1 REGULAR SESSION OF THE ASHTABULA COUNTY BOARD OF COMMISSIONERS Old Courthouse 25 West Jefferson St., 2nd Floor Jefferson, OH 4447 August 25, 215 The Board of Ashtabula County Commissioners met in session; the Board President called the meeting to order and the Pledge of Allegiance was said. Members Present: President Peggy A Carlo, Commissioner Daniel R Claypool and Commissioner Casey R. Kozlowski Absent: None Board Staff Present: County Administrator/Acting Clerk of the Board Janet Discher. Clerk of the Board Lisa Hawkins was absent. Motion To Approve Minutes Of Previous Session(S) And Waiver Of The Reading Of Same: VOTE: Yeas: Carlo, Claypool, Kozlowski Nays: None Abstained: None Absent: none Whereupon the minutes were declared approved unanimously. 6 WHEREAS, It is the opinion of the Board that the bids be awarded as outlined above; now THEREFORE, BE IT RESOLVED, By the Board of Commissioners of Ashtabula County, Ohio, that the bids as outlined above are awarded for the stationary compactor and the ejector trailer. BE IT FURTHER RESOLVED, that the steel conveyor remain laid on the table until further notice.
7 Work sessions: August 25, 215 1:a.m. Topic: General Matters/Agenda Items In Attendance: Peggy Carlo, Dan Claypool, Casey Kozlowski, Janet Discher, Lisa Hawkins, Dan Whitmire, Anna Allshouse, 3 other members of the Vet serv., Nick Sanford, Janice Switzer Veteran Services is in need of a vehicle. They followed the County policy, attained 3 quotes. $21,959. Dodge Grand Caravan mini-van, looked at it no rear air conditioning or heat, will be an additional $8. Veteran Services took the lowest quote, from Great Lakes, for a total of $22,772.. Decision: ok for next weeks agenda. ACDES- certifications- Nick sent an with the 215 certification list, which is approximately $45,, 9% of which is water. Summary of losses for property transfers, lost about $29, due to this. For 215 its just over $6,. Nick would like to request quarterly certifications, not annual. They will be certified in September. Illicit discharge changing lift station pumps on North Bend Road, noticed a discharge of an oily substance, and traced it to Kister Court, pinpointed the source. Solicited a quote to pump out sewer lines, at a cost of $6, to $8,. Will be pursuing damages with the company, believe it is an isolated incident. Resolution to approve the Austinburg tank with Thomarios, Inc., consider imposing an image facing I-9 of the Ashtabula County logo. Nick will get quotes. Janice- Solid Waste bids- received bids for 3 pieces of equipment for the Recycling & Transfer station. The equipment included a compactor, conveyor system and an ejector. The compactor is at where estimated, would like to award today s meeting, there is a 5 day lead-time. The ejector trailer, low bid was to Warren Equipment, Refuse equipment is $6 more, have a much shorter lead time. Requesting to not award to low bidder, compactor is recommending the snout- helps with less cleanup, additional shoot. Gets in the same lead time, ask to award today. Trying to determine for the steel conveyor, what the company means by no installation. Does not want to recommend for the conveyor at this time. Airport Zoning- need to set fees. Looking at $5 for a permit fee. Ltr. From the Hubbard House re: Confederate Flag- they would like the flag. Carl Feather has been working with the museum where the flag was captured in West Virginia and speaking to the Ashtabula Historical Society. The flag needs to be preserved at a cost of approximately $3,. Decision: Contact the Historical Society, recommend to send to the Hubbard House, based on the letter received. Overcome- invitation to mtg.- not able to attend, recommending TAG be suggested. Board of Revisions- the Board of Revision schedule has grown. Propose to hire Dennis Ruck at $2 an hour to be the Commissioner s representative on the BOR, only on an as-needed basis. He would be hired as a county employee, unemployment may be an issue. This may change every year, as the President may choose their own person. This will begin in 215. CDC- Peg was contacted by CDC to do a donation campaign at the county. Maybe distribute some information, if they want to host something in the Comrs. conference room. Decision: Lisa to send out one , crafted by CDC, and out to m_everyone. This would be a public event. Ashtabula County Workforce Participation Rates: need to move towards more participation. Marta Stone and Joan Steidl- received the Engagement Letter to continue the conversation. Will set up a work session in the future. Schedule updates Best of the County- 9/15 (change schedule? Landbank?) move our meetings to the morning. Dept. head schedule- schedule them.
