3 RECOMME DED READI G The Constitution Committee recommends The Original Constitution: What It Actually Said and Meant, 2 nd edition, 2011, by Robert G. Natelson, (Tenth Amendment Center). Written for the layperson, the book explains the force and effect of the entire U.S. Constitution as it was enacted. Robert G. Natelson taught law for twenty-three years at the University of Montana. In 2010 he became Senior Fellow in Constitutional Jurisprudence with the Independence Institute in Denver. A portion of this book concerns Article V of our Constitution. Article V describes the procedure by which the states can propose amendments through what the Constitution describes as a convention for proposing amendments. There is considerable debate about whether it is time to invoke Article V. To be prepared for the debate, take some time for our Recommended Reading. Professor Natelson is noted for his scholarship and his particular interest in Article V. He has stated that his interest grew from the abusive and overreach of the federal government, particularly its unregulated spending. The professor notes that our Founders created the amendment convention process described in Article V precisely to deal with situations in which the federal government will not correct a problem of its own creation. He discovered in his research that many of the claims about the procedure descried in Article V were incorrect. One incorrect claim is that a convention for proposing amendments is the same as a constitutional convention. The two actually are different according to the professor. If you have a book to recommend on a Constitutional topic, provide information about the book to a Constitution Committee member. We will pass along your recommendation. The Constitution Committee For your listening pleasure: Tune in to for a live broadcast Conversation from the Capitol on Thursdays from 11:00 am to 1:00 pm, or hear rebroadcasts Saturdays from 3:00-5:00 p.m. or on 99.1 Sundays, 3:00-5:00 AM
