2 Prince of Wales visited Islamic Relief HQ in London Islamic Relief was honored to receive His Royal Highness (HRH) the Prince of Wales, in a landmark visit to its UK Head Office in London on the 1 st of November. HRH Prince Charles was met by Dr. Hany El Banna the Managing Director of IR and, by Mr. Imran Madden, IR UK Manager and other IR officials and dignitary quests. HRH had this to say: Delighted to be able to be here today to show my support for the wonderful work being done by Islamic Relief to alleviate the terrible suffering of the refugees in Afghanistan. I salute you, alongside Muslim Aid, the British Red Cross, and all the other charities and international agencies who continue to work in such appalling conditions to help those who need your assistance. Of course, this suffering did not begin only in the last month. Islamic Relief s appeal to help victims of drought and famine in Afghanistan has been long-standing. Nearly half of all Afghans had been adversely affected in some way by three years of drought and two decades of war. Inevitably, however, the situation has now become far worse. Yet it is important to understand that our work the work of all of us who care about building bridges and understanding between communities and faiths-is still the same as it was before 11 September. What happened on that terrible day, and events since, have only emphasized the fact that violence and extremism are driven by ignorance and fear, and a sheer inability to acknowledge our common humanity, the deeper spiritual links which united all mankind and, I am sorry to say, the reality of pain. It remains, more than ever, the task of moderate people of all faiths and creeds in other words, the vast majority of us to speak out against the extremists, and to make that extra leap of imagination away from the ignorant certainties of bigotry towards a genuine attempt at mutual understanding and respect. I have been particularly pleased to learn today of the close cooperation between the British Government, through the Department for International Development, and Islamic Relief. And more generally, DFID has done an excellent job in mobilizing relief to help Afghan refugees in these most difficult of conditions. It is also up to the private citizen to play his part. I shall be matching my donation to the Red Cross Afghan Crisis Appeal with a further modest donation to the Islamic Relief Afghan Appeal. I urge everyone to do what they can to help tackle what is fast becoming a humanitarian catastrophe of unimaginable proportions. Apart from anything else, the practical efforts of organizations like Islamic Relief and Muslim Aid, working closely with governments and along side Christian and secular charities, is the very best answer to the language of hate and division that is spouted so loudly by the extremists, which is so unrepresentative of the views of most of us. Compassion is perhaps the most important requirement demanded of us by the Bible or Quran. Muslims, Christians, Sikhs, Jews and Hindus all have compassion written into the very basis of their creed. I know that many are doing their best in this present crisis to follow that path. So I leave here with a message of hope. And my very best wishes for the endeavors of everyone, of all religions, and none-but particularly those of the British Islamic community for whom these last few weeks have been so difficult who are determined to do what they can to combat suffering and reject extremism.. 4 Foreword Humanitarian Overview Since the occurrence of the current conflict on the territory of Chechen Republic in November 1999, thousands of Chechen civilians were forced to seek refuge in the neighboring republic of Ingoushetia, Islamic Relief (IR) was one of the first British aid agencies to respond & work in the region. The estimated number of Internally Displaced Persons (IDPs) is estimated at 150,000 IDPs, (those who have crossed over into Ingoushetia). Unable to return back home, the displaced Chechens live in desperately overcrowded conditions with limited food suffering from a sever lack of medical facilities. Shortage of potable water and unhygienic conditions are some of the major concerns for the IDPs in Ingushetia. The humanitarian relief work of IR with the Chechen IDPs is concentrated in the territory of Ingushetia, where it currently undertakes the responsibility of looking after 28, 000 IDPs. IR s Chechen Relief Program represents its most extensive relief effort to date, with food, water, and primary healthcare. Additional to these fixed relief activities within Ingoushetia comes IR s seasonal relief activities such as: Ramadan & Qurbani Projects and occasional winterized projects like blankets and fuel distributions to both outside & inside Chechnya. IR s responsibility & activities in Ingoushetia specifically embrace the official IDP camps of Alina & Spoutnik, and, also 7 settlements in the Nazran region. Islamic Relief starts its relief activities Chechnya IR-WFP newly baked bread being distributed Grozny This is a brief summary of IR s activities within the last month: 1. IR FOOD DISTRIBUTION Each IDP family receives a comprehensive food parcel (see p.4). IR distributed approx. 34 tones of food parcels in October. 2. IR MEDICAL PROGRAM In the month of October, under the medical program, approx. 8,700 patients were attended to by IR s two fixed clinics in Sputnik and Alina and through IR s 6 mobile clinics. (see p.5) 3. IR Hygiene Packs Program A monthly hygienic pack was also distributed to each family in October. (see page11) 4. IR WATER DISTRIBUTION Program Over 1,400,000 liters of fresh water were supplied to the Alina and Sputnik camps. 5 IR-WFP Joint Projects: IR continues to distribute basic food commodities on behalf of the World Food Program. As WFP s Implementing partner IR has already distributed 296 tones for WFP during the month of October Distributions were carried out across the Nazran region and in the camps of Alina, Sputnik and Yandare. IR and WFP have also started their joint Bakery Project inside Chechnya. (page 5). IR and WFP are further considering the implementation of a Pancake Project for school children in Grozny Chechnya. The project is hoped to start by the end of November IR-WFP has also agreed that IR takes charge of food distribution for WFP for 18,000 IDPs in Groznenski region in Chechnya. IR-UNHCR Latrines Construction Project (Page 7) IR signed an agreement with UNHCR, where the latter agreed to fund IR s latrines program for US$44, 730 to construct 58 new latrines in camps Sputnik and Yandare. This project has made a significant improvement in the sanitary conditions in the camps. Prior to the project poor sanitation conditions posed a major threat to the health of the inhabitants of the camps, particularly for women, children, and elderly people. Hot Meals Project: Energy rolls for school children, Grozny IR s strategy IR remains committed to the long-term development of the Caucasus. It is resolved to remain active in humanitarian relief for as long as the Chechen crisis continues, and to play a leading role in the rehabilitation and development of Chechnya once peace has been restored. Other IR Activities During October, the Information Technology classes provided training to 40 trainees in IR s Nalchik Computer Center. IR Monthly Report October 2001 page 5 of 5
6 IR Food Program The Food Program is one of the major and most important programs implemented by Islamic Relief. In fact, in 1995, IR s aid initiative began with the shipments of relief products to Grozny, which eased some of the terrible suffering of these people. Although, food shortages, among other problems faced by Chechen IDPs, continue to remain one of their major concerns. IR currently distributes its monthly supplementary food parcels. The distributions are carried out in the camps of Spoutnik & Alina. Over the month of October IR distributed 33 tones of food commodities in parcels. The following tables illustrate IR s food distribution activities in October. 7 IR Bakery Projects: Chechen Programs IR-WFP Joint Food Programs inside Chechnya: IR and WFP started their joint programs mission inside Chechnya. These projects will mark a step forward between IR & WFP & further reflect the important relationship between the two organizations. The two organizations hope for the early normalization of the situation in Chechnya. Project No 1: Bakery Project Goudermies City: The project has been in operation since the beginning of October and targets beneficiaries of 5,000 IDPs. The most vulnerable groups (individuals, orphans, women, and, old people) in Gudermes and Grozny, inside Chechnya will benefit from the project by receiving a loaf of bread each day. (500 grams). IR distributed 16,923 loaves of bread in October through its 5 distribution points. Project No 2: School Food Hot Meal Project - Grozny Bread for the vulnerable - Grozny IR is also about to implement the School Food Hot Meal Program, for WFP. The project is about to be launched by WFP on the territory of Chechnya. IR as the implementing partner, will cater for 10,000 Pupils in 45 schools in & around Grozny City every day. Objectives of the School Food Hot Meal Program: To ameliorate the attendance of schoolchildren of elementary classes, To improve the learning process, To provide the necessary nutritional dietary & energy to school children, Project No 3: Distribution of WFP Basic Food Parcel - Chechnya IR is planing to undertake the distribution of WFP food parcels for 18,000 IDPs in Groznenski region, Chechnya IR-WFP newly-baked bread distribution, Grozny Newly-Baked Bread Distribution dates in Grozny and Goudermez. 8 IR-WFP Joint Food Program - Ingoushetia In addition to all seasonal food distribution, IR implements a monthly food distribution, on behalf of WFP, to approximately 28,000 Chechen IDPs in the specially designated camps of Alina, Sputnik and Yandare, and from seven settlements in the Nazran region. During the month of October IR managed to distribute over 296 tones of WFP basic food commodities. 9 Healthcare Program - Ingoushetia Since the start of the latest conflict in Chechnya, when it became no longer safe to stay there, Chechen people fled over the border into the tiny underdeveloped province of Ingushetia. It is evident, that the refugee crisis has swamped the already underdeveloped Ingush health care system, making medical supplies needs extremely urgent. IR pays great attention to the health conditions within its project areas and is active in implementing various health as well as nutrition programs. IR started its healthcare program in Ingushetia in February Since December 2000 IR operates policlinics in the camps of Alina and Sputnik. Each policlinic has 5 consulting rooms, 1 procedural room, a boiler-house and 2 attached ambulances. The policlinics are open 24 hours a day. 10 Shelter Program There are no apparent indications as to when it will be safe for Chechen people to return back home to Chechnya. For the foreseeable future it appears that the displaced population will remain stay on the territory of Ingoushetia and will evidently continue to require shelter assistance. The majority of IDPs continue to remain in inhumane living conditions, with very poor access to healthcare and proper sanitation facilities. Recently, IR signed an agreement with UNHCR, in which the latter agreed to fund IR s shelter program for US$44,730 to construct 58 new latrines in the Sputnik and Yandare camps. Hopefully, the new latrines replacing the old unhygienic ones will make a significant impact on sanitation standards in those areas, benefiting particularly women, children and elderly people. In May 01 IR constructed 10 latrines in Yandare camps. In June-August 01 IR constructed 48 latrines in Sputnik camp. From September 01 IR is cleaning and dislodging all latrines. This shelter program includes: 1. Site restoration 2. Construction of 58 new double latrines 3. Gravelling area around latrines IR is also responsible for the cleaning and dislodging of the latrines. On September 2001 IR begin to execute the dislodging and cleaning of latrines. Using chlorination (5 kg per latrine) and other methods of cleaning that ensure its effectiveness, IR started to carry out the activities of sanitation. On October 2001 IR continue the dislodging and cleaning of latrines. IR also use hired a cesspoolage truck for the dislodging procedure and IR s own water carrier truck for the delivery of water. 11 Water/Sanitation Program Water is the essence of life: Since water is such a vital and important element of human life, IR strives to include it in its relief program. Thus, IR makes daily deliveries of fresh water. The water is delivered by two dedicated water carriers. Each tanker makes 3 trips to the camps daily providing 24 tones of water, hence, bringing the total quantity of pure water supplied per month to over 1,440 tones. The water is used by the IDPs for drinking, cooking, wishing, cleaning and bathing. It is committed to remain active in humanitarian relief work as long as the current crisis continues on the territory of Chechnya. Even when peace is restored there, Chechen IDPs will still not be able to return to their homes, because of the wide-scale destruction of their livelihoods, so they will need extensive help to rebuild their lives. Thus, Islamic Relief intends to take an active part in the reconstruction and redevelopment of the Chechen Republic. IR also welcomes all relief and rehabilitation-related cooperation, and currently implements for WFP & UNHCR. IR expresses its willingness to continue to implement for other UN/Agencies and International NGOs.
