All ports are located in California. 3 CBP s strategy is layered and comprehensive. Ensure border security against terrorists, drug smugglers, and other criminals and harms. At ports of entry, CBP performs this mission while facilitating legitimate trade and travel. Last year, at our ports of entry, officers: Processed 87 million incoming travelers, millions of passenger vehicles and 1.1 million commercial trucks. Processed over 600,000 trade-related entries. Over 21,000 Immigration Arrests. Seized over 200,000 pounds of illegal drugs., 5 What we do... Inspecting cargo: Layered, defense-indepth strategy includes CSI, C-TPAT, 24-Hour Rule, Advance Notification, ATS, ATDI, and sophisticated detection and risk management systems. Welcoming legitimate travelers, legal immigrants, and temporary residents: APIS, US-VISIT, WHTI, SEVIS, NEXUS, SENTRI, IAFIS, machine-readable passport, pre-clearance. Examining agricultural imports: Protecting America s agriculture, the environment, and the food supply from pests, diseases, and agro-terrorism. 6 3

8 Smart Border Initiatives CBP is developing and implementing Smart Border Initiatives with other nations and with the private sector, such as the Container Security Initiative (CSI), the Customs-Trade Partnership Against Terrorism (C-TPAT), SENTRI, and the Free and Secure Trade (FAST) Program, and will continue to push our zone of security outwards. 15 SENTRI Allows low-risk travelers to be processed quickly with minimal delay. Applicants must undergo background checks and fingerprinting. Vehicles associated with SENTRI cardholders are pre-inspected. Current Enrollment: 67,787 (10,851 enrolled since start of FY2005) San Ysidro Port of Entry: 4 lanes (two new lanes opened in June) New Enrollment Office at Calexico East opened in September. New lane for Calexico Port of Entry to open at the end of the year. New pilot program SENTRI pedestrian lane in at San Ysidro - 5,312 persons enrolled 16 8

9 Container Security Initiative (CSI) Developed by U.S. Customs in the aftermath of the terrorist attacks of September 11th. CSI is implemented at major ports around the world. CBP inspectors, are deployed to work with host nation counterparts to target high-risk cargo containers. Its purpose is to protect containerized shipping from exploitation by terrorists. 17 C-TPAT Customs Trade Partnership Against Terrorism (C-TPAT) is a program in which Customs and Border Protection and the trade work together to counter terrorism through supply chain security. Commissioner Bonners calls it the most successful governmentprivate sector partnership to arise out of the ashes of Over 400 companies in San Diego and Baja California have signed up. Eligible participants for C-TPAT include the following: Importers Carriers Brokers and Consolidators Marine Port Authorities and Terminal Operators Foreign Manufacturers in Mexico. 18 9

10 C-TPAT C-TPAT offers businesses an opportunity to play an active role in the war against terrorism. By participating in this first worldwide supply-chain security initiative, companies will ensure a more secure supply chain and in turn receive such benefits as reduced inspections and self-policing. CBP has recently hired Supply Chain Specialists to conduct validations of C-TPAT companies. 19 Free And Secure Trade Joint initiative of the governments of the US and Mexico focused on facilitating clearance and movement of commercials shipments across the border. Expedited processing for cross-border truck traffic for importers, carriers and drivers who satisfy the security requirements. Entire supply chain must be C-TPAT certified to use FAST lane. Drivers become enrolled in the FAST program and are issued FAST cards

11 FAST Calexico - FAST lane opened in December 2004 and has enrolled 784 drivers. Otay Mesa - FAST lane opened in October 2005 and has enrolled 1,385 drivers. Otay Mesa processes roughly 400 FAST shipments per day (20% of all laden trucks activity). Port of Otay Mesa also has a designated Empties lane. 21 Non-Intrusive Technology Radiation Isotope Identification Device (RIID) Fixed and Mobile Gamma Ray Scanners Personal Radiation Detection Pagers Fixed and Mobile Truck X-ray Systems Fiber Optic Scopes Mobile X-Ray Van Pallet Gamma Ray Scanner Pallet X-ray Rail Gamma Ray Scanner Busters 22 11

12 Radiation Portal Monitors Installed at San Ysidro Otay Mesas POE, Otay Mesa Cargo, Calexico East and West, and Tecate and in design phase at Andrade. Passive, non-intrusive means to screen conveyances for the presence of nuclear and radiological materials. Portal monitors do not emit any radiation. Portal monitors are completely safe for anyone passing by them, including children and pregnant women. 23 U.S.-Visitor and Immigration Status Indicator Operational at all airports and the largest seaports. Implemented at San Diego land borders in December 2004 over 680,000 processed. Incorporates biometric technology to prevent terrorists from entering the United States. Foreign travelers electronically fingerprinted & photographed. Currently, Laser Visa cardholders are exempt from the program unless they engage in extended travel

13 PAPS Pre-Arrival Processing System (PAPS) is a release mechanism that uses barcode technology to expedite the release of commercial shipments while still processing each shipment through border cargo selectivity and our Automated Targeting System. PAPS is now fully operational at all San Diego Field Office cargo ports. PAPS technology will be used with FAST shipments as well. 25 Trade Act 2002 Trade Act of Section 343(a) as amended by Maritime Transportation Security Act of Section 108 Regulations published in January 2004 requiring advanced electronic presentation of cargo information. Manifest data information must be presented electronically to CBP one hour in advance of the truck reaching the port (30 minutes in advance if it is a FAST shipment). Allows CBP to review data prior to the goods arriving, which in turn will decrease wait times at the border

14 ACE Automated Commercial Environment (ACE) is the flagship of our modernization effort. Designed to provide unprecedented integration of data and communication abilities between CBP, the trade community and additional government agencies. ACE Secure Data Portal (foundation of ACE), is essentially a customized computer screen similar to a website homepage that can be accessed via the Internet. Provides a single, centralized, on-line access point to connect CBP and the trade community. Enhances border security while cost-effectively speeding the flow of increasing volumes of legitimate trade. ACE roll-out will be completed in 7 release phases. Release 4, which key functionality is Automated Truck Manifest, is currently being rolled out at various port sites. It is scheduled to be implemented at the San Diego Field Office ports by early
