With the report at reference, the EADRCC promulgated to National Points of Contact for International Disaster Assistance an initial request for assistance related to a possible emergency situation in Turkey. 2. Population movement towards Turkey 2.1. Reports received today, indicate that the number of Internally Displaced Persons (IDPs) in the three northern governorates of Iraq remains stable, and do not make attempts to cross international borders. It is estimated that some people have moved towards the Iranian border. In the Dahuk district around people have moved from the city to surrounding towns and villages. An unknown number of people have moved to the Syrian border Both the International Committee of the Red Cross and the UN Office for Project Services (UNOPS) report, that only a few thousand of these IDPs in northern Iraq need assistance, which is provided by local authorities and relief agencies active in the region. The vast majority of the IDPs stay with families and friends and is not dependent on the relief agencies The return of people to Sulaymaniyah has reportedly slowed down possibly as a result of the bombardment of the Ansar A-Islam Headquarters in the Halabja area and -1-

2 fears for possible counter attacks. There are unconfirmed reports of new displacement from areas controlled by Ansar Al-Islam to Said Sadiq and Saraw and to Chamchamal. 3. Assistance provided to Turkey 3.1. As of today, Bulgaria, Canada, Croatia, Czech Republic, Denmark, Hungary, Netherlands, Norway, Poland, the Slovak Republic and Switzerland have informed the EADRCC of offers of assistance to Turkey. Details of these offers to Turkey are provided in Annex 1 to this report. Annex 2 to the report provides an overview of the outstanding requirements of Turkey In addition, Spain will provide to Turkey an emergency grant of five million dollar and humanitarian assistance in kind, details of this assistance in kind will be provided later. This humanitarian assistance will be airlifted to Turkey with an Antonov 124 on 6 April The remaining lift capacity will be utilised to transport the Croatian consignment to Turkey. 4. Transportation Request 4.1. Slovak Republic has requested transportation assistance for their offer of assistance to Turkey. The total volume and weight of the cargo will be specified on 28 March EAPC Nations in a position to assist Slovak Republic in the transportation of the cargo are therefore requested to examine whether they might be in a position to provide the needed transportation and contact the EADRCC at NATO HQ. 5. Nations intending to respond to the request from Turkey are invited to inform the EADRCC about their offers The EADRCC is in close contact with the United Nations Office for the Coordination of Humanitarian Affairs in Geneva, the European Commission Monitoring and Information Centre (MIC) in Brussels, which has also issued the request from Turkey.
