RESOLUTION NUMBER ORDERING PUBLICATION AND REQUESTS FOR PROPOSALS FOR VARIOUS TEMPORARY ASSISTANCE FOR NEEDY FAMILIES (TANF) PROGRAMS, ACDJFS, 1-15 WHEREAS, Patrick Arcaro, Director of the Ashtabula County Department of Job and Family Services, has submitted a request to this Board to solicit Requests for Proposals for various Temporary Assistance for Needy Families (TANF) programs; and WHEREAS, The four goals of TANF are: 1. To provide assistance to needy families so that children may be cared for in their own home, or in the home of relatives;
3 2. To end the dependence of needy parents on government benefits by promoting job preparation, work, and marriage; 3. To prevent and reduce the incidence of out-of-wedlock pregnancies, and establish annual numerical goals for preventing and reducing the incidence of these pregnancies; and/or, 4. To encourage the formation and maintenance of two-parent families. WHEREAS, Because the above requests will be in excess of $50,000.00, it is necessary to advertise for proposals as required by Section of the Ohio Revised Code; now THEREFORE, BE IT RESOLVED, By the Board of Commissioners of Ashtabula County, Ohio, that proposals will be received until 3:30 p.m. on August 14, 2015, in accordance with specifications now on file in this office, and the Clerk of the Board is hereby ordered to advertise in the newspapers and post notice of said Request for Proposals on the bulletin board as required by law. RESOLUTION NUMBER ORDERING PUBLICATION AND REQUESTS FOR PROPOSALS FOR TITLE XX SOCIAL SERVICES, ACDJFS 2-15 WHEREAS, Patrick Arcaro, Director of the Ashtabula County Department of Job and Family Services, has submitted a request to this Board to solicit Requests for Proposals for TANF Social Service Programs; and WHEREAS, contracted providers of Title XX Social Services will accept Title XX applications, determine eligibility for programs as well as schedule and provide services to eligible recipients; and WHEREAS, providers must meet one of the five national goals of Title XX Social Services and be included in the Ashtabula County Profile, as follows: Education and Training Services, Employment Services, Family Planning, Home Health Services, Home-Based Services, Hold Delivered Meals, Housing Services, Information and Referral Services, Legal Services, Prevention and Intervention Services, Protective Services for Adults, and Residential Treatment Services; and WHEREAS, Because the above request will be in excess of $50,000.00, it is necessary to advertise for proposals as required by Section Ohio Revised Code; now THEREFORE, BE IT RESOLVED, By the Board of Commissioners of Ashtabula County, Ohio, that proposals will be received until 3:15 p.m. on August 14, 2015, in accordance with specifications now on file in this office, and the Clerk of the Board is hereby ordered to advertise in the newspapers and post notice of said Request for Proposals on the bulletin board as required by law. RESOLUTION NUMBER APPROVING MEMORANDUM OF UNDERSTANDING BY AND BETWEEN THE ASHTABULA COUNTY EMERGENCY MANAGEMENT AGENCY, THE ASHTABULA COUNTY BOARD OF COMMISSIONERS AND MORGAN TOWNSHIP FOR A COMPUTER AIDED DISPATCH (CAD) COUNTYWIDE SYSTEM, EMERGENCY MANAGEMENT AGENCY
4 WHEREAS, Mike Fitchet, Director of the Ashtabula County Emergency Management Agency, has presented a Memorandum of Understanding for the approval of the Board, to-wit: Scope: Create one countywide Computer Aided Dispatch System with equipment and maintenance, utilizing as the primary support the existing CAD being used and operated by the Ashtabula County Sheriff s Department. Providers & Costs: Morgan Twp., PO Box 114, Rock Creek OH Not to Exceed: $2, Term: beginning retroactive to 2/15/11 and terminating after 8 years, 2/14/19; now THEREFORE, BE IT RESOLVED, By the Board of Commissioners of Ashtabula County, Ohio that the Memorandum of Understanding as noted above is approved in accordance with the copy now on file in this office. RESOLUTION NUMBER APPROVING AMENDMENT TO SUBGRANT AGREEMENT WITH THE ASHTABULA COUNTY TECHNICAL & CAREER CENTER (ATECH) FOR TANF SUMMER YOUTH OPPORTUNITIES PROGRAM (YO), ACDJFS WHEREAS, Patrick Arcaro, Director of the Ashtabula County Department of Job & Family Services has presented an amendment for the approval of the Board, to-wit: Original Contract Date: May 1, 2015 Contract No TANF Provider: Ashtabula County Technical & Career Center, 6015 St. Rte. 167, Jefferson, OH Service: to provide a Summer Youth Employment Program which creates an opportunity for ACDJFS to establish programs than enable low income TANF-eligible Ohio youth to gain valuable work experience while earning a paycheck to help meet basic needs. Summer employment programs offer the opportunity for youth to develop a work history and have a current reference from an employer. Amendment: Article 5 Availability of Funds: Increases TANF funds in the amount of $350, Total available funds increases from $419, October 31, 2015 to $769, for period of May 1, 2015 to THEREFORE, BE IT RESOLVED, By the Board of Commissioners of Ashtabula County, Ohio that the Amendment to the agreement is approved in accordance with copy now on file in this office.
5 RESOLUTION NUMBER APPROVING AMENDMENT TO LPA FEDERAL LOCAL-LET PROJECT AGREEMENT WITH THE OHIO DEPARTMENT OF TRANSPORTATION, THE COUNTY ENGINEER AND ASHTABULA COUNTY FOR ATB-BISHOP ROAD PROJECT; PID 95852; LPA AGREEMENT NO WHEREAS, on August 13, 2013 by Resolution No , a LPA Federal Local-Let project agreement with the Ohio Department of Transportation, the County Engineer and Ashtabula County was approved for ATB- Bishop Road Project, PID 95852, LPA Agreement No ; and WHEREAS, Tim Martin, Ashtabula County Engineer has presented an amendment to this agreement for the approval of the Board, to-wit: Parties: Ohio Dept. of Transportation Ashtabula County Engineer Ashtabula County 1980 W. Broad St. 186 E. Satin St. 25 W. Jefferson St. Columbus, OH Jefferson, OH Jefferson, OH Description: Resurfacing of Bishop Road from Old State Route 534 to La Fever Road in Harpersfield Township, Ashtabula County. Project estimated to be at $560,000, with $420,000 in Appalachian Regional Commission (ARC) funds. Amendment: The total cost of the Bishop Road Improvement project is estimated to be $560,000. ODOT shall provide to the LPA 100% of the eligible costs, up to a maximum of $420,000 in Federal ARC (Appalachian Regional Commission) funds. The LPA shall provide all other financial resources necessary to fully complete the project, including all cost overruns and contractor claims. Harpersfield Twp. has received a loan from OPWC for $100,000. RESOLUTION NUMBER APPOINTING JENNA COTTRELL AND REAPPOINTING KIM WHITCROFT- PARKER TO THE ASHTABULA COUNTY MENTAL HEALTH & RECOVERY SERVICES (MHRS) BOARD WHEREAS, In accordance with Ohio Revised Code Section the Ashtabula County Mental Health & Recovery Services (MHRS) Board was established to provide for the development of comprehensive community mental health services and promote the delivery of high quality and cost effective alcohol and drug addiction services; and WHEREAS, The Board of Commissioners are charged with the appointment of ten (10) members to the MHRS Board; and WHEREAS, the term of Kim Whitcroft-Parker expired on June 30, 2015 and now needs to be re-appointed for a new term beginning retroactive to July 1, 2015 and ending on June 30, 2019; and
7 WHEREAS, with the resignation of Alfred Mackey, there exists a vacancy on said Board and it has been recommended that Jenna Cottrell be appointed to fill said vacancy; now THEREFORE, BE IT RESOLVED, By the Board of Commissioners of Ashtabula County, Ohio, that Jenna Cottrell fill the vacancy left by Alfred Mackey s resignation, and Kim Whitcroft-Parker be reappointed to an additional term as outline above. Deduction. Board okay to put on next week s agenda. Cooperation Agreement with Lake County Port Authority Board okay with putting this on next week s agenda. Peggy Ohio EPA granted permit to Ashtabula Energy. Nick Iarocci sent over appeal information. Board needs to look at it to see if they want to appeal this.
