Brief from the Cluster and Security Update Greater Equatoria - Two humanitarian staff members were killed in Gbudwe, along with family members. - Daily insecurity reported along main roads, including the Magwi-Torit road and the Torit-Kapoeta road. Incidents include clashes between SPLA and SPLA-iO along the Nimule road, and attacks against civilian and governmental vehicles. - At least five health facilities have been looted including in Pageri, Lafon and Ikwotos during recent insecurity, according to a UN agency. - Five new suspected cholera cases were reported in Nimule on 9 September, representing the highest number of suspected cases presenting in one single day in the hospital in Nimule people reportedly killed in bus ambush in Juba County. On 4 September, unknown gunmen reportedly opened fire on two passenger buses on the Juba to Nimule road at different times. - A humanitarian inter-agency team visited Yei from 6 to 8 September. Partners reported that the population is estimated to be down to about 30-40% of pre-crisis levels and that the town is effectively surrounded by checkpoints. - Clashes have been reported along the Yei-Mugwo road and the Lainya-Wonduruba road, in keeping with recent patterns of violence in southwestern CES. Insecurity also continues on the Yei- Lasu road. The latest reported incident took place on 10 September between Lutaya and Sanja-Siri. According to a media report, several government and security officials were reportedly killed and Republic of South Sudan 1

2 taken hostage. Greater Bahr El Gazal Unity Jonglei - Humanitarian truck detained at a checkpoint in Aweil on 7 September. The truck was carrying 25 mts of cereals from Aweil North to Aweil South when it was stopped at Aweil town checkpoint. - Looting of humanitarian supplies. Out of the 55,000 mosquito nets brought to NBeG, 4,000 were stolen from the Aweil East store, and are allegedly for sale in the Aweil market. - Rise in malaria cases. On 8 September, partners reported an increase in malaria cases in 2016 compared to 2015 across NBeG, with an 83 per cent increase in malaria patients at Aweil Civil Hospital. - Suspected cholera case reported in Aweil South on 7 September. Follow-up is ongoing. - Clashes were reported between government forces and opposition fighters west of Wau town over the weekend. - Following ongoing rhetoric from local authorities urging people to return home, media reports that WBeG Minister of Local Government has announced joint patrolling with the UN. - The current number of IDPs in the Bentiu PoC is 99,228 (based on head count made from August), including 4,500 IDPs, 86.5% of whom came from Leer and Koch counties, who have arrived since the end of June. Partners in Bentiu continue to push for registration of IDPs in the POC. Biometric registration in Nhialdu which started on 29 August was completed 7 September, with 3,537 IDPs registered, 772 of which changed their registration from the POC. IOM is planning to conduct a similar registration in Jazeera starting 16 Sept. Meanwhile, food distributions have been carried out in the POC and Dingding, and were due to be conducted in Kuach, Rubkona County, on 10 September. - Forced recruitment of boys for military operations has been reported in Guit County. Partners are also concerned about the reported military presence in Nimni close to the humanitarian hub. - Cattle raiding reported near Nhialdu on 5-6 September. Partners have reported that the situation has calmed but there continues to be significant movement of armed actors in the area. - INGO staff carjacked and robbed at gunpoint in Bor on 9 September. - Attempted cattle raid in Duk County on 6 September. The cattle keepers - in the vicinity of Poktap Payam - managed to protect the cows. No information is available on casualties. - Company reportedly paid $7,500USD to release an UNMISS contractor on 7 September. The contractor had been in detention since accidentally damaging a small boat on 17 June in Bor. - Response underway for the 7,900+ IDPs displaced during fighting in Pajut. Humanitarians moved NFIs and shelter materials on 6 and 7 September to respond in Poktap. - Response planned for Pandpandiar IDPs following flooding. The RRC met with humanitarian partners to discuss flood assessment reports from Fangak, Twic East and IDPs in Panpandiar (Bor County). Humanitarian partners have agreed to distribute one month food ration for Panpandiar IDPs, and seeds and tools. Partners will continue with WASH and health activities in the area. - IDPs reported from Unity in New Fangak. On 6 September, partners reported that as of 20 August 280 IDP households had arrived in New Fangak from Adok and Piling (Leer County), Rubkuach (Mayendit County) and Mirmir (Koch County). Local authorities have reportedly set up temporary camps at Phom Girls Primary School and Beithor II for the IDPs. Upper Nile - Fighting resumes in Nasir town. On 5 September, fighting was reported between the government Republic of South Sudan 2

3 and opposition groups in Nasir town.. Partners postponed a planned food and NFI distribution to an estimated 600 IDPs mainly women and children in Guelguk Payam in Longochuk County due to insecurity. Increased presence of armed actors along the border between Maban and Longochuk counties was also reported. - WFP to lose road access to Upper Nile through the Northern Corridor by January Food distributed to Malakal town and POC. GFDs to IDPs in Malakal town was completed on 3 September to an estimated 4,100. The distribution of food rations to 33,028 IDPs in Malakal PoC is still on-going. - IDPs attacked by armed men. On 8 September, a group of armed men in civilian clothes reportedly shot at seven male IDPs returning to the POC. Five of the IDPs escaped to the POC and efforts are underway to find the other two. - Response/intervention to the Kala-azar affected areas in Upper Nile State Continued. UNICEF sent mosquito nets and nutrition supplies to Baliet and Adong and an INGO will also send basic drugs to the affected population next week. - Concern grows over delay in food distribution on the Wau Shilluk area. Plans are underway to move food via barge from Renk to affected areas; 20,430 IDPs in Wau Shilluk have not received food since May. Before the harvest period in November/December very limited food will be available in the markets, and prices of basic food commodities will continue to increase; transportation of food from Sudan to these areas have stopped due to rain and poor road conditions; in addition, restriction of movement of civilians across the river continues to undermine the coping mechanisms and livelihood activities of the population in Wau Shilluk as well as in the PoC. - Increased government interference at Malakal airport. Humanitarians disembarking an UNHAS flight on 5 September had their luggage inspected by a group of state security officials, who confiscated personal properties including medicine and skin cream and demanded the owner to present documentation before releasing the items. CHF SA2 (SSHF) - The SSHF SA2 process was completed on Monday 29 August The total cluster envelope was USD 4 million and the cluster received proposals for a value of USD 3,95 million. - The SRC agreed to fund all the projects that submitted a proposal, except one that was withdrawn by the SSHF Team for not having been included in the HRP. Two projects got the initial amount increased to match the USD 4 million. - With the allocation, the cluster covers pipeline, mobile teams and underfunded static interventions for a few additional months. Increase of the HRP Appeal - The ICWG agreed to increase the HRP appeal by 20% across all the clusters. Projects sheets will not be open, but the overall appeal and population targeted and population in need will be increased. - Once the document has been approved by OCHA, the cluster will share it with the partners. SAG and TWIGs - The cluster team agrees on sharing ToRs for the SAG and the TWIGs and establishing these meetings on a regular basis. - Next meeting the Cluster Team will share with the partners a calendar of all the meetings and the final ToRs. Conformation of SAG - The cluster agrees on establishing a Strategic Advisory Group (SAG), which will be conformed by the CLA and representatives of INGOs (2) and NNGOs (2) on a rotational basis and selected by the Republic of South Sudan 3

4 respective groups. Jonglei: 3. Briefing by locations Bor PoC shelter assessment will take place in the coming weeks, by INTERSOS together with IOM and Camp Management; reinforcements will continue afterwards; Akobo has reported incoming returnees from various locaitons and Partners are monitoring the patterns; Intersos may conduct an assessment together with ACTED and other actors; Pibor response is on hold given insecurity in the area recently and a lack of clarity on movement restrictions for teams and cargo. Distribution by Intersos and LWF is on hold. Upper Nile: Malakal PoC distribution completed- 32,000 individuals received NFI including solar lamps; Recent disagreements in the camp - push from UNMISS to change the camp leadership every few years; diversity between the chairman and co-chairman to ensure different tribes are represented; Malakal Town those that were displaced out from POC will be served with NFI and solar lamps distribution on hold due to challenges from community about kit contents and who will receive in the distribution; distribution will serve 4000 HHs; Maban malaria rates are sky rocketing in Maban; HCR did a mos net distribution in the refugee camp but town has high levels of malaria; call for response with mosquito nets there; ADRA concentrated SGBV in 3 counties Nasir, Ulang, Maiwut- shelters being constructed (278); targeting people with specific needs with NFI in each county, 3600 in total; Guelguk Maban and Melut World Vision participated in an assessment in the area, OCHA will share the report; PDM PAH is planning for a PDM in Mayendit. Unity: Bentiu Town: IOM and Concern completed distribution of Shelter kits to 850 households staying in areas around town; Leer: Partners reporting a need for plastic sheets in Thonyor and Din Din after heavy rains recently; Kaljak and Jazeera Mercy Corps conducted a response in Kaljak to approx. 300 HHs; Central Equatoria: Mahad School, Juba PAH INTERSOS and IOM distributed to 237 HHs affected by storm; Don Bosco cash for work project unfolding and report coming out on that, the program went very well; PDM will be conducted to feedback learnings; Kajo Keji SSRC reportedly responding to needs there; PAH sent a team today to conduct further assessment; UN House: Second Phase of Shelter distribution in POC1 last week; truck was stopped by traffic police; issues moving internally and stock was looted; government authorities demanded money which Concern refused; second truck next day had the same issues, issues of stamps and people saying they are government authorities but may or may not have been; distribution continuing tomorrow, 300 HHs to go; Warrap: Tonj North- WV is conducting a verification in Tonj North (Akop) of IDPs due to inter-communal violence; WV conducted distribution to 375 HHs Kwajok Katun Jadit returnees who were allocated land; Western Bahr el Ghazal: Wau: IOM and NRC working to provide assistance in the Wau Town area (as above updates); NCA is also working in the Catholic Diocese. 5 Western Equatoria: Ezo security in Yambio has delayed movement and response in the area; SPLA are fighting with youth; WVI distributions on hold; Source Yuba 1378 HHs received NFI support from WV distribution; Mundri East Jambo and 2 other areas may see people start returning home as the situation is more calm; there may be need for shelter support for these communities; at the dry season; Northern Bahr el Ghazal Aweil Medair was planning to do an NFI assessment but access restraints have hampered that; preliminary info was the goal but authorities have placed too many resitrctions on humanitarians in order for independent work to move ahead; 4. A.O.B. o The cluster request partners to be more diligent with the submission of Assessment and Distribution reports. The cluster will not endorse further pipeline requests if partners have previous Assessment and Distribution Reports pending. Republic of South Sudan 5
