1 REGULAR SESSION OF THE ASHTABULA COUNTY BOARD OF COMMISSIONERS Old Courthouse 25 West Jefferson St., 2nd Floor Jefferson, OH February 12, 2015 The Board of Ashtabula County Commissioners met in session; the Board President called the meeting to order and the Pledge of Allegiance was said. Members Present: President Peggy A Carlo, Commissioner and Casey Kozlowski Absent: Daniel R Claypool Board Staff Present: County Administrator Janet Discher and Clerk of the Board Lisa Hawkins Motion To Approve Minutes Of Previous Session(S) And Waiver Of The Reading Of Same: Motion To Approve Today s Agenda: MOTION: Carlo moved the adoption, Kozlowski seconded. DISCUSSION: None THE BOARD PRESIDENT INTRODUCED AND ENTERTAINED MOTIONS FOR THE FOLLOWING RESOLUTIONS: RESOLUTION NUMBER SETTING THE TIME AND PLACE OF THE FIRST PUBLIC HEARING ON THE ASHTABULA COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAMS WHEREAS, The Board of Commissioners of Ashtabula County intends to apply to the Ohio Department Development Services Agency, Office of Community Development for funding under the Community Development Block Grant (CDBG) Fiscal Year 2015 Community Development Program and Community Housing Impact and Preservation Program, federally funded programs administered by the State of Ohio; and WHEREAS, In order to explain and discuss the program requirements a public hearing shall be held; now THEREFORE, BE IT RESOLVED, By the Board of Commissioners of Ashtabula County, Ohio, that a public hearing on the matter of the eligibility, requirements, and application deadlines for Community Development Block Grant Funds be conducted and the same is hereby set for February 24, 2015 at 2:00 p.m. in the Commissioners Conference Room, Old Courthouse, Jefferson, Ohio, and BE IT FURTHER RESOLVED, That the Clerk of the Board be directed to advertise the Public Hearing in a newspaper of general circulation within the county according to law. RESOLUTION NUMBER FIXING AND APPROVING BOND OF COUNTY AUDITOR, ROGER CORLETT WHEREAS, Section of the Ohio Revised Code provides that the bond of the County Auditor shall be fixed and approved by the County Commissioners; and WHEREAS, that the bond of the County Auditor, Roger Corlett is hereby fixed at the sum of $10,000; and

2 WHEREAS, Roger Corlett, Ashtabula County Auditor has in accordance with the provisions of Section of the Ohio Revised Code, filed his bond in the sum of $10, conditioned according to law with the Cincinnati Insurance Company, as surety thereon; now THEREFORE, BE IT RESOLVED, by the Board of Commissioners of Ashtabula County, Ohio, that the Bond of the County Auditor, Roger Corlett is hereby fixed and approved for the sum of $10,000.00; and required by law. BE IT FURTHER RESOLVED, that the Clerk of the Board shall file said Bond with the County Treasurer as RESOLUTION NUMBER AUTHORIZING THE POSTING OF UNUSED ITEMS ON THE COUNTY S WEBSITE FOR PUBLIC SALE AND DECLARING ITEMS OBSOLETE, ASHTABULA COUNTY COMMON PLEAS COURT WHEREAS, Diana Perry, of the Ashtabula County Common Pleas Court has presented 11 Birch Walnut Brown chairs and one book case to this Board requesting them to be declared obsolete and of no value; and WHEREAS, the following is a list of items to be placed on the online auction: Executive Desk- good condition $50.00 starting bid Credenza- fair condition $50.00 starting bid Conference Table- fair condition $50.00 starting bid NOW, THEREFORE, BE IT RESOLVED, By the Board of Commissioners of Ashtabula County, Ohio, that the unused items listed above are hereby authorized to be posted on the County website for Public Sale and the chairs and book case be declared obsolete and of no value. BE IT FURTHER RESOLVED, that all proceeds received from the sale of these items be deposited into fund Com Pleas Auction , less the 6% fee. RESOLUTION NUMBER RATIFYING THE AGREEMENT BETWEEN THE ASHTABULA COUNTY DEPARTMENT OF JOB AND FAMILY SERVICES AND THE AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES (AFSCME) LOCAL 14 WHEREAS, The Ashtabula County Commissioners have been negotiating with the American Federation of State, County and Municipal Employees, Local 14; for representation of certain employees of the Ashtabula County Department of Job and Family Services in collective bargaining procedures; and WHEREAS, On January 29, 2015 a union vote was taken for the ratification of a wage-reopener agreement for January 1, 2015 December 31, 2017, said agreement being ratified by a majority vote of the union membership; and

3 WHEREAS, The recommendation of Patrick Arcaro, Director of the Ashtabula County Department of Job and Family Services, is that the Board ratify the collective bargaining agreement; now THEREFORE, BE IT RESOLVED, By the Board of Commissioners of Ashtabula County, Ohio, that the agreement between American Federation of State, County and Municipal Employees, Local 14 and the Ashtabula County Department of Job and Family Services for union representation for certain of the Department of Job & Family Services employees is hereby ratified. MOTION: Carlo moved the adoption, Kozlowski seconded. DISCUSSION: None RESOLUTION NUMBER APPROVING THE ASHTABULA COUNTY CITIZEN PARTICIPATION PLAN FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)/HOME ALLOCATION AND COMPETITIVE PROGRAMS WHEREAS, Janice Switzer, Director of the Ashtabula County Community Services and Planning Department, has presented the Ashtabula County Citizen Participation Plan for Community Development Block Grant (CDBG)/Home Allocation and Competitive Programs to provide for and encourage citizen participation in the Community Development Block Grant (CDBG)/Home Programs; and WHEREAS, this plan has been developed to comply with the regulations and requirements of the CDBG/HOME program administered by the U.S. Department of Housing and Urban Development (HUD); and WHEREAS, the primary goal of the plan is to provide all citizens adequate opportunity to participate in the planning, implementation, and assessment of the CDBG/HOME programs; and necessary; now WHEREAS, This Board of Commissioners has reviewed the plan with Ms. Switzer and found it to be THEREFORE, BE IT RESOLVED, By the Board of Commissioners of Ashtabula County, Ohio that the Ashtabula County Citizen Participation Plan for Community Development Block Grant (CDBG)/Home Allocation and Competitive Programs is approved. RESOLUTION NUMBER FINA APPROVING FINANCIAL TRANSACTIONS FOR THE COUNTY WHEREAS, it is declared and determined that all formal actions of the Board of County Commissioners concerning and relating to the adoption of all resolutions that were adopted in this meeting, and that all deliberations of the Board of Commissioners and any of its committees that resulted in such formal action, were open to the public and were in compliance with all legal requirements, including Section of the Ohio Revised Code. Reviewed the ODNR lodging report, the STR report and Trip Advisor. Marketing & Public Relations- promotions: guided hikes for snow shoeing and cross country skiing; winter escape B & B; 2 night wine excursion package, and murder mystery Saturday. Capital projects update- renovation and fire elements. February 12, 2015 Topic: General Matters/Agenda Items In Attendance: Peggy Carlo, Dan Claypool, Casey Kozlowski, Lisa Hawkins, Janet Discher Recommendation for SR 534 Water & Sanitary Sewer project in the Village of GOTL to Easton Leasing. Decision: ok to put on todays agenda. Issues with Harpersfield Booster Station- there are delays in the project, extend some time frames, just a heads up. Need guidelines for determining what is lowest and best bid. Lisa to check with Prosecutors office. Citizen Participation Plan is a requirement of the grant. Have a public complaint file. Explained the details of the plan. Also scheduled the CDIS - Community Development Implementation Strategy mtg. Projects for CDBG funding over the next 1 to 5 years, need to get them in the planning framework. Only updated every 2 years. Janice has sent this out to townships and villages affected. Decision: put on today s agenda. Resignation from MHRS Board- he is recommending Stephanie Belconis to fill his position. Lisa to send her an application. US Air Force Aerial Events at the Fair Grounds- want to do a flyover at the fair for one day, question on the application asking for support from the Comrs. Fair Board asked for financial assistance, direct them to the Veteran Services Commission. Decision: send ltr. to Larry Kottnick, CC: Bob Jones stating our support. Ashcraft mtg- Dave Joyce s office wants to meet on the 19 th, but the meeting is set up for the 24 th. Do we want to have 2 meetings? Casey to check with Dave Joyce s office about a different rep. Budget committee recommendations- would like to pass budget the week of Feb 23 rd. Need to set up meeting with the Budget committee Adult Parole lease renewal- occupy 50% of the space with Brett Kaiser, keep the rate the same, covers some of the cost. Space needs to be improved- carpet, paint, etc. Could ask to increase the rent to cover cost of the improvements. Ok to have them stay there. Maintenance Jail pumping system for the water pumps- located in the basement of the jail, pumps up the 5 floors of the jail. 2 pumps, only one works. Control panel is shot. If it fails, there would be no water in the jail. The system is estimated to be about $50,000, not including installation. Cory is getting quotes, has had someone look at it in the past. Feels it is an emergency situation, must get 3 quotes, but do not have to go thru the 2 to 3 month bidding process. Decision: ok to put on next week s agenda. Casey Kozlowski- attend the new member training from CCAO. Very informative, speakers were good.
