2 Law No. 3 / 94 of January 21, in Article 32. And Decree No. 48/94 of November 25, in Article 22. establish the obligation of the owners of hotels, pensions, accommodations, tourist resorts or similar establishments, as well as other people harboring non-residents, declaring that fact to the Migration and Foreigners Service or in places where it does not exist, the National Police. Considering urgent and necessary to suit the Guest Registry Bulletin to the Law 3/94, 21 January and, consequently, orient and discipline people, whether corporate body or individuals who harboring non-citizens; Under the combined provisions of paragraph d) of Article 112. and paragraph 3 of Article 114., both from the Constitution Law, determine: 1. - The rules of the Guest Registry Bulletin are approved, attached to this Executive Order, which forms part thereof Are repealed all provisions contrary to what is contained in this executive order Any doubts and omissions arising in the interpretation and application of this statute shall be resolved by the Minister of the Interior This law shall enter into force upon its publication. 3 REGULATION OF THE GUEST REGISTRY BULLETIN CHAPTER I General Provisions ARTICLE 1. (Object) The Guest Registry Bulletin is destined to allow the control of foreign citizens non-resident in national territory, accommodated by the owners and hotels' responsible, pensions, hotels, guesthouses, lodgings, tourist resorts and similar establishments. ARTICLE 2. (Scope of application) This regulation is applicable to all foreign citizens non-resident, that for justified reasons are travelling to the country. ARTICLE 3. (Notion of non-resident foreigner) For purposes of this regulation, if any non-resident foreigner who does not have a residence permit, granted under Articles 37 et seq. ff Law No. 3 / 94 of January 21. ARTICLE 4. (Characteristics of the Regulation of Guest Registry Bulletin) The Guest Registry Bulletin is made of three parts: Page 3/7

4 Part A - Formed by the emblem and the name Republic of Angola, followed by the words: a) Ministry of the Interior; b) Migration and Foreigners Service; In the upper right is set the serial number of the Guest Registry Bulletin and the record date of departure from the place where a guest was staying, which is filled by the entity housing in the act of leaving the guest. Part B - This represents the space to be completed by the host, and contains the following data: a) name; b) address; c) telephone; d) fax/telex; e) VAT number; f) signature and stamp from the host. Part C - This represents the space to be completed by the guest, and contains the following data: a) Guest Registry Bulletin number correspondent to the same serial number written in part A; b) record of the entry date the guest; c) Other data: surname, name, nationality, place of birth, date of birth, occupation, passport number, habitual residence, country of origin, migratory situation in Angola (for visas) place of issue, date, and signature validity. ARTICLE 5. (Shipment of the bulletin to the Migration and Foreigners Service (SME) Each foreign citizen shall, upon entering the place of accommodation, fill-in the bulletin, that shall be shipped to the Migration and Foreigners Service by the host. CHAPTER II Characteristics of the Bloc of Guest Registry Bulletin Page 4/7

5 ARTICLE 6. (Bloc of Guest Registry Bulletin) 1. The bloc that contains the Guest Registry Bulletin is made of 100 sheets, with the following characteristics: a) 50 print sheets and with double tearing section; b) 50 non-printed fixed sheets. 2. The sheets are intercalated and in carbon paper. 3. The printed sheet with double tearing section contains two parts, an upper part usable for the communicating the guest's exit and an inferior, to communicate the entry. CHAPTER III Communication of Accommodation and Communication Procedure ARTICLE 7. (Accommodation Communication) 1. The host entities referred to in Article 1. that host foreign non-citizens, are required within 24 hours to declare the fact to the Migration and Foreigners Service or in places where none exists, the National Police, filling their newsletters. 2. Regardless of the Guest Registry Bulletin, the hotel units must submit daily to the Migration and Foreigners Service the guests' nominal relation through a map, which should contain the essential elements of the Guest Registry Bulletin. 3. The police authorities that receive Host Registry Bulletins must, whitin no more than five days, submit them to the Migration and Foreigners Service of the respective province. ARTICLE 8. (Communication procedure) 1. For communicating the entry of guests, the unit should only refer to the Migration and Foreigners Service the bottom of the Guest Registry Bulletin 48 hours after your stay, and refer the top of the bulletin to the same service 24 hours after leaving. 6 2. The system provided for in paragraph 1 of this Article shall extend to individuals hosting noncitizens as well as those that may lease residential property. CHAPTER IV Characteristics of the Guests' Communication Map ARTICLE 9. (Guests' Communication Map) 1. The map guest communication is the standard form adopted under this regulation, which forms part thereof, and that allows the entity to notify the host the movement of non-citizens staying in their premises. 2. The guests' communication map is made of two parts, which are as follows: Part A - Formed by the emblem and the name Republic of Angola, followed by the words: a) Ministry of the Interior; b) Migration and Foreigners Service; c) a line with reference to the firm's enrollment or name of the host. Part B - Consists of a frame that contains: a) order number; b) name; c) nationality; d) passport number; e) date of the beginning of the host; f) probable date for end of host; g) fill-in date of the control map of existing guests; h) signature of the responsible for its filling. ARTICLE 10. (Place of the bulletin and guests' communication map acquisition) Page 6/7

7 The Guests' Registry Bulletin referred in Antricle 1 of this diploma, as well as the guests' communication map, must be acquired at the Migration and Foreigners Service. CHAPTER V Fina Provisions ARTICLE 11. (Infringement and fine) The lack of communication is hosting migratory infringement under paragraphs 1 and 3 of Article 66 of Law 3 / 94, January 21, on the legal regime of foreigners. ARTICLE 12. (Inspection) It's the Migration and Foreigners Service responsibility to perform regularly inspections to the hotels, hostels, guest houses, lodges, tourist resorts and similar establishments, as well as all those sites that will accommodate non-resident foreigners for proof of compliance with this regulation.
