1 Philippines Humanitarian Situation Report Reporting period: November 2013 UNICEF/Philippines/2014/JReyna SitRep #18 Issued on 29 January 2014 Highlights From 17 to 20 January, heavy rains and strong winds associated with Tropical Depression (Agaton) have caused floods, landslides and new displacements in the Visayas. Eastern Samar was particularly affected: The storm further challenged relief operations. The average school attendance rate in Region VIII was 65 to 75 per cent for elementary schools, and 36 to 46 per cent for secondary schools. 74 suspected measles cases have been reported in Region VIII since the onset of the typhoon, of which 20 cases are amongst children aged 6-59 months and 38 cases amongst adolescents (15-18 years). UNICEF facilitated a multi-institutional partnership meeting in Cebu January. A Memorandum of Understanding was signed with each of 39 Local Government Units. UNICEF started an emergency unconditional cash transfer programme in the most affected communities. This programme provides 10,000 vulnerable households with US$100 cash per month for a six month period to assist with basic needs for children and their families. UNICEF and Partners Response to Date SITUATION IN NUMBERS Typhoon Haiyan 5.9 million Children affected out of 14.1 million people affected (OCHA 28 Jan, 2014) 1.7 million Children displaced out of 4.1 million displaced people (OCHA 28 Jan, 2014) UNICEF Appeal Typhoon Haiyan Nov 2013-Nov 2014 US$119 million (As per the Strategic Response Plan of the Philippines Humanitarian Country Team) UNICEF and partners have delivered learning materials and supplies to about 430,000 pre-school and schoolaged children (3-17 years) in the affected areas. At least 448 Temporary Learning Spaces are operational across the three regions- Western, Eastern and Central Visayas, serving a total of 44,800 children. UNICEF and partners have vaccinated 74,412 children for measles across the three regions. UNICEF is supporting the Tacloban City Health Office with a targeted Supplementary Immunization Activity campaign in the barangays where measles cases have been reported. Technical discussions and advocacy by UNICEF assisted the Department of Social Welfare and Development (DSWD) to establish a regional-level team in Leyte to follow up on cases of unaccompanied and separated children (UASC), including those identified through the Rapid Family Tracing system. UNICEF has provided 2,897 toilet slabs and 100 portable toilets for at least 141,460 people in Capiz, Eastern Samar and Leyte, and hygiene kits for 431,233 people across Eastern Samar, Leyte, Capiz, Iloilo, and Cebu. Seven generators and 4 pumps were delivered to municipalities in Leyte and Eastern Samar for water supply system restoration. 1

2 Situation Overview & Humanitarian Needs According to OCHA, 14.1 million people have been affected by Typhoon Haiyan. The number of people displaced stands at 4.1 million, including 1.7 million children (as of 28 January). The devastation occurred in some of the Philippines poorest regions and communities, where prior to the Typhoon more than 40 per cent of children lived in poverty. From 17 to 20 January, heavy rains and strong winds associated with Tropical Depression (Agaton) have caused floods, landslides and new displacements in the Visayas. Eastern Samar was particularly affected: In Guiuan, 30 per cent of tents for shelters collapsed and 1,000 people were evacuated. Four out of five evacuation centres were forced to close. The storm challenged relief operations, including the processing of commodities in the Tacloban and Guiuan ports. Floodwaters also contaminated water supplies in some areas in Guiuan and Eastern Samar 1. Heavy rain and floods damaged many temporary learning sites and held back school attendance this week, particularly in Region VIII. According to the Department of Education, the average school attendance rate 2 in the region was 65 to 75 per cent for elementary schools, and 36 to 46 per cent for secondary schools. About 5,000 displaced people (900 families) continue to stay in eight (8) school evacuation centres in Tacloban. Nonetheless, the Back-To-Learning campaign continues with the emphasis on the 2014/15 school-year registration day on 25 January. Some 203 dengue cases have been reported, in Region VIII since the typhoon. The Department of Health is conducting targeted fogging and elimination of breeding sites in Tacloban and other areas where cases have been reported. The response is being led by the Government of Philippines National Disaster Risk Reduction and Management Council (NDRRMC) with local authorities. The Government of the Philippines has identified 171 municipalities in 14 provinces within 6 regions as priority areas for humanitarian response. The Government launched Reconstruction Assistance for Yolanda (RAY) on 18 December The objective of the plan is to restore the economic and social conditions of these areas to their pre-typhoon levels and to a higher level of disaster resilience. The recovery and reconstruction efforts under RAY will cover shelter and resettlement, public infrastructure, education and health services, agriculture, industry and services, local government and social protection. The UN s 12- month Strategic Response Plan was presented to donors on 10 December, with a total appeal amount of US$791 million; of which the revised UNICEF appeal component is US$119,000,569. UNICEF is supporting the Governmentled response in coordination with other UN agencies and international and national NGOs. UNICEF is co-lead with government counterparts for WASH, Nutrition, Education (co-lead with Save the Children) clusters, and the Child Protection Area of Responsibility (AoR) within the wider UNHCR-led Protection Cluster. 3 in the health cluster (led by WHO) and the Gender-Based Violence (GBV) cluster led by UNFPA. UNICEF has established dedicated cluster coordination capacity at the national level, and at the subnational level where clusters are present, including through coordination with the concerned cluster partners. Humanitarian Strategy UNICEF has established a main office hub in Tacloban with outreach posts in Guiuan and Roxas City. The established offices include cluster coordination and information management capacity at decentralized levels in all four clusters (WASH, Education, Child protection and Nutrition). UNICEF is targeting 40 municipalities for its typhoon Haiyan response (map below). The total number of affected people in these 40 municipalities is 1.34 million, of which 558,000 are children. UNICEF prioritised vulnerable municipalities through analysis of those most severely affected. While these municipalities are strategic priority areas for UNICEF, UNICEF s response covers a much wider geographical area beyond the 40 municipalities to ensure that sectoral vulnerabilities are fully addressed. UNICEF facilitated a multi-institutional partnership meeting in Cebu January. 142 people attended the meeting, including government officials (technical personnel and mayors) at provincial and national levels, NGO partners and UNICEF staff. The main objectives of the conference were to orient partners on UNICEF s Strategic Response Plan as well as the national government s Reconstruction Assistance on Yolanda (RAY), identify the gaps in response to affected communities, and familiarize partners on the needs and where interventions have been planned. A Memorandum of Understanding (MoU) has been signed between UNICEF and each of 39 Local Government Units. The MoU defines the modalities of their partnership and commitment to children. Regional follow-up planning meetings are scheduled in February. (See National news article about the conference) 3

4 UNICEF Actions to Date Education UNICEF and partners have delivered learning materials and supplies, benefiting approx. 430,000 pre-school and school-aged children (3-17 years) in the affected areas 3. This includes the distribution of School-in-a-Box, Early Childhood Care Development kits and recreational kits. At least 448 Temporary Learning Spaces are operational across the three regions Western, Eastern and Central Visayas, serving a total of 44,800 children. According to the Department of Education and Education cluster partners, there is an increase in school enrolment from last week. However, the storm (Agaton) impeded some children to attend school. School enrolment data collection has been also delayed. One UNICEF tent was completely damaged in an elementary school in Guiuan. However, UNICEF partner (People in Need) swiftly repaired classroom roofs. Cluster partners are developing a strategy on flood mitigation: UNICEF has suggested the possible solutions to raise school tents to higher ground and provide gravel and concrete blocks for flooring. Reopening of day care centres was planned on 27 January. Education and Child Protection clusters joint assessment is planned for February. This aims to identify child protection and education issues in selected schools and surrounding communities in the typhoon affected areas and use the data for future programming of both cluster partners. Health To date, UNICEF and partners have vaccinated 74,412 children for measles across the three regions. UNICEF is supporting the Tacloban City Health Office with a targeted Supplementary Immunization Activity (SIA) campaign in the barangays where measles cases have been reported. The campaign was launched on 23 January, targeting children (6-59 months) who have been missed during the post-typhoon SIA, those who have not had a second dose of the measles vaccine, and all identifiable contacts of suspected measles cases. UNICEF continues to support the Department of Health in restoring community routine immunization programmes. To date, some 1,848 children have received routine immunization from UNICEF in all three regions. Pentavalent vaccine is still needed to ensure the full immunization coverage. UNICEF will provide additional pentavalent vaccines to the Department of Health. Efforts to restore cold chain in affected area are ongoing. Power fluctuation still hampers full functionality of the cold chain in some rural health units and District Hospitals and may affect the quality of vaccines. UNICEF is working with the concerned authorities to ensure power is stabilized. Nutrition UNICEF has completed nutrition screening of approximately 59,821 children under 5 years of age in Regions VI, VII, & VIII. A total of 235 children were found to be severely malnourished and 1,659 moderately malnourished 4. Of these, 116 severely malnourished children have been admitted to therapeutic feeding programmes across the three regions. A total of 26,324 children (6-59 months) have been reached with Vitamin A supplementation integrated into the measles immunization campaign in Regions VII and VIII. UNICEF has reached 8,402 pregnant and lactating women through different interventions including Infant and young child feeding (IYCF) services and the set up mother/baby friendly spaces. A total of 51 baby tents are now functional. Radio messaging on breastfeeding, complementary feeding and information on access to nutrition services are ongoing in Eastern Samar. UNICEF and cluster partners have agreed on a strategy for scaling up IYCF services. UNICEF and partners have reached 416 pregnant women with Iron-Folate supplementation in the Rural Health Units in Eastern Samar. Child Protection Technical discussions and advocacy by UNICEF assisted the Department of Social Welfare and Development (DSWD) to establish a regional-level team in Leyte to follow up on cases of identified unaccompanied and separated children (UASC), including those identified through the Rapid Family Tracing system. 5 workers and one psychologist, aims to complement the existing Manila-based DSWD assessment team and reduce the time lag between the identification and validation of cases. The total number of validated UASC cases is 92, including 13 new cases validated by this new team in Ormoc City. On 16 January, UNICEF, in collaboration with DSWD and Provincial Social Welfare and Development (PSWD) organised a workshop on child protection in emergencies (CPiE) in Leyte. The workshop aimed at identifying CPiE needs, priorities, response capacities and gaps at the Local Government Unit level. Municipal Social Welfare and Development (MSWD) social workers from 18 municipalities participated. In Guiuan, on the same day, UNICEF, PSWD, and DSWD held a CPiE capacity building workshop where MSWD and NGO representatives from 8 municipalities attended. They developed an action plan to set up one child friendly space per municipality, managed by respective Local Government Unit. The Child Protection Working Group began disseminating community messages to prevent separation and/or trafficking of girls and boys and provide advice for parents on psychosocial support for their children through Radio Bagdaw in Guiuan and Boronogan. With the movement of displaced people from evacuation centres to transitional shelters, City Social Welfare and Development authorities are planning to relocate child friendly spaces (CFS) managed by Local Government Units closer the three (3) major planned bunkhouse sites. UNICEF is working with the City authorities to ensure that CFS minimum standards in site identification are met. WASH To date, UNICEF has provided water kits, water treatment products, bladders and home storage containers for some 877,557 affected people across Eastern Samar, Leyte and Capiz. 7 generators and 4 pumps have been delivered in several municipalities in Leyte and Eastern Samar for water supply system restoration. UNICEF partners have completed plans for construction of WASH facilities at 80 tented schools. Delivery of school hygiene kits, benefiting 119,383 children has begun in Leyte, Eastern Samar, Samar, Ormoc and Tacloban. WASH cluster is working on the strategies, focusing on transition from emergency to early recovery phase. Unconditional cash transfer UNICEF started an emergency unconditional cash transfer programme in the most affected communities. This programme provides 10,000 vulnerable households with US$100 cash per month for a six month period; the cash grant is expected to cover a family s most basic and immediate needs. The cash grant will be distributed to households in Tacoban City, La Paz, Dagami, Pastrana and Julita; these municipalities were chosen based on their vulnerability as being in some of the most affected areas, as well as being among the areas that have been generally underserved in terms of humanitarian response. The 10,000 households targeted by this programme will be selected through UNICEF s vulnerability criteria, which includes households consisting of; pregnant women, lactating mothers, female headed households, households hosting separated children and households with children under 5 at risk of malnutrition. UNICEF s partner ACF (Action against Hunger) will lead the implementation of the programme, while a third party consultancy firm is being commissioned to monitor the programme. At the end of the six month programme, the households targeted for this programme will be assessed by the Department of Social Welfare and Development to determine if they are eligible to be enrolled in the government s social protection (conditional case transfer) programme, called Pantawid Pamilyang Pilipino Programme (4Ps). Funding The Philippines Typhoon Haiyan Strategic Response Plan (Nov 2013-Nov 2014) was presented to donors in Manila on 10 December It outlines a plan for a scaled up response that addresses the humanitarian and early recovery 5

6 needs of the affected population for a period of twelve months. UNICEF's revised requirements total US$119 million (out of the total inter-agency appeal for US$791 million) for the Typhoon Haiyan/Yolanda response. UNICEF s total appeal to support crisis-affected children and women across the Philippines, including those impacted by Typhoon Haiyan, the Bohol Earthquake, Central Mindanao and the Zamboanga conflict is now US $144,629,816.
