7 ESD Merger Finalization Timeline DATE ACTIVITY COMMENT April - May UBESD will contact Umatilla County Clerk to verify election process and timeline. 5/5/2010 UMESD Board Merger Work Session, 5-7 p.m.; Budget Committee Meeting, 7 p.m. 5/6/2010 UBESD Board acts on Merger Petition. 5/12/2010 UMESD Board acts on Merger Petition. 5/13/2010 Approved/signed petition electronically submitted to ODE. 5/13/2010 ODE staff distributes board packets. 5/20/2010 ESD merger proposal is formally put before the board for a first reading. Mike Sowder and Mark Mulvihill attend ODE Board Meeting to present petition. 5/21-23/2010 ODE will publish first notice in East Oregonian for Umatilla and Morrow counties and Observer and Herald for Union and Baker counties. 5/24-30/2010 ODE will publish second notice in East Oregonian for Umatilla-Morrow counties and Observer and Herald for Union and Baker counties. 5/25/2010 ODE will distribute letters notifying the affected ESD boards of the hearing time and place. 6/8/2010 ODE Hearings - UMESD (9:00 a.m.) and UBESD (2:00 p.m.) 6/9-11/2010 Hearings officer produces a written analysis and recommendation to ODE on the proposal, which ODE will share with the two affected ESDs. 6/14/2010 ODE staff completes write-up of docket item for board meeting. 6/24/2010 ESD merger proposal is formally put before the board for a second reading. State Board hears the hearings report and considers feasibility. Votes on merger. Mike Sowder and UMESD representative will attend ODE Board Meeting to address any questions or concerns. 6/24/2010 ODE orders merger. 6/25/2010 Following order of merger, Board Chair Verneda Wagner, calls a joint meeting of all boards. 6/30/2010 Joint boards meet and establish board zones.
