1 THE REPUBLIC OF SOUTH SUDAN STEERING COMMITTEE ON NATIONAL DIALOGUE SUB-COMMITTEE ON THE REFUGEES AND INTERNATIONAL OUTREACH PLAN OF ACTION, 2017 UNDER THE THEME TOGETHER WE STAND TO FIND SUSTAINABLE SOLUTIONS FOR NATION AND STATE BUILDING! 1

2 1.0 BACKGROUND The National Dialogue Steering committee was formed on the 24 th April 2017 and its aims at the following; a) ending political crisis and communal violence through Dialogue in the country, b) visit Refuges camps to collect different views and opinions on the agenda for the national dialogue, c) provide the refugees with a platform and an opportunity to express their grievances and recommendations for the national dialogue, d) persuading the refugees and diaspora for future return to the country, and to redefine and reestablish stronger national unity (including redefining citizenship, belonging, residency and political participation). Furthermore, the sub- committee for Refugees and International Outreach is assigned to achieved the above mentioned objectives by visiting different countries where refugees are living within Africa and in the diaspora. 2.0 OBJECTIVES i. To launch the National Dialogue grass roots consultation conference with stakeholders of South Sudanese who took refuge in neighboring Countries and outside the continent. ii. Allow south Sudanese to freely, transparently and inclusively participate and express their views on current affairs in the country and how to resolve them. iii. Participate in the formulation of the National Dialogue agenda in National Conference. 3.0 COMPOSITION OF THE COMMITTEE The committee is composed of five members and other co-opted members. Coordinators and Mobilizers These coordinators and mobilizers will be recruited based on the temporary arrangement to help in identifying the meeting venue and transportation facilities during the stakeholder s consultation. 50.Stakeholders Stakeholders Repres 100% Number Remarks 1. Civil society organizations, 5% Influential Individuals 3% 6 10.Academia 2% 4 11.Political parties in exile 5% 10 Total 100% National Dialogue consultation forum in Diasporas (Participants in Percentage) The following stakeholders are identified to represent various categorized as shown in the table below; 5.2Stakeholders representation in refugee s settlements: According to the Geneva Convention (1951) that define refugee as someone who has been forced to flee his or her country because of persecution, war, violence. And also a refugee has a wellfounded fear of persecution for reasons of race, religion, nationality, political opinion or membership in a particular social group The Consultation meetings will be an open participation for the 200 representative of all the settlement of Refugees Stakeholders Repres 100% Number Remark 1. CONSULTATIONS WITH REFUGEES WITHIN AFRICA 6.0Mission to Uganda The sub-committee will have its first trip to Uganda to make a consultation with a refugees and South Sudanese in Kampala. In Uganda, the committee shall conduct mini conferences with the stakeholders in four places namely; Kampala, Adjumani, Arua and Kirandongo According to the report (, 2017) early this year, Uganda government is hosting over 900,000 refugees that are living in the four Districts of Northern Uganda. 8.0 Mission to Kenya The committee shall take a direct route from Uganda to Kenya and this shallbe its second consultation of grassroots level with south Sudanese in Nairobi and South Sudanese refugees in Turkana district. Total 100% Mission to Ethiopia The subcommittee on Refugees and International outreach will travel from Kenya to Ethiopia while in Ethiopia, the committee will fist meet the government authorities, South Sudan embassy! 5

6 and office in Ethiopia to brief them on the mission of the sub-committee. The committee will conduct mini conferences with the stakeholders in the camps. The committee will engage the coordinators and mobilizers to help in the process of coordination and mobilization of the representatives of the refugees in four Settlements areas namely: 1. Jewi 2. Pungido 3. Tierkidi 4. Itang The number of South Sudanese refugees in Ethiopia is 405,000 according to the United Nations High Commission for Refugees update (2017) and 800 people as sample representatives of 8 camps. 10. Mission to Sudan The subcommittee on Refugees and International outreach will travel from Ethiopia to Sudan while in Khartoum, the committee will fist meet the government authorities, South Sudan embassy and office in Sudanto brief them on the mission of the sub-committee. The committee will conduct mini conferences with the stakeholders in the camps. The committee will engage the coordinators and mobilizers to help in the process of coordination and mobilization of the representatives to these mini-conferences. 1. Khartoum State:(Jebel Aulia andumbada Dar el Salam 2. White Nile State :(Jebelen andkinana) The number of South Sudanese refugees in Sudan is 477,000 according to the United Nations High Commission for Refugees (2017) and 1,200 people as sample representatives of those camps Mission to Egypt The subcommittee on Refugees and International outreach will travel from Khartoum to Cairo while in Cairo, the committee will meet the government authorities and South Sudan embassy! 6

7 Egypt to brief them on the mission of the sub-committee. The committee will conduct mini conferences with South Sudanese diasporas in the Cairo. The committee will engage the coordinators and mobilizers to help in the process of coordination and mobilization of the representatives to the conference Mission to DR Congo The subcommittee on Refugees and International outreach will travel from Khartoum to Kinshasa while in Kinshasa, the committee will meet the government authorities, South Sudan embassy and office in DR Congoto brief them on the mission of the subcommittee.the committee will conduct mini conferences with the stakeholders in the camps. The committee will engage the coordinators and mobilizers to help in the process of coordination and mobilization of the representatives of the refugees and the stakeholders in two camps. 1. Mission to Central African Republic The subcommittee on Refugees and International outreach will travel from DR Congo to Central African Republic while in there, the committee will meet the government authorities, South Sudan embassy and office in Central African Republic to brief them on the mission of the sub-committee. The committee will conduct mini conferences with the stakeholders in the camps. The committee will engage the coordinators and mobilizers to help in the process of coordination and mobilization of the representatives of the refugees and the stakeholders in two camps. International Outreach 14.0 Mission to United States of America The subcommittee on Refugees and International outreach shall leave Juba for United States of America, while in America, the committee will first meet with South Sudan Embassy and USA government authorities, to brief them on the mission of the sub-committee. The Sub- committee shallconduct mini conferences with the stakeholders (South Sudanese living in USA). The Sub-! 7

8 committee shall use the method of engaging the coordinators and mobilizers to help in the process of coordination and mobilization of the representatives of the stakeholders for consultative forum. In the United States of America, the Sub-committee shall visit 5 places, namely: 1. Washington DC 2. Kansas City MO 3. Omaha NE 4. Phoenix AZ 5. New York City The number of South Sudanese USA is approximately 73,400 according to the the community thereof (2017) and 800 people as sample representatives Mission to Canada The subcommittee on Refugees and International outreach shall leave Juba for Canada, while in Canada, the committee will first meet with South Sudan embassy and Canadiangovernment authorities, to brief them on the mission of the sub-committee. The Sub- committee shall conduct mini conferences with the stakeholders (South Sudanese living in Canada). The Sub-committee shall use the method of engaging the coordinators and mobilizers to help in the process of coordination and mobilization of the representatives of the stakeholders for consultative forum. In Canada the subcommittee on Refugees and International Outreach strategizes conducting mini conference in two place as identified below; 1. Calgary AB 2. Winnipeg MB 3. Toronto The number of South Sudanese Canadais approximately 11,000 people according to community leaders thereof (2017) and 400 people as sample representatives.! 8

9 16.0 Mission to Europe and United Kingdom (UK) Given the inadequacy of logistics, the Subcommittee on Refugees and International Outreached has schedule a mini conference to be conducted in Brussels as to cover the whole European continent though there are about ten locations in Europe where South Sudanese communities reside, Brussels shall be the meeting point with target audience of 200out of 4,500 people as sample representatives Mission to Australia The subcommittee shall target three fore-selected places in Australia, namely; 1. Sydney 2. Melbourne 3. Perth The number of South Sudanese citizens in Australia is 35,000 according to the community thereof (2017) and the target shall be 600 people as sample representatives. In conclusion in the end of this exercise, the team shall realize meeting the target groups and all the stakeholders of refugees and diaspora. Hence each of them shall be able to contribute positively to process of National Dialogue as required. The mini conferences in the expected countries shall arrived at the concrete steps and variable numbers of participants who has attended it, in all the locations visited by the delegation. After visiting those locations, the delegates shall have identified the issues that make part the National Dialogue s Agenda depend on the views and opinion of each participants toward National Dialogue. Selection of the delegates to the National Dialogue conference shall have been completed and ready for facilitation to the site of the conference. Finally, documentations of all the reports of texts, audios and other observations, shall have been compiled from each country.! 9
