1 Côte d Ivoire Situation Report # 44 December Côte d Ivoire//Asselin Situation Overview Continued security threats: Although the security situation has seen improvement in recent months, threats persisted in all areas. The drop in cross-border armed attacks at the Ivorian Liberia border is likely due to several measures taken by the governments of both Liberia and Côte d Ivoire, with support from UNMIL, UNOCI and, in recent months, the Ghanaian government. On 21 December, the corridor of Agbaou, located 40km North of Adzope, was attacked by armed men, edly injuring two FRCI elements. On the same day, the gendarmerie of Yopougon was attacked by men armed with Kalashnikov and rocket launchers during the attack of which six vehicles edly were destroyed although no casualties were ed. On 14 January, three armed individuals opened fire on a vehicle, severely injuring two persons, during a roadside robbery on the Divo-Lakota axis. On 16 January, fire ravaged the mining village of Toure, situated 80km from Bangolo, destroying at least 110 houses and some large plantation areas and affecting some 47 families. During the night of 17 January, two small villages near Diboké, situated about 85km West of Guiglo, were attacked by unidentified individuals believed to have come from Liberia. Villagers were ed to have fled to seek refuge in Bloléquin, and there were some injuries ed also. Arrest of Charles Blé Goudé: On 17 January, the former leader of the pro-gbagbo youth movement Young Patriots and former Minister of Youth in the Gbagbo-Government, Mr. Charles Blé Goudé was arrested in Accra, Ghana. An international arrest warrant had been issued by the Ivorian Government for alleged crimes committed during the post-electoral crisis, such as kidnappings, illegal detentions, torture and economic crimes. President Ouattara s visit to Germany: On 15 January, President Ouattara arrived in Germany on a threeday official visit, where he met with members of the Ivorian community living in Germany and neighbouring countries. During the visit, the postponement of the regional and municipal elections were announced, the decision of which was taken in agreement with the Independent Electoral Commission (CEI) in order to allow the inclusion of all political parties in the electoral process. On 17 January, Prime Minister Daniel Kablan Duncan met with 11 opposition political parties within the framework of the Cadre Permanent de Dialogue (CPD) to discuss the upcoming regional and municipal elections, with a special emphasis on the involvement of opposition parties in the electoral process. The new date for the local elections has not yet been set. 1

2 Inter-Agency Collaboration, Coordination, Leadership and Key Partnerships WASH Cholera response: No further cholera cases have been ed Week 33 in and active surveillance system is in place along with the continued prevention and hygiene promotion activities to ensure that the cholera epidemic stays under control. Emergency WASH interventions in the West: In December, NGOs NRC, DRC, Caritas, LIMPIA, Solidarités and the ICRC continued WASH interventions in the field, with a view to ensuring and supporting a sustainable return to the home villages for IDPs and returnees from Liberia by providing basic WASH services. To date, WASH members have repaired 180 out of 200 damaged pumps, all 66 pumps that had been stolen or vandalized have been replaced, all 430 water point management committees have been reactivated, and 35 percent of returnee households have benefitted from the family latrines project. Through these interventions, 50 percent of the target villages now have improved WASH environment. The government built a water pump facility in Man that will provide 15,000m3 of portable water to the population in the area, as part of the water provision project to benefit the population in the West. Access to portable water: SODECI, the Cote d Ivoire water company, has to date rehabilitated more than 300 hand pumps in the Zanzan district and will continue to rehabilitate all manual pumps in other parts of the country. Sanitation (ATPC): 12 villages gained the ODF status in the Didiévi and Tiébissou departments. There were no data available before WASH Activities under the CERF III grant:, in partnership with the French Red Cross, DRC, IRC, Solidarités and Caritas continued the emergency WASH activities in the West under the CERF III project. All 41 new pumps have been purchased and have been installed to replace damaged pumps as planned to date, and 110 pumps have been repaired. 33 wells were improved. Through these activities, 134,000 persons will gain access to water. NUTRITION Treatment of children with severe acute malnutrition: As of end of the third semester, 10,541 children suffering from severe acute malnutrition have been registered, of whom 1,294 children with complication showed stabilization rate of 84.4 per cent, while 83.5 per cent of the 9,247 children without complication were cured. COMMUNICATION FOR DEVELOPMENT (C4D): Support to good nutrition practices: A sensitization caravan continued to tour the country to sensitize local communities on good nutrition practices. During the month of December and January, the caravan visited 30 localities to promote that the 10 essential nutrition practices are adopted by the population, including promotion of exclusive breastfeeding to babies until the age of 6 months. EDUCATION Support to facilitate education for refugee children in Liberia: Côte d Ivoire advocated year to organize exams for refugee children in Liberia in order to facilitate their reintegration in the Ivorian system when they will return. The certificates, for the ones who succeeded the CEPE exam (Certificat d Etudes Primaires et Elémentaires) through the help of the Côte d Ivoire office, were send to Liberia at the end of January and every child has his official diploma. Côte d Ivoire is working with the Ministry of Education to distribute complementary school supplies to the children who didn t get any school kits from the Ministry with a focus on the Western Region where an important number of children are registered for Primary school. PROTECTION Strengthening monitoring networks on violations against children, early detection and referral of victims: The network system launched during the post-electoral crisis and consolidated in contributed to an increase of 40 % in the number active networks (379 localities compared to 536 localities in ) and 54 % more violations cases were ed (1,026 cases of child rights violation ed in ). But this increase is limited to the intervention areas and remains low compared to estimated total number of cases occurring. The number of cases of sexual violence that were detected and referred increased by 9 % compared to with 562 cases identified in the intervention areas (85 per cent children, 26 % rape). The quality of the assistance provided to victims of sexual violence was improved, reaching 100 & of all victims 4

5 receiving psychosocial support, compared to 98 %, and 97 % receiving medical assistance and 59 % judicial assistance. Psychosocial support in the areas affected by the post-electoral crisis: To date, for year, more than 90,000 children received psychosocial support mainly in the host communities and areas of return. 6 % of these children received individual psychosocial assistance. GBV social mobilization tools development: In close collaboration with UNFPA and other GBV actors, with direct support, the Ministry of Family, Women and child held a strategic workshop for harmonizing GBV sensitization approaches and messages, as part of the National Strategy against GBV implementation. Separated / Unaccompanied children: to date, as of December 31 st, out of 899 SC/UC registered (304 UC / 596 SC), 492 are still waiting for family reunification. The western areas most affected by child separation cases are the area of Zouan Houenien (157), Duékoué (133), Guiglo (110)., HCR, Save the Children and IRC have developed a joint procedure for cross border reunification cases with Liberia. FUNDING Côte d Ivoire received around US$ 22.7 million (excluding recovery cost) in funds for emergency activities in.
