As a result, the light soils of the mountains became saturated, resulting in severe landslides which could better be described as avalanches. River levels rose rapidly by over six meters, triggering large scale loss of life, destruction of housing and infrastructure. Almost two weeks after the heavy rains, the official number of dead people has passed 840, with more than 540 missing. Information from local partners in the field indicates the number of dead could reach over There are more than 75,000 people in those seven cities that have been directly affected and still more than 20,000 homeless. This disaster has been described by the national government as the second worst in Brazilian history after the outbreak of meningitis in The United Nations has described the landslides as the eighth worst in world history. Caritas reports that in total, up to one million people have been affected, mainly in the Rio de Janeiro region, but also in the districts of São Paulo, Paraná and Santa Catarina. The local authorities believe the death toll will rise to over 1000 in that region alone. According to the national government, 104 bridges and 6864 houses have been destroyed in the seven municipalities of the mountainous region of the state of Rio de Janeiro, around 90km from the city of Rio de Janeiro Rapid assessments were done by ACT Member KOINONIA staff with their local partners: ABIO and the two local Lutheran churches. The local Lutheran church in Petropolis and Nova Friburgo have distributed bottled water, dried food and supplies for babies including clothing, diapers and bedding to over 80 families. The ACT Forum Brazil issued an alert to ACT Alliance and the international community following the emergency. There is an urgent necessity of US$ 50,000 in order to continue with the activities. According to the national government, 104 bridges and 6864 houses have been destroyed in the seven municipalities of the mountainous region of the state of Rio de Janeiro, around 90km from the city of Rio de Janeiro In the Rio de Janeiro region, where ACT members are working, most of the affected families come from the rural areas of the seven affected municipalities of Teresópolis, Petrópolis, Nova Friburgo, Sumidouro, São José do Vale do Rio Preto, Areal and Bom Jardim. These communities are some of the most remote and hardest to access, a situation exacerbated by the destruction of bridges. The UN reports that in the municipality of Petrolopis, over 80 percent of the agricultural area has been totally destroyed. Many families in the poor urban slums of Petrópolis and Nova Friburgo lost everything. Most of the populations are small farmers producing vegetables and salad crops for the urban market of Rio de Janeiro, earning an average of $1.2/day. The destruction of the fields and the loss of their livelihood as a result of the mudslides and flash floods have left them vulnerable. Some relief food has been distributed but it is primarily in the form of goodwill donations of rice, pasta and beans. There is a concern the food does not meet the nutritional requirements of the population and, if not addressed, could compromise their future wellbeing. The priorities of the national government are on rebuilding the infrastructure such as roads and bridges, the clearing and cleaning of land and the provision of new housing. Contas Abertas, a Brazilian nongovernmental organization that monitors government spending, has stated that the authorities are not investing enough in disaster prevention. The organization says the federal budget for disaster prevention and preparation was down 18 percent in But the main concert is the bureaucracy in the decision and procedures. To give the resources to the municipalities the central government has to sign an agreement with the State, then the State with the Municipality, and that process takes quite of time. Most of the identified communities have identified their basic needs in terms of rebuilding their source of livelihood, supplementing the government s basic assistance with a better balance of food, and replacing household furniture and domestic appliances.

4 BRA111 Brazil Landslides/Floods 4 ACTIONS TO DATE, AND EMERGENCY NEEDS: Rapid assessments were done by KOINONIA staff with their local partners, ABIO and the two local Lutheran churches. The local Lutheran church in Petropolis and Nova Friburgo have distributed bottled water, dried food and supplies for babies including clothing, diapers and bedding to over 80 families. The ACT Forum Brazil issued an alert to ACT Alliance and the international community following the emergency. A journalist was hired and has collected stories from the affected areas. These stories and photographs are being shared with ACT Alliance and the international community. The ACT Rapid Support Team, consisting of a Coordinator and a Programme Support Officer, is working with ACT member KOINONIA to prepare a full appeal. The team will also identify areas where there is a need for capacity-building and offer training in ACT, SPHERE and HAP guidelines. The ACT Forum Brazil has decided to respond to this emergency. KOINONIA has been identified by the forum as the lead agency in this response. The emergency needs are: Livelihoods support Food Non Food Items Psychosocial support Advocacy Education PROPOSED EMERGENCY RESPONSE: The focus of the emergency response is primarily on food security, nutrition and food aid, with an additional priority being the revitalization of agricultural activities in order to provide income and employment as quickly as possible (Sphere Ch3:2), and advocacy related to and monitoring of government spending on disaster management programmes. KOINONIA will work with the local Evangelical Lutheran Church to repair and re-establish a children s nursery with equipment and supplies. It is anticipated that around 50 families will need the nursery service so that mothers may have somewhere safe to leave their children while they go out to work. OVERALL GOAL: To assist the affected population in recovering their means of livelihood and wellbeing, through humanitarian assistance, and to promote early recovery by providing agriculture rehabilitation. Objective(s) of the Emergency Response Crisis Phase: 2 months 1. To immediately supply 1218 affected families in the three municipalities of Teresópolis, Petropolis and Nova Friburgo food baskets and hygiene kits to reduce the mortality risk and safeguard human dignity for two months. 2. To provide basic household goods and equipment to 200 families whose homes were damaged or destroyed in both rural and urban areas. Rehabilitation phase: 8 months 1. To provide the means to guarantee the food security and livelihood for 1218 affected families in 17 districts of the municipalities of Teresopolis, Petropolis, Nova Friburgo by providing agricultural

5 BRA111 Brazil Landslides/Floods 5 inputs, including organic fertilizers and pesticides as well as basic irrigation equipment to enable farmers to rebuild their market gardens as well as training and technical assistance. 2. To assist 13 small shopkeepers to re-establish their businesses and to support a local entrepreneur provide free seedlings to 800 local growers. 3. To promote psychosocial recovery through organizing sports, games and drama and other activities with children and young people. 4. To create awareness of rights-based approaches whereby the local communities are empowered to know their entitlements so they can monitor and hold the local government accountable to their obligations. To monitor the government on the provision of national recovery programmes; in particular provision of permanent housing and to hold them to account at local and national level. 5. To provide training in humanitarian response, organizational development and disaster risk reduction workshops to ACT Forum Brazil members. TARGET POPULATIONS: 1218 of the families living in rural areas are from the state of Rio de Janeiro. KOINONIA will provide food parcels and hygiene kits to 1218 families once a month for two months to in order that the families

6 BRA111 Brazil Landslides/Floods 6 continue to receive good nutrition and to enable them to to rebuild their livelihoods. Families will also receive hygiene kits to help to clean their belongings and prevent the spread of disease. The 200 families whose houses have been damaged and destroyed will receive household items including cooking utensils and basic furniture. These families will receive assistance to rehabilitate their lands, replacement equipment and organic fertilisers and organic pesticides for the seedlings they will receive. A local market gardener, whose seedling beds were destroyed, will be given support to grow seedlings for distribution to the affected families. Students at the local agricultural college will also be mobilised to give support and technical assistance to the families. Farm tools and equipment are needed to rehabilitate the land and replace irrigation systems destroyed in the floods so that when the seedlings are ready they can be planted immediately. In 13 of the 17 small affected communities there was only one shop providing basic necessities. All the stock in this shop was destroyed. Three of these communities are cut off by landslides. KOINONIA intends to facilitate the reestablishment of these 17 shops so they can serve their communities again. Psychosocial support will be offered in the form of community activities such as drama, sport, games and painting, especially for children and young people. Support will be given to rehabilitate the nursery in the neighbourhood of Santa Bernardete in Nova Friburgo in order that it provides a safe place for children while their mothers go out to work. It is important to promote a rights-based approach whereby the local communities are empowered to know what they are entitled to expect from the local and national governments in order to hold them accountable. KOINONIA and the ACT Forum Brazil also intend monitoring the national recovery programmes, in particular the provision of permanent housing, and to hold the government to account at local and national level. Training will be offered to the ACT Forum Brazil members on international guiding principles and standards for humanitarian assistance which includes Sphere standards, Code of Conduct for ICRC and the Red

7 BRA111 Brazil Landslides/Floods 7 Crescent, ACT Code of Conduct on Sexual and Exploitation and HAP (Humanitarian Accountability Project) Guidelines. Organisational strengthening will also be offered and the need for training in disaster risk reduction will be assessed and offered, if required. IMPLEMENTATION ARRANGEMENTS: KOINONIA will have the leading role in the implementation. ABIO, and two local Lutheran churches will act as KOINONIA local partner and in the implementation of actions, with the support and accompaniment of the other ACT Alliance members. A letter of commitment will be drafted and signed by the implementing partners COORDINATION: ACT Forum members in Brazil - KOINONIA, CESE (Ecumenical Coordination of Services), Christian Aid Brazil, Diaconia, FLD (Lutheran Foundation of Diakonia), all agreed to create an ACT appeal. KOINONIA was asked to lead and implement the appeal. Visibility of ACT Alliance and its members in the country will be achieved through the communications strategy described below. The ACT Forum Brazil, through KOINONIA, requested the assistance of the ACT Alliance Rapid Support Team, as this was the first time it had experienced a disaster requiring worldwide support from ACT Alliance members. COMMUNICATIONS: Press releases explaining the work being carried out will be issued jointly by KOINONIA and Lutheran local churches, and will be disseminated via their websites and list servers. The actions will be documented in photos. ACT Alliance, through the Secretariat, and its members in Brazil, through ACT Forum Brazil, will be kept closely informed and will be able to disseminate information on the actions through their websites. The information will be disseminated to the ecumenical family and the different ecumenical networks (as ACT Forum Brazil and Latin American networks) and by the Lutheran s media and communications connections. Locally, ABIO and the Lutherans will share information through their contacts with the local media (especially written and radio media). PLANNED IMPLEMENTATION PERIOD: February 2011 to September NEXT STEPS : The appeal is planned to be sent to Geneva on 11 February There is an urgent necessity of US$ 50,000 in order to continue with the activities.
