Brant, who won the Grammy for best Latin pop aum for Sincera, also highlighted her position as a Latin American who lives and triumphs in the United States. 3 February 15th, 019 You Decide A Bilingual Newspaper 18 NORTHWEST Snowstorm buries Pacific Northwest, with more on the way SEATTLE, Washington (AP) Residents of the Pacific Northwest took to neighborhood hills with skis, sleds or even just laundry baskets Saturday to celebrate an unusual dump of snow in a region more accustomed to winter rain. Some areas received more than a foot of snow, and meteorologists say more is on the way early next week. Hundreds of flights were canceled in Seattle and Portland, and heavy snow drifts closed major highways in eastern Washington. Around 50,000 people lost power. Residents cleared out grocery store shelves and left work early Friday afternoon as the storm arrived. More than a foot of snow (30.5 cm) was recorded by Saturday morning in some areas, including on the Olympic Peninsula, in the nation s latest bout of winter weather. It wasn t a priority like tax cuts, which are a raison d être of Republican domestic policy. And it wasn t their own campaign pledge to voters, like the vow to repeal and replace Obamacare that became hard to keep. President Donald Trump s signature campaign rally cry Build the Wall! was always more of a slogan than a policy. A metaphor, Republicans have called it shorthand for the more complicated trade-offs that would be required for an immigration-and-border security deal. A MacGuffin, as one former top GOP aide put it Tuesday, only there to motivate action in Trump s case, for support. That s why funding the wall languished when Republicans controlled Congress, and why they now appear willing to take far less than the $5.7 billion Trump demanded in a deal with Democrats to prevent another partial government shutdown. Alfonso Aguilar, a Department of Homeland Security official in the George W. Bush administration, said Trump s wall became so toxic it drove away support. Even routine funding for border barriers and fences that have anchored security policy for more than a decade some 700 miles already being built became off limits. The problem is the president only talks about the big, beautiful wall, said Aguilar, the president of the Latino Partnership for Conservative Principles. And for Trump, he said, that quickly becomes a launching point to rail against drug smugglers and human traffickers in caravans at the border, though it s clear that the vast majority of immigrants trying to enter the country illegally are not such criminals. The language hurts Trump, Aguilar said. What we didn t like was the tone about the wall. Of course Republicans want to secure the borders. Both parties do. But they have different views on how to do it. And more importantly for counting votes in the House and Senate, they diverge on how much to pay for it and what other immigration changes to swap in return. Sen. Ron Johnson, R-Wis., the chairman of the Homeland Security Committee, recalled an early conversation when he asked Trump on the presidential campaign trail: You understand it s way more complex than just building a wall? He said he understood that. Michael Steel, a top aide to then-house Speaker John Boehner, R-Ohio, said the party agrees that border security should be a priority in Congress. But he said, no one believes a Great Wall of China-style edifice along the Rio Grande is the answer to our problems. It was against that backdrop late last year Democratic House leader Nancy Pelosi, about to take majority control of the House and become speaker, held firm against Trump s demands and called the wall immoral. Democrats reminded voters that Trump once promised Mexico would pay for it. Pelosi all but dared Republicans to show their cards, essentially taunting Trump during a meeting at the White House in December that he did not have the votes to support his demand for billions of dollars of wall money. 7 14 tú Decides A Bilingual Newspaper 15 de febrero 019 LATIN AMERICA Sinaloa cartel marches on after El Chapo arrest, conviction MEXICO CITY (AP) Despite the arrest, extradition and now conviction of narco-lord Joaquin El Chapo Guzman, his Sinaloa cartel marches on and the proof is in huge, multi-drug shipments detected on the border in recent weeks. Those heaping bags of fentanyl and plastic tubs of crystal meth, heroin and cocaine offer no sign that the cartel has been weakened, lost sway over its traditional territory in northwestern Mexico or seen its international reach curtailed by the loss of its notorious leader. It s still a major, major force in the Mexican criminal underworld, Mexican security analyst Alejandro Hope said. The cartel still controls a worldwide web of contacts that can move Colombian cocaine to Cameroon and Mexican meth cooks to Malaysia. It also controls seaports to get drugs and precursor chemicals shipped in from around the globe; employs labs and chemists to process them; bribes corrupt cops to ensure the drugs can be moved to the border; has engineered multimillion-dollar tunnels to smuggle tons of marijuana and cocaine under the frontier; and pays mules to ferry shipments in cars and trucks. That doesn t even count the armies of hitmen and enforcers who moonlight in extortion and kidnapping, plus the money launderers, front corporations and political contacts. There s also a world of professionals such as architects, jewelers and even musical groups, who provide entertainment and launder money. All 3 of our divisions have an investigation at least at the local level that ties back to the Sinaloa cartel, said Will Glaspy, a U.S. Drug Enforcement Administration agent in charge of the Houston division who has held posts along the U.S.-Mexico border from California to Texas. So at the cartel s stronghold in the mountains of Sinaloa state, it s business as usual for Ismael El Mayo Zambada, who has helped run the cartel since it was founded over three decades ago. A succession fight that broke out after Guzman s third detention, in 016, was ultimately resolved by the arrest of Damaso Lopez Nunez and his son Damaso Lopez Serrano, who led a rival faction. Today the cartel is seen as firmly under the command of Zambada in partnership with Guzman s sons Ivan, Archivaldo and Alfredo, known collectively as los Chapitos, or the little Chapos. LATIN AMERICA Train blockades present test for Mexico s leftist president MEXICO CITY (AP) Railroad blockades by radical teachers in Mexico are testing leftist President Andres Manuel Lopez Obrador s promise not to use force against protesters. Since taking office Dec. 1, Lopez Obrador has said he would handle all protests with negotiation. But the obstinacy of the teachers who set up protest camps on railways in January to demand back pay has exhausted the president s patience. The teachers in the western state of Michoacan received their pay and freed some rail lines last week. But on Friday, they again blocked a key line leading to the Pacific coast port of Lazaro Cardenas. Lopez Obrador has now taken the unusual step of asking the country s National Human Rights Commission to recommend measures for ending the stoppage. His administration has also filed an appeal to the commission, saying the blockade violated people s rights. According to Ferromex, one of the railways affected, the 5-day protest has left over,000 containers stranded in freight patios. In addition, it has caused some plants to temporarily shut down due to interrupted shipments of steel, cement and raw materials; forced automakers to ship vehicles out by truck rather than rail; and delayed hundreds of loads of often spoiled grain. Lopez Obrador has ruled out asking police to intervene, saying that we are not repressive. But he wondered out loud if the Michoacan teachers union was working for enemies of his administration. It is strange, I would almost say suspicious, that these things did not happen when the conservatives were in power, and as soon as we arrived, they want to confront us, he said. Now is the time for people to stand up and take off their masks. Workers in fluorescent smocks can be seen digging trenches, pouring concrete and erecting rust-colored slabs of 18-foothigh metal to replace layers of barbed wire-topped fencing along the mud-colored Rio Grande, which is usually little more than a trickle. Most of the more than 70,000 people who legally cross four city bridges daily to shop, go to school and work pay the construction in the heart of downtown no mind. But on a recent weekday, one man stopped and pointed, saying simply Trump. In his State of the Union address, the president said a powerful barrier had cut crime rates in El Paso. He s holding a rally here Monday to show why he s demanding more than 100 miles of new walls, costing $5.7 billion, along the 1,900-mile border, NATIONAL El Paso is reluctant to be a symbol of the border wall despite opposition from Democrats and some Republicans in Congress. But many in this city of dusty desert winds and blistering salsa, bristle at the prospect of their home becoming a border wall poster child. Trump said barriers turned El Paso from one of the nation s most dangerous cities to one of its safest, but that s not true. El Paso, population around 800,000, had a murder rate less than half the national average in 005, a year before the most recent expansion of its border fence. That s despite being just across the border from drug violence-plagued Ciudad Juarez, Mexico. Many residents say El Paso embodies a cross-border spirit that transcends walls rather than proving more are needed.
