Heavy rains caused water levels to rise in rivers, lakes and reservoirs throughout the Black Sea coastal area. As a result, 18 settlements, including the 3 large cities of Novorossijsk, Krymsk and Anapa and their suburbs were flooded. The Russian Federation is one of many European countries affected by the raging floods. The death toll was found to be the highest in the Black Sea region 59, while some 1,500 are still missing. The Russian Orthodox Church/Department Church Relations has reacted promptly to this unfortunate development and sent an assessment team to the affected region. Results of the assessment only confirmed the need for additional support to the local authorities trying to assist survivors. ROC has revised their current project under EURU-21 to include a new area and therefore an increased number of recipients of food and non-food aid. The Russian Orthodox Church/Department for External Church Relations is already involved in ACT appeal EURU-21 issued in response to the floods in Northern Caucausus. This appeal is still open but under funded. We appeal for your interest and financial support towards this cause. Please note that this proposal refers only to the ROC current project/ budget revision and that the originaleuru-21 Appeal and Revision 1 should be referred to for the other projects by ROC, Norwegian Church Aid and Hungarian Church Aid. ACT is a worldwide network of churches and related agencies meeting human need through coordinated emergency response. 3 Russia Assistance to Victims of North Caucasus Floods 3 I. REQUESTING ACT MEMBER INFORMATION Russian Orthodox Church (ROC) Russia Round Table (RRT) II. IMPLEMENTING ACT MEMBER INFORMATION The proposed emergency relief program for the most vulnerable flood victims in Krasnodar region has been developed in response to the dramatic situation in this region, which has been flooded for the second time this year. Communities, regional authorities and local Emercom affected by the floods have appealed to RRT/ROC for emergency assistance. ROC/RRT has used the information provided by the local communities, authorities and Emercom. The implementation plan envisages utilizing of the experience of previous flood programs, trained ROC staff and infrastructure in the North Caucasus. Russia Round Table / Department for External Church Relations of the Moscow Patriarchate on behalf of the ROC will implement this program. III. DESCRIPTION OF THE EMERGENCY SITUATION In late June 2002, the Krasnodar Region was hit by the first wave of floods. In addition to the Krasnodar Region, eight more republics and regions in the North Caucasus were also affected at that time. Over 30,000 people found themselves in the emergency zone. According to the official data, 59 people died and according to the local press, some 1,500 people are missing. As the affected areas of the Black Sea coast are traditional summer holiday places for people from all over the country, the numbers of those missing is still unknown as many who set up their own camping tents will not have registered. The floods inundated some 12,000 houses, with 447 houses completely destroyed and 4,968 seriously damaged. The affected areas found themselves in complete isolation as the supply of power, gas and water stopped and railway and road communication were disrupted. The authorities and the Emergency Situation Ministry continue rescue work with the help of 2,000 people including Emergency Situation Ministry staff from the Stavropol Region, 246 units of various equipment and 6 floating devices. Staff of the Defense Ministry and Emergency Situations Ministry continue searching for bodies and motor cars swept away by the waters off the settlements of Shirokaya Balka, Abrau-Dyurso and Sykhaya Schel. The locals are afraid to enter the sea because they are convinced there is a large number of bodies of unregistered holiday-makers lying on the seabed. The authorities have directed all their efforts and resources to the restoration of communal services, electric power lines and transformer substations, water pipes, roads, hospitals and schools. ROC/RRT has detailed information about the destruction and restoration work in all the affected districts, cities and villages.
4 Russia Assistance to Victims of North Caucasus Floods 4 The aid given to the victims by the local authorities and the Emergency Situations Ministry is limited and insufficient. The only thing that has been arranged is the water supply. The authorities have promised a lump-sum compensation to the victims of around one thousand rubles (32$) and 3 thousand rubles (96$) to those who have lost their homes. Those who lost one member of their family will receive 10 thousand rubles (320$) and those who lost their breadwinners 30 thousand rubles (960$). It is planned to make later payments of 20, 30 and 50 thousand rubles for the restoration of partly or completely destroyed houses and property, depending on the degree of destruction. Many victims of the flood stand in acute need of foodstuffs and hygiene items. Pensioners, disabled and families with many children are in especially desperate straits. IV. GOAL & OBJECTIVES Goal: To alleviate the suffering of the most vulnerable persons affected by the flooding by meeting some of their most basic needs; to develop the capacity building of local parishes dealing with the flood. Objectives: To provide food and hygiene items for the most affected by the flood, To support the network of local diaconial and emergency initiatives of parishes, V. TARGETED BENEFICIARIES The targeted beneficiaries are the flood victims in the Krasnodar region whose houses were damaged or totally destroyed and who have also lost possessions in the floods. Priority will be given to the most vulnerable of the affected pensioners, disabled and families with many children. The beneficiaries will be: 3,000 people in the city of Novorossiisk and its suburbs, 1,000 people in the city of Krymsk city and its suburbs. Statistical data collected by local authorities and EMERCOM will be used. VI. PROPOSED EMERGENCY ASSISTANCE Distribution of food & hygiene kits. A one-off distribution to assist the most vulnerable flood victims with basic necessities food and hygiene articles. The list of distribution items has been prepared in co-operation with the local authorities, parishes and communities using ROC s experience in organizing emergency work in the North Caucasus and assistance to flood victims in other regions of the North Caucasus. Purchases will be made locally. Quantity and quality of products will be consistently controlled.
5 Russia Assistance to Victims of North Caucasus Floods 5 Items to be purchased and distributed as a personal kit are: Flour Sugar 1 kg Buckwheat Rice Macaroni Vegetable oil 1 l. Caned milk 1 p. Tea 1 p. Shampoo 1 p. Toilet paper 2 rolls Soap 3 p. Washing powder 1 p. Tooth brushes 1 p. Tooth paste 1 p. ACT/ROC/RRT will distribute kits in places agreed with by the local authorities and Russian EMERCOM. Program staff, in co-operation with local authorities, communities and parishes will implement the distributions. Beneficiaries will sign special relief reception forms developed by ROC/RRT. During implementation ROC/RRT will reassess the condition of flood victims and identify their needs, taking into consideration the action taken or planned by the Federal Government, local authorities, EMERCOM and NGOs involved. On the basis of this information a decision will be made concerning the need for and form of further assistance to the flood victims. VII. ADMINISTRATION, FINANCE, MONITORING & REPORTING ROC/RRT will be responsible for finances and reporting to ACT. An expert from Russia Round Table will direct the Project. Russia Round Table will monitor the project implementation. VIII. IMPLEMENTATION TIMETABLE 30 September 2002 (1 month) IX. CO-ORDINATION During the project implementation ROC will closely co-operate with the local authorities, EMERCOM and local NGOs to avoid any kind of duplication.
