As a corporate entity, the slaughterhouse is supposed to operate as a private corporation would, and not under the procurement laws of the government. This was inadvertently omitted in the first legislation. 4 deficiency in the language of 5102 of the Guam Slaughterhouse Act. The word "procurement" was replaced by "Dqartment of Agriculture." It is the intent of Public Law Number to exempt the Corporation from the procurement policies of the government of Guam and not to exempt it from the Department of Agriculture. Section 2. Section of Chapter 69, Division 6, Part 3 of Title 5 of the Guam Code Annotated, as added by P.L. No , is hereby amended to read as follows: "Section Name, Formation, Responsibilities and Abilities of the Corporation. There is hereby authorized the establishment of a 'Guam Slaughterhouse Corporation' ('Corporation') to accomplish the mandate of this Act. Subject to Guam laws, the Corporation shall have the abilities and responsibilities of a privately-owned commercial corporation and be subject to the same tax laws as privately-owned corporations, including the Guam Gross Receipts Tax. As a private commercial corporation, however, it shall be exempt from government of Guam rules, regulations and other requirements regarding hiring, i personnel management and procurement."

Carnacho: This is amendment that has to be made because there may have been some haste in the development of the bill that was enacted into law, PL There were some words that were left out. Mr. Taijito: I am in favor of this amendment, when I read this bill thoroughly to see if there was anything missing. Upon further investigation we did find that item missing and we reported that to you and I thank you for making the amendment. I would just like to give you the status of the Slaughter House, tomorrow we are announcing a bid process in the PDN for any interested parties. After all bids are received the task force will review the Request For Proposal. I would just like that your chief- of -staff to be a member of selection taskforce and to be a member of that task force throughout the entire process, until the ribbon cutting ceremony. Sen. Carnacho: Why don't you make it a representative from my office so we don't have to specifically identify one person. Mr. Taijito: immediately. Okay, I will send a letter to your office requesting a representative Sen. Kasperbauer: Just a word change. If it was just technical did we have to introduce new legislation. If this will help move forward the process of building the slaughterhouse then I am in favor of it. Mr. Taijito: Yes, I spoke to the Legislative Secretary and she suggested the amendment and this is it.
