3 What we do The Coalition brings together leading San Diego-Tijuana academic and business communities to help assure growth of the globally-competitive economy through innovative jobs creation, workforce development and social interaction. The Coalition joins the San Diego-Tijuana international region together for economic and social progress.

6 Board of Directors The Executive Board consists of up to twelve senior business leaders each from San Diego County and the Tijuana Metro Area* that meet bi-monthly to set policy, and provide access to funding mechanisms. 11 Border Efficiency Program SMART BORDER COALITION WORKING COMMITTEE Co-Chairmen: Steve Williams, San Diego Gaston Luken, Jr., Tijuana. The purpose of the Coalition Smart Border Working Committee is to bring together the relevant stakeholders from both the private sector and the public sector to work together for solutions to secure border crossings that do not compromise the efficiency of the vital commerce that is essential to the economic prosperity of the world s largest binational metropolitan area. The Committee meets bi-monthly. Goals: SENTRI: 15 minutes or less Passenger cars and Pedestrians: 30 minutes or less Cargo: 30 minutes or less

13 Among Coalition Current Projects Assure the funding to complete Phases 2 of the San Ysidro Port of Entry Modernization. Support Otay II project to relieve cargo and auto congestion Support regional efforts to assure rail capacity from Tijuana-Tecate and Ensenada to the United States both west and east Support the San Diego Cross Border Terminal at Tijuana International Airport. Support implementation of California Enhanced Drivers Licenses Support allowing buses of less than 30 passengers to cross the border from United States to Mexico Improve directional signage on the Mexico side. Help mitigate the economic effects of sequestration Fund selected studies that support need for border efficiency Conduct Envision the Border Conference to plan technology for a 21st Century Border Assure adequate staffing for maximum usage of current facilities. Promote the usage of the pre-clearance facility at Mesa de Otay
