January 18, 2017 Regular Meeting A motion was made by Commissioner Garcia to approve the minutes, seconded by Commissioner Salas and approved by a vote of 6:0 with Commissioner Kunter absent. B. February 13, 2017 Special Meeting C. A motion was made by Commissioner Garcia to approve the minutes, seconded by Commissioner Salas and approved by a vote of 6:0 with Commissioner Kunter absent. 5. Public Comments Cynthia De La Rosa Liz Rasso 6. Commission Reports and Action Items A. Youth Sports Summit Colton T-Ball Fred Diaz Reported facility and field concerns, including graffiti, damaged benches and general upkeep. Also expressed concerns regarding snack bar upgrades required by the San Bernardino County Health Department. Carl Rimbough All Girls Erika Hernandez Reported concerns including requesting additional police presence and snack bar security. Also expressed concerns regarding snack bar upgrades required by the San Bernardino County Health Department. Colton Youth Soccer Jimmy Ramirez Reported concerns including field renovation at Colton Middle School and difficulty finding adequate number of coaches. Also expressed concerns regarding snack bar upgrades required by the San Bernardino County Health Department. B. Volunteer of the Year a. Ratification of Nomination Period for 2017 Commissioner Ramirez motioned to open the nomination period for the Volunteer of the Year, seconded by Commissioner Rivas and approved by a vote of 6:0 with Commissioner Kunter absent. C. Earth Day Planting at 1100 S. La Cadena Drive Mary Petit, Incredible Edible Garden provided a presentation of the location and the organizations plans to beautify the 1100 South La Cadena area by planting trees and maintaining the area for three years and invited the Commissioners on the Earth Day Planting on Sunday, March 26 at 10:00am. Concerns regarding parking and restrooms were discussed and appreciation to the organization for the project expressed by Commission. Commissioner Garcia motioned to recommend this item to the Council, seconded by Commissioner Rivas and approved by a vote of 6:0 with Commissioner Kunter absent.

Report on Colton Parks & Recreation Foundation of 3/13/2017 Chairperson Rasso reported for the first quarter, the Foundation received and approved 29 applications; they awarded $71,154 scholarships to date; fundraising total is $9, and $3,650 from that will go towards the Max Lofy Baseball Park. Chairperson Rasso also reported, he presented the concept of bringing back the Little Miss Colton Pageant as a Foundation fundraiser, which was approved by the Foundation Board. The concept includes the Commission creating a three-member subcommittee of Commission to organize and promote the event/fundraiser. Consensus by Commission present to form subcommittee and provide more information at May Commission Meeting. E. Department Budget Fiscal Year 2017 Nicole Van Winkle, Recreation Services Manager, presented for Commission an overview of the Recreation Division Budget and a proposed update to the Master Fee Schedule. Detailed discussion between Commissioners present with clarification provided by staff. Chairperson Rasso motioned to table the Budget item until the next Special Meeting. The suggestion was approved by 5:1 with Commissioner Ramirez opposing and Commissioner Kunter absent. Chairperson Rasso left. Vice-Chair Rivas presiding. 7. Staff Reports A. Recreation Division Report (Van Winkle) Ms. Van Winkle reported on the past events, including 50+ Club Love in the Stars Dance, Smore s Day, Winter Wonder Land, Valentine s Day Potluck, Reading Time, CA Trucking Association donation to Teen Center, and Youth Basketball Season. Ms. Van Winkle invited the Commissioners to the following upcoming events, Easter Egg Hunt, Hall of Fame, P.A.W.S. in the Park, and Star Wars May 4 th Day. B. Sports Park Update (Farrar) Ms. Farrar updated the Commissioners that the Council approved the funding for the next phase of the Sports Parks project which is the study regarding the streambed, waste disposal implementation, water diversion plan, conservation plan for the Wooley Star overlay and mammal/kangaroo Rat study. The next phase of development includes six additional studies. 8. Status Update A. Hall of Fame (Farrar) Ms. Farrar gave the Hall of Fame invitation to the Commissioners which is scheduled for Friday, April 21 at 6:00 pm. B. Thalasinos Healing Grove Memorial (Farrar) Ms. Farrar invited the Commissioner the Healing Grove Planting date is March 26 at 10:00 am. C. Birthday Celebration (VanWinkle) Ms. Van Winkle updated the Commissioner that the sponsorship letter has been distributed and the Birthday Celebration date will be July 8. Discussion between Commissioners present with clarification provided by staff. 9. Old Business A. Staff Follow-up Gene Valdez concern is regarding Code Enforcement and was referred to PD. Renaming of the Fire Station event was well attending and great. Library color copier was replaced and running. Foundation approved to accept donation through Pal-Pay; there is a button in Community Recreation Facebook that resident can click to donate. 10. New Business: None

Commissioner Comments Commissioners made comments on various issues and activities throughout the community, including: Appreciation to Incredible Edible Garden Concerns about security in city parks Request for Foundation Report Kudos to CSD Staff for various events/programs. 12. Staff Liaison Comments/Announcements To follow up from Public Comment, Ms. Farrar said that there are no security cameras at Davis Park, but there are cameras at Dauer Park and Cooley Park. 13. Public Comments o Paul Rasso 5. Commission Reports and Action Items A. La Cadena Brook Dog Park Environmental Conservation Supervisor, Jessica Sutorus gave a brief update of the La Cadena Brook Dog Park with Incredible Edible Community Garden planting trees and beautifying the location and requesting Commissioners recommendation to forward to the City Council for approval. Rasso: inquired about the distance between the proposed dog park and the parking, the addition of traffic light by the entrance of the dog park on La Cadena and if the Incredible Edible will also plant trees to reduce the noise. Noted the location was a park years ago but was not maintained due to budget; Incredible Edible is great for beautifying the city. Rivas: asked the number of parking spaces, installation of restrooms and type of fencing; asked if there will be fencing between the park and the railroad tracks. Garcia: suggested to have the park be a memorial to fallen police officers with their names on the plaques. Salas: asked if there will be a sidewalk from the parking area to the park. Kunter: made a comment that a restroom will not be needed in the little time people spend in the dog park but welcomed the addition of restroom in the future. Chairperson Rasso motioned to amend the name to Colton K9 Dog Park in honor of Dax the German Sheppard and to recommend the project to the City Council. No commissioner seconded the motion. Motion denied. Vice-Chair Rivas motioned to forward the recommendation of the La Cadena Brook Dog Park Project to the City Council with the understanding to install restrooms in the dog park in the future if funding is available, seconded by Commissioner Hernandez and approved by a vote of 6:0 with Commissioner Ramirez absent. A discussion regarding naming the park amongst the Commissioners took place. Chairperson Rasso open the Public Comment for this item. o Gary Grossich o Lt. Jim Jolliff o Joe Perez
6 A motion was made by Commissioner Hernandez to keep the name La Cadena Brook Dog Park and do a separate name as a memorial for the K9 for the dog park, seconded by Commissioner Kunter and approved by a vote of 4:2 with Commissioner Ramirez absent. Aye Garcia Hernandez Salas Kunter Rasso Rivas Nay Vice-Chair Rivas made a suggestion to have a dedicated wall and sell commemorative plaques/bricks to offset expenses. B. Update to Recreation Division Fee Schedule Commission discussed the proposed fee schedule line by line, with dialogue and inquiries at different areas. General consensus of Commissioners: o Keep in mind economic ability of seniors and residents and to maximize what the non-residents can pay without impacting the residents. o Keep fees affordable to young families o Prices and fees are lower than comparable prices in surrounding cities. Fees below amended from presented fees, per Commission discussion and approval Program Resident Non-Resident Monthly Membership Senior Monthly Membership Chairperson Rasso left the meeting at 7:44 pm. Commissioner Comments o Garcia: Concern about the illegal food vendors by the parks. o Hernandez: No comment. Invited everyone to the Carl Rimbaugh opening ceremony on Saturday rain or shine at 10:00 am. o Salas: No comment. Asked more information about the La Cadena planting event. o Kunter: No comment. o Rivas Thanked the Commissioners for taking the time to look at the budget and hope that the City Council will see the time and effort we put in these.
7 7. Staff Liaison Comments/Announcements: Recreation Manager Van Winkle invited the Commissioner to the Colton Birthday Celebration Meeting on May 24 at 6:00 pm at Gonzales Center. Sponsor packet will be given to the Commissioners to give to anyone they want. Community Services Director Farrar invited the Commissioner to the National Library Week starting Saturday, April 8 and featuring Magic Show, Annie Banannie Balloon Storyteller, and the Book Amnesty; reminder the Commissioner about the Hall of Fame on April Upcoming Events/Meeting National Library Week April 8 15, 2017 Egg Hunt / Earth Day April 15, 2017 Hall of Fame April 21, 2017 PAWS in the Park April 29, Adjournment At 8:28 pm, Vice-Chair Rivas adjourned the Special Commission Meeting.
8 Lee Taylor 731 Ash Street Colton Colton Community Services 2017 Lee has been volunteering for the Community Services Department since He has unselfishly given over 2,300 hours of his time to improve the quality of life for our community. This past year her donated over 280 hours. One are Lee volunteers is with the 50+ Club. Lee greets the seniors as they arrive, assists them with check in, carries their personal items to their seats, helps them with their drinks or breakfast goodies and clears their plates after nutrition is served. Additionally he calls Bingo and assist staff with various tasks. Additionally, Lee volunteers at the Luque Center to clean, organize and keep the center looking good inside and out. This helps us keep staff cost down contribute to the overall fiscally responsible. Lee also assisted with the commodities food distributions, organizing the community clothes closet and assisting with the preparations for the Community Thanksgiving Dinners. He even volunteers on our park clean ups and building maintenance days to help with the deep cleaning. Lee volunteer s for Colton Community Services Department.
