirus, meningitis B & C, and mumps. Make sure you have the recommended vaccinations before travelling to Sudan. There is a particular risk to public health in conflict affected areas where immunisation coverage is poor. There has been a serious outbreak of cholera in Sudan Yellow Fever YES Typhoid OPTIONAL Hepatitis A OPTIONAL Rabies OPTIONAL Tetanus (booster) OPTIONAL Cholera OPTIONAL Tuberculosis OPTIONAL Encephalitis NO Meningitis (booster) NO Influenza NO There is a requirement to take anti-malaria prophylaxis. There is a requirement for a Yellow Fever vaccination certificate to enter Sudan. 4
5 OTHER INFORMATION Local Laws and Customs Sudan is predominantly Muslim. You should respect local traditions, customs, laws and religions at all times and be aware of your actions to ensure that they do not offend other cultures or religious beliefs, especially during the month of Ramadan. Sudan operates Islamic Sharia law. You should carry a form of identification on you at all times, and photography requires a formal permit which you can get from the External Information Centre in Khartoum. Do not take photographs or use a mobile phone camera close to government buildings, military installations or critical national infrastructure. Many plain clothes public security officers operate in areas close to such facilities. Natural Disasters Sudan suffers from drought and flash flooding. Flooding can make areas inaccessible by road during the rainy season. Notes: 1.
