3 Image from here Concept Note Trafficking in human beings, especially in women, and children has become a matter of serious national and international concern. Women and children, boys and girls have been exposed to unprecedented vulnerabilities and commercial exploitation of these vulnerabilities has become a massive organized crime and a multimillion dollar business. Nations are attempting to combat this trade in human misery through legislative, executive, judicial and social action but still there is a big path to be traveled to achieve the aim of zero tolerance of human trafficking. Especially women are forced into flesh trade and so are children. The condition of poverty stricken children is
4 dismal. Regardless of the law and the fundamental rights, they are made to labour (Sexual Slave). The biggest issue is once victims return home they are faced with the same dire economic and social conditions that led them to be trafficked in the first place, which creates the problem of re-trafficking. For example, there are estimates that thirty to fifty percent of trafficking survivors who are repatriated into countries in Eastern Europe are eventually re-trafficked because as we know that there is hardly any rehabilitation scheme. Major part of commercial sex worker community in India comprises of trafficking victims. The seminar aims to focus upon these issues, the provisions of law and; the local, national and international perspective of the same. The problem is acute when one talk about the red light district. Trafficking in women generates approximately $ 12 billion a year. The country has three such major areas and it has similar stories of women being dragged into the pothole of sex trade through dalals or their relatives. The drudgery continues with violence within brothels and later on women continuing to work as sex workers shunned from the society. The irony of the situation is the women are deprived of comprehensive health services, education for their children. The aspect of processed rehabilitation is also long due in our country. Despite being one of the oldest profession in our country and having 100 years old red light districts the ordeals had been lingering and most of these women are do not have an alternative option or an environment to shift from Sex work. The raids conducted are often reported to be coercive in nature. The women come
5 back to brothels often even after being rescued from the area. They have never been asked about their choices and laws are being imposed on them. There is a need when a discussion has to take place about a plan of rehabilitation in consultation with the women. The perception of the society also needs to be altered and hence there is a need of talking about reducing stigma associated with this profession. Hence the aspect of human trafficking needs to include a range of issues from rescuing of trafficked victims to designing a process rehabilitation of women with an acceptance for them in communities.
