OPENING OF THE SESSION ADOPTION OF THE AGENDA - - The Executive Board adopted the agenda reproduced in the present report. 2.1 Resignation and replacement of a member of the Executive Board - - _ - The Executive Board accepted the resignation of Dr. Momtazuddin Ahmed (Pakistan) and, under paragraph 4 of Article V of Unesco s Constitution,

3 49 EX/Decisions - page 3 appointed Dr. Itrat Husain Zuberi, Educational Adviser, Ministry of Education, Karachi, to replace him until the end of his term of office. ITEM 3. APPROVAL OF THE MINUTES OF THE 48th SESSION Subject to a correction in paragraph 5.6 of the summary record of the nineteenth meeting, the minutes of the 48th session were approved. ITEM 4. EXECUTION OF THE PROGRAMME 4.1 Report by the Director-General on the activities of the Organization from 1 January to 30 June 1957 (document 49 EX/2) Having proceeded to a detailed examination of the Report by the Director- General on the activities of the Organization (49 EX/2), Takes note of this document with satisfaction. (49 EX/SR. 7,8,9,10,11,12,13,14,15,16,29) 4.2 Report by the Director-General on Unesco s participation in the Expanded Programme of Technical Assistance (document 49 EX/3 and Corrigendum) Having considered the report on Unesco s participation in the Expanded Programme of Technical Assistance for the period from 1 January to 30 June 1957 (document 49 EX/3), Notes the information contained in that report. (49 EX/SR. 1,2,29) 4.3 Allocation of charges for administrative and operational service costs, incurred for the Expanded Programme of Technical Assistance, between the Regular and Technical Assistance budgets (document 49 EX/5) Having considered the report of the Administrative Commission (document 49 EX/37), Having examined the problem of the allocation of charges for administrative and operational service costs, incurred for the Expanded Programme of Technical Assistance, between the Regular and Technical Assistance budgets (document 49 EX/5), Noting with satisfaction the contribution which the Technical Assistance programme is making to the realization of the objectives of the Organization, Believing that the Technical Assistance programme has become a long-term continuing feature of the United Nations system and as such will continue on an expanding basis in the future,

4 49 EX/Decisions page 4 Recalling previous directives to the effect that the increasing integration of the Technical Assistance programme within the regular programme is the most effective means of achieving efficiency and economy for both programmes, Expresses the view that a long-term solution of this problem should take account of the continuing and expanding nature of the Technical Assistance programme and the growing integration of the two programmes, Requests the Director-General to bear in mind the following considerations in the discussion of the problem of distribution of costs in the organs of the United Nations : (a) The costs of operating the Technical Assistance programme should be equitably shared between the regular and Technical Assistance programmes; (b) The regular programme should continue to make its present contribution to the operation of the Technical Assistance programme; (c) The Technical Assistance Committee should be invited to decide on a contribution from Technical Assistance funds to meet these costs, in the form of a percentage decreasing as the Technical Assistance programme level increases; Decides to defer to its 50th session when it will examine the Proposed Pro- - gramme and Budget for , consideration of any possible increased contribution to the operation of the Technical Assistance programme from the regular budget in , Invites the Director-General to report on further developments to the 50th session of the Board. (49 EX/SR. 20,29) 4.4 Report on the implementation of the programme of Participation in the activities of Member States (document 49 EX/4) Having considered the report on the implementation of the programme of Participation in the activities of Member States, for the period from 1 January to 30 June 1957 (document 49 EX/3), Notes the information contained in that report, and Invites the Director-General to study the suggestions made by members of the Board with regard to the implementation of that programme. (49 EX/SR. 2,3,29) 4.5 Modifications to the work plans (documents 49 EX/6 and Addenda I-V) Approves the modifications to the work plans proposed by the Director-General in documents 49 EX/6 and Addenda I, II, III and IV, together with the proposals in Section II of document 49 EX/22 Add. I concerning transfers from the 1957 to the 1958 budget,

5 49 EX/Decisions - page 5 Authorizes the Director-General to continue to publish Unesco House News until 15 May 1958, on the basis of the decision adopted by the Executive Board at its 48th session (48 EX/Decisions, 4.7. paragraph ll), and Decides to consider at its 50th session, in conjunction with the Proposed Programme and Budget for , the proposals which the Director-General will submit to it on the subject of Unesco s periodicals in general. (49 EX/SR. 28,29) 4.6 Proposed amendments to the statutes of the Advisory Committee on the extension of primary education in Latin America (document 49 EX/7) Having regard to the decision which it adopted at its 47th session (47 EX/Decisions 6. 1), Having considered the proposals submitted to it by the Director-General in document 49 EX/7, Decides to amend, as follows, the text of the statutes of the Advisory Committee on the Extension of Primary Education in Latin America, adopted by the Board at its 46th session (46 EX/Decisions - Annex): Article I (new text) Under the Major Project on the Extension of Primary Education in Latin America, an Advisory Committee is hereby established to serve for the duration of the Project. Article III (new text) The Advisory Committee shall be composed of twelve members appointed by as many American Member States. taking into account the advisability of ensuring consecutively and by way of rotation the full participation of all American Member States in the work of the Committee, shall, after considering the proposals made to it for that purpose by the Advisory Committee, elect every two years the Member States entitled to designate a representative to the Advisory Committee. This representative, who alone shall have the right to vote, may be assisted by one or more experts selected mainly from amongst members of national organizations of teachers. The terms of office of the twelve American Member States chosen by the Executive Board at its 46th session shall expire on 31 December (The other paragraphs of this Article remain unchanged.) Article IV (new text) Unesco shall pay the travel and subsistence expenses of the members of the Committee. (Articles II, V and VI are unchanged. Article VII is deleted.) (49 EX/SR. 6,29)

6 49 EX/Decisions - page Invitations to the XXIst International Conference on Public Education (document 49 EX/8 and Addendum) Having considered the recommendations of the Unesco-IBE Joint Committee regarding the list of invitations to the XXIst International Conference on Public Education (document 49 EX/8 and Addendum), Approves the dispatch of invitations to the States, Associate Members and international organizations listed in paragraph 1 of the Addendum to document 49 EX/8, Decides to adjourn all discussion on the subject of the dispatch of an invitation to the People s Republic of China. (49 EX/SR. 16,29) 4. 8 Report by the Director-General on the results of the negotiations for the establishment of the International Computation Centre (document 49 EX/9) Having considered the report of the Director-General on the result of the negotiations for the establishment of the International Computation Centre (document 49 EX/9), Notes, with satisfaction, the contract concluded for that purpose between Unesco and the Istituto Nazionale Italiano di Alta Matematica. (49 EX/SR. 8,29) 4.9 Inauguration of Unesco s permanent headquarters (document 49 EX/38) Having considered document 49 EX/38, Expresses its satisfaction concerning the programme of events planned in connexion with the inauguration of Unesco s permanent headquarters, as presented to it by the Director-General in document 49 EX/38, Thanks the French authorities and especially the French National Commission for the important part they are playing in formulating and executing this programme; and Invites the Director-General, in the light of the discussion which has taken place in the Board on this item: (1) To take the necessary steps for implementation of the proposals set forth in document 49 EX/38, and especially in paragraph 7; (2) To submit proposals to the Board, at its 50th session, for transfers designed to cover the expenditure involved by Unesco s contribution to the events in question. GENERAL CONFERENCE 5.1 Report of the working party established to study methods for the preparation of the Proposed Programme and Budget for and the organization of the work of the tenth session of the General Conference (document 49 EX/l0) Expresses its gratitude to the working party and its chairman for their work and for the report presented to the Board in document 49 EX/l0, Approves that report with the exception of the points reserved for further consideration, and Requests the Director-General to prepare, on the basis of that report, the plan for the organisation of the work of the tenth session of the General Conference, for consideration by the Board at its 50th session. (49 EX/SR. 26,27,29) 5.2 Reports of Member States to the tenth session of the General Conference (document 49 EX/12) Having considered document 49 EX/12, Decides : (1) (2) (3) (4) (5) That reports of Member States should be sent in by Member States to the Secretariat by 31 March 1958 at the latest (paragraph 12), That these reports should cover the years (paragraph 13), That statements on activities concerning international regulations should be contained in a separate chapter (paragraph 7), That these reports should be presented in relation to the proposed programme for the years (paragraph l0), and That the assessment report called for by the General Conference should be contained in a general introduction, to be published separately (paragraphs 14-15). (49 EX/SR. 28,29) 5.3 Draft amendment to the Constitution - Two-thirds majority required for the adoption of certain decisions by the General Conference (document 49 EX/36) Having examined the report of the Administrative Commission (document 49 EX/37), Expresses its agreement with the texts of the draft amendments to the Constitution, the Rules of Procedure of the General Conference and the Financial Regulations set forth hereunder,

8 49 EX/Decisions - page 8 Instructs the Director-General to communicate these texts to Member States within the prescribed time-limits, so that they may be submitted for consideration by the General Conference at its tenth session. Draft amendment to Article IV, paragraph 8(a) of the Constitution Replace the present text by the following: C. Voting 8(a) Each Member State shall have one vote in the General Conference. Decisions shall be made by a simple majority except in cases in which a two-thirds majority is required by the provisions of this Constitution or of the Rules of Procedure of the General Conference. A majority shall be a majority of the members present and voting. Draft amendment to Rule 81 of the Rules of Procedure of the General Conference Replace the present text by the following: Rule 81. Two-thirds majority (Const. IV. C. 8) 1. A two-thirds majority of the members present and voting is required by the provisions of the Constitution in the following cases: (a) (b) (c) (d) Admission of new Member States which are not members of the United Nations, on the recommendation of the Executive Board (Article II, 2); Admission of associate members (Article II, 3); Adoption of international conventions submitted for ratification by Member States (Article IV,4); Admission of observers of non-governmental or semi-governmental organizations referred to in Rule 7 of the present Rules of Procedure (Article IV, 13); (e) Amendments to the Constitution (Article XIII, 1); (f) Adoption of regulations governing the procedure for amendments to the Constitution (Article XIII, 2); 2. A two-thirds majority is also required in the following cases: (a) (b) (c) (d) A change of the seat of the Organization; A change in the regulations governing the procedure for amendments to the Constitution and application of Rule 106 of the present Rules of Procedure; Adoption by the Legal Committee of decisions on any questions relating to the interpretation of the Constitution and the Rules of Procedure, in accordance with the provisions of Rule 33 of the resent Rules of Procedure; Approval of the inclusion of new items in the agenda, in accordance with Rule 14, paragraph 2 of the present Rules of Procedure;

9 49 EX/Decisions - page 9 (e) Approval of the agenda of an extraordinary session, in accordance with Rule 18 of the present Rules of Procedure; (f) Suspension of a Rule of Procedure, in accordance with Rule 108 of the said Rules of Procedure; (k) (h) Suspension of an article of the Financial Regulations, in accordance with Article 14.3 of the said Regulations; Suspension of an article of the Rules of Procedure concerning recommendations to Member States and international conventions covered by the terms of Article IV, paragraph 4, of the Constitution, in accordance with Article 20 of the said Rules of Procedure. Draft amendment to Article 14 of the Financial Regulations Add to Article 14, General Provisions, a new provision, as follows: 14.3 No article or articles of the present Regulations may be suspended except by decision of the General Conference, taken by a two-thirds majority. The duration of such suspension shall be specified by the General Conference. (49 EX/SR. 20,29) ITEM 6. GENERAL POLICY 6. 1 Policy as regards consultations with National Commissions (document 49 EX/13 and Addendum) Taking note, with satisfaction, of the document submitted to it by the Director- General on the subject of policy as regards consultations with National Commissions, Noting that this analysis of the problems arising in this field by reason of the differences in the structure and functions of the various National Commissions has enabled the Board to discuss this important question thoroughly, Decides to pursue its study of this matter at its 50th session, with a view to reporting the results of such study to the General Conference at its tenth session, Invites the Director-General to submit to the Board at its 50th session, a document containing the fresh information expected to be forthcoming as a result of the inquiries made of National Commissions, together with suggestions arising out of the discussion held during the current session, so as to enable the Board to frame the conclusions which it is to submit to the General Conference as a result of the study carried out in pursuance of resolution 16 adopted by the General Conference at its ninth session. (49 EX/SR. 3,4,5,29) 6.2 Policy as regards the composition and functions of advisory committees (document 49 EX/14) Having noted document 49 EX/14 entitled Policy as regards the composition and functions of advisory committees: functions and activities of advisory committees, and the supplementary information provided by the Secretariat on this subject,

10 49 EX/Decisions - page 10 Decides to approve the conclusions set forth in paragraph 21 of that document, Invites the Director-General, when he gives effect to these conclusions, to bear in mind the views expressed by the members of the Executive Board during the discussion of this question. (49 EX/SR. 21,29) ITEM 7. EXTERNAL RELATIONS 7.1 Relations with the United Nations and the Specialized Agencies Recent decisions of the United Nations and the Specialized Agencies of interest to Unesco (document 49 EX/15 and Addendum) Having reviewed the recent decisions of the United Nations and the Specialized Agencies of interest to Unesco (document 49 EX/15 and Addendum), and the additional information on this subject given by the Secretariat, 1. Expresses its satisfaction at the increased collaboration between Unesco and the United Nations and the other Specialized Agencies. 2. Notes with approval the measures taken or envisaged by the Director- General for carrying out the implications for Unesco of the above-mentioned decisions. 3. Authorizes the Director-General, in consultation with the Chairman of the External Relations Commission: (a) To co-operate with the Director-General of the International Labour Organisation in the preparation of forms of the reports required from the Member States of IL0 on the implementation of the convention and recommendations adopted in 1957 concerning the protection and integration of indigenous and other tribal and semi-tribal populations in independent countries; and (b) To report to the Executive Board at a future date, as appropriate, on the subsequent measures which may be necessary in connexion with the execution of these international instruments. (49 EX/SR. 22,29) Co-ordination between the United Nations and the Specialized Agencies with a view to concerted action in the economic and social fields and in the field of human rights (document 49 EX/16 and Addendum) In view of resolution 665 A adopted by the Economic and Social Council at its twenty-fourth session, Having noted with satisfaction the report presented by the Director-General in document 49 EX/16 and Addendum,

11 49 EX/Decisions - page Reaffirms the attitude it adopted at its 48th session (48 EX/Decisions, item 8.1) regarding: (a) (b) The criteria to be applied for selecting the specific fields of activity requiring concerted action by several organizations; The procedures and methods for co-operation between international organizations in formulating and executing plans of concerted action in those fields. 2. Confirms that it is prepared to study the conditions for Unesco s participation in a plan of concerted action in the five fields of activity mentioned in the preliminary list given in paragraph 1 of document 49 EX/16 Addendum; 3. Requests the Director-General to draw the attention of the Administrative Committee on Co-ordination to the suggestions made by members of the Executive Board concerning other subjects on which concerted action might be organized; 4. Declares its readiness, within the limits of the Organization s field of competence and with due regard to the priorities assigned to its activities: (a) (b) To take part in the elaboration and execution of all concerted action programmes which the United Nations and the Specialized Agencies may be required to undertake; To take account, in examining the proposed programme submitted by the Director-General to the General Conference, of observations made by the United Nations and the Specialized Agencies, so as to facilitate their participation in joint undertakings. 5. Considers that, before any final decision is taken on programmes whose execution involves substantial participation by Unesco, the Executive Board should have an opportunity of expressing its views on the possible nature of such participation and the conditions for ensuring maximum efficiency; 6. Authorizes the Director-General to bring this resolution to the attention of the Administrative Committee on Co-ordination and the Economic and Social Council; 7. Requests the Director-General to present a progress report on this question to the Executive Board at its 51st session. (49 EX/SR. 22,25,29) Appraisal of Unesco s programmes for the Economic and Social Council (document 49 EX/18 and Addendum) Having considered resolution 665 C adopted by the Economic and Social Council at its 24th session, Having examined the report submitted by the Director-General in document 49 EX/18 and Addendum, 1. Decides that Unesco will fully co-operate in the implementation of the above-mentioned resolution by providing, in accordance with the spirit defined in paragraph 7 of document 49 EX/18,

12 49 EX/Decisions - page 12 (a) An appraisal of its main programmes, as reviewed in 1959; (b) A forecast of the scope, trend and cost of these programmes for the years And to this end, approves the time-table of work contained in paragraph 9 of document 49 EX/ Collaboration with the International Atomic Energy Agency (document 49 EX/33 and Addendum) Decides to establish a Committee, consisting of six members of the Executive Board to be appointed by the Chairman, * to be available to assist the Director-General in connexion with his negotiations for a relationship agreement with the lnternational Atomic Energy Agency, Invites the Director-General to negotiate with the International Atomic Energy Agency for a relationship agreement between Unesco and IAEA along the lines of paragraph 7 of document 49 EX/33, the agreement to be submitted upon its completion to the Board for review and approval. (49 EX/SR.19,21,23) * The following members were appointed to serve on this Committee: Professor P. de Berredo Carneiro (Brazil), Chairman, H.E. Mr. V.S. Kemenov (Union of Soviet Socialist Republics), H. E. Mr. A. Matsui (Japan), Professor J. Nielsen (Denmark), Dr. A.F. Spilhaus (United States of America) and Sir Ben Bowen Thomas (United Kingdom) International Conference on the Law of the Sea (document 49 EX/34 and Addendum) Having considered the Director-General s report on the convening, by the United Nations General Assembly, of an International Conference on the Law of the Sea (document 49 EX/34 and Addendum), Invites the Director-General: (a) To take the necessary steps to ensure that Unesco is represented at the international Conference on the Law of the Sea; (b) To forward to the Conference, by whatever means he deems appropriate, the communications received from the Secretary-General of the International Council of Scientific Unions. (49 EX/SR. 23,29) Participation in United Nations action against discrimination in the field of education (document 49 EX/17) Having considered the report of the Working Party on Human Rights, contained in document 49 EX/17 Addendum,

13 49 EX/Decisions - page 13 Expresses its gratitude to the Working Party for its valuable contribution, Decides to adopt the draft declaration contained in paragraph 2 of the document, * Requests the Working Party to meet again before the 50th session of the Executive Board, with a view to putting into final form comments by Unesco on the fundamental principles with regard to the prevention of discrimination, enunciated by the United Nations Sub-Commission at its ninth session, Invites the Director -General, (a) To prepare new draft comments on those fundamental principles and to communicate them to the members of the Executive Board, requesting them to furnish him with their views and suggestions with regard to those drafts; (b) To submit those draft comments to the Working Party, together with the views and suggestions of the members of the Board; (c) To transmit to the Secretary-General of the United Nations, for the Commission on Human Rights, the text of the declaration adopted by the Executive Board, together with the comments put into final form by the Working Party. Considering Article 48 of the Directives concerning Unesco's relations with international non-governmental organizations, Takes note of the authorization given by the Director-General to the International Social Science Council regarding the utilization of the subvention granted for 1957, as set forth in document 49 EX/30. (49 EX/SR. 23,29) ITEM 8 ADMINISTRATIVE AND FINANCIAL QUESTIONS 8.1 Report of the Administrative Commission (documents 49 EX/37 and Addenda I and II) The Administrative Commission considered the following items of the agenda: 4.3, 5.3, 8.2, 8.3, 8.4, 8.5, 8.6, 8.7, 8.8, 8.9, 8.10, 8.ll and 8.12 and also, under item 4.5, the question of new posts in the Secretariat. It submitted to the Board the reports contained in documents 49 EX/37, 49 EX/37 Add. I and 49 EX/37 Add.II. The decisions adopted by the Board when it discussed the Commission s reports appear under each of the items listed above. 8.2 Proposed transfers within the budget (document 49 EX/22, Addendum I) After having examined document 49 EX/22, Addendum I - Proposed transfers within the budget: I (a) Approves the transfers between appropriation lines within the annual budgets of 1957 and 1958 respectively, as indicated in the tables (paragraphs 3 and 4 of Section I); (b) Authorizes the Director-General to make such transfers as are necessary from the net reserve to the respective appropriation lines, to meet the increases in salaries and allowances of staff in the General Service category at Headquarters, in accordance with the decision of the Executive Board (paragraphs 8 and 9);

17 49 EX/Decisions - page 17 (c) Authorizes the Director-General to utilize the net reserve in accordance with the priorities established by the Executive Board (document 49 EX/37, paragraph 34), and to make the necessary transfers to the respective appropriation lines. II (d) Authorizes the Director-General to transfer (carry over) funds from the 1957 to the 1958 budget, as outlined in Section II, paragraph 10 (see paragraph 5 below); (e) Authorizes the Director-General to obligate in 1957 any funds requested for carry over to 1958, should this prove desirable; (f) (g) Authorizes the Director-General to utilize during 1958 any savings from the liquidation of the 1957 obligations for carrying out the programme; Authorizes the Director-General to use any surplus unforeseen at present, which may develop by the end of 1957 to meet the additional expenses for resulting from the application of the new salary and allowance system for staff in the Director and Principal Officer and Professional categories, and make the necessary transfers therefor, reporting thereon to the Board at its 50th session. 18 49 EX/Decisions - page 18 V (k) Authorizes the Director-General to make the necessary transfers towards the end of 1957 to adjust the surpluses and deficits between the various appropriation lines in the 1957 budget, in accordance with the terms of Appropriation Resolution SC/Resolution 15, paragraph (h), (see para. 21 of document 49 EX/22, Add.I). (49 EX/SR. 25) 8.3 Consequences for Unesco of the financial measures adopted by the French Government on 10 August 1957 (document 49 EX/23) Having considered the report of the Administrative Commission (document 49 EX/37), (1) Takes note, with approval, of document 49 EX/23, with the exception of paragraph 26 (and subject to the decision to be taken with regard to paragraph 13, under item 8.4 of the agenda); (2) Approves the proposal to cover the net book loss of $112,772 by the savings made in ; (3) Approves the allocation of a sum of $24,800 to cover the increase in the non-resident s allowance paid to semi-local staff; (4) Approves the Director-General s proposals (paragraph 24) whereby deficits due primarily to the increase of prices should be covered by budgetary savings; (5) Approves the Director-General s proposals (paragraph 25) for covering the deficits due primarily to expansion of activities and the establishment of new posts; (6) Agrees to the Director-General s proposal that any balance available after the operations detailed in the foregoing paragraphs should be used to cover the following items of expenditure, in the order indicated: (a) (b) Any increase to the salaries of staff in the General Service category already approved by the Board, and any increase approved subsequently; Any increase of the post adjustment for employment at Headquarters which may be approved by the Executive Board for 1957 and 1958; (c) Reimbursement to the Working Capital Fund of the sum of $200,000 advanced for the emergency educational assistance to children and young people who were victims of recent events in Hungary and Egypt; (d) Restoration to the programme of the activities which, in order to balance the budget, were deleted or postponed to 1959, on the basis of proposals to be submitted by the Director- General to the Executive Board. (7) Approves maintenance of the present annual subscription price of the Courier, namely 500 F. francs, 10/- sterling and US $3 and, in the event of any future alteration in the rates of exchange, interprets the increase

19 48 EX/Decisions - page 19 authorized in resolution 8.11 as representing 25% of the US dollar equivalent in December 1956, of the price in French francs and sterling - the price in US dollars to remain unchanged ($3). (49 EX/SR. 20,29) 8.4 Salaries, allowances and related benefits (49 EX/24 and Addenda) I Salaries and allowances for staff in the Professional category and above Having examined documents 49 EX/24, 49 EX/24 Addendum I and 49 EX/37 Addendum I, Approves the Director-General s proposal that Paris be placed in class 2 for the purpose of post adjustment with effect from the payroll for September 1957 as an interim measure pending examination, at the 50th session of the Board, of the results of the survey of comparative living costs in Paris and Geneva to be conducted by the ILO, Authorizes the Director-General, as a further interim measure, to place Paris in class 3 with effect from the payroll following the month in which the Unesco Special Index converted in the manner indicated in 49 EX/24 reaches 110, Requests the Director-General to report to the Board at its 50th session on developments in the situation and in particular on the results of the survey to be conducted by the ILO. II Salaries and allowances for staff in the General Service category at headquarters The Executive Board, (a) (b) Having examined the problem of adjusting local salaries in the light of the increase in the cost of living in Paris and a possible rise of 5% or more in best prevailing rates (documents 49 EX/24 Add. II and Annex D); Noting the provisions of resolution 31 of the ninth session of the General Conference; (c) Approves the Director-General s proposals in paragraph 11 of document 49 EX/24 Add.II, it being understood that they will result in a uniform margin of 5% between the salaries of grades B to G inclusive, and best prevailing rates in the Paris area, as follows: Grade Percentage adjustment Percentage margin Nil

20 49 EX/Decisions - page 20 (d) (e) Authorizes the Director-General to grant a special temporary nonpensionable cost of living adjustment of 5% of base salary, effective 1 November 1957, to be reviewed by the Executive Board at its 50th session in relation to the best prevailing rates at this time; Requests the Director-General to report to the 50th session of the Board on action taken by him under paragraphs (c) and (d) above and on any further developments affecting local salaries. Having considered the Director-General s proposals for an increase in certain allowances payable to staff in the General Service category at headquarters (documents 49 EX/24 and 49 EX/24 Add.II), (f) Authorizes the Director-General to align the rates of family allowances for General Service staff at headquarters on the rates paid by other international organizations in Paris, (g) Approves payment of a family allowance at the rate of Frs. 150,000 per annum with respect to the first dependent child of a staff member in the General Service category with no spouse, (h) (i) Approves an increase in the amount of non-resident s allowance payable to semi-local staff in the General Service category from Frs. 255,000 to Frs. 300,000 per annum for staff without dependents and from Frs. 345,000 to Frs. 420,000 per annum for staff with dependents effective the August 1957 payroll, Requests the Director-General to review, in consultations with the United Nations and the Specialized Agencies, the present system for the establishment and revision of local salaries and allowances and to report to a later session of the Board, before the tenth session of the General Conference. III Definition of dependency Notes the new definition of dependency established by the Director-General in consultation with the Executive heads of the United Nations and Specialized Agencies as an element of the common system of salaries, allowances and related benefits (paragraphs of document 49 EX/24). (49 EX/SR.24,25,27,29) 8.5 Study of the cost of and income derived from selected Unesco publications (document 49 EX/25) Considering the resolution adopted at its 45th session (45 EX/Decisions 10.2), Having examined the report of the Administrative Commission (document 49 EX/37), Takes note with satisfaction of the study presented by the Director-General in document 49 EX/25.
