Count Stefano JACINI, of Italy. Tributes were paid to his memory by the Board, which was represented at his funeral; a Requiem Mass was celebrated in the Church of St-Pierre-de-Chaillot in Paris. Mameli (Italy) to serve as substitute for H.E. Count Stefano Jacini, deceased, until the next session of the General Conference. ITEM 1 - OPENING OF THE SESSION ITEM 2 - ADOPTION OF THE AGENDA The Agenda was adopted as shown in this summary. ITEM 3 - APPROVAL OF THE MINUTES OF THE TWENTY-NINTH SESSION Approval of the minutes was deferred to the next session. (30 EX/SR. 12) (30 EX/SR. 1, 14) ITEM 4 - DRAFT PROGRAMME AND BUDGET FOR TO BE PRESENTED TO THE GENERAL CONFERENCE AT ITS SEVENTH SESSION: TEXTS REVISED IN THE LIGHT OF DISCUSSIONS AT THE TWENTY-NINTH SESSION (document 30 EX/30 and Addendum) After considering document 30 EX/30 and Addendum the Executive Board approved the Draft Programme and Budget for to be presented to the General Conference at its Seventh Session. The approved text will be found in document 7C/5. (30 EX/SR.5-8, 13, 14, 15)

2 30 EX/Decisions - page 2 ITEM 5 - GENERAL CONFERENCE, SEVENTH SESSION 5.1 Preparation of Provisional Agenda (document 30 EX/2) The Executive Board approved the Provisional Agenda as given in document 7C/l. (30 EX/SR.l, 14, 15) 5.2 Proposed organization of work (document 30 EX/3) The Executive Board approved the proposals to be submitted to the General Conference regarding the organization of its work, as given in document 7C/BUR/l. 5.3 Proposed list of invitations (document 30 EX/4) (30 EX/SR.l, 14, 15, 30 EX/CP/SR.2, 3) The Executive Board approved the sending of invitations to the following States, members neither of the United Nations nor of Unesco: Albania Bulgaria Finland Republic of Ireland United Kingdom of Libya State of Nepal Portugal Rumania Spain Vatican and to the following organizations, the activities of which are international in scope: Carnegie Endowment for International Peace Ford Foundation Rockefeller Foundation. The Board noted the lists of other invitations which would be issued by the Director-General in conformity with the Rules of Procedure. (30 EX/SR. 1) 5.4 Fourth meeting of Representatives of National Commissions (document 30 EX/5) The Executive Board decided that the meeting should be held on 8 and 10 November and 11 December 1952 and approved the Director-General s proposals regarding its agenda. The approved text will be found in document XR/NC/Conf.4/1. (See also item below.) (30 EX/SR. 1) ITEM 6 - ADOPTION OF THE SYSTEM OF BIENNIAL SESSIONS OF THE GENERAL CONFERENCE Preparation of draft amendments to: 6.1 Rules of Procedure of the General Conference (document 30 EX/6.1 ) The Executive Board approved the proposed draft amendments. document 7C/ADM/3.) (For final text of draft amendments see (30 EX/SR. 2) 6.2 Financial Regulations (document 30 EX/6. II ) On the report of the Finance Commission (document 30 EX/48), the Executive Board approved the proposed draft amendments with the modifications recommended in the Commission s report, while deciding to recommend to the General Conference that the draft amendment to Article V, providing that Member States should pay in each year one-half of the contribution due by them for the two-year financial period, should not be adopted. (For final text of draft amendments, see document 7C/ADM/3.) 6.3 Directives concerning relations with international non-governmental organizations (document 30 EX/6. III) (30 EX/SR. 15, 30 EX/CF/SR. 1) The Executive Board approved, with some modifications, the proposed draft amendments. (For final text of draft amendments, see document 7C/ADM/30. ) (30 EX/SR.2, 13)

3 30 EX/Decisions - page 3 ITEM 7 - OTHER PROGRAMME QUESTIONS 7.1 Education Resolution Choice of Member States to be invited to participate in conference on free and compulsory schooling in the Middle East On the recommendation of its Bureau, the Executive Board decided that the States to be invited to participate in the conference should be those invited to participate in the Second International Fundamental Education Centre, viz. Saudi Arabia, Egypt, Iraq, Jordan, Lebanon and Syria; that any Member State of Unesco should be entitled to be represented at the conference by an observer; and that the Director-General should negotiate with one of the Member States concerned to act as host to the conference on those terms. (30 EX/SR. 2) Other questions concerning execution of the Education Programme (document 30 EX/7) On the report of the Programme Commission (document 30 EX/49), the Executive Board adopted the following decisions: Resolution to take note of the report on development of activities concerning associated projects in fundamental education and studies of methods of teaching how to read and write; and to authorize a conditional transfer of up to $40, 000 from this resolution to the Exchange of Persons Programme, on the terms set out in document 30 EX/28 (see item 9.2 below). Resolution the following resolution was adopted: The Executive Board Taking cognizance of the contents of recommendation No. 32 adopted by the XIVth International Conference on Public Education, and of the circular letter of the Director-General (ED/285019, 2 November 1951) inviting Member States to comment on the recommendation and to take suitable action in regard to it, and Having regard to resolution adopted by the General Conference at its Sixth Session, Recommends to Member States (a) (b) (c) (d) That (unless they have already done so) they send to the Director-General without delay their observations upon recommendation No. 32, in the light of their experience; That they take steps where necessary to translate recommendation No.32 into their national language or languages, giving it the widest possible diffusion; That, having studied the situation with regard to free and compulsory schooling in their metropolitan territories and in the non-self-governing territories under their jurisdiction, they inform the Director-General of action taken and proposed in this matter; That they confer with the Director-General as to ways in which they might co-operate with Unesco or with other Member States in the extension of free and compulsory schooling. Resolution to take note of the report on development of activities concerning educational missions; and to authorize a conditional transfer of up to $25,000 from this resolution to the Exchange of Persons Programme, on the terms set out in document 30 EX/28 (see item 9.2 below). (30 EX/SR. 15, 30 EX/CP/SR. 1, 3) Resolution Preparation for the Regional Conference on education and the mental health of children in Europe (document 30 EX/38) On the report of the Programme Commission (document 30 EX/49), the Executive Board decided that Turkey should be invited to participate in the Conference in addition to the Member States previously invited (see 28 EX/Decisions, item 7.1); and approved the list of non-governmental organizations invited to participate with the addition of the World Organization of the Teaching Profession Education of Women (document 30 EX/39) (30 EX/SR. 15, 30 EX/CP/SR. 1,3) On the report of the Programme Commission (document 30 EX/49), the Executive Board took note of document 30 EX/39. 4 30 EX/Decisions - page Resolution Regional seminar on adult education in the Western Hemisphere On the report of the Programme Commission (document 30 EX/49), the Executive Board authorized the Director-General to assist the seminar being organized by the Dominican Republic by sending a group leader for the duration of the seminar and to assist that being organized by Jamaica by sending a staff member for part of its duration. (30 EX/SR. 15, 30 EX/CP/SR. 1, 3) 7.2 Natural Sciences Resolution Research Institutes and Laboratories (document 30 EX/8) On the report of the Programme Commission (document 30 EX/49), the Executive Board took note of document 30 EX/8. (30 EX/SR. 15, 30 EX/CP/SR. 1, 3) 7.3 Social Sciences Resolution Proposed contract with the Society for International Studies, of Athens, for the organization of a seminar in the Middle East (document 30 EX/9) On the report of the Programme Commission (document 30 EX/49), the Executive Board authorized the Director-General to conclude a contract for the equivalent of $4,000 with the Society for International Studies for the organization of a seminar as described in document 30 EX/9. (30 EX/SR. 15, 30 EX/CP/SR. 1, 3) Resolution Preparations for the establishment of an International Social Science Research Centre (document 30 EX/l0) On the report of the Programme Commission (document 30 EX/49), the Executive Board authorized the Director-General: (1) to continue preparatory enquiries by obtaining the views of Member States and of the most authoritative scientists and scientific institutions on the legal status and structure of the proposed centre; (2) to make the necessary contacts with Member States, the United Nations and other Specialized Agencies and all other international organizations interested, in order to determine how the Centre is to be financed; (3) simultaneously with the above enquiries and contacts, to consult the Provisional International Council of Social Sciences; and (4) to prepare a report for submission to the General Conference at its Seventh Session and consideration by the Board at its Thirty-first Session. (30 EX/SR. 15, 30 EX/CP/SR. 1, 3) Resolution International Council of Social Sciences (document 30 EX/l0) On the report of the Programme Commission (document 30 EX/49), the Executive Board decided: 1. that the body to be established bear the name of Provisional International Social Science Council ; 2. that the initial members of the Provisional Council be appointed by the international associations and by co-optation, as recommended by the Liaison Committee at its meeting in April 1952, it being understood that one of the main questions to be studied by the Provisional Council will be the ultimate establishment of a permanent Council on a federal basis. The appointment of these members should be made in close consultation with the Secretariat so that due regard may be had to their geographical distribution and the representation of different currents of thought; 3. that the principle of multiple affiliation of associations in the different councils be recognized. 7.4 Cultural Activities (30 EX/SR. 15, 30 EX/CP/SR. 1, 3)

5 30 EX/Decisions - page Resolution Proposal of the Director-General concerning Article IX of the preliminary draft of the Universal Copyright Convention (document 30 EX/12) On the report of the Programme Commission (document 30 EX/49), the Executive Board took note of the Director-General s proposal and authorized him to submit it to the Inter-Governmental Conference for the preparation and adoption of the Convention Resolution Location of public library pilot project in Latin America (document 30 EX/13) On the report of the Programme Commission (document 30 EX/49), the Executive Board decided, in view of the geographical distribution of Unesco s activities in Latin America and having regard to the plan for the development of public libraries established by the Colombian Government, to select Colombia as site of the public library pilot project Resolution International seminar for museum staff and educators (document 30 EX/40) On the report of the Programme Commission (document 30 EX/39), the Executive Board approved the list of international organizations to be invited to the Seminar as proposed by the Director-General in document 30 EX/40, with the addition of the International Association of Universities, and authorized the Director-General to invite appropriate national organizations after consultation with the National Commissions concerned. 7.5 Exchange of Persons Resolution Meeting of experts and administrators of Exchange of Persons Programmes to be held in Bangkok (document 30 EX/14) On the report of the Programme Commission (document 30 EX/49), the Executive Board authorized the Director-General to invite to participate in the meeting experts and administrators of Exchange of Persons Programmes from the following Member States: Afghanistan, Australia, Burma (Union of), Cambodia, Ceylon, Egypt, France, India, Indonesia, Japan, Laos, New Zealand, Pakistan, Philippines, Sweden, Thailand, United Kingdom, United States of America, Viet-Nam Report by the Bureau on the Exchange of Persons Programme Having heard a report by the Chairman of the Board on the study of Unesco s Exchange of Persons activities made by the Bureau, in accordance with the request of the Board at its Twenty-ninth Session, the Executive Board adopted the following resolution: The Executive Board Having reviewed the operations of the Exchange of Persons Service, particularly with respect to its administration of international fellowships financed by Unesco - by funds from the United Nations Expanded Programme of Technical Assistance or by Member States and Non-Governmental Organizations: 1. Notes the efforts of the Exchange of Persons Service to develop a flexible administration of international fellowships involving complex relationships with Governments. institutions of learning and individuals in many countries, while maintaining requisite standards of selection and supervision of fellows and planning of fellowships in line with established procedures and programme resolutions; 2. Notes the services performed by the Exchange of Persons administration on behalf of Member States and Non-Governmental Organizations in the past five years in the administration of fellowships; 3. Notes the facilities for planning and development of international Exchange of Persons Programme through Unesco s Exchange of Persons administration, based on extensive operations of programmes, and as a medium for the utilization of the complex and varied expert knowledge of international problems in education, science and culture, available in the programme departments of the Secretariat; 4. Draws the attention of Member States to the effective services performed by the Exchange of Persons Service in the past in implementing the programme of Unesco through the interchange of persons; and

Recommends that Member States, and accredited Non-Governmental Organizations make more specific use of the facilities and machinery available in Unesco for the planning and administration of international fellowships and Exchange of Persons Programme, which include, inter alia, (a) Planning and administrative services for the development of international fellowship programmes on behalf of accredited organizations; (b) Advisory services to Governments in the planning of programmes administered by Governments; (c) Advisory services to Governments with respect to the placement of teachers, government officials, research workers, students in institutions of learning, research and vocational education; (d) Advisory services concerning the supervision and guidance of scholars during study abroad; (e) Advisory services concerning the planning of international study and training programmes in relation to long-term requirements of Member States for specialized personnel; (f) Advisory services for the assistance of governments in determining the effectiveness of international training schemes as a means of technical instruction and promotion of international understanding. (30 EX/SR. 6) 7.6 Mass Communication Resolution Proposed action by Unesco at the Plenipotentiary Conference of the International Telecommunication Union (document 30 EX/15) On the report of the Programme Commission (document 30 EX/49), the Executive Board authorized the Director-General: to propose to Member States that they support the adoption by the Plenipotentiary Conference of a formal recommendation inviting the Administrative Conferences to give favourable consideration to proposals which Unesco may submit to them with a view to promoting the widest possible use of telecommunication for the free flow of information and ideas; to recommend in due course to Member States that they lend their support at the Plenipotentiary Conference to such proposed amendments to the International Telecommunication Convention as are designed, in his view, to promote the objectives of Unesco; to recommend to Member States that the Plenipotentiary Conference invite Unesco to be represented by an observer, Resolution Proposed recommendations to Member States regarding measures to promote the free flow of information (document 30 EX/37) On the report of the Programme Commission (document 30 EX/49), the Executive Board adopted the following resolution: The Executive Board Approves document 7C/PRG/12 Recommendations to Member States regarding Measures to Promote the Free Flow of Information and instructs the Director-General to communicate it immediately to Member States; Invites the Director-General to submit to the General Conference at its Seventh Session an addendum to document 7C/PRG/12, bringing it up to date on the relevant activities of Unesco to promote the free flow of information: Invites the General Conference, at its Seventh Session, to adopt the recommendations proposed in document 7C/PRG/12 and to instruct the Director-General to communicate these recommendations to Member States after having revised the appended explanatory notes in the light of developments occurring in the meanwhile.

7 30 EX/Decisions - page Resolution Information activities with the assistance of commercial organizations (document 30 EX/41) On the report of the Programme Commission (document 30 EX/49), the Executive Board adopted the following resolution: The Executive Board Considering that offers have been made by commercial organizations of recognized dignity and standing to produce and distribute at their expense, publicity materials on the aims and activities of Unesco, Authorizes the Director-General on an experimental basis to accept such offers from organizations established in Member States, provided that: (i) (ii) the National Commission of the Member State concerned is in agreement, the content of the materials produced is approved by the Secretariat, (iii) the materials produced carry the name only of the commercial organization concerned and do not carry any sales publicity for the products or services provided by it. Decides that the question be submitted to the next meeting of representatives of National Commissions before a final decision is taken on the policy to be adopted. 7.7 Rehabilitation Resolution Assistance project list (document 30 EX/16) On the report of the Programme Commission (document 30 EX/49), the Executive Board approved the second supplementary assistance project list for 1952 as contained in document 30 EX/ Report on preparation of Unesco Travel Coupon Scheme (document 30 EX/17) On the report of the Programme Commission (document 30 EX/49), the Executive Board took note of document 30 EX/ Resolution Report on Education of Arab refugees in the Middle East (document 30 EX/42) The Executive Board adopted, on the report of a working party consisting of Dr. F. Bender, Dr. C.K. Zurayk and Mr. Charles Lucet (deputy for H.E. Mr. Roger Seydoux), the following resolution: The Executive Board Considering that the General Conference at its Sixth Session authorized the Director-General 'to continue and intensify, in collaboration with the United Nations Relief and Works Agency, the activities already undertaken on behalf of Palestine refugees' (Resolution 6C/7.15); Considering that the General Assembly of the United Nations at its Sixth Session expressed its appreciation of the assistance afforded to the United Nations Relief and Works Agency by the Specialized Agencies.. and urged them to render all services possible to strengthen the programme of refugee relief and reintegration, and to co-operate with the Secretary-General and the United Nations Relief and Works Agency in ensuring that the total assistance of the United Nations to Palestine refugees is rendered with the maximum of co-ordination and efficiency (Resolution 513 (VI)); Welcomes the close collaboration established between Unesco and the United Nations Relief and Works Agency which has made it possible to achieve considerable progress towards the education of Palestine Arab refugee children; Taking note of a communication of 9 May 1952, addressed by the Deputy Director of UNRWA to the Director-General of Unesco, to the effect that UNRWA finds it impossible to increase the budget for primary education on the grounds that such education does not further the primary objective of the Agency which is to make the refugees economically independent;

8 30 EX/Decisions - page 8 Taking note of the report of a working party (30 EX/42, Annex I) of representatives of Egypt, Jordan and the Lebanon, convened by the Director General of Unesco in Beirut on 28, 29 and 30 April 1952, and in particular of the reference made in this report to the many thousands of refugee children who have asked, but not obtained, admission to the schools sponsored by UNRWA and Unesco; Convinced that general education as provided in primary schools is an essential prerequisite for social and economic adjustment and, furthermore, that the United Nations and its Specialized Agencies, having assumed special responsibilities with regard to the refugees from Palestine, should recognize the right of Palestine refugee children to education, in conformity with Article 26 of the Human Rights Declaration; Expresses the hope that the Director and the Advisory Commission of the United Nations Relief and Works Agency will sympathetically reconsider the possibilities of increasing the financial allocation for the general education of refugee children in order to provide such education for as many as possible; Urges upon the Director and the Advisory Commission of the United Nations Relief and Works Agency to consider training programmes for refugees that may take longer than two years, and provide a scholarship fund for those students whose training exceeds the period of the mandate of UNRWA; Expresses the readiness of Unesco to administer such a scholarship fund following the end of the mandate of UNRWA; Requests the Director-General to bring the present resolution to the attention of the Secretary-General of the United Nations with the request that he transmit it to the Advisory Commission of the United Nations Relief and Works Agency. Having been informed of a request from the United Nations Works and Relief Agency, the Board further authorized the Director-General to negotiate with the Egyptian Government the admission to the Second International Fundamental Education Centre of several teams of refugee students. (30 EX/SR.9, 13) 7.8 Contribution of Unesco to the action of the United Nations and Specialized Agencies in Korea: promotion of fellowships for Koreans (document 30 EX/18) On the report of the Programme Commission (document 30 EX/49), the Executive Board took note of document 30 EX/18 and of the additional offer of a fellowship by the French Government. 7.9 Activities in Germany: report on Unesco Institutes (document 30 EX/19 and Addendum) The Executive Board adopted the following resolution: The Executive Board, 1. Notes the report on the development of the Unesco Institutes in Germany (document 30 EX/19); 2. Instructs the Director-General to intensify the efforts at present being made in Member States to raise extra-budgetary funds on behalf of the Institutes; 3. Nominates a committee of three of its members to visit and study the Institutes, with a view to reporting to the Executive Board as soon as possible on their present activities and possible future development. The Board appointed Dr. F. Bender, Sir Arcot L. Mudaliar and Professor Alf Sommerfelt to the Committee mentioned above. The Board also authorized the Director-General to advance the equivalent of Dm. 40,000 from the funds available for the Social Science Institute for the construction of a lecture-hall, on the assurance that this amount would be reimbursed by the Land North Rhine- Westphalia. The Board further appealed to Member States and National Commissions to offer any suitable books for the library of the Social Science Institute Technical Assistance (30 EX/SR.9, 10, 11) Report on proposals for the reorganization of the Technical Assistance Board (document 30 EX/20) The Executive Board took note of document 30 EX/20. (30 EX/SR.4)

9 30 EX/Decisions - page Proposals submitted to the Technical Assistance Board regarding the Programme and Budget for Unesco s technical assistance activities in 1953 (document 30 EX/21) The Executive Board adopted the following resolution: The Executive Board Having considered the progress reports submitted by the Director-General on Unesco s participation in the Expanded Programme of Technical Assistance of the United Nations, in documents 28 EX/11, 29 EX/20 and 21 and 30 EX/20, Expresses its satisfaction with the efforts made by the Secretariat as part of the United Nations plan for technical assistance for the economic development of requesting countries, while forwarding the general aims and objectives of Unesco, Considering that the Economic and Social Council in its resolution 222 (9A) requires that each participating organization shall present annually to the Technical Assistance Board its proposed programme for the next fiscal year in the light of its experience with the Expanded Programme... and that the Technical Assistance Board shall make recommendations concerning them and the total programme to the Council through the Technical Assistance Committee, Noting that the General Conference at its Fourth Session (resolution 4C/12), at its Fifth Session (resolution 5C/VII) and at its Sixth Session (resolution 6C/l0) approved Unesco s continued participation in the Expanded Programme of Technical Assistance, Approves the Director-General s action in forwarding to the Technical Assistance Board the estimates of expenditures corresponding to the Technical Assistance projects which Unesco may undertake or continue in 1953 (30 EX/21) within the framework of the general outline of possible fields and methods of operation presented to the Sixth Session of the General Conference in document 6C/PRG/20 and 6C/PRG/21, it being understood that the final Programme and Budget for 1953 will be drawn up on the basis of decisions of the General Assembly of the United Nations and taking into account further requests which may be presented by Member States. The Executive Board further adopted, on the recommendation of a drafting Committee composed of Sir Ronald Adam, Dr. R. Bernal Jimenez, Sir Arcot L. Mudaliar and Mr. Charles Lucet (deputy for H.E. Mr. Roger Seydoux), a statement on Unesco s participation in the Expanded Programme of Technical Assistance for transmittal to Member States and to the Secretary-General of the United Nations (see CL/657). ITEM 8 - EXTERNAL RELATIONS 8.1 Relations with Member States Report on negotiations with the French Government for the conclusion of a permanent Headquarters Agreement (document 30 EX/22) (30 EX/SR.2, 3, 4, 13) The Executive Board took note of document 30 EX/22. (30 EX/SR. 10) 8.2 Relations with non-member States Applications for admission to Unesco by Spain, the United Kingdom of Libya and the State of Nepal (document 30 EX/23 and Addenda 1 and 2) The Executive Board adopted the following resolutions: The Executive Board, Considering, I. The Board further decided to examine together at its Thirty-first Session any communications already received or which might later be addressed to Unesco regarding these applications by organizations having consultative arrangements with it. (30 EX/SR. 10) 8.3 Relations with international governmental organizations Organization of American States: communication received by the Director-General from the Secretary-General of the Pan-American Union (document 30 EX/24 and Addendum) The Executive Board adopted the following resolution: The Executive Board In view of the communication sent to the Director-General on 22 April last by the Secretary-General of the Pan-American Union, acting upon a decision of the Council of the Organization of American States, and inviting Unesco to hold a meeting in Washington to consider the most suitable methods for implementing the existing Agreement between the two Organizations for collaboration and the co-ordination of their activities; In view of the further details supplied to the Director-General by the Secretary-General of the Pan- American Union concerning the purposes of the proposed meeting, its agenda and the composition of the delegations representing the two Organizations; Instructs the Director-General to express to the Council of the Organization of American States, through the Secretary-General of the Pan-American Union, its warm thanks for the invitation the Council has extended to Unesco in a spirit of constructive co-operation;

11 30 EX/Decisions - page 11 Reaffirms its wish to establish the closest working relation between the Organization of American States and Unesco in the prosecution of their common aims for the development of education, science and culture in the Western hemisphere; Hopes that for this purpose the Joint Committee recommended by the Inter-American Cultural Council will be set up as clearly as possible with the participation of representatives of the governing bodies of OAS and Unesco, it being understood: (1) that the essential task of the Committee would be to co-ordinate the implementation of the programmes approved by the governing bodies of the two Organizations; (2) that, in case this co-ordination should appear to require modification of the programme of either Organization, it would rest with the competent organ of that Organization to decide on that matter; Is of opinion that since the work plans for 1952 are already prepared and the programme is in course of implementation, it would be useful to defer the meeting proposed by the Council of OAS until early in 1953 so as to examine at that time the measures to be taken to implement the programmes approved for 1953: Recommends that the Director-General himself take part in such meeting, assisted by certain senior officials of the Organization who are especially concerned with the implementation of Unesco s Programme in the Western Hemisphere, it being understood that, for the sake of economy, the Unesco delegation would not exceed four persons; Hopes that the Organization of American States will appoint a similarly constituted delegation to attend this meeting; and Expresses the hope that, in pursuance of the invitation to be sent to the Organization of American States for that purpose, a representative of the Pan-American Union might be present as an observer of the General Conference and there furnish whatever information was needed in order to make sure that the future programmes of the two Organizations shall be well co-ordinated and not overlap. 8.4 Relations with international non-governmental organizations Draft amendment of agreement between Unesco and the International Committee of Weights and Measures (document 30 EX/25) (30 EX/SR. 10, 13) The Executive Board approved the following new text of Article 4 of the Agreement between Unesco and the International Committee of Weights and Measures: 4. Duration of the Agreement The present agreement shall continue in force until terminated by either party giving at least twelve months written notice to the other. It shall be deemed to have been continuously in force since 27 June It may be revised at any time by agreement. (30 EX/SR. 10) Proposed subventions (document 30 EX/26) The Executive Board approved the granting of a subvention of $6,000 for 1952 to the International Statistical Institute, for the purposes and in the conditions described in document 30 EX/26 (Section I), and approved the proposed modifications of the terms of subventions granted in 1951 and 1952 to the Council for the Co-ordination of International Congresses of Medical Sciences International Music Council International Theatre Institute International Council of Scientific Unions International Political Science Association International Committee of Comparative Law as described in document 30 EX/26, Annexes I to VI. (30 EX/SR. 11, 13)

12 30 EX/Decisions - page 12 ITEM 9 - FINANCIAL AND ADMINISTRATIVE QUESTIONS 9.1 Accounts of the Organization for the financial year 1951 and report of the External Auditor (document 30 EX/27) On the report of the Finance Commission (document 30 EX/48), the Executive Board took note of the accounts and of the Auditor s report, which latter it decided to transmit to the General Conference with the following comment: Referring to the Korea Reconstruction Fund, the Auditor states that: the plans for the use of the Fund had been revised and, at the end of March 1952 the purposes for which the money is to be employed had still not been finally settled. The Board wishes to point out that it has been agreed between the United Nations and Unesco that $70, 000 shall be used for a printing press to print textbooks for Korean schools. No agreement has been reached on the use of the remaining $30,000. (30 EX/SR. 15, 30 EX/CF/SR. 1) 9.2 Proposed transfers within the Budget for 1952 (document 30 EX/28) On the report of the Finance Commission (document 30 EX/48), the Executive Board approved the following transfers within the Budget for 1952: A. Department of Education From: III. 1. C Extension of Education $ 23,400 To: III. 1 D Education for International Understanding 23,400 (for consolidation of activities under resolutions and 1.313) B. Department of Cultural Activities From: III.4. F Dissemination of Culture 10,700 To: III. 4. C Development of International Cultural Co-operation 10,700 (for expenses in connexion with International Conference of Artists) The Board also took note of a statement by the Director-General on possible future transfer (30 EX/SR. 15, 30 requirements. EX/CF/SR. 1) 9.3 Adjustment of Unesco Salaries: report by the Director-General (document 30 EX/29) Having referred this item to the Committee set up at the Twenty-ninth Session (cf. 29 EX/Decisions, item 9.6)) the Executive Board adopted, on the report of this Committee (document 30 EX/47), the following resolutions: (a) The Executive Board Authorizes the Director-General to grant, subject to consultation with the United Nations and with effect from the earliest date subsequent to 31 December 1951 to which the agreement of the United Nations can be obtained, to staff in each grade and step of the Professional and Director categories at Unesco Headquarters in Paris, an adjustment equal to that granted, with effect from 1 January 1952, to United Nations staff in New York in the same grade and step. (b) The Executive Board Having considered resolutions 21.9, , , and adopted by the General Conference at its Sixth Session, Having taken account of the considerations set forth by the Director-General in document 30 EX/29, Having noted the action already taken by the Director-General on paragraphs 1 (a), (c), (d) and (e) of the decisions taken at the Twenty-ninth Session (29 EX/Decisions, item 9.6), Amending paragraph 1 (b) of that decision, authorizes the payment, with effect from 1 January 1952, of: (i) a non-pensionable adjustment of 7.5% of base salary to staff members engaged on or before 17 June 1950 and who arc in the normal salary scale;

13 30 EX/Decisions - page 13 (ii) a non-pensionable adjustment of 5% of base salary to staff members engaged on or before 17 June 1950 and who are in the four extra steps added to the normal scale by the Sixth Session of the General Conference. In cases where this adjustment would place the remuneration of any of the staff members concerned at a figure below that of staff members in the top step of the normal scale, the necessary supplementary adjustment would be made. (c) The Executive Board Authorizes the Director-General to prepare for consideration by the General Conference at its Seventh Session a new General Service salary scale, based on best prevailing rates in the Paris area, calculated so as to incorporate adjustments and eliminate, as from 1 January 1953, anomalies which have been encountered in applying the scheme adopted by the General Conference at its Sixth Session; Requests the Director-General to study and report to the General Conference on a system of salary adjustments for General Service staff according to the following principles: The adjustments should be (1) automatically applicable by the Director-General; (2) based on cost-of-living adjustments granted by comparable Paris employers paying best prevailing rates; (3) determined by comparison of step 1 of each grade to the rates in Paris resulting from such cost-of-living adjustments; and (4) applicable to other steps in accordance with the relations established by the General Conference between step 1 and each additional step. The Board also decided to recommend to the General Conference at its Seventh Session that it hear the representative of the Staff Association regarding the division of the staff into two categories. 9.4 Negotiations regarding proposal to issue Unesco postage stamps (30 EX/SR. 15) The Executive Board took note of an oral report on this subject. (30 EX/SR. 13) 9.5 Contribution of China (document 30 EX/31) The Executive Board examined the communication addressed to the Director-General by the Minister of Education of China and noted that the Financial Regulations approved by the General Conference would require that any payment made by China be credited first against the amounts due by China to the Working Capital Fund. (30 EX/SR. 11) 9.6 Language allowance for Unesco staff in the General Service category (document 30 EX/43) On the report of the Finance Commission (document 30 EX/48), the Executive Board requested the Director-General to study further the question of a language allowance and to submit a report to the General Conference at its Seventh Session. (30 EX/SR. 15, 30 EX/CF/SR. 1) 9. 7 Contributions to the Budget of 1952 (document 30 EX/46) The Executive Board took note of document 30 EX/46 and requested the Director-General to prepare for submission to the General Conference proposals for measures to deal with the non-payment of contributions. 9.8 Donation of the Government of Cuba to the Co-operation Office in the Western Hemisphere (30 EX/SR. 13) On the report of the Finance Commission (document 30 EX/48), the Executive Board authorized the Director-General to accept and to appropriate to line III.8.A. the donation made by the Government of Cuba for the Co-operation Office in the Western Hemisphere. (30 EX/SR. 15, 30 EX/CF/SR. 1)

14 30 EX/Decisions - page 14 ITEM 10 - PUBLICATIONS: REPORT OF THE COMMITTEE OF EXPERTS ON THE REQUIREMENTS AND OPERATIONS OF THE DOCUMENTS AND PUBLICATIONS SERVICE (document 30 EX/32) The Executive Board approved the report presented to it by the Publications Committee (document 30 EX/ 50) and expressed its appreciation of the services rendered by the Committee of Experts. (30 EX/SR. 14) ITEM 11 - ACTION TO BE TAKEN ON COMMUNICATIONS ADDRESSED TO UNESCO ALLEGING VIOLATIONS OF HUMAN RIGHTS, IN PARTICULAR EDUCATIONAL AND CULTURAL RIGHTS (document 30 EX/33) The Executive Board adopted the following resolution: The Executive Board, Noting that the Organization frequently receives communications from private persons or non-governmental organizations complaining of certain acts which appear to them to be contrary to the aims and principles of Unesco; and Being desirous to define the procedure whereby it can take cognizance of these complaints and take suitable action in regard to them so far as it is within its power to do so, Decides as follows: (1) the Director-General will transmit to the Chairman of the Executive Board complaints received by the Organization drawing attention to acts which appear to be contrary to the aims and principles of Unesco, having first acknowledged receipt of them and informed the senders that he was forwarding them to the Chairman of the Executive Board; (2) the Chairman of the Executive Board will examine these complaints in consultation with the Bureau; (3) the Chairman will submit to the Executive Board those complaints which seem to him to call for some action by the Organization; Decides to review this procedure in the light of experience at the next session. The Board further took note of two complaints addressed to the Director-General by the International Union of Students and declared itself incompetent to take any action regarding them. (30 EX/SR. 13, 14, 15) ITEM 12 - POLICY REGARDING PARTICIPATION OF UNESCO IN MEETINGS AND CONGRESSES 12.1 Representation of Unesco at meetings and congresses (document 30 EX/34) The Executive Board adopted the following resolution: The Executive Board, Having regard to the resolution, adopted at its Twenty-ninth Session, concerning the representation of Unesco at congresses and meetings (29 EX/Decisions, 11.4); Considering the increasing number of invitations received by the Secretariat for its participation in international and national conferences, congresses or other events; Considering that the Secretariat is unable at present to accept all such invitations, either for lack of the necessary staff or for reasons of economy; Approves the following directives on the subject and instructs the Director-General to apply them, at the same time ensuring that such representation outside Unesco s immediate sphere does not impose on the Secretariat a burden likely to slow up or interfere with the satisfactory execution of the programme; 1. Invitations received by the Secretariat shall be considered in the light of the following criteria: (a) (b) utility from the standpoint of the execution of the programme approved by the General Conference; obligation imposed upon Unesco by existing agreements or arrangements with the inviting organization;

15 30 EX/Decisions - page 15 (c) justification, in the light of the above factors, of the cost of representation; 2. As regards international meetings, priority shall be given to invitations received from the following organizations: (a) (b) (c) (d) United Nations and Specialized Agencies; inter-governmental organizations with world-wide or regional membership, with which Unesco has concluded agreements providing for mutual representation; international non-governmental organizations with which Unesco has concluded formal agreements; international non-governmental organizations approved for consultative arrangements. 3. As regards national events, the Secretariat shall, as a general rule, only take part in meetings that are organized by the governments of Member States of Unesco or by National Commissions, or that are held under their auspices or with their support. In the case of any other national meeting, event or congress, Unesco s participation shall only be considered if it is likely to contribute substantially to the execution of the programme and if such participation is advised by the Government or National Commission of the country concerned. (30 EX/SR. 11) 12.2 Granting of Unesco s sponsorship for congresses or other events (document 30 EX/36) The Executive Board adopted the following resolution: The Executive Board Considering the increasing number of requests for Unesco s sponsorship for congresses or other events received by the Director-General, Considering that the grant of such sponsorship commits Unesco as a whole and that the fullest guarantees regarding the programme and organization of such events should consequently be obtained in each individual case, Considering that the Secretariat is not always able to obtain such guarantees; Decides that: Unesco s sponsorship shall be granted for national events only in exceptional cases, and such requests shall be communicated by the Director-General to the National Commissions of the countries concerned; With regard to international events, Unesco s sponsorship may be granted only in exceptional cases, after consultation with the Executive Board, for events: (a) (b) organized by an international organization having official relations with Unesco, the main purpose of which is the study of a question or the implementation of a resolution included in Unesco s programme, (c) prepared and held in close co-operation with the Unesco Secretariat. (30 EX/SR. 11) ITEM 13 - DRAFT REGULATIONS FOR CONVOCATION OF INTERNATIONAL CONFERENCES OF STATES AND NON-GOVERNMENTAL CONFERENCES (document 30 EX/35) The Executive Board approved the submission to the General Conference at its Seventh Session of the draft regulations contained in document 30 EX/35, Annexes I and II, with certain amendments. (The approved text will be found in document 7C/ADM/7. ) (30 EX/SR. 11)

16 30 EX/Decisions - page 16 ITEM 14 - OTHER QUESTIONS 14.1 Mandate of the liquidator of the International Institute of Intellectual Co-operation (document 30 EX/45) The Executive Board decided that the liquidator appointed by the Director-General should be entrusted with full powers to carry out the liquidation of the Institute and only required to submit a report to the Board when the liquidation is completed. (30 EX/SR. 13) 14.2 Problems concerning recruitment of personnel The Executive Board took note of an oral report by the Chairman on the study made by the Bureau, at the Board s request, of problems concerning recruitment of personnel. (30 EX/SR. 13) Collaboration with the Trusteeship Council The Executive Board authorized the Director-General not to present to the Trusteeship Council in 1952 any comments on the reports on Italian Somaliland and Ruanda Urundi, these reports having been received too late by Unesco. The Board requested the special committee previously established (cf. 29 EX/ Decisions, item ) to examine on its behalf the comments to be presented on the reports on Tanganyika, British Togoland, French Togoland, British Cameroon and French Cameroon.
