Members Present: President Kathryn L. Whittington, Vice-President J. P. Ducro, IV, and Commissioner Casey R. Kozlowski. Motion To Approve Minutes Of Previous Session(S) And Waiver Of The Reading Of Same: MOTION: Kozlowski moved the adoption, Ducro seconded. 2 RESOLUTION NUMBER APPOINTING MEMBER TO THE ASHTABULA COUNTY COMMUNITY CORRECTIONS PLANNING BOARD The Board of County Commissioners of Ashtabula County, Ohio, met on the 20 th day of March, 2018, in regular session at the offices of said Board in the Old Courthouse Building, 2 nd Floor, 25 W. Jefferson St., Jefferson, Ohio, with the following members present: Kathryn L. Whittington, J. P. Ducro IV, Casey R. Kozlowski. WHEREAS, Pursuant to Section of the Ohio Revised Code, the Board of Commissioners created the Ashtabula County Community Corrections Planning Board on November 9, 1995 by Resolution No , to establish, review and revise a comprehensive plan for the development, implementation, and operation of corrections services in the County; and WHEREAS, it is now necessary to appoint an additional member to the Board: Appointment: Name: Category: Term End: Judge Colleen O Toole Rep. of Judicial/Woman 11/9/2020 WHEREAS, Vacancies are filled in accordance with the rules of the Ohio Revised Code and there is zero compensation paid to the board members; now THEREFORE, BE IT RESOLVED, By the Board of Commissioners of Ashtabula County, Ohio, that the appointment of member on the Ashtabula County Community Corrections Planning Board is hereby approved, as outlined above. 3 RESOLUTION NUMBER APPROVING MONTHLY MEETING OF THE ASHTABULA COUNTY BOARD OF COMMISSIONERS The Board of County Commissioners of Ashtabula County, Ohio, met on the 20 th day of March, 2018, in regular session at the offices of said Board in the Old Courthouse Building, 2 nd Floor, 25 W. Jefferson St., Jefferson, Ohio, with the following members present: Kathryn L. Whittington, J. P. Ducro IV, Casey R. Kozlowski. WHEREAS, On August 5, 1998, Section of the Ohio Revised Code was changed to allow the Board of Commissioners to hold regular sessions of the Board at a location in the county other than the office provided for the Board in the County Seat; and WHEREAS, since that change in the law, the Board of Commissioners has decided to hold regular meetings in various locations throughout the county in order to be more accessible to all citizens; and WHEREAS, below is a list of the place, time and date for the 2 nd meeting for 2018: March 27, 2018 Plymouth Community Room, 1001 Plymouth Rd., Ashtabula, OH WHEREAS, the meeting will begin at 6:30 p.m. with a public comment period, and the Agenda portion of the meeting will begin promptly at 7:00 p.m; and WHEREAS, the Board welcomes and strongly encourages members of the general public to attend this meeting; now THEREFORE, BE IT RESOLVED, By the Board of Commissioners of Ashtabula County, Ohio that we do hereby approve the second regional evening meeting for calendar year MOTION: Ducro moved the adoption, Kozlowski seconded. 4 RESOLUTION NUMBER REMOVING AND APPOINTING MEMBERS TO THE ASHTABULA COUNTY LOCAL EMERGENCY PLANNING COMMITTEE (LEPC) The Board of County Commissioners of Ashtabula County, Ohio, met on the 20 th day of March, 2018, in regular session at the offices of said Board in the Old Courthouse Building, 2 nd Floor, 25 W. Jefferson St., Jefferson, Ohio, with the following members present: Kathryn L. Whittington, J. P. Ducro IV, Casey R. Kozlowski. WHEREAS, In accordance with Ohio Revised Code Section , the Board of Commissioners shall appoint members to serve on the Local Emergency Planning Committee (LEPC); and WHEREAS, the following person needs to be removed: Name Category Jay Becker Category: Health Dept. Name Jodi Slayton Joseph Flahiff WHEREAS, the following persons need to be appointed: Category Health Dept. Industry WHEREAS, LEPC for a term commencing immediately and continuing until August 1, 2019; now THEREFORE, BE IT RESOLVED, By the Board of Commissioners of Ashtabula County, Ohio, that the persons listed above are hereby removed and appointed to the Ashtabula County Local Emergency Planning Committee as outlined above. 5 RESOLUTION NUMBER FINA APPROVING FINANCIAL TRANSACTIONS FOR THE COUNTY The Board of County Commissioners of Ashtabula County, Ohio, met on the 20 th day of March, 2018, in regular session at the offices of said Board in the Old Courthouse Building, 2 nd Floor, 25 W. Jefferson St., Jefferson, Ohio, with the following members present: Kathryn L. Whittington, J. P. Ducro IV, Casey R. Kozlowski. WHEREAS, it is declared and determined that all formal actions of the Board of County Commissioners concerning and relating to the adoption of all resolutions that were adopted in this meeting, and that all deliberations of the Board of Commissioners and any of its committees that resulted in such formal action, were open to the public and were in compliance with all legal requirements, including Section of the Ohio Revised Code. 8 RESOLUTION NUMBER SEWA CERTIFYING DELINQUENT WATER CONSUMPTION CHARGES TO THE COUNTY AUDITOR FOR THE 2017 TAXES TO BE COLLECTED IN 2018 The Board of County Commissioners of Ashtabula County, Ohio, met on the 20 th day of March, 2018, in regular session at the offices of said Board in the Old Courthouse Building, 2 nd Floor, 25 W. 11 MOTION: Ducro moved the adoption, Kozlowski seconded. DISCUSSION: None Public Participation: Nicole Kostura, Local planning a local highway awareness week with billboards and run a rally, will send invitation to the Board. They are waiting for Rep. the week of April National Work Zone Awareness Week. Highway safety for construction workers and general public. Tom deals with other counties, pipelines use road use maintenance agreements. Mainly upkeep the roads and make contractors accountable for road damages. Commissioner Kozlowski stated the Board received communication from ACT Ohio. Jim showed a map of the proposed pipeline, will be going through Conneaut Creek and several townships. Just trying to protect the roads and keep local people working. Work sessions: March 20, :30 a.m. Topic: General Matters/Agenda Items In Attendance: Kathryn Whittington, J. P. Ducro IV, Casey Kozlowski, Lisa Hawkins, Janet Discher Geneva schools asking for a Resolution of Support of the proposed Levy. Discussed sending a Letter of Support versus a Resolution of Support. Decision: letter of support to be sent. JP will draft a letter. Resolution support for Western Reserve- ok for next week s agenda. Miscellaneous Sr. Levy letter updated the annual letter from Decision: send to Kira to include in the Annual Report. Design build-county home. Feel the Nursing Home will have to hire an architect, draw up the specs, then go out to bid for the work. Will discuss further at Monday s meeting. Airport Bd. Members reappointment Alec Raffa and John Morrison have both asked to be reappointed. Decision: ok for next week s agenda. Nopec/grant resolution- Janet will reach out to Tim Martin and send link to Janice Switzer to apply for the grant. Ag day on 5/11 (sponsorship)- decision: personal donation from Commissioners for $83.33 each. Request to use room for AA mtgs.- a person came in last week. Decision: unpredictability of our schedule does not permit it. Suggest other sites. Website- Janet received a phone call from Erie, PA to update our website. Janice mentioned she is up for the one year call with Civic Plus to discuss. Job duties- moving forward with Carl Feather to be responsible for all of the Lodging Tax duties. Carl to balance to New World and submit a monthly report to Janet. Add him to a monthly work session schedule. Jamie to respond to correspondence, RSVP to events, upkeep the Action, Correspondence and Invitation files. Janet Discher- reported we should have an amended certificate to approve next meeting. Marie Lane is working on the contract numbers. Transferring Clerk of Courts $100,000 in the General Fund, and the $32,000 from Unclaimed Funds. Schedule updates Columbus on Wednesday for Ohio Legislative Trails Conference. 3/26 County Home at 9:00? Change meetings to 10:30a.m. Lisa to contact Phil Coury. Concerts of Prayer, Friday 5/4 at the Eagleville Bible Church. Reserve a table, invite other staff. $12.50 a piece. Aspire at Atech on 5/2-44 th GED Recognition Ceremony. RSVP for all 3. Committee Reports: Casey Kozlowski contacted by John Rubesich requesting a meeting to discuss the Board of DD. Invite Nick Iarocci. Check with Heidi for a title search. Casey will ask for a 1:00 p.m. on Thursday, 3/29. Casey has been asked to participate in NACO County Leadership Institute the week of June 3. Kathryn Whittington Space above the Board of Elections getting cleaned. A directive needs to be given to the Board of Elections to remove their items. 4H Foundation Lease should be on for next week s agenda. J. P. Ducro IV Leedco update. Senior Conference plans are coming along. Changing theme from Geriatric type vendors more tourism, Senior living, things to do in the community. Convention Visitors Bureau had their annual retreat. There is a bill to allow Commissioners to have a seat on the board. Dave Hall, Cameron
12 Wright suggested having a meeting to discuss rural development, who to invite, where to hold it, maybe hold in May.
