3 To examine the social construction of human vulnerability to disaster in Code River bank and to investigate whether such social construction has changed in post disaster period. To interrogate the respective limitations of a techno-centric perspective as a means to transform human vulnerability when dealing with natural hazard.
4 What factors have shaped the social construction of human vulnerability to cold lava flood disaster along the Code river bank? How have disaster transformed the existing social construction of human vulnerability as they cope with the impacts?
5 Political Ecology Approach this approach helps to frame this study in order to understand how human vulnerability is socially constructed and transformed. rather than loloking at factors on the surface, therefore, this study will examine the underlying factors that lead local dwellers to maintain or to change their relations with disaster-prone environment.
6 This study will seeks the proximate, intermediate, and distant factors that shape the construction of human vulnerability on the site, and then discover whether social transformation happens in post-disaster reconstruction.
7 Before we conduct the interview, we asked Mr. Totok Pratopo, activist of pemerti Code as our main source who has important informations about Code River. He called himself River-keeper He identified 15 spots of cold lava destruction alongside the river bank. The data was used by BAPPEDA Yogya as official data for reconstruction and rehabilitation. He told us that several NGO such as COMBINE and HABITAT were involved in the reconstruction and rehabilitation. COMBINE helped to make information system about the affected area and HABITAT assisted the rehabilitation of people s houses along the riverside He suggested us to visit some of most affected area, starts from Terban Village and Jogoyudan Village

10 We visited Terban Village RW 4, 1 st August 2013 We interviewed Mrs. Nanik Lestari, a shop owner in the riverside. She told us some interesting facts about what happened back in 2010 and how the people deal with the disaster When the cold lava came, the river flooded into the people s houses. There was not only water but also muds. People were panicked and rushed to higher ground. After evacuated, they built post and cooked together for themselves She said that there were not much help from the government, only some expendable logistics such as milk, blanket and etc.

12 After the erupsion, the people worked together to clean the environment. The mud was hardened and it was hard to remove There was issue that the government would ask them to move from the riverside since it is too dangerous to stay there, but Mrs. Nanik and most of the local people refused the idea The whole land of the riverside status is Sultan Ground, which means they are the property of Sultan Hamengku Buwono X, the king and also the governor of Yogyakarta. The people who lives there don t own the land, they can only live there since they are prohibited from owning the them

21 The story from Mrs. Nanik was confirmed by Mr. Jaka Suryana, the leader of RW 4 when we visited him at 21 st August 2013 He initiated the TASGANA community (komunitas siaga bencana) to deal with the disaster. This TASGANA is a joined forces between local people, Pemerti Code, TAGANA (Taruna siaga bencana) from Sosial Ministry and SAR (Search and Rescue) TASGANA helped evacuate the people and built the post for refugee

23 Mr. Jaka got help from Mr. Anton Sutrisno, his right-hand. Mr. Anton was also the initiator of TASGANA. Mr. Anton was the first one who found out that there were about a huge wave of mud flood coming from Merapi. He got information from people who watched the cold lava at Merapi and warned the people to stay away from the bridge that connects Cokrodiningratan and Terban The mud flood was trapped by the bridge, causing the water level to rise and reach the settlements. Eventually, the bridge was broken and the mud flood dried up

26 The government didn t do much help when the cold lava flood happened, but they built several devices to anticipate the next upcoming disaster Basarda (Badan SAR Daerah) installed the system at Mr. Jaka s house that relay the report from the staff who watch Merapi s activity from time to time. BPD DIY (Bank Pembangunan Daerah) donated funds for the installment of Early Warning System. There is also water level measurer planted in this village, built from the help of UN OCHA (Office for Coordination of Humanitarian Affairs)

34 We visited Jogoyudan village at 31 st August 2013 and interviewed Mr. Sriyana, the chairman of RW 11 Jogoyudan He spoke to us enthusiastically about the cohesiveness of his people When the mud flood came, the people reacted well. They built post on the higher ground and started to cook together. Some of them who has link to banks, political party and NGOs gathered help as such blankets, foods, clothes, and funds. They managed to secure the logistic they needed, even there were left-over so they sent it to Wonosari

36 Interesting facts we got from Mr. Sriyana, many people there are affiliated with political parties. So, it is easy for them to gather help. Mr. Sriyana himself is neutral, actually, he isn t affiliated with any political party so it is easier for him to gather funds in order to build the village Just like at Terban, there wasn t much help from the government except a backhoe that was used to dig sands from the river

39 HABITAT was one of the NGOs that help the reconstruction and rehabilitation of people s houses in Jogoyudan Mr. Sriyana stated that without such help, the houses wouldn t be ready for settlement in 2-3 years

41 According to Mr. Sriyana, the land in Jogoyudan is also part of Sultan Ground. Interesting facts: most of the people there, they not only have the rights to use like people in Terban, but they actually have the sertificate of own rights. Perhaps there were some mistakes made by BPN (Badan Pertanahan Nasional). The fact that the people have own rights make it harder for government to ask them to move. Mr. Sriyana also sure that they wont bother to try since there are no land available for the people if they move and they don t have funds.
