2 Secure Border Initiative Overview The challenge of securing America s borders is multi-faceted and complex. Beyond ensuring the legal entry and exit of people and goods across our borders, border security also encompasses: the enforcement of immigration laws the detection and interception of threats that exist beyond the border America s borders must be both secure and open; in addition, DHS must also facilitate legitimate trade and travel. SBI brings a systems approach to meet this challenge by: Fostering a new border security culture by DHS Integrating and unifying border security systems Developing and coordinating programs and policies to secure the border Efficiently enforcing customs and immigration laws. 2

5 U.S. Customs and Border Protection Created in March 2003 as the border agency of the United States. Largest and most complex merger of people and functions within DHS. As of August 18, 2007, CBP has: 18,196 CBP Officers 14,471 CBP Border Patrol Agents 2,140 Agriculture Specialists 657 CBP Air Interdiction Agents Responsible for preventing bad things and bad people from entering the U.S. while allowing good things and good people to come into the U.S. 2,000 miles of border with Mexico 4,000 miles of border with Canada 326 ports of entry official entry or crossing points 142 Border Patrol stations with 33 permanent checkpoints 5
6 In Fiscal Year 2006 CBP At the ports of entry: Processed 423 million incoming travelers, 26 million containers, and over 30 million entries of goods Apprehended nearly 6,000 people for drug-related charges and about 8,100 on warrants Turned away about 23,000 criminal and 210,000 inadmissible aliens Seized about 646,000 pounds of illegal drugs, $155 million in counterfeit goods, and 26,000 fraudulent documents Intercepted about 1.7 million prohibited agriculture products and pests Between the official ports of entry: Apprehended 1.1 million illegal aliens, including 433 from special interest countries Seized 1.4 million pounds of illegal drugs worth $1.8 billion Rescued 2,884 migrants in danger Apprehended 152,522 individuals with criminal records 6

8 SBI Transportation Program A comprehensive multi-year approach with a dual focus: (1) Managing the current detainee transportation system. Wackenhut Corporation was awarded a contract to provide CBP Border Patrol land transportation services in the nine Southwest Border Patrol Sectors. (2) Designing and implementing a long-term transportation solution. Exploring transportation system concepts for the Southwest, Northern and Coastal borders at and between the ports of entry. Providing an integrated system of detainee transportation, security, and administrative support to serve the varying needs of CBP. (3) Partnering with DHS, Immigration and Customs Enforcement (ICE) to establish the most effective and efficient national transportation solution. 8
9 SBInet Program SBInet is the component of SBI charged with developing and installing technology and tactical infrastructure solutions to help CBP gain effective control of our Nation s borders. The goal of SBInet is to field the most effective proven technology, infrastructure, staffing, and response platforms and integrate them into a single comprehensive border security solution for the Department. The SBInet program incorporates best practices and lessons learned from previous programs to provide the most operationally effective solution that will enable the frontline agents and officers to gain effective control of the borders. 9

11 Tactical Infrastructure Tactical infrastructure is a term used by CBP to describe physical components that help secure our borders. Tactical infrastructure consists of: Roads Pedestrian fencing Vehicle barriers Lighting The installation of tactical infrastructure has proven to be an effective tool to slow, redirect, and deter illegal entries in areas where personnel and technology alone cannot sufficiently secure the border. 11
