Read the student s response and the examiner s comments around it. How far were industrial relations a problem in Britain between 1939 and 1979? The period saw continued problems in industrial relations in Britain. However, they worsened significantly during the 1970s as economic problems grew. As employment opportunities diminished for many workers, the possibility of moving from job to job in times of full employment grew less. By the mid-1970s some were referring to poor industrial relations as a characteristic of the British economy. Although the Labour Party were largely financed by unions, they no more enjoyed guaranteed harmony with them than the Conservatives and the Labour administration of 1974 to 1979 culminated in the Winter of Discontent which seemed symbolic of the collapse in industrial relations which beset Britain. Britain did not enjoy good industrial relations even during the war years when no-strike agreements and restrictions on industrial conflicts were commonplace. Indeed in spring 1944, 100,000 miners went on strike for better pay and conditions. This strike was unofficial and unofficial strikes became a feature of industrial conflict throughout the post-war period. This was in part a result of the nature of union organisation. Considerable power lay in the hands of local shop stewards who could call action without consulting union leaders, often by a show of hands. In this sense it was often difficult for union leaders to assert control. They were more likely to find themselves having to support industrial action often over localised issues which had been called without their knowledge. This was particularly a factor in highly unionised heavy and manufacturing industries such as the car industry. Britain lost 3 million working days to strikes in 1960, 10 million in 1970 and almost 30 million in However, full employment offered considerable flexibility for disaffected employees to move jobs and while the Conservative governments of 1951 to 1964 had been troubled by industrial relations, it had not formed the significant issue it was in later decades. The Labour Party traditionally had a strong relationship with trade unions which largely funded the party. However, this did not necessarily mean the union movement worked in harmony with it. There were damaging seamen s and dockers strikes in the mid-1960s which led in part to the government s determination to solve industrial relations through the publication in 1969 of a White Paper In Place of Strife. This document advocated restrictions on the right to strike and split the government itself, with Home Secretary James Callaghan in particular opposing the proposals. Trade unions refused to co-operate and the White Paper was withdrawn. Edward Heath s Conservative government prioritised industrial relations through the 1971 Industrial Relations Act. This reduced the right to strike through the creation of a National Industrial Relations Court to consider disputes and required unions to register centrally. However, in the face of union intransigence, the Act was dropped. Indeed Heath s government was beset by industrial relations problems, exacerbated by successful tactics such as flying pickets and secondary picketing. As an example, the miners prevented the movement of coal in their 1972 dispute which led the government to giving in to their pay demands. A second claim in the following year led to the creation of the three-day week and an election based on who governs Britain. Although there were other factors in the three-day week such as the effects of the 1973 oil crisis, Heath really did appear to be asking whether the elected government or unions governed Britain. As a result, the number of days lost to strikes fell from 6 million in 1975 to just over 3 million by However, the agreement did not hold after Prime Minister Callaghan tried to limit claims to 5 per cent in Given the fact that this was half the rate of inflation, the unions refused to co-operate this time and the agreements fell down. Large private sector pay claims sparked the Winter of Discontent in which low-paid public sector workers struck for significant increases. The level of industrial unrest may have brought down the government and its successor was determined to reform industrial relations significantly. Problematic industrial relations featured significantly in the period 1939 to 1979 although the number of stoppages were not consistent. While there were wartime stoppages, the numbers of disputes grew in the post-war period, particularly during the 1970s. During the 1950s industrial relations may have been a concern but it was not a priority, whereas by the 1970s it seemed to dominate government economic thinking. Equally there is no indication that Conservatives enjoyed worse relations with the unions than Labour on a consistent level. The 1950s Conservative governments were not exorcised by industrial relations while the Labour administration clearly was in at the time of the Winter of Discontent. Indeed it could be argued that, like the Conservative government in 1974, they had been defeated by poor industrial relations. Overall industrial relations were a significant problem but not equally so throughout the period. This is an example of an essay which is precise, addressing all key aspects of the question without being overlong. The structure is terse, but well argued. An overall judgement in the conclusion is valid although more could be offered in support. Particularly strong are the links which aid the arguments to flow. Linking factors AO2, AO3 One of the reasons why this essay is so successful is that it draws links between the factors it discusses. Read through the essay again, and highlight the points at which the factors are linked. Below is another example of an exam question. Draw a plan for your answer to this question. Annotate your own plan to show how you would link the different factors discussed in the essay. How far were industrial relations a problem between the years 1918 to 1939?
