This was the occasion for our staff to meet some students and learn about their own experiences and feelings about typhoon Yolanda. Their names are Ryl Sofia Batas, Kristina Mae Ruiz, Rosalie Claire Belonguel, Cassandra Anikka Estrellada, Althea Mae Gingoyon and Noreen Therese Ambray, all Grade III students of CIC. They all understand the plight of those affected and in their own ways they decided to donate through the school food items like rice, canned goods, water as well as cash so it can be shared to those in need. They also wanted to share their prayers for the affected families, wishing for more help and assistance. 1

The Government estimates that Typhoon Haiyan affected between 10 and 12.9 million people in nine regions, with nearly 40 per cent of affected people from Central Visayas. The most recent Government reports estimate that 4 million people have been displaced, of whom about 350,000 live in over 1,560 evacuation centers. They also estimates that over 1 million houses sustained damage, with over 490,000 completely destroyed An estimated 2.5 million people require food aid. Partners estimate they have reached over 814,000 people with food aid to date, mainly in Leyte province. Over 46 per cent of health facilities in four assessed regions are closed due to damage. 628 schools have also been confirmed as damaged in assessed regions, and 893 schools are serving as evacuation centers. Overcrowding and poor sanitation are concerns in large evacuation centres. Access to affected areas has improved as debris is cleared and roads and bridges are repaired. But access to some remote areas remains difficult. All airports and seaports are now operational with some restrictions. SUPPORT TO ACT ALLIANCE RESPONSE ACT Forum in the Philippines has issued a Preliminary Appeal with requesting outstanding balance of USD 11,847, CWS has issued emergency public appeal in the United States to support this relief and recovery efforts by existing ACT forum members in the Philippines - United Methodist Committee on Relief (UMCOR), Lutheran World Relief (LWR), Christian Aid (CA) and the National Council of Churches in the Philippines (NCCP), as already committed by CWS in this response: CWS-Asia/Pacific is part of the ACT Forum Coordination meeting that took place today, and will represent Act Alliance in the Food Security Cluster Meeting on November 19th. ASSISTANCE TO LOCAL PARTNERS CWS-Asia/Pacific and DCA, together with PDRRN and in collaboration with ADRRN and the Daughters of Charity, have set up a temporary operational office in the Colegio de la Immaculada Concepcion in Cebu. From Cebu, we will coordinate the current assessments and response in the cities/provinces listed below. ADRRN and the Daughter of Charity have been very helpful partners in facilitating our work in the area, thanks to their effective network and the assistance of Mrs. Milet Mendoza, an executive committee member of ADRRN. In general, food security is the most important challenge as food distribution is not equal and does not meet people needs. Moreover, affected people desperately need shelter material to urgently protect themselves from rain and wind, as well as to start rebuilding homes and secure livelihoods. The other challenge the team faces is the need to secure supplies of rice due to high demands in Cebu. 3
4 Bogo city is located northeast of Cebu Province, third town from the north top of Cebu, and is approximately 101 km from the city of Cebu. It has 29 Barangays, 12 are in urban area, while 17 are of rural classification. It has a total population of 82,542 or 13,758 households (Source: Caritas Filipinas Foundation, Daughters of Charity, Nov. 11 th ). 99% of total population of Bogo has been affected and displaced, with requirement of food and shelter. Food rations are given in small quantity (2 kilo of rice, 2 sardines, 2 noodles, 1 pack of biscuit, and small portion of ready to eat food) and as some areas received more than needed, other mountainous areas such as Anonang Sur and Norte face accessibility challenges and dire food security issues. After some initial assessment, food rations are as equally important as providing shelter materials. If the team can assure food security at least for period of days, the affected population will be able to focus on recovery and rebuilding efforts instead of queuing up for food rations provided by the government. People s Disaster Risk Reduction Network (PDRRN), who has close working relationship with ADRRN member Center for Disaster Preparedness (CDP) will start initial distribution on Tuesday (19 th ) in Bogo, Northern Cebu province in close coordination with local stakeholders. Medellin is located northwest of Cebu Province, second town from the north tip of Cebu. It has 19 Barangays, with total population of 51,000 individuals or 10,445 households. (Source: Daughters of Charity, Nov. 11 th ). The process for food distribution is almost the same as Bogo. Local Government Unit does it in rounds but on a small allocation of 2-3 kilo of rice, 3-4 tins of canned goods, and 2 liters of water. As such food and relief packages do not allow people to be food sufficient, and they need additional urgent support to start rebuilding home and secure livelihood. Daanbantayan is located at the tip of the northern Cebu province. It has total population of 20,011 households. Being at the northern top of Cebu and situated along the coast, this municipality is the most hardly-hit in the island of Cebu. 20 Barangays have been affected including two-island Barangays Logon and Carnaza. A validation team is set to visit the villages and provide reports in the following days. (Source: Daughters of Charity, Nov. 12 th ). 4
5 In Leyte, as food is one of the priority need so far, our local partner ICAN will target 3,750 families for food distribution in the municipalities of Dulag, Tolosa and Tabon-tabon. An additional 500 families in Dulag will also be identified to benefit from non-food items. ICAN will initiate procurement from Surigao del Norte and will ship the goods through ferry from Surigao City to San Ricardo, Liloan and off to the target municipalities in Leyte. Eastern Samar is also identified and proposed by our partner PDRRN as one of the target area of intervention. Following initial assessment, the likely areas of intervention would be the municipalities of Balangtayan, Hernani and Guiuan. We are currently coordinating our response with other key players on the ground and will provide further update on our proposed intervention in this province in the following days.
