3 1. Approach, policy and priorities

4 Approach of the Horn of Africa Window Since April, action geared towards two main questions: 1. Sustainable solutions within the region, taking the intraregional nature of irregular migration and forced displacement in the Horn of Africa as a basis 2. Return, readmission and reintegration both within the region and between the Horn of Africa and other regions

5 Policy developments since April The Partnership Framework with third countries under the European Agenda on Migration adopted in June 2016; The signature of a Strategic Engagement with Ethiopia in June 2016; The expansion of cooperation under the Khartoum Process, to also include return & readmission in October 2016; The High Level Summit on Migration of 19 September 2016, at which the Comprehensive Refugee Response Framework was launched The EU Global Strategy of October 2016 Progress made on High Level Dialogues at bilateral level with Sudan and Ethiopia.

6 A strengthened EUTF Budget increase of 500 million, with 132 million indicatively allocated to the Horn of Africa window; Transfer of the EU response to the El Niño and food security crisis for the Horn of Africa to the EU Trust Fund ( 66.5 million); Agreement with IGAD to transfer the Peace and Security envelope of the Regional Indicative Programme ( 40 million) to the EU Trust Fund (still formally to be approved by the Commission).

7 A balanced EUTF Combining the regional dimension at the centre of our response with national components A balanced approach across the different aspects of migration Coherence between the EUTF and other programming and instruments

18 4. Monitoring and learning methodology

19 1. Horn of Africa Monitoring and Learning Framework Objectives: a) Monitor outcomes against selected aggregate indicators directly linked to the four strategic objectives of the EUTF, as well as to the priorities of the Horn of Africa window Operational Framework; b) Perform in-depth analysis of individual projects or groups of projects to assess whether, how and why they have been successful (or if not the reasons for this), and to disseminate the learning outcomes to improve policy, programming and practice. This comes in addition to the regular monitoring of each project against its logical framework.

20 Methodology: At strategic level: (a) to link the findings emerging from project monitoring with the research work, in a way that they feed one another, hence ensuring operationallyfocused research; (b) to use the findings and results to test the intervention logic and assumptions of the Operational Framework for the Horn of Africa window. At project level: to improve the impact of the activities, to use recommendations for future initiatives, to develop case studies, as a platform for exchange of best practices and lessons learned.

Overall EUTF On-line Reporting An IT platform has been selected to collect project information and updates for the three windows of the EUTF, including reporting on results and objectives; This platform will be used for projects to report individually on their logical frameworks, and will allow aggregation of their data It will be publicly accessible for the benefit of all interested stakeholders, and will include regular updates from the field in the form of stories, photos and videos

22 Each approved action under the EUTF, and each contracted project, has its own on-line page containing background information and progress updates which will be public information part from sensitive projects

23 Reporting on results and objectives will be done through this platform at individual project level

25 Research and Evidence Facility Priorities and work done so far Desk review of existing literature on patterns of mobility and instability in the Horn of Africa region; Cross-border analysis in 4 geographical clusters: Ethiopia- Somalia-Kenya; Eritrea-Northwest Ethiopia-Eastern Sudan; Northwest Kenya-Southwest Ethiopia; and Eastern-Sudan- Western Ethiopia; Identification of gaps through the desk review and proposal of a Research Programme based on five main areas of research Website, Blog Series launched: social media presence begun (@REFHorn) Briefings & stakeholder meetings in Nairobi, Addis Ababa, Djibouti, Brussels, London 25

27 Theme 1: Rural and urban linkages and mobility Experience of urban migrants, refugees and IDPs, examining the viability of employment, education and access to services Links to rural communities Impacts on local governance systems Significance of demographic trends and the increasing proportion of youth as well as general population in the areas of study Extent to which migration is caused or accelerated by dynamics associated with climate change Proposed sites in: Uganda, Kenya, Ethiopia

28 Theme 2: Experiences and impacts of voluntary, involuntary and diasporic return to Somalia Experiences of those who have already returned Existing property/kinship ties that people are likely to be able to call upon Opportunities for productive & sustainable livelihoods for returnees Management systems in place to facilitate the return of different groups Impact that skills and vocational training (leading to positive livelihood outcomes) may have on migration decisions

29 Theme 3: Impacts of development changes on people s movement choices & patterns of mobility and on levels of conflict Focus on employment and vocational training: Effectiveness of employment generation& training schemes (particularly targeted at youth) Links between migration and development and/or underdevelopment, or conversely between staying put and development Proposed areas: Djibouti, Ethiopia, Kenya, Uganda

30 Theme 4: Dynamics of cross-border economies Proposed areas: Selected border areas up to 8 (including the 4 already studied + border areas in Uganda/South Sudan, Djibouti/Ethiopia ) Key zones affected by migration, displacement, refugee hosting and conflict Identify opportunities and challenges to developing more diversified economic activities, improved conflict management practices Social interactions and ties operating within these zones that may support development of supply chains or diversified economic activities And also: Analysis of drivers of migration within and through Darfur, focusing on livelihoods, decision-making, networks of movement

31 Theme 5: Migration/conflict management systems and their impacts on mobility/conflict patterns In all EUTF countries: Approaches of governments in the region towards migration and conflict Conceptualisation of the different forms of migration and conflict Attitudes and/or views seeking to discourage or encourage them And also: Study of migration through Somalia and Djibouti towards (and from) Yemen drivers, networks, conditions of passage, management approaches
