2 Humanitarian Overview Islamic Relief (IR) is an International British non- Governmental charitable organization acting to alleviate the sufferings of vulnerable people around the world. In the North Caucasus, Russian Federation, IR has been operating since 1995, delivering humanitarian aid (inside Chechnya) to the victims of the first military conflict. In October 1999, when hostilities erupted anew in Chechnya, thousands had to flee through the border of the neighboring republic of Ingoushetia, Islamic Relief was one of the first British aid agencies to respond to the needs of the displaced Chechens. As the result of the military actions, many Chechen people were exposed to extremely difficult living conditions. Unable to return home, they now live in either spontaneous settlements, specially designated camps or with Ingoush host families. Many of them lack basic food supplies, medications, potable water and proper sanitation. There are, however, a number of Chechen civilians that have decided to stay in Chechnya despite the situation, in hope of an early end to the crisis. Their living conditions are just as desperate as those of their compatriots who have been displaced across the region. A number of programmes have been undertaken by IR on the territories of two adjoining republics, both affected by the military actions Chechnya and Ingoushetia in order to ease the suffering of the Chechen civilians. IR-WFP School Feeding Projects: Sweet buns distribution project. In November 02 IR, on behalf of WFP, continued to implement distribution of sweet buns. The programme targets 33,583 schoolchildren in Grozny, Grozny Rural and Goudermessky region inside Chechnya (see p.4). Hot Meal Project. Under this project IR, as an implementing partner of WFP, provides Chechen schools with food products for preparation of hot meals. (see p.4). IR s Complementary Food Programme provides each IDP family with a comprehensive complementary food parcel in the camps of Alina and Sputnik. In November IR distributed 3,261 food parcels in both camps in November 2002.(see p.5) IR-WFP Joint Projects Relief Distribution: Chechnya In Grozny Rural Region, Chechnya, IR distributed 372,531 tons of wheat, provided by WFP, to 27,593 beneficiaries. (see page 7). Ingoushetia: IR continues to distribute basic food commodities in Nazran region and in the camps Alina and Sputnik, Ingoushetia on behalf of WFP. This month, IR distributed about 283 tons of WFP products in Ingoushetia, where the total number of actual beneficiaries was 20,195 IDPs (see p.6) IR Healthcare Programme During the month of November, under the Healthcare Programme 12,038 patients were attended to by IR s three clinics in Sputnik, Alina and Bella and through IR s 6 mobile clinics. The number of treated diseases was 15,898 (see p.8). IR Water-Sanitation Programme Over 720,000 liters of fresh water were supplied to the camps of Alina and Sputnik in November 2002 (see p.9) IR Hygiene Packs Programme A monthly hygiene pack was also distributed to each IDP family in November 2002 (see page 9). 3 Meeting with Prime Minister of Ingoushetia In the end of November 2002 the Country Director of Islamic Relief Russian Federation had a meeting with Aleksencev V.A, the Prime Minister of Ingoushetia. The issue that was discussed on the meeting was the stabilization of the situation in the region and the return of IDPs to the Chechen Republic. The situation around the tent camps, where IR implements its food distribution program, was of special concern. During the meeting some of the questions of the cooperation and coordination of humanitarian programs were touched upon. The main concern of the Government of The Russian Federation was, according to the Prime Minister s statement, the problem of returnees. Mr. Ammar, the Country Director of Islamic Relief in Russia, stated that Islamic Relief would continue implementing its humanitarian activities, but the assistance with the return of IDPs was beyond the IR s projects. He also stated that IR s policy was to avoid interference with the internal affairs of the Russian Government. Another point of the discussion was the cooperation of the government of The Republic of Ingoushetia and Islamic Relief in the implementation of the humanitarian action. November 2002 page 3 of 3

4 IR-WFP School Feeding Projects Chechnya Islamic Relief, as an implementing partner of WFP, continues to implement School Feeding Project in Grozny, Grozny Rural and Goudermessky regions of Chechnya, serving 33,843 primary schoolchildren. Within the framework of WFP s school feeding, IR carries out two activities distribution of sweet buns and hot meals. IR s responsibilities include daily delivery of sweet buns one sweet bun per child and products for preparation of hot porridge made of CSB and rice, which is served to children alternatively every day during the school hours. In November 2002, IR, on behalf of WFP, distributed totally sweet buns 186,643 in the schools of Grozny, 181,402 in Grozny Rural and 199,529 in Goudermessky regions. 5 IR s Complementary Food Programme - Ingoushetia IR Food Programme is one of Islamic Relief s first and major relief programmes that has been in operation since 1995, when IR started shipping humanitarian aid to the victims of the military actions in Chechnya. Each IDP family receives one IR food parcel on a monthly basis. This month IR distributed 3,261 supplementary food parcels - the distributions are carried out in the camps of Sputnik and Alina, Ingoushetia. 6 IR-WFP Distribution of Basic Food Commodities - Ingoushetia IR continues to implement its WFP-IR Food Programme in seven villages of Nazran region and in two specially designated camps Alina and Sputnik in the Republic of Ingoushetia. The beneficiaries of the programme are the Internally Displaced Persons from Chechnya living with host families in Ingoush villages and IDPs occupying the camps. The relief distribution takes place on a monthly basis. Over the month of November IR distributed about 283,200 tons of food commodities in Ingoushetia, covering 20,195 beneficiaries. 7 IR-WFP Distribution of Basic Food Commodities - Chechnya IR, on behalf of UN WFP, implements a general food distribution programme on the territory of the Republic of Chechnya. The distributions are carried out at 19 distribution points, assisting approximately 27,600 beneficiaries residing in 24 villages of Grozny Rural region. The beneficiaries of the relief programme are the most vulnerable groups: invalids, orphans, half-orphans, veterans of WWΙΙ and the Afghan War, elderly people, and families with many children. In November 2002 IR, on behalf of UN WFP, distributed about 372,531 tons of wheat flour and 200 tons of salt. 8 Healthcare Programme Ingoushetia IR Healthcare Programme is implemented in Ingoushetia since Since January 2000 IR has been running two clinics in the camps of Alina and Sputnik. The two clinics are identical - each has 5 consulting rooms, 1 procedural room, a boiler-house and 2 attached ambulances. In December 2001 IR launched a new clinic in the Bella camp. All three clinics are open 24 hours. Starting from January 2002 the Healthcare Programmes in Sputnik and Alina have been sponsored by CAFOD (Catholic Fund for Overseas Development), and the Bella clinic has been funded by HCI (Human Concern International) Canada. In November 2002 the three Islamic Relief clinics were attended by 12,038 patients, which resulted in the treatment of 15,898 diseases. There were also 1,020 emergency calls within the camps; 313 patients were transported to local hospitals for the further treatment. 9 IR Water-Sanitation Programme Since water is such a vital element of human life, IR strives to include the provision of potable water in the places where such shortage exists. Thus, IR daily delivers 720 tons of fresh water to the Sputnik and Alina camps. The delivery is carried out by one water tanker shipping 4 tons of water 3 times a day to each camp.
