In order to proceed in a timely manner, please limit the duration of your comments to three (3) minutes. IV. REPORTS This is the time for the Library and Literacy Commissioners to report on advocacy activities. V. CONSENT CALENDAR Consent Calendar items are considered routine and informational in nature and will be enacted in one motion. There will be no separate discussion on these matters unless a request is made, in which event the item will be removed from the Consent Calendar. 1. Library and Literacy Commission Minutes from November 13, Monthly Highlights Re: Consider approval of monthly highlights report for November. 3. Literacy Report Re: Consider approval of monthly Read to Succeed program report. 4. Chamber Ambassador Report Re: Consider approval of monthly activity report from staff. 5. Update second floor renovation project Re: Informational report regarding the status of the project. 6. Strategic Planning Update Re: Informational report regarding efforts from the Ad-hoc Committee. 7. Announcements Re: Informational report regarding upcoming activities of interest to the Commission. VI. SCHEDULED MATTERS 1. Introductions of Seated Commissioners Re: Round table opportunity for newly seated and current members to share a brief background about themselves. 1

Discussion with assigned City Council Representative Re: Preliminary discussion regarding the correspondence sent to City Council on December California Library Association (CLA) Conference Re: Report from Commissioner May and the City Librarian about their participation at the CLA Conference. 4. Update Commissioner Profiles on the Library Website Re: Staff request to update photos and profile information on the library website. 5. Commission Advocacy Opportunities Re: Consider the January schedule. VII. COMMENTS FROM COMMISSIONERS The Commissioners opportunity to comment on any item or issue that is under the purview of the Library and Literacy Commission that is not on the agenda. VIII. 3 1. Library and Literacy Commission Minutes November 13, 2014 LIBRARY AND LITERACY COMMISSION Tuesday, December 9, :30 pm. CONSENT CALENDAR Call to Order: The meeting was called to order at 5:31 pm. Roll Call: Chair Figueroa, Commissioner Bailey, Commissioner May, Commissioner Bishop-Mitchell, and Commissioner La Vonne. Also Present: Vikki Cervantes, City Librarian; Ted Penic, Library Assistant; and Patience Christenson, member of the public. Oral/Written Communications from Public: None. Reports: No reports. Consent Calendar: Commissioner La Vonne motioned to accept. Commissioner Bishop-Mitchell seconded and the motion passed. Scheduled Matters: 1. Correspondence to City Council. Commission discussed if it was better to have one council member or to have a rotation concerning the Commission s request to have a representative attend the meetings of December 9, 2014 and May 12, Safety and floor plan issues surrounding the use of the upstairs portion of the Brown building as an extension of the library were discussed. Commission discussed the revisions of the correspondence to City Council which would be reviewed and finalized by an ad hoc committee consisting of Chair Esther Figueroa and Commissioner Bailey and given to City Council prior to the Dec. 9 th meeting with the intent that the representative would be prepared for discussion of the correspondence. Commissioner La Vonne made the motion and the motion was approved by acclamation. 2. Commission Advocacy Opportunities. Commissioner Bailey will address city council on 12/16. Chair Figueroa will go to the Parks and Leisure Commission meeting on 12/4. Commissioner Bishop-Mitchell will attend the Youth Commission meeting on 12/8 and the monthly F.O.L meeting on 12/10. Adjournment: The meeting was adjourned at 6:35 pm to Tuesday, December 9 th. 2. November Highlights Chess Your City Library is held every Sunday of the month. The group gathers from 1-5 pm. There were 9 participants. November 1, 2014, Saturday Game Library. Participants had the opportunity to play a variety of card, board, and video games. There were 39 participants. November 3, 2014, English Language Literacy Intensive parent meeting. Staff gave an overview of the program and displayed educational resources. Staff also conducted a library tour. There were 28 participants. November 5 & 19, 2014, Youth Summit group held their meetings at the library. 3
4 November 6, 2014 staff conducted 1 library tour for Pre-K students from Head Start Preschool. There were 40 participants. November 7, 2014, staff conducted 4 library tours for Kindergarten students from Burton Elementary School. There were 96 participants. November 7-9, 2014, Commissioner Catherine May and City Librarian Vikki Cervantes attended the Be the Change California Library Association Conference in Oakland, CA. November 15, 2014, Porterville City Library hosted International Games Day at the Heritage Center. Staff had gaming zones for children, teens, adults, and parents to play today s most popular board, card, and video games from 9 am - 6 pm. Every time someone won a game they also won raffle tickets for great prizes every two hours. Paladins Game Castle, a gaming store from Bakersfield, was also on hand as a special vendor. The library provided refreshments. There were 330 participants throughout the day. November 17, 2014, staff conducted 1 tour for 10 boy scouts and their parents. There were 21 participants. November 29, 2014, Lego Your Library. Participants had the opportunity to play with a variety of Legos. The children learn how to share and use their imagination. Staff had a competition for building the largest gift box. The winner won a Lego book. There were 21 participants who got to watch the Legends of Chima Lego movie. Staff conducted 1-Hour courses on the following Computer Topics: 11/1 Practica del teclado (Spanish) 11/8 Keyboarding Practice 11/15 Introduccion a Internet (Spanish) 11/22 Introduction to Web browsing 11/29 Job Scout! Total participants: 15 November Monthly Volunteer Hours 10 Volunteers: 226 hours 10 Community Service: 133 hours Boppy Times for Babies: parents and their babies get to play and bond together. There were 4 participants. Tuesday Morning Story Times: preschoolers enjoy singing, dancing, and books. There were 167 participants. Tuesday Evening Spanish Story Times: preschoolers enjoy Spanish stories, Spanish songs, and crafts. There were 72 participants. Sunday traffic counts for November Sunday, November 2: 166 Sunday, November 9: 157 Sunday, November 16: 170 Sunday, November 23: 212 Sunday, November 30: 180 4
5 3. Literacy Report Tutors trained: 1 Learner assessments: 3 Tutor matches: 4 Learners Achievement Corner Al S. Al is learning how to use the Library s database USA Learns. Jose C. Jose is learning how to navigate and utilize the computer to look up information on the internet. English as a Second Language Conversation Circle group currently meets Tuesdays and Thursdays. The group is currently utilizing the Life Skills series and continues to work on vocabulary phrases, expressions, and greetings. There were a total of 36 participants. The Library has partnered with the Police Department Thunderbolt Program staff. We currently have 3 students that were referred during the month of October. 4. Chamber Ambassador Report November 5, 2014, Staff attended the Ambassador luncheon at the Oak Pit Restaurant. November 7, 2014, Staff attended First Friday Coffee sponsored by the Porterville Recorder and Toys for Tots. 5. Update second floor renovation project Staff does not have any new information to report at this time. 6. Strategic Planning Update Chair Figueroa and Vikki met following the Commission meeting in the McCracken meeting room. Ad-hoc members not present - Commissioner Biagio and Jim Tank from the Friends of the Library. Chair Figueroa recommended postponing the next steps of strategic planning process until direction is received from City Council about the future library facility planning. 7. Announcements Food for Fines ends December 20, 2014 Toys for Tots Library drop site CITY COUNCIL City Council will have a place on their Tuesday, December 16, agenda for the Library & Literacy Commission to report. Commission Vice-Chair Bailey has volunteered to give the report. 5

Introductions of Seated Commissioners SCHEDULED MATTERS This item has been placed on the agenda to provide an opportunity for the newly seated and current members to share a brief background about themselves. Please confirm your contact preference at the meeting. 2. Discussion with assigned City Council Representative At the request of the Commission a City Council Representative has been invited to attend two meetings a year, the December 9, 2014 meeting and the May 12, 2015 meeting. The Commission submitted a correspondence to City Council on December 2, in regard to the Centennial Plaza building. The Commission anticipates that the correspondence will begin preliminary discussions with the City Council representative who will be attending the December 9 th meeting. This will provide an opportunity for the Commission and City Council to open dialogue and clarify expectations California Library Association (CLA) Conference This item has been placed on the agenda to share information with the other members of the Commission who did not participate. Commissioner May and the City Librarian will give a report about the conference. The 116 th Annual CLA Conference was held in Oakland November 7-9. This year s conference theme was Be the Change. The program was full of informative sessions and various topics. Staff recommends that topics of interest that align with the library s mission, vision, and advocacy efforts be programmed into the agenda calendar for further discussion. 4. Update Commissioner Profiles on Website Staff recommends that the Commission update their profile information and pictures on the Library website. Staff has prepared a template for collection of individual information. Please come prepared to take your photos and submit your profile information at the January 13, 2014 meeting. 5.
