12 MOTION Millions of people from around the world visit Los Angeles every year, and for each traveler the first sights and sounds they experience are in LAX. It is the City's responsibility to make sure that LAX is safe and secure, but also that it is a place of inclusion for all individuals who visit the airport and Los Angeles, free from persecution or prejudice. On January 27, 2017, President Trump signed an executive order ("Protecting the Nation from Foreign Terrorist Entry to the United States") that severely restricts immigration from seven Muslim countries Iraq, Iran, Syria, Somalia, Sudan, Libya, and Yemen. This order affected hundreds if not thousands of travelers on flights to the United States including many en route to LAX from abroad. This executive order, which was stayed by a federal judge, threw travelers, including permanent legal residents, and their families, and airport operations into disarray. The uncertainty, conflicting information, and uneven application of the order by federal agencies that interact with LAWAPD and LAPD is of great concern to the City of Los Angeles and the public. The executive order was unclear and cast a wide net that included legal residents (green card holders), refugees, visa holders, and others. The order was applied unevenly to green card holders, and some were arbitrarily detained for hours or put on outgoing flights, and denied access to legal representation. There are also reports that an undetermined number of individuals from countries affected by the executive order were detained by US Customs and Border Protection, causing further delays and congestion at the terminals. While being detained, these individuals were held at LAX and the City of Los Angeles is adamant that they be treated appropriately and comfortably while being held in limbo by federal orders. Additionally, this action led to protests at several airports across the country, including the Tom Bradley International Terminal at Los Angeles International Airport (LAX). Understandably, Angelenos were concerned about how visitors to LAX were treated. LAX must provide welcoming accommodations for travelers, their families, and legal representatives if needed for those caught up in confusing and potentially unconstitutional changing immigration rules. Information about individuals and groups status was not forthcoming and access to detainees was denied to those seeking to assist them, including the Los Angeles City Attorney who was not allowed into the holding area at LAX. The Los Angeles World Airports (LAWA) estimates a crowd of up to 3,000 people attended the peaceful demonstration, which lasted into the late evening hours on Sunday, January 29, LAWA reports a total of 15 flights (six international and nine domestic) were delayed. In addition, motorists experienced traffic congestion, and flight crews and passengers were having difficulty in reaching their terminals and flights due crowds blocking the surrounding roadways. LAWA staff and airport police responded swiftly and promptly to ensure continuation of safe operations and services at LAX while simultaneously safeguarding the protestors' civil rights to assemble peacefully. Coordination with myriad federal agencies is essential to LAX's operation and ability to serve the public in a Constitutional manner regardless of nationality, creed, or religion. 1 THEREF; E MOVE that the City Council request LAWA to report on the impact of the President I p's executive order on immigration ("Protecting the Nation from Foreign Terrorist JAN Tuesday - February 7, PAGE 12
