Item 2 - ADOPTION OF THE AGENDA The provisional agenda (17 EX/l rev. 1) was adopted with the addition of the following items under item 9 - Invitation to Fourth Session of the General Conference of observer of SCAP - Request from Government of Republican Spain for invitation to be represented at Fourth Session of the General Conference. under item 10 -Request of Burma for inclusion in war-devastated countries benefiting from Unesco's reconstruction action.

Report on Preparatory Committee on Library of former Institute of Agriculture, Rome (doc. 17 EX/28) (17 EX/SR 1) The following additional items were considered during the Fourth Session of the General Conference: Item Effects on budget estimates of currency devaluations (see item 8) - Request of Thailand for inclusion among war-devastated countries benefiting from Unesco's emergency reconstruction aid (see item 10 (h)) - Proposed contract with the Bureau of Education (see item 12 (b) (ii bis)) - Reconsideration of request for admission to consultative status of Federation of Children's Communities (see item 12 (c) (i)) - Proposed grant-in-aid to World Federation of United Nations Associations (see item 12 (c) (iii)) - Re-allocation of reconstruction funds offered by Norway for the purchase of radio reception equipment (see item 10 (i) APPROVAL OF MINUTES OF THE SIXTEENTH SESSION The minutes were approved (17 EX/SR 1) Item 4 - Item 5 - PROGRESS REPORT BY THE DIRECTOR-GENERAL ON THE ACTIVITIES OF THE ORGANIZATION SINCE THE SIXTEENTH SESSION ANNUAL REPORT OF THE DIRECTOR-GENERAL TO THE GENERAL CONFERENCE - Consideration of comments to be made by the Chairman in presenting the report (documents 4C/3 and addendum) These two itemswere considered together. The Board took note of the Director-General's report and, after establishing a drafting committee and hearing its reports, approved a text as the basis of the comments to be made by the Chairman to the Conference (For the text of these comments, see 4C/VR 2). (17 EX/SR 1, 5 and 6) Item 6 - TECHNICAL ASSISTANCE FOR ECONOMIC DEVELOPMENT (a) (b) Report of the Working Party of the Executive Board (doc. 17 EX/2) Report by the Director-General on developments since the last session and consideration of additional document to be submitted to the General Conference (documents 17 EX/3, 4C/8)

3 I After joint consideration of these two items and further reference of them to the Working Party ( which met on 16 and 17 September) the Executive Board approved a revised text of document 4C/8 for submission to the Conference, containing the following resolution: "THE EXECUTIVE BCARD, A. HAVING CONSIDERED the report of its working party on Technical Assistance ( document 17 EX/2 ), 1. APPROVES the exceptional procedure followed by the Working Party in the special circumstances stated by it of transmitting documents 4C/7 and 4C/7 (rev.) to Member States without formal approval by the Board; 2. TAKES NOTE of the Working Party's statement recognizing the adequacy of the measures proposed by the Director-General to avoid duplication of activities between the technical assistance programme and the ordinary programme; B. HAVING CONSIDERED the report of the Director-Generai on developments since its last session in the field of Technical Assistance (document 17 EX/3 ), the Director-General-s further proposals to the General Conference (document 4C/8) and a further verbal report from its Working Party on Technical Assistance. Item 7 - PROGRAMME FOR APPROVES the action taken by the Director General in transmitting document 4C/8 to Member States; 2. COMMENDS document 4C/8 (rev.) to the earnest attention and approval of the General Conference," (17 EX/SR 2, 6) Consideration of proposed amendments to text approved by the Executive Board (document 17 EX/4) With further amendment of resolution 2.93 and an additional amendment of resolution 2.514, the Executive Bcard adopted the modifications proposed by the Director-General to the draft programme adopted by the Board at its Sixteenth Session (see 16 EX/Decisions, item 6 (a)). For the final text of these amendments, see 4C/5 Rev. (add. and corr.). (17 EX/SR 5) Item 8 - BUDGET FOR 1950 The Board took note of the report and also of the supplementary information given in document 4C/6 amendments, ( 17 EX/SR 3 )

4 The Board further approved, on 24 September, a report from the Finance Committee on the effects on the budget estimates of recent currency devaluations, took note of the revised tables to be submitted to the Conference by the Director-General and of the statement he would make and supported the proposal that the Conference should continue to discuss on the basis of the original estimates, the necessary adjustment being made later, (See 4C/6 Amendment 2. 4C/PRG-OXR/SR 2) Item 9 - GENERAL CONFERENCE (a) FOURTH SESSION (17 EX/SR 7) (i) Supplementary item included in the agenda at the request of the Government of Australia (document 17 EX/24) The Executive Board took note of the inclusion in the provisional agenda, in accordance with Rule 11 of the Rules of Procedure, of the supplementary item requested by the Government of Australia, and approved a minor modification in the wording of item 13 of the provisional agenda. (See 4C/l rev.) (ii.) Invitation of observer of Supreme Commander, Allied Powers, Japan item requested by Dr. George D. Stoddard (document 17 EX/29) In partial modification of its previous decision (see 16 EX/Decisions. item 11 (c)) the Executive Board decided that the Supreme Commander of the Allied Powers, Japan, be invited to send an official observer to the Conference. (iii) Request from Government the Conference of Republican Spain to be represented at (document 17 EX/31) It was decided that the Director-General be authorized to extend an invitation to the Government of Republican Spain in the same terms as in previous years. (See 4 EX/Decisions, item 5 (c), 11 EX/Decisions, item 16 (b)) (17 EX/SR 2) (b) FIFTH SESSION - Place of meeting (document 17 EX/6 ) It was decided to recommend to the General Conference that its Fifth Session be held in Florence, Italy. (See document 4C/12) (17 EX/SR 3) Item 10 - PROGRAMME QUESTIONS

5 17 EX/Decisions - page 5 the widest publicity, approved the following draft resolution (document 4C/17) for submission to the General Conference: THE GENERAL CONFERENCE : HAVING considered the report on the situation of Greek refugee children: DECIDES to address an appeal to Governments, National Commissions and international organizations for the purpose of providing assistance in the fields of education, science and culture to Greek refugee children; INSTRUCTS the Director-General to give the widest publicity to the report presented to the Executive Board on this question; AUTHORIZES the Director-General to create a special fund for assistance to Greek refugee children and to administer this fund in agreement with the authorities of the Royal Hellenic Government; REQUESTS the United Nations to examine the possibility of providing assistance on an international level for the reinstallation of the 700,000 refugees from the Northern Provinces of Greece at present in temporary camps in the interior of the country. (17 EX/SR 3, 6) 10 (b) Assistance to refugees in the Middle East (document 17 EX/8) On the report of the Programme Committee the Board approved the Director-General's report on the implementation of the resolution adopted at the Sixteenth Session (see 16 EX/Decisions, item 8 (b)) and agreed in principle that a sum of $30,000 be provided to continue work till the end of (17 EX/SR 4) A draft resolution submitted by the delegations of Egypt, Iraq, Saudi-Arabia, Lebanon and Syria (document 4C/51) having been referred by the Programme and Budget Commission to the Executive Board for action, the Board, being unable to act upon it by the terms of the Appropriation Resolution for 1949, decided to submit to the Programme and Budget Commission the following amended text (document 4C/53), it being understood that every effort would be made before the end of 1949 to obtain as much as possible of the required funds from voluntary sources: CONSIDERING that it is of the almost importance that the action taken by Unesco, with regard to the educational needs of refugees in the Middle East should be continued;

6 17 EX/Decisions - page 6 NOTING with approval the resolution concerning educational relief to Palestinian refugee children adopted by the Executive Board at its Sixteenth Session, and WELCOMING the response given by Member States in making a contribution towards this programme; TAKING NOTE of the fact that for the year 1949 an amount of $30,000 is still needed (a) for the current schools programme in Arab Palestine ( Committee of the Red Cross) and in the Gaza area (American Friends Service Committee); (b) to enable University students to continue their studies; AUTHORIZES the Executive Board to make, by exception to the Appropriation Resolution for 1949, a transfer not to exceed $30,000 from the Reserve to the Emergency Fund for the year 1949, to be used for such purposes in this area as the Board may find necessary, subject to the subsequent replenishment of the Reserve from any possible savings"., (17 EX/SR 9) 10 (c) Reconstruction in China (document 17 EX/26) The Board decided, on the report of the Programme Committee, to recommend to the General Conference the adoption of the following resolution (document 4C/16): "THE GENERAL CONFERENCE, CONSIDERING that as a result of circumstances in China during 1949 it has not been possible to obligate all the funds allocated fron Unesco's budget for 1949 for emergency reconstruction action in China; RECOGNIZING the continuing needs of China in educational, scientific and cultural reconstruction, and consequently ANXIOUS that these funds renaming unobligated should not be surrendered as budget surplus thereby depriving China of the benefit of the emergency relief allocated to her; CONSIDERING the recommendation of the Executive Board; RESOLVES that

7 17 EX/Decisions - page 7 2. The China Reconstruction Fund shall be administered by the Director-General in accordance with the Financial Regulations, 3. The Balance of the Fund remaining unexpended at 31 December 1950 shall be surrendered to the budget next presented, 10 (d) Assistance to Ecuador (document 17 EX/27) Having heard a preliminary report on the damage caused to educational and cultural institutions in Ecuador by earthquake and noted the resolution on this subject of the Economic and Social Council, the Board instructs the Director-General to participate in consideration of this matter by the Administrative Committee on Co-ordination and to promise Unesco's support, to the full extent of its possibilities, in any joint plans for assistance, (17 EX/SR 4, 10) 10 (e) Germany - report on the second session of the Committee of Experts on German questions (document 17 EX/9) The Board approved the report, with the two draft resolutions for submission to the Conference contained therein, and also the insertion as a preamble to the first resolution of a text embodying the words of Article I, paragraph 1 of Unesco's Constitution (see document 4C/OXR/16 addendum) (17 EX/SR 5) 10 (f) Japan - report of the Committee of Experts on Japanese questions (document 17 EX/10) The Board approved the report and also a supplementary report given verbally and authorized the Director-General to make a recommendation. to the Conference on the basis of the Committee's recommendations. (See document 4C/OXR/17 addendum), (17 EX/SR 5) 10 (g) Request of Burma for inclusion among war-devastated countries benefiting from Unesco's emergency reconstruction aid.

8 17 EX/Decisions - page 8 10 (i) Reallocation of reconstruction funds offered by Norway for the purchase of radio equipment At the request of the Chairman of the Programme Committee, the Board considered a proposed reallocation of funds offered by Norway for the purchase of radio equipment (see 16 EX/Decisions, item 7). It was decided that the terms of the Norwegian offer be re-examined to ascertain whether it was restricted to war-devastated countries; and the matter be considered by the Board at its next session. Item 11 - INSTITUTE OF CULTURAL CO-OPERATION FOR SOUTH AND EAST ASIAN COUNTRIES Consideration of the report to be submitted to the General Conference (document 4C/OXR/4) Item 12 The Board took note of the report and deferred further consideration. - OFFICIAL AND EXTERNAL RELATIONS (17 EX/SR 3) The following questions (with the exception of (b) (ii bis), were considered on the report of the Committee for External Relations on its Third Session (document 17 EX/11), which was approved. (i) Application of Korea for membership (document 17 EX/l2) The following resolution was adopted: "THE EXECUTIVE BOARD, The following resolution was adopted :

9 17 EX/Decisions - page 9 "THE EXECUTIVE BOARD, CONSIDERING the satisfactory result of the co-operation established between Unesco and the Bureau of Education on the basis of the Provisional Agreement in force between the two organizations; CONSIDERING that at its SixthSession the Unesco-IBE Joint Commission unanimously recommended that the present agreement be extended for a further period of twelve months; RECOMMENDS to the General Conference, at its Fourth Session, that the Provisional Agreement with the Bureau of Education be extended for a further period of twelve months." (17 EX/SR 5) (ii) bis Proposed contract with the Bureau of Education (document 17 EX/33) A contract in the amount of $3,000 to enlarge and bring up-to-date IBE's collection of textbooks was approved, (17 EX/SR 9) (iii) Organization of American States (document 17 EX/l3) The following resolution was adopted; "THE EXECUTIVE BOARD, HAVING EXAMINED the Director-General's Report on relations between Unesco and the Organization of American States and the preliminary draft of an agreement prepared by the Committee of Inter-American Organization of the Organization of American States; CONSIDERS that it is desirable, under the terms of Article XI of the Constitution, that Unesco enter into an agreement with the Organization of American States, providing for co-operation between itself and those organs of the Organization of American States which have the specialized tasks of promoting education, science and culture and whose activities are in harmony with Unesco's own; APPOINTS a Committee which shall, in concert with the Director-General, undertake all necessary negotiations with a view to the conclusion of such an agreement, in which consideration will be taken of the draft submitted to the Board;

Stoddard or Dr. Luther Evans. 12 (c) non-governmental organizations (i) Applications for consultative status (document 17 EX/l4) The following organizations were admitted to consultative status: First List - World Organization for Early Childhood Education Third List - Association for Bridge and Structural Engineering Association for the Exchange of Students for Technical Experience Association on Soil Mechanics and Foundation Engineering international History of Fourth List - Commission on Folk Arts and Folklore Committee on Modern Literary History Committee of Schools for Social Work Conference of Large Electric Systems Federation of Newspaper Proprietors and Editors Federation of Philosophic Societies Federation of Societies for Classical Studies Federation of Workers' Educational Association Literary and Artistic Association Union for the Protection of Nature Union of Institutes of Archaeology, History and Council for the Co-ordination of Congresses of Medical Sciences Council for Philosophy and Humanistic Studies Federation of Musical Youth (17 EX/SR 5)

11 17 EX/Decisions - page 11 (ii) Proposed contracts (document 17 EX/15) Contracts were approved with the following organizations, in the amounts and for the purposes specified in document 17 EX/15: - Interim Committee of the Preparatory Universities Conference of Utrecht - World Federation of United Nations Associations - Association of University Professors and Lecturers - Bureau d'education des Adultes, Port-au-Prince. Haiti -World Power Conference - Commission on Large Dams of the World Power Conference - Federation for Documentation - Organizing Committee of First Latin American Congress on Marine Biology - Universidad Nacional Mayor de San Marcos de Lima, Instituto de Biologia Andina (University of Lima, Institute of Andean Biology) - Union for the Protection of Nature - Union of Ethnological and Anthropological Sciences - Preparatory Commission of the Music Council - Council for Philosophy and Humanistic Studies (17 EX/SR 5) (iii) Proposed grants-in-aid (documents 17 EX/16, 17 EX/33) The following grants-in-aid were approved: Item 13 -FINANCIAL QUESTIONS The following questions (with the exception of the additional transfers under 13 (e)) were examined on the report of the Finance Committee on its Fourteenth Session (document 17 EX/l7) which was approved. The Finance Committee's proposal that the Board support the Director- General's appeal to Member States in arrears in the payment of their contributions was approved. (17 EX/SR 6)

12 17 EX/Decisions - page (a) Report of the auditors on the accounts of the Organization at 30 June 1949 (document 4C/ADM (III)) The Board transmitted the auditors? report to the General Conference with the comments proposed by the Finance Committee (see 4C/ADM/2 (III) (addendum)). (17 EX/SR 6) 13 (b) Preliminary consideration of reports submitted to the General Conference (i) Scale of contributions of Member States for 1950 (ii) Administration of the Revolving Fund The Board took note of these documents (document 4C/ADM/3) (document 4C/ADM/5) (17 EX/SR 6) (iii) (iv) Amendments to the Financial Regulations (documents 17 EX/18; 4C/ADM/6) The Board approved the text of a statement on this question proposed by the Finance Committee (see 4C/ADM/6 addendum) (17 EX/SR 6) Reappropriation of certain categories of miscellaneous revenue (document 4C/ADM/l2 rev.) The Board recommended to the Conference the draft resolution proposed in this document. (17 EX/SR 6) 13 (c) Arrangements for the appointment of auditors and regulations governing audit (document 17 EX/25) The Board agreed to inform the General Conference that it considers that the Audit Regulations approved by the Economic and Social Council should be annexed to Unesco's Financial Regulation and that it sees no objection to the appointment of auditors by the General Conference as envisaged in the Australian proposed amendment of Financial Regulation 21 (see document 4C/ADM/13). (17 EX/SR 10) 13 (f) Proposed amendment to Financial Rule 15 (document 17 EX/19) The amendment was approved. 13 (g) Travel allowance rules for members of the Executive Board (document 17 EX/23) Consideration of the revised draft prepared by the Finance Committee was deferred to the next session (document 17 EX/23 rev.) (17 EX/SR 6, SR 10) Item 14 - REPORT OF THE ARBITRAL TRIBUNAL ( document 17 EX/30) The Executive Board took note of the report and transmitted it to the General Conference (see document 4C/PRO/4) (17 EX/SR 3) Item 15 - OTHER QUESTIONS

14 17 EX/Decisions - page 14 "THE EXECUTIVE BOARD, CONSIDERING the report on the Preparatory Meeting held in Rome on 26 and 27 July 1949 on the maintenance and expansion of the Library of the former Institute of Agriculture (IIA), Rome; RECOGNIZING the importance of the Library for agricultura1 research but aware that Unesco cannot further contribute from its limited budget to the upkeep of the Library which is the property of FAO; APPROVING the idea of the formation (preferably by FAO, and failing that, through co-operation among governments, the United Nations and its Specialized Agencies and other interested organizations) of an Centre for Agricultural Research bearing the name of David Lubin and having the Library of the former IIA as its nucleus; TRANSMITS the report of the Preparatory Meeting to the Fourth Session of the General Conference; and RECOMMENDS that Unesco maintain close collaboration with FAO for the possible formation of an Centre for Agricultural Research in Rome with the Library of the former IIA as its nucleus, by retaining its membership in the Joint Committee (if this should continue to function) and by extending al1 facilities within its means, to the exclusion of any further financia1 assistance." (17 EX/SR 4) 15 (c) Alta project in Norway Having heard a statement by Professor Sommerfelt, the Board adopted the following resolution : "THE EXECUTIVE BOARD, HAVING BEEN INFORMED of the Alta project in North Norway; EXPRESSES ITS SYMPATHY for the efforts of the Norwegian Committee and its best wíshes for the success of its appeal; and INSTRUCTS the Director-General to inform National Commissions of the project and to assist them in any steps they may decide to take in the matter". (17 EX/SR 3)

15 17 EX/Decisions - page (d) Appointment of Honorary Counsellors to Unesco The following resolutions were adopted: "THEEXECUTIVE BOARD, DESIRING to pay tribute to the distinguished services rendered to the Organization by Dr. Joseph NEEDHAM, F.R.S., in his capacity as the first Head of the Department of Natural Sciences, DECIDES to confer upon him Unesco." the title of Honorary Counsellor to "THE EXECUTIVE BOARD, DESIRING to pay tribute to the distinguished services rendered to the Organization by Dr. Julian HUXLEY, F.R.S., in his capacity as its first Director-General, DECIDES to confer upon him the title of Honorary Counsellor to Unesco." (17 EX/SR 3) 15 (e) Tribute to retiring members The Executive Board decided to express to M. Resat Nuri Guntekin and to Dr. George D. Stodderd its deep appreciation of their valuable contributions to the Board's work during their term of office. (17 EX/SR 9)
