Breese, Planning Manager Excused Jasmine McGinty, Development Programs Specialist I MEMBERS OF THE AUDIENCE: Jason Rojas, Development Programs Specialist II ORAL COMMUNICATIONS Chair Hall announced at the City Council meeting on May 3, 2016, Mayor Bob Lingl presented a proclamation for National Economic Development Week. Chair Hall read and acknowledged the proclamation for the EDC. STAFF COMMENTS: Recent Development Activity Ms. Gallavan introduced Jason Rojas, Development Programs Specialist II to the EDC. She stated he will be working specifically on projects in storm water and brings a vast array of project management experience to the department. She welcomed him and announced she was happy to have him on board.
2 Minutes of May 5, 2016 Page 2 of 5 Ms. Gallavan also mentioned at the City Council meeting on May 3, 2016, Council appointed a member to the EDC to fill the last vacant position. She noted that Council Member Holmdahl appointed Shelly (Mandy) Pascua to the committee. Staff has been in contact with Member Pascua and she will be attending the EDC meeting in June. Ms. Gallavan reported on development activity: Staff is in the course of processing the request for the annexation of a couple of parcels in the Bailey Avenue Corridor. The Motorsports Park Project is in the Environmental Review Process and they have received information from the Federal Aviation Administration about additional environmental work that needs to be done. Staff has been working closely with the consultants and the FAA to meet the strict timeline for the Grant Funding cycle. Due to the strict timeline, there are additional protocol studies that need to begin as soon as May 15, 2016 for the Fly Catcher. There will be a special meeting with City Council on May 12, 2015 for additional funding and approval. Staff is waiting for additional information from the State if they are able to move funding from different phases of the project. Towbes/ Burton Ranch Project is still working on establishing a Community Facilities District to move forward on developing infrastructure for the project. Summit View Homes is moving forward and is planned to go to the Planning Commission in June and City Council in July. Hilton Garden Inn and Chipotle projects are moving forward in the building stages. The Habit has not yet submitted any plans to the City. On May 6, 2016 the UCSB Economic Forecast will take place at the Radisson in Santa Maria. Member Newsome asked if the Special Meeting with Council on the Motorsports Park Project will be televised. Ms. Gallavan stated she will check and get back to her. Member Cordova asked if the pre-conceptual meeting for the retail and restaurant project near Panda Express that was scheduled to take place on April 19, 2016 took place. Ms. Gallavan did not have an update on the meeting but stated she will get it to Member Cordova as soon as possible. Member Cordova asked if there was an anticipated date for the opening of the Solvang Brewery. Ms. Gallavan responded and stated that they pushed back the opening date but was unaware of an actual opening date set. Member Drago added he heard it may be July 4, Chair Hall reminded the EDC to turn in their Form 700 s if they have not yet done so already. AGENDA ITEMS: A. Approval of Minutes April 7, 2016 MOTION: It was moved by Member Imano and seconded by Member Ball, that the April 7, 2016 minutes were approved. VOTE: The motion was passed on a unanimous voice vote.

Vision Statement adopted October 3, 2014 Our Vision statement is to develop a strong positive image which attracts and retains business and visitors and residents that achieves economic vitality in the Lompoc Valley. Chair Hall acknowledged the Vision Statement. C. Strategic Plan Document Sub Group Reports: Fiber Feasibility Study Group Members: Tom, Maria, Cecilia, Jeremy, Rob, Mary H. Member Traylor stated that the Broadband Consortium group met on April 13, 2016 and they went over the history of broadband in the City and the County as the whole and surrounding areas. He believed that the meeting lacked information on next steps and less historical information. None. Investment Vehicle and Funding Opportunities Members: Maria, Ken Added Capacity 1) Identify Possible Committee Members: Santa Ynez Band of Chumash, Vandenberg Air Force Base, LUSD, Federal Correctional Institution Members: Ken, Jeremy, Gilda Member Cordova noted that now the EDC is at full capacity and there are no longer any vacancies available. She mentioned that she was unable to recruit the individuals that she was speaking to about the EDC, however she thanked the new members of the community that stepped up and applied to the EDC, and thanked the ones who were appointed. Promote and Publicize Lompoc 1) Facilitate and Celebrate Redecorating Old Town 2) Local education initiative providing highly skilled and qualified workforce 3) Promotion of local existing businesses, foster retention and expansion Members: Michelle, Cecilia, Carol, Jeremy, Allyssa Chair Hall asked if the subcommittee appointed a new committee lead yet and they expressed they would like to wait until Member Hodapp was present to officially appoint the new lead however, there was a general consensus that Member Hodapp would be the new subcommittee lead. Chair Hall removed herself from this committee. Member Ramos mentioned to the EDC if anyone would like to submit articles relating to Economic Development for potential use in the EDC column of the Lompoc Record. She commented that she regularly writes the articles for the column, but would like a bank of articles so in case she is unable to meet a deadline, then the Lompoc Record will have a few to choose
4 Minutes of May 5, 2016 Page 4 of 5 from. She noted that each article needs to be 600 words and can relate to anything in Economic Development. D. Committee Business 1. EVA Project Chair Hall stated that they gave the EVA to Magnolia Massage on March 4, She expressed how grateful and thankful they were to win the EVA. Chair Hall acknowledged the positive impact and success Magnolia Massage has on the community. She noted that the article will be in the paper on Sunday May 8, Chair Hall mentioned that there are three more EVA awards to give out this quarter, which are Belluz Upholstery, Jasper s Saloon, and Graphic Systems. She noted that these will take the EVAs through the end of June. The EDC members will then vote on the overall winner to be awarded at the annual Chamber of Commerce dinner in July. 2. Pending Item List Public Safety Training Center Member Lau announced on August 20, 2016, the Public Safety Training Center will be hosting the American Hot Shots. The proceeds of the event will benefit The Allan Hancock College Foundation and earmarking those proceeds for first responder scholarships. Airport Commission Member Ball stated that he met with Richard Fernbaugh and spent time discussing information about the Airport as well has the history of the Lompoc Airport. Ms. Gallavan noted that a main reason why the Airport Commission is a subcommittee is that the Airport is a driver of economic development and the idea behind the commission is to establish a strong relationship and knowledge of the Airport, which can hopefully spur opportunity. Member Ball gave the EDC quick facts and important take-away information about the Airport from his meeting with Mr. Fernbaugh. He noted that on a daily basis there are corporate airplanes that fly in and out of Lompoc, including Lockheed Martin, Space X and Mr. Elon Musk. He noted some facts about how the Airport makes revenue, and how it has room for growth. Overall, he noted the importance of the Airport and how it can be used as a driver for development and growth. Member Newsome asked if there are plans for Airport expansion. Member Ball responded and noted that the goal for the next few years is to find another developer and investor for the Airport in hopes of future growth. Festival Subcommittee Member Hawes shared the subcommittee met last week and discussed infrastructure of the festival as well as potential sites. The subcommittee drafted a tagline and mission statement which shares their goals and reasons for the festival. Member Ball read and acknowledged the mission statement for the Festival Subcommittee for the proposed Balloon Festival. Member Ball stated that Member Traylor reached out some connections on Base to keep them in the loop and let them know of the subcommittee s plans and goals. Member Hawes commented that she is continuing to work with the County and insurance
5 Minutes of May 5, 2016 Page 5 of 5 requirements. She also stated they are moving forward and waiting for the footprint on how much space each balloon would be requiring. Overall, they expressed progress on the subcommittee. Wavegarden Member Menicucci stated they are still looking for an appropriate site for the project. ORAL COMMUNICATIONS Member Ball also asked staff if the City has a list of available commercial properties they could help direct people to. Ms. Gallavan responded and informed the EDC staff has compiled a list and is working on the list as an internal document. After researching keeping an up-to-date list, staff found a challenge in keeping the list updated, as available property changes so frequently. Ms. Gallavan noted that the City does offer Site Selection Assistance and welcomed the EDC to direct business owners that may need site selection assistance to the City. Member Hawes added that she is a licensed realtor and also has a good handle on the available property and would also be happy to assist in site selection. Member Ball asked staff to touch upon the resources and business friendly programs the City offers. Ms. Gallavan mentioned the Development Assistance Team (DAT), which is a free service for businesses where they can meet with a majority of City staff involved in the development process. Businesses can make a thirty minute appointment with multiple City departments in attendance and ask questions and bounce ideas around. She noted at a higher level, businesses can schedule a pre-conceptual meeting. While there is a fee for the pre conceptual meetings, businesses will receive notes and feedback from staff before submitting plans or their project application. Member Cordova asked if there are any projects on the fence that may or may not be affected by Traffic Impact Fees. Ms. Gallavan responded and stated she will bring it up at the next DAT meeting. She has not heard of any businesses that pulled building permits before the traffic impact fee deadline in July. STAFF & COMMITTEE REQUESTS/ANNOUNCEMENTS Member Ball reminded the EDC that Sip Lompoc and Shop Lompoc Shop Small was on May 7 and May 8, Member Cordova shared that ExploreLompoc launched their commercial in the Los Angeles/ Orange County areas. She also shared that it is online on ExploreLompoc s website and Youtube.com. She noted that the commercial does not just feature the wine industry, and welcomed the EDC to view and provide feedback on the commercial.
