5 Major issues The 1990 s brought major issues to the front of American political and social conversation The direction of American foreign policy in a post-cold War world was unclear Domestic concerns multiply Racial tensions increase Domestic terror (Ruby Ridge, Oklahoma City, Waco) After an early rising tide of liberal activism in the early 90 s, the DADT compromise was considered a failure Republican controlled Congress acting on the Contract with America changes Clinton s legislative agenda and liberal activism becomes largely ineffective the rest of the decade.

6 Major issues Internationally, Clinton wanted to avoid what he saw as the pitfall of over commitment like in the First Gulf War. Intervened in the Balkan conflict & genocide with air strikes Intervened in the Somali genocide with ground troops, but after Black Hawk helicopters were shot down and the bodies of US servicemen dragged through the streets of Mogadishu, he withdrew US forces Following the incident in Somalia, he found excuses to avoid intervention in the Rwandan genocide

7 Major issues Domestically, he was a very moderate president. His most radical policy proposal was healthcare, which failed after he proposed a very limited plan, then refused to compromise, and finally abandoning the plan without seeking Democratic support. After the 1994 mid-term elections put Republicans in control of Congress, he mainly followed their lead, passing major budget cuts, reforming welfare, and balancing the federal budget for the first time in many years. Clinton s only signature policies domestic which he had promised in his campaign to actually pass Congress were his tax reform plan and NAFTA, both in 1993.

9 Major Issues Another major feature of Clinton s campaign was an emphasis on environmental issues One of his goals was to put the United States in the forefront of multinational plans to combat climate change. In 1997, 150 nations sent representatives to Kyoto, Japan to create a treaty agreement establishing regulations in response to climate change

11 Major Issues During the Presidential campaign in 1992, Clinton s involvement in a failed real estate development in the early 1980 s which had ended in fraud charges for the developers became known and raised questions. In 1993, White House lawyer Vince Foster died and the resulting investigation turned up more possible fraud involving Clinton and Savings and Loan investments. A special investigator, Ken Starr, was appointed to look into the matter. In 1994, Paula Jones sued Clinton for sexual harassment and numerous past incidents of harassment and possible affairs and cover-ups came to light. Starr was asked to include these in his fraud investigation In 1997, Starr uncovered an ongoing sexual relationship between Clinton and 23 year old, White House intern Monica Lewinsky
