1 Cameroon Humanitarian Situation Report Highlights As of 28 February 218, less than $1, has been received, leaving a funding gap of $23.3 million a serious impact on the capacity to respond to humanitarian needs, particularly with a new crisis emerging in the Anglophone regions A high-level mission comprised of the Humanitarian Coordinator and the representatives of UNICEF and UNHCR took place in Bamenda and Mamfe in the North West and South West regions. The mission confirmed the growing concerns over the security situation and the plight of people affected by this crisis. Since November 217, over 12, people have reportedly returned to Amchide and Limani, the villages that suffered the brutal attacks by the armed groups affiliated with Boko Haram. Priority needs identified by an exploratory mission are health, education and food. 2 Situation Overview & Humanitarian Needs A joint high-level mission was conducted from 7-9 February to Bamenda and Mamfe in the North West and South West regions, comprising the Humanitarian Coordinator and the representatives of UNICEF and UNHCR, alongside the Director of Civil Protection of the Ministry of Territorial Administration and Decentralisation (MINATD). The mission met with regional, administrative, traditional and religious leaders, as well as NGOs. The mission materialised in light of reports of increased violence and displacements in the region. The North West and South West regions have historically been underprivileged, compared to the Francophone regions in Cameroon, generating grievances among the Anglophone population. Since October 216, these frustrations morphed into political demands, leading to protests and strikes. Since the beginning of the crisis, at least 15 people have been killed during the demonstrations and clashes between the armed secessionist groups and military/security forces of Cameroon, including 64 civilians, according to local and international media. Following the declaration of independence of the putative state of Ambazonia by the secessionist movement on 1 October 217, the situation has further deteriorated and the situation continues to be tense, with four government officials already kidnapped since January 218. One major impact of this crisis has been the deprivation of access to education for children, with the majority of schools reportedly closed for most of the school year 216/217, and many continuing to be closed for the school year 217/218. Even with some schools reopening, many parents have decided not to send their children to schools, due to threats by the secessionist elements. According to local authorities, at least 32, children have been out of school since November 217. Based on the information received during the February high-level mission, as well as a needs assessment conducted by UNICEF in November 217, UNICEF is developing a strategy to respond to the needs of the children affected by the crisis, focusing on providing a protective environment, including to those displaced, where children could engage in educational and recreational activities. Potential partners have been identified and discussions on the collaboration have already been initiated. The crisis in Far North region continues to affect children and vulnerable populations. A field mission was conducted by UNICEF on 7 February in the Zamai site, Mayo Tsanaga department, to follow up on the response activities for 361 returnees from Nigeria (235 of whom are children) who fled captivity from Boko Haram. Upon arrival, the mission learnt that the Zamai site has received 236 new arrival IDPs since mid-january, who were displaced from Moskota, Zheleved, Nyechewe, and Tchebe-Tchebe villages near the border with Nigeria, which has increased the burden on the host community, despite the ongoing response by UNICEF and other humanitarian partners. Of the 179 children for whom UNICEF partner ALDEPA collected the transfer notes, only 79 children (58 boys and 21 girls) were enrolled in school at the time of the visit. The school located next to the site is currently overcrowded, with 948 students enrolled in a school with the capacity for 36. UNICEF continues to support the multisectoral response for these returnees and explores the ways to fill in the gaps identified. A joint country office-maroua sub-office mission has been organised on 8 February 218 to visit Amchide and Limani. Amchide and Limani are the towns near the Nigerian border that suffered attacks by the armed groups affiliated with Boko Haram between , and this was the first UNICEF mission to this area since the crisis started in 214 as the area was inaccessible due to insecurity. The impact of the conflict was plainly visible with destroyed houses, deserted shops, hospitals and schools as well as walls with countless gunshot holes. The economic burden of paying rent in the displaced locations, coupled with improved security attributed to the presence of the Rapid Intervention Force, has motivated people to return to these areas since November 217. According to the multi-sectoral assessment report by the Rapid Response Mechanism supported by international NGOs PUI and ACF conducted in January 218, there are 8, and 4,857 returnees in Limani and Amchide respectively. Needs are significant in all the sectors; however, the priority needs reported by the people were health, education and food. A more detailed needs assessment is planned by UNICEF in April 218 to better refine its intervention strategy. In East region, UNICEF participated in the multi-sectoral participatory assessment, Age, Gender and Diversity Mainstreaming (AGDM) assessment, conducted by UNHCR in the villages hosting Central African Republic (CAR) refugees in Batouri, Meiganga, Touboro, Bertoua and Betare Oya communes. Livelihood and empowerment gaps, access to education, health care, and water and sanitation services have been identified as priority needs.

3 According to local sources, the sexual exploitation of adolescent girls and child labor persist in Garoua Boulai, Betare Oya, Kette and Ngaoui communes, with additional mine sites opening. UNICEF plans to conduct a detailed needs assessment in April and May 218. The CAR crisis faces a significant funding gap as the needs transition from humanitarian to longer-term issues of structural development. With humanitarian funding withdrawing, there are no resources available to respond to the needs of new asylum seekers, while continuing to support over 232, CAR refugees who remain in Cameroon. In February, UNHCR pre-registered 517 new arrivals who had fled villages in the northwest of the CAR. At the national level, UNICEF and the Government are co-leading the nutrition, WASH and education sectors, as well as the sub-sectoral group for child protection. At the field level, UNHCR leads inter-sector coordination, which addresses particularly challenges and gaps both for refugees, IDPs and host communities in the Far North. This extends into the coordination of the humanitarian response to the Central African Republic refugee crisis in the regions of the East and Adamawa. UNHCR organizes monthly meetings with other humanitarian actors, to consolidate data and harmonize interventions. Humanitarian Strategy UNICEF s integrated programme is based on four pillars: building a protective environment and supporting community peacebuilding; preventing and responding to the violent exploitation of children; increasing access to basic services; and strengthening emergency preparedness and response systems. All four pillars bridge the humanitarian-development nexus and foster community resilience to outside pressures, such as conflict or population displacement, while supporting the State to anticipate and respond to shocks. UNICEF aims at strengthening collaboration between community-based structures and government services to provide care and protection to children, particularly the most marginalized. By supporting community dialogue mechanisms, inter-generational dialogue and non-violent relationships among peers, UNICEF works to foster social cohesion, giving children a voice and rebuilding community linkages. Recognizing that lack of access to basic services exposes children to vulnerabilities, UNICEF supports the Government to strengthen the quality of service delivery at the community level by training community workers and establishing needed infrastructure, improving access to water and sanitation in schools and health centres, developing community health mechanisms and improving the quality of education. Furthermore, UNICEF is working with nongovernmental organizations and other partners to implement mechanisms for monitoring and responding to emergencies in a timely and effective manner.

4 Summary Analysis of Programme Response UNICEF humanitarian assistance primarily focuses on IDPs, out-of-camp Nigerian refugees and host communities affected by the violence caused by Boko Haram, as well as the refugees who fled the armed conflict in CAR, and host communities. Lake Chad Basis Crisis Nutrition 1 Integrated Management of Acute Malnutrition (IMAM) activities are ongoing within the 349 and 23 health facilities respectively in Far North and North regions. In January, 2,473 children aged 6-59 months including 21 Nigerian refugees have been admitted for Severe Acute Malnutrition (SAM) treatment and the average cure rate was 88.5% in Far North region. In North region, 1,49 children have been admitted and the average cured rate recorded was 77.4%. Health The mission to Amchide and Limani identified a huge gap in health services due to the closure of health centres as a result of insecurity. Currently limited services are offered by the military forces; however, the majority of people in need of health care have to travel to the hospitals outside these towns, adding financial burden to already vulnerable population. A more focused needs assessment is planned in April in order to develop concrete response plan; however, it is clear that the restoration of health services, including the training of community health workers, is critical. WASH Additional WASH materials including 1 tarpaulins and 2 squatting plates were provided to the international NGO IRC for the construction of 1 shower booths and 2 latrines in Kolofata site that will benefit some 5, IDPs. The site still needs an additional 15 latrines to meet the SPHERE standard of 2 persons per latrine. To date, 4 shower booths were completed in the site, which would cater to the needs of some 8 people. UNICEF aims to fill in the gap with the IRC by the end of June 218. Education The education program continues to empower children with numeracy skills as well as disaster risk reduction and child protection messages aimed at equipping them with the knowledge on how to stay safe. This is achieved through the radio education programme in the three towns of Kousseri (Logone and Chari department), Mokolo (Mayo Tsanaga department) and Mora (Mayo Sava department). Altogether, 971 children (376 girls and 595 boys) in 45 listening groups have been reached by this program. A great number of children have requested for extracurricular activities such as sports and Information and Communication Technology (ICT) to be also taught during the lessons. Child Protection A total of 1,194 children (574 girls and 62 boys) including 748 newly registered children (35 girls and 398 boys) and 446 adolescents (224 girls and 222 boys) benefited from psychosocial support in community based child friendly spaces and adolescent clubs in the host communities in Logone and Chari, Mayo Sava and Mayo Tsanaga departments. Two children (1 girl and 1 boy) suspected of association with armed groups were identified in Kolofata. They were handed over to the social services, placed in a foster family, received psychosocial support and home visits for their resilience and community integration. Eight adolescent clubs have been established in Logone and Chari, Mayo Tsanaga and Mayo Sava departments where 446 members (224 girls and 222 boys) are participating in discussions on the violence, exploitation and kidnapping risks and how to prevent them. 235 children (111 girls and 124 boys) who fled the captivity of Boko Haram in Nigeria continue to receive psychosocial support, family visits, school follow up visits through ALDEPA at Zamai site. As a result of the intensive advocacy to enable these children to have birth certificates through a court procedure, a court judgment was established on 14 1 Due to the reporting system of the ministry, the admission data of the concerned month is reported in the following month (i.e. January data are reported in February).

5 December 217 requesting the civil status registrar of Mozogo to establish the birth certificates for 368 children including some of the displaced children in Mozogo, where these 235 returnee children were previously hosted. The birth registration process is ongoing. UNICEF conducted an intensive advocacy with the Ministry of Justice to activate the procedure of habeas corpus 2 to assist children detained in the Maroua prison under the suspicion of association with Boko Haram. Four cases are pending in the High Court for hearings and judgments to be delivered on 9 March 218. Meanwhile, the advocacy led to the release by the said court on 16 February 218 of one child, who was later reunified with the family. Advocacy is being carried out for their effective transfer to the Cameroonian Institute of Childhood (Institut Camerounais de l Enfance) for psychosocial support and re-education prior to search and fast tracking of the family reunification process. Additionally, 55 children (2 girls and 35 boys) who are suspected of association with Boko Haram were identified with the 132 surrendered ex-combatants (36 female and 96 male) from Nigeria in the Mora Rapid Intervention Force military camp. An advocacy is ongoing by UNICEF with the General of the Rapid Intervention Force to provide them with psychosocial support and the support for the reintegration into the society. Communication for Development (C4D) 3 : In partnership with national NGOs ACDEV, AGADJAS, and RESAEC, UNICEF is promoting Essential Family Practices (EFPs) in Mozogo (Mayo Tsanaga department), Fotokol (Logone and Chari department) and Kolofata (Mayo Sava department). EFPs aim to promote behavioral changes among the families through community interventions that will contribute to improving child survival, growth and development with a holistic approach integrating the elements of WASH, Child Protection, Health, Education and Nutrition. Forty-four community mechanisms for participation and accountability have been put in place to promote EFPs, social cohesion and peacebuilding, alongside two hundred teachers, members of parents associations and community mobilizers. To date, awareness raising activities reached 77,479 IDPs and members of the host communities, including 9,5 students. UNICEF, in collaboration with the Ministry for the Promotion of Women and Family, has mobilized 95 women s and youth associations in Mora (Mayo Sava department), Mokolo (Mayo Tsanaga department) and Kousseri (Logone and Chari department) to promote EFPs as well as peace and social cohesion. To date, 9 community leaders committed to conduct the promotion in their communities and the engagement action plans are signed and produced by identified leaders. CAR Refugee crisis Nutrition IMAM activities are ongoing within the 115 and 123 health facilities respectively in East and Adamaoua regions. In January, 525 children including 11 refugees from CAR aged 6-59 months have been admitted for SAM treatment in East and Adamaoua regions. The average cure rate recorded was 76.2%. A mass screening for SAM cases of children aged 6-59 months was conducted in Betare Oya health district and 12,821 children were screened. Among them, 24 children representing 1,9% were identified as SAM and were referred to the health facilities for treatment. Health During the reporting month, 1 staff from the Regional Delegation of Public Health have been trained on the monitoring and auditing of maternal deaths. In addition, UNICEF has participated in the AGDM assessment led by UNHCR, along with other UN agencies, NGOs and government partners. Gaps identified included the health centres being overwhelmed thus incapable of attending to patients in a timely manner, the termination of the free-of-charge medication, and absence of health services in the areas with mining sites. 2 A writ requiring a person under arrest to be brought before a judge or into court to secure the person's release unless lawful grounds are shown for their detention 3 As it is the first time for C4D to report on its projects, the result covered from the beginning of the projects in December 217.

6 WASH In partnership with international NGO ADRA, the implementation of Community-Led Sanitation (CLTS) is ongoing in 12 targeted villages in Batouri, Dir, Ngoura and Kette communes. The project to build 12 latrine blocks in 12 schools in Ngoura commune is also ongoing. This project aims to cover the needs of 1,2 students including refugees. The priority needs identified through the AGDM assessment in which UNICEF participated are the construction and rehabilitation of water points in schools and villages, strengthening community participation and management of water points, and the establishment of CLTS in communities around mining sites. Education UNICEF conducted monitoring of activities in 1 Community Pre-School Centres (CPCs) put in place in Garoua Boulai commune. A total of 96 children benefited from plastic chairs and mats supported by UNICEF. Community sensitization campaigns on Come Back and Stay in School were carried out in 1 villages in Garoua Boulai commune including 15 schools. Over 4, persons were reached (about 25, women and 15, men) including some 6, CAR refugees (4, women and 2, men). UNICEF is currently working with its Government partners and two NGOs (Plan International Cameroon and ADRA) in developing new partnership cooperation agreements for the implementation of activities in the host communities around the six refugee sites located in Adamaua and East regions. Child Protection During the month of February, 983 children newly registered in child friendly spaces (56 girls and 477 boys) benefited from psychosocial support through recreational, expressive, cultural, sports activities in child-friendly spaces and other secure spaces supported by UNICEF. 31 separated refugee children (14 boys and 17 girls) and 5 unaccompanied refugee children (3 boys and 2 girls) were identified and followed up via individual support and home visits. They were also referred to the ICRC for the restoration of family ties. Media and External Communication A press visit took place in East region to highlight stories on young girls affected by child marriage. Another press visit took place in the Far North region to promote polio vaccination. A series of articles on the humanitarian situation in Far North region was released in one of the main Swedish newspapers (Svenska Dagbladet). Security The reporting period witnessed an increase in numbers of security related incidents, most notably reflecting a continuation of incursions and mobilizations inside the Cameroonian territories. Most of these incursions were attributed to the armed groups affiliated with Boko Haram who were engaged in acts of aggressions against the local population and cattle theft. The reported period also witnessed a purported rise in the numbers of kidnapping incidents targeting civilians predominantly attributed to groups affiliated with Boko Haram. Several of these incidents were systematically targeting children. The situation in North-West and South-West regions remained tense with continuation of armed assaults against military checkpoints and military and security personnel. Two cases of kidnapping of government officials by the secessionist elements have also been reported in February. No access issues were reported through the month and UNICEF was able to conduct the planned operations in the country.

7 Funding UNICEF expresses its gratitude to the Government of Japan, France, United States, Norway and Sweden, as well as to ECHO, CERF, the United Nations Trust Fund for Human Security and the Spanish National Committee who have contributed generously to the humanitarian response in 218. Further adequate, predictable and flexible resources will allow UNICEF and its partners to respond effectively where needs are greatest and reach the most disadvantaged children in Cameroon, including children affected in the emerging crisis in the Anglophone regions.
