ROSS reported 45,000 individuals and 7,500 households as IDPs coming from Leer County, Mayendit County and Koch County. The IDPs were displaced from these previously mentioned locations due to conflict that erupted between the SPLA-IG and SPLA-IO. They are primarily conflict-affected IDPs fleeing from Leer, Koch, and Mayendit and some IDPs reported coming from Fangak County. The IDPs representatives mentioned that they were registered by REACH (ACTED) and ROSS through needs situation analysis, geographical location and demographic assessment upon their arrival. However, it seemed the IDPs were registered by WFP (GAA) for food rationing 45,000 individuals, 7,500 households are the reported as conflict affected IDPs who come from Leer, Mayendit, Koch and Fangak, according to ROSS. Situation Overview -Note any prior assessments (eg IRNA) and attach to this report -If no prior assessment has been done. summarise information gathered through questionnaire at Annex 1 S-NFI and WASH teams from IOM and Mercy Corps conducted needs assessment both in Nyal and Katieth payam in Panyajiar County, Unity State. Nyal is one of the biggest payams in Panyijiar county, hosting large numbers of IDPs coming from Leer, Koch and Mayendit. The IDPs fled as a resulted fighting between the SPLA-IG and SPLA-IO. The assessment aimed to gain a better understanding of the humanitarian context for the new arrivals of IDPs and identify the scale of people in need of S-NFI. The existing IDPs started arriving to Nyal payam in July and are still arriving to the mainland and the islands in Nyal. They are mainly coming from Koch, Mayendit and Leer County, but some IDPs came from Fangak County in search for better services. The majority of the IDPs are children and women. The following humanitarian agencies have static presence in Nyal; AMA, Oxfam, Sign of Hope, REACH (ACTED), Mercy Corps, IRC, and UNIDO Medair International and UNIDO have both conducted registration in the islands and the registration details are as follows: Medair completed registration of 1,966 HHS on 22 islands and UNIDO completed registration of 1,134 HHS on 20 islands within the area. They both noted that the previous figures cannot be use for distribution, citing that the figures listed are less than what is actually needed for distribution. The UNIDO office in Juba was closed down by the Government. Medair is mostly operating in Leer county island, where many people have been displaced since July when fighting erupted in Juba. 3 Summary of Shelter/NFI Situation -Summarise information gathered through questionnaire at Annex 2 -Include maps and photographs where relevant - Include any information gathered on community and intra-household gender dynamics, as related to shelter and NFI The affected communities have lost most of their essential household items. Those who lost their items are relying on sharing with the host community and some with relatives. The host community has indicated there are no problems with the IDPs sharing whatever they have, be it only a few items. The IDPs are staying in different blocks within Nyal and Katieth payam. Some stay with their relatives and some occupy churches and markets. According to the ROSS representative, some IDPs have moved to the island in search of better services. According to the humanitarian agencies and local authorities, the IDPs have not received any aid assistance since their arrival in Nyal. Although Nyal has an operational market with nearly all the commodities available, IDPs can t afford to buy basic household items from the market. Because many of the IDPs have to borrow money from the host community, This puts a burden on the host communities and brings occasional conflict amongst women because women share utensils and other household items. Key Informant interview REACH-ACTED The IOM and Mercy Corps team interviewed REACH-ACTED, who is currently conducting an AREA of KNOWLEDGE program. The following information was obtained: REACH-ACTED started their AREA of KNOWLEDGE program in September During this time, they managed to conduct house to house assessments in 19 blocks in both Nyal and Katieth Payams. According to their findings, only blocks 1-6 have IDPs. From September through the end of October, they have managed to track 19,000 individuals in the mainland both in Nyal and Katieth. According to the REACH-ACTED tracking mechanism, they found out that IDPs have three entry points: 1- Gap 2- Katieth 3- Nyal Medair International. In August 2016, Medair conducted a distribution of 1,985 sets of buckets (roughly about 4,000 pcs) to 500 HHS on 24 islands. In September 2016, Medair NFI team conducted a distribution of NFIs including plastic sheet, blanket, fishing gears, and mosquito nets to 500 HHS on 4 islands. UNIDO UNIDO distributed 1,000 plastic sheets, 1,000 fishing gears and 35 cartons of soap to 500 HHS on the island. Although a number of distributions were conducted on the island, the new IDP arrivals need basic NFI materials and assessment is recommended. NILE HOPE Nile Hope provided a mobile health clinic in: Kok, Dhornyang, Rubchai, Mer, and Thortheny. Mer and Dhornnyang clinics now closed after SPLA-IG attacks in past week. The clinics in Kok and Rubchai remain active. They are not responding to cholera, but refer cholera cases to UNIDO. Accessibility. Republic of South Sudan 3

4 The only means of transport to reach any of the islands is canoe. The cost to travel by canoe to the closest location is 2,500 SSP and 3,500 SSP to the last island. These prices are from October and it may not be the same price now. Assessment/Verification Methodology -Which assessment/verification methods did you use and why (eg household interview, focus group discussion, shelter observation inside and out, market survey) -If verifying, are you working from an existing list, or are you creating a list from scratch? -How many interviews/fgds/observations did you conduct? The MC assessment team, comprised of 9 WASH officers and 1 IOM staff, collected the data through individual household interviews, observations, and key informant interviews. The assessment team visited 2 locations: Nyal Payam (Block 1 and 2) and Katieth Payam (Block 3, 4, and 5) on the mainland due to ease of accessibility and the high number of displaced HHs living in these areas. Because of the vastness of the operational area and challenges of accessing the islands furthest away, the assessment team did not manage to interview HHs settling in these islands. The assessment team managed to interviews 50 households in the two Payams which were randomly selected by the assessment team. The assessment team interviewed three key informants, the field coordinator for REACH-ACTED, the field coordinator for Medair and the Deputy County Director-ROSS to process the information from a technical point of view. 1. The first objective of the assessment was to ascertain the effect of the recently erupted and the on-going conflicts in Leer and Mayendit counties. The assessment was conducted visiting families house to house. The draft report indicates that an estimated 80% of the households have lost most of their household items. 2. The second objective of the assessment was to ascertain the likelihood of the IDPs returning back home. The majority of the respondents indicated that they wish to go back and continue with their normal lives, but would only return upon the condition that the security situation improves and that there is peace within their home region. 3. The third objective of the assessment was to find out the mode of transport and route the IDPs used to reach the Greater Nyal. A quick analysis showed that 90% of the interviewed responded arrived in Nyal through the river/swamps through locally made canoes as the mode of transport. The remaining 10% of respondents indicated that they travelled to Nyal by foot all the way from Leer and Mayendit counties. These respondents indicated that it took more than one week to reach Nyal on foot. 4. The fourth and final objective for this assessment was ascertain the current living relationship between the host community and the IDPS. The respondents that were interviewed said that they have been welcomed warmly by the host community and that they are feeling at home staying in Nyal. The ROSS deputy director confirmed mentioning that the host community is very welcoming and accommodating. He said that the local authorities have determined the current IDP figures for distribution based upon the ongoing WFP food distribution to the community. Republic of South Sudan 4

5 RECOMMENDATIONS If emergency shelter and/or NFI distribution is recommended There is need for a verification exercise to determine appropriate figures, since there is no working figure from the local authorities and humanitarian agencies on ground.
