1 NIGERIA COUNTRY OFFICE SITUATION REPORT Sitrep no. 7, 1-15 April 2017 Nigeria HUMANITARIAN SITREP No. 7 Highlights International Organization of Migration (IOM) Displacement Tracking Matrix (DTM) Round XV (March, 2017) estimates a total of 1.69 million internally displaced people (IDP) across Adamawa, Borno and Yobe, of which, 84 per cent are in Borno and children represent 56 per cent of the total IDP population and nine per cent are infants under a year old. Influx of new Internally Displaced Persons (IDPs) in most outer LGAs of Borno state such as Dikwa, Ngala, Bama, Gwoza/Pulka, Konduga and Mobbar continues with over 5,000 people arriving in the first two weeks of April as internal displacement and return continues from Niger, Chad and Cameroon. The numbers may increase due to intensified military interventions before rainy season sets in combined with further potential influx of returnees from neighboring countries. Around 55 cases of meningitis have been reported in Yobe state. In March, as part of mass vaccination campaign, managed vaccine logistic and social mobilization targeting 2 to 29 year-old covering 665,817 people in six local government areas (LGA) in Borno. 2 Situation Overview & Humanitarian Needs IOM DTM Round XV (March 2017) estimates a total of 1.69 million people still internally displaced across the three northeastern states of Adamawa, Borno and Yobe, of which 84 per cent are in Borno alone. Children represent 56 per cent of the total IDP population and nine per cent are infants under a year old. The large majority (68 per cent) of IDPs continue to live in host communities, with the remaining 32 per cent living in camps. The number of identified returnees has increased to 1.15 million people 1. Priority needs cited by 69 per cent of IDPs surveyed in sites by IOM indicate that food is the greatest unmet need, followed by non-food items at 16 per cent. In Yobe state, 55 cases of meningitis have been reported with no confirmed cases reported in Borno. is an active member of the newly set up meningitis task force which is coordinating the preparedness and response activities through surveillance, case management, communication and social mobilization. An Inter Sectoral Working Group (ISWG) mission to Rann found 51,690 2 people now hosted there. In addition, 5,000 new arrivals were registered between 21 March to 7 April, highlighting current trend of increasing daily arrivals from villages in Kala Balge, but also from Dikwa, Bama, Ngala and from across the border with Cameroon. The most pressing needs raised by the community include food, water, shelter/non-food items for households, medicines and education. Main findings from ISWG mission around education and child protection reveal that some 16,000 children from returnee and IDP population are currently not attending any school, due to the absence of any learning, recreational activities or psychosocial support in Rann. Child protection sector noted the need for scale-up with the deployment of a partner to identify unaccompanied and separated children (UASC), children associated with armed forces and groups (CAAFAG), children at risk and to mobilize and train community volunteers to provide psychosocial support. In Borno, following the monitoring visit to Pulka 3 with the Deputy Humanitarian Coordinator, s WASH, education and child protection teams conducted a follow-up mission (March 31 to 4th April 2017) to assess the overall situation of returnees and to initiate immediate actions, details of which are included below. Humanitarian leadership and coordination co-leads with the government the WASH, nutrition and education sectors as well as the child protection sub-sector; it is also an active member of the health sector. Regular information sharing takes place with the Emergency Coordination Centre (ECC) in Abuja and in Maiduguri, alongside other UN agencies and line ministries. continues to strengthen coordination, increase operational capacity at the field level, expand NGO partnerships, engage community-level social mobilizers and strengthen existing programming systems to reach the most vulnerable. As a follow up to the Inter Sectoral Working Group and Deputy Humanitarian Coordinator s mission to Rann, led education sector and child protection sub-working group coordinators visited Rann for an assessment of their respective sectors. The recommendations proposed are in process of being implemented. The Rann assessment identified that there are an estimated 11,200 children of school age not accessing any form of learning. Rann is near the border of Cameroon and continuously receives returnees. It is also a hard to reach area because there is a wide river to be crossed which currently does not have a bridge. So as the rainy season beckons, it is recommended that supplies should be prepositioned and education services be established. Humanitarian strategy In 2017, is actively scaling up the delivery of an integrated package of humanitarian interventions to affected populations in Borno, Yobe and Adamawa states, through a combination of static and mobile responses in IDP camps, host communities and newly liberated areas. This work is being done in coordination with the Government, other United Nations agencies, and nongovernmental organizations (NGOs). The package includes nutrition services such as SAM treatment, promotion of infant and young child feeding (IYCF) and provision of micronutrient supplementation through community outreach, support to health facilities of immunization and maternal, new-born and child health week campaigns, while also improving primary health care service outreach and in WASH, rehabilitation and construction of safe water access points and sanitation facilities along with hygiene promotion, including in health facilities, schools and child-friendly spaces. Child protection activities include psychosocial support for children (including in safe spaces and schools), services for unaccompanied and separated children and reintegration support for children and women associated with Boko Haram and education activities include establishment of temporary learning spaces, additional classrooms, support to teachers, and distribution of learning materials for students. is also scaling up and improving the outreach and quality of response by encouraging partners to move towards mobile outreach interventions integrating health and nutrition responses to increase coverage. is diversifying and strengthening its 1 IOM DTM Nigeria Round XV Report, March Mixed population of host community and IDPs 3 Total population of 45,000 IDPs (IOM, DTM Round XV) living in camps and host community 2
3 partnerships to increasingly work with reliable NGO partners to target both IDPs in host communities (including the host community populations) and IDPs living in newly accessible areas. Additional investment is being made in supporting NGO programme costs and strengthening their operational capacity to scale up and improve quality and timeliness of the response. Summary analysis of programme response Health: During this reporting period, a total of 182,740 (in Borno, Adamawa and Yobe) women and children are reached with integrated PHC services in clinics in camps and host communities. The total medical consultations were 55,697 with malaria being the most common condition treated (malaria 17,256, acute respiratory infection 13,455 and acute watery diarrhea 6,999, measles 124 and other medical conditions 33,471). Around 77,928 children and pregnant women immunized with various antigens with over 3,010 children 6month-15years immunized against measles, Vitamin A supplementation given to 13,950 and deworming tablets given to 15,075 children. The clinics carried out a total of 4,184 anti-natal care, 1,036 delivery and 631 post-natal care to mothers. In Adamawa, supported the State Primary Health Care Development Agency (SPHCDA) to provide comprehensive PHC services in the five IDP camps and outreach teams in 12 LGAs reaching a total of 28,234 conflict affected persons with various PHC services. A total of 565 Nigeria Health kits have been handed over to the state health ministry in Maiduguri which will cover the need of around 282,500 people for coming three months. In response to the meningitis outbreak in Yobe, has supplied the Borno state with over 7,000 vials of Ceftriaxone to be prepositioned and 3,000 vials of Ceftriaxone sent to Zamfara and Sokoto States. has also prepositioned 112,000 doses of MenAfric vaccine for Meningitis Type A to support the State, however no vaccine for Meningitis Type C is available. IEC social mobilization materials have been developed with support, including for dissemination. has been supporting Borno state government to conduct Reactive MenAfric (Meningitis Type A) mass vaccination as a preventive measure in the newly accessible LGAs and among the arrivals in other LGAs: Borno State from 17 to -21 March 2017, targeting 458,987 people (2 to 29 years old) in 4 LGAs (Monguno, Ngala, Dikwa, Bama) Yobe State from 15 to 18 March 2017 targeting 206,830 people (2-29 years old) and 2 LGAs (Nguru, Karasuwa) was responsible for vaccine logistic and social mobilization Nutrition: During the reporting period, 5,031 severely acute malnourished children were admitted into the therapeutic feeding program. This brings to a total of 40,435 children below five years with severe acute malnutrition (SAM) admitted into therapeutic feeding program across the three emergency states since January provided 8,474 cartons RUTF to the state health ministry and seven implementing partners in Maiduguri which should cover the need of around 10,500 children for SAM treatment. A mass nutrition screening activity commenced in the first week of April in three LGAs in Southern Borno Bayo, Biu and Kwaya Kusar to ensure detection and treatment of more children with SAM in Southern Borno. A total 106,490 children age 6-59 months were screened across these three LGAs in southern Borno with support of 551 volunteers (520 community volunteers and 31 supervisors) that were trained to screen, identify and refer children with SAM. More details of findings will be shared in the next sitrep. A total of 20,785 (14,388 during mass screening campaign) children 6-24 months without SAM were provided with micronutrient powders (MNP) between 1-7 April 2017 bringing the total reached to 44,876 (8 per cent of target for MNP). This is to improve the nutritional quality of food and to tackle micronutrient deficiencies among children affected by the emergency. Also, during the reporting period, explored partnership possibilities to further increase the MNP coverage in locations without blanket supplementary feeding program. In addition, screened 139 children (under five) released from administrative custody in Maiduguri for SAM. No child was identified with SAM. All 139 children (6-59 months) received vitamin A supplementation and 16 children (6-23 months) received MNP to control micronutrients deficiencies, while 131 children (12-59 months) received deworming tablets. WASH: Within this reporting period, reached 11,676 people with improved water sources through rehabilitation of broken boreholes (7,976 people in Adamawa) and water trucking in Borno (2,500 people in Dikwa LGA and 1,200 people in MMC and Jere LGA in Borno). A total of 33 latrines and 30 bath-shelters were constructed at the Water Board site and NRC led IDPs camps. To increase access to sanitation, 75 emergency latrines were evacuated of sludge at the CAN centre, Muna Garage and Custom House IDP camps in MMC and Jere. Distribution of WASH NFIs continued in Borno, Yobe and Adamawa States reaching 20,810 people, of which 8,875 people were also reached with house to house hygiene promotion and group hygiene promotion in the three states in both IDP camps and host communities. During the Pulka RRM mission, facilitated and repaired two hand pumps, carried out bacteriological water quality tests and started a hydro geophysical survey to locate new water resources in order to be able to address the additional needs of the fast increasing population numbers. Child Protection: A group of 446 people including 239 children (145 boys and 94 girls), 60 women and 147 men were released from administrative custody at Giwa military barracks in Maiduguri on 10 th April and handed over to the Borno State Ministry of Women 3
4 Affairs and Social Development (MWASD) who is providing them with rehabilitation and care at the transit centre in Maiduguri. is supporting the MWASD to coordinate to provide an integrated package of assistance comprising of food and nutrition, health, water and sanitation facilities, psychosocial support, education, protection including case management (documentation and profiling) and family tracing and reunification. In addition, is coordinating the work at the transit centre with ICRC, WFP, UNHCR, UNFPA, IOM and national NGO partners Neem Foundation, EYN and WINN. This week, and WFP signed an agreement for onetime provision of monthly food to the released persons. An agreement has also been reached with ICRC to document and facilitate the reunification of adults, including non-nigerians with their families. and its implementing partners provided tier 1 basic life skills and recreation based psychosocial support (PSS) activities to 1,508 children (819 boys and 689 girls) in Borno (888), Yobe (323) and Adamawa (297) states. In collaboration with the Borno state Ministry of Women s Affair and Social Development (MWASD), also trained 44 community volunteers on PSS and GBV. Through s support, its partners CHAD and COOPI registered 191 unaccompanied and separated children (UASC) (108 boys, 83 girls) and 16 children at risk (8 boys, 8 girls) in Borno and Yobe states. conducted a training on case management for IRC and SCI who are Child Protection Sub-Working Group (CPSWG) members. and its partners EYN and WINN provided reintegration support to 29 children (15 boys, 14 girls) associated with armed groups. The team that went on the RRM mission to Pulka identified 24 separated children in the camps (14 boys, 10 girls), as well as 84 unaccompanied minors (UACM) (47 boys, 37 girls) and 17 gender-based violence (GBV) survivors (all girls, forced into marriage by Boko Haram and rescued by the security forces). There is no presence of MWASD or other partners in this location and is urgently looking for a partner to cover these needs. Several children associated with armed forces and armed groups (CAAFAG) among the IDPs and host community were identified and are being referred to partner, Plan International, in Gowza to provide them with case management and integration support. Education: The RRM mission to Pulka identified unmet education needs. All the seven schools in Pulka town are destroyed or damaged with only one functional primary school (Central Primary School), and it is in a high-risk security zone. This school at its peak capacity accommodates 10,631 (5,696 girls and 4,935 boys) children which represents only 51 per cent of the estimated school aged children (21,000) living in the host communities and IDP camps in Pulka. The school is currently operating in 14 classrooms and 5 Temporary Learning Spaces (TLS) built by and is running three shifts. Despite this, the classrooms are overcrowded with an average of 250 children in a classroom and there are only 48 teachers and volunteer teachers (4 female and 44 male) to teach all the children. To improve the quality of education an additional 162 teachers are urgently needed along with 81 TLS, supplies, teaching learning materials and allowances for the volunteers to continue schooling for 21,000 children. In addition, older children need specific education programmes targeting their needs such as literacy and life skills linked to livelihoods and vocational training. The Schools are currently conducting exams and will be closed for Easter break from 14 th April till 4 th May, Based on these needs identified in Pulka, has successfully advocated with SUBEB for the deployment of at least 120 teachers by the end of term break (4 th May) and to support SUBEB to establish 81 TLS during the Easter break to decongest the classrooms. SUBEB agreed to mobilise the LGA education secretary and other community leaders to enrol the remaining estimated 10,369 children. will also provide 10,631 school bags to children in Pulka. is supporting the coaching of 50 teachers (10 female, 40 male) to develop a conflict/disaster risk reduction (C/DRR) response plan for their schools with support of six local trainers covering 33 schools (17 in Borno and 16 in Yobe). A total of 60 children (34 girls, 26 boys), 28 teachers (12 female, 16 male), 5 head teachers and 5 School Board Management Committee chairman from five schools were involved in school based coaching on how to develop their school risk assessment and mitigation plan as well as evacuation strategy. Children were involved in the practical activities with teachers identifying and prioritising risks and hazards and developing mitigation strategies. Evacuation plan drills and practical exercise are also being conducted with children. Communication for Development (C4D): supported the supervision of the meningitis vaccination campaign at Nguru in Yobe state where 87,958 children (9 months to 15 years) were immunized over four days during the first week of April, covering 92 per cent of target population. Volunteer Community Mobilizers (VCMs) mobilised 40 pregnant women to access free ANC services at Kukareta and Pompomari IDP camps in Yobe. The Polio team resolved positively vaccine refusals from 220 families with 361 children during the reporting period. Funding In 2017, is requesting US$ million to reach more than four million people, including 2.1 million children. Funds available amounts to US$ 55.6 million including US$ 31.5 million carry-over funds from 2016, representing a 62 per cent funding gap. wishes to express its deep gratitude to all donors for their support which makes it possible to deliver life-saving and essential basic services to children and their families. Both public and private sector donors pledges and contributions are critical to continue scaling up the response in Borno, Yobe and Adamawa states. 4
