1 Hawija District Report Coordinates: , OVERVIEW: OXFAM Country Humanitarian Team supported by Kirkuk team had a visit to Hawija district on 14 th August 2018, the purpose was conducting multi-sectoral assessment and identifying the gaps in the area especially which is not covered by any NGOs, Hawija district is one of the biggest districts in the area which is located 45 Km West of Kirkuk, and North of Baghdad, Hawija district had approximately 300,000 inhabitants, about 85 percent of them Sunni Arabs and the rest mostly Shia Turkmens, about 75% of the population was depending on agriculture and shepherding, Hawija district has a very strategic location which is in the middle of the country and between three governorates ( Kirkuk, Ninewa and Salahaddin) which is reason that made ISIS took it as main base for them in the area, Hawija remained under siege for a long time until the operation started on 07 October 2017 and the district was retaken within 10 days, most of the families fled during the siege by paying for smugglers because of lack of food in the area, just two families remained in the district center while many families remained in the villages around the district. Now there are about families retuned to the district center, most of them displaced to Kirkuk in the camps and urban area, the families started returning to the area after the retaking of the city, most of them found their property had looted when they came back, most of the houses was totally empty. 2 2.1 MAPs and Routes: The team departed at 0920 heading South through Kirkuk the external highway, we reached Tal Kalan crossroad and we turned right to Biji- Kirkuk road, after about 40 KM we turned right again to Hawija main road, we reached Hawija district center at Distance (from the base to reach the area) 76KM Time required (Total time to reach area): 65 Minutes Authorizations required: JCMC access letter. Vehicle requirements: no any additional requirements. 3 2.2 Security: In general the security situation in the district in not stable, the area is controlled by the Federal Police, Sixth Division, with PMF forces ( Badir Forces and Local Hashid), the security situation in the district center is better that the villages around due to many reasons, one of them is the presence of the security forces, there were many incidents happened in the area recently, attacking the checkpoints, kidnapping and killing people who joined Hashid forces, plus IEDs on the main roads. Regarding mitigation of these threats we must take these actions when we visit the area, first low profile, we must leave the area maximum at 0130 PM, and we should have to arrange with focal point for the local community when we need to access a new area. 3.Need Assessment: On our visit, we tried to cover the whole district in the information gathering but due to the limited time we met the local authorities in the local council and we collect some information and issues regarding the district, after the meeting and by the local council recommendation we visited Hay Al Yarmouk neighborhood to gather more specific information about the neighbor, our key informant there was the Mokhtar (Musa Jasim). 4 3.1 Water There is a functional water treatment plant in the district which is pumping the water to the district center and some of the villages around, they are accessing the piped water about 6 hours per day and mostly during evening, but still a small percent of the community haven t access to water due to damages in the water network, regarding the quality of the water, the water isn t totally safe due to our observation and as the people said, there are diarrhea cases due to the quality of the water. 3.2 Sanitation and Hygiene: Regarding PHP, there are not enough privacy in the latrines, they are practicing of open defecation due to the change in attitude by living a ng time in the camps, regarding the waste management the garbage collecting is ongoing by the municipality and UNDP project cash for work but still there are war wastes inside the town which will lead to health issues if it will remain in the area. 3.3 Shelter and NFIs: The level of distraction in the area is intermediate, there are about 20% of destroyed houses, 30% minor rehabilitation, most of the households found their houses empty when they returned, about 60% of the community are living in their houses, 30% are sharing houses with other families and the rest 10% are renting, the average rent of shelter in the area is about 100, ,000 IQD per month, the rent cost decreased comparing with the situation before the crisis due to the livelihood situation in the area and the security concerns, most of the building materials are available in the local market. 5 3.4 EFSVL: Most people were farmers and shepherds before the crisis, or they had shops in the local market, about 40% of the population are working as government employees, most of the families lost their source of income when they fled to Kirkuk, they mostly depended on NGOs assistance and they worked as daily labours, now most people returned to their livelihood but there are many challenges such as the security situation. 3.5 Education: Regarding education sector there are many gaps, one of them is lack of education materials and furniture in the schools, most of the schools is between destroyed or have damages which need rehabilitation, all the schools need quick fixes regarding doors, windows and water and sanitation facilities. There is another gap regarding education due to the Ministry of Education decision about the students who left the schools for three years, they decided to upgrade them as they studied in these years, ex: the student who left at third grade due to the crisis will join the sixth grade, this had a significant impact on the student s qualification and which lead to long term impact on the generation, the NGOs who is specialist in working in education sector should take immediate action. 4. Recommendations Regarding the water, we need to support the directorate of water and the WTPs to ensure that the community have access for safe drinkable water. The district needs to cleaning champions to get rid of the war wastes. PHP team can organize hygiene promotion sessions to mitigate the unhealthy attitudes. Many NGOs distributed simple hygiene materials and NFIs but still not enough and they didn t cover all the places. Winterization will be very essential and there is a big gap regarding this material. Regarding EFSVL we recommend our cash team to assess the area because they have functional markets and there is need for cash assistance.
