4 64 EX/Decisions - page 4 ITEM 5. COMMITTEE ON DEPENDENT TERRITORIES The Executive Board Decides to establish a Committee on Dependent Territories with the following membership: H. E. Mr. Amadou Hampaté Ba (Mali) Mr. Samuel J. Cookey (Nigeria) H. E. Dr. Atilio Dell Oro Maini (Argentina) H.E. Mr. Mohammed El Fasi (Morocco) H. E. Mr. Gian Franco Pompei (Italy) H. E. Dr. Albert Rakoto- Ratsimamanga (Madagascar) Mr. S. M. Sharif (Pakistan) Dame Mary Smieton (United Kingdom) to consider the draft comments to be forwarded to the Trusteeship Council as well as certain studies relating to non-self-governing territories, to be undertaken at the request of the Secretary-General of the United Nations; Decides, further, that the Committee on Dependent Territories will meet on 20 and 21 February (64 EX/SR. 2) ITEM 6. PUBLICATIONS COMMITTEE The Executive Board, Bearing in mind the recommendations adopted at its 63rd session (63 EX/Decisions, 13) and the resolution on publications adopted by the General Conference at its twelfth session on the report of its Programme Commission (document 12 C/44, Part B, paragraph 31), Decides to establish a Publications Committee with the following membership: Mr. Julien Cain (France) Dr. Hilding Eek (Sweden) H. E. Mr. Mohammed El Fasi (Morocco) H.E. Mr. William A. Eteki-Mboumoua (Cameroun) Mrs. Indira Gandhi (India) H.E. Mr. Mariano Picbn Salas (Venezuela) Dr. George N. Shuster (United States of America) Professor Otto von Simson (Federal Republic of Germany) Professor Norair M. Sissakian (Union of Soviet Socialist Republics) Dame Mary Smieton (United Kingdom) to prepare general directives concerning, in particular, questions of substance relating to Unesco publications, to be submitted to the General Conference for adoption at its thirteenth session; Notes the Director-General s intention to prepare, in order to assist the work of the committee, a tentative classification of the different types of Unesco publications from the standpoint both of their content and of the public for which they are intended, as well as data on the extent to which they have effectively reached that readership; Decides further, that the Publications Committee will meet at Unesco Headquarters from Monday 22 to Friday 26 April (64 EX/SR.2, 3, 4)

NOMINATION OF MEMBERS OF THE EXECUTIVE BOARD TO SIT ON THE JOINT UNESCO-IBE COMMITTEE The Executive Board decided to appoint the following members to represent Unesco on the Joint Unesco-International Bureau of Education Committee for : Titular members: Alternates : Mr. Julien Cain (France) Professor Ottilia A. de Tejeira (Panama) Professor Bedrettin Tuncel (Turkey) H. INVITATIONS TO THE XXVI INTERNATIONAL CONFERENCE ON PUBLIC EDUCATION (document 64 EX/2) The Executive Board Approves the list of invitations contained in document 64 EX/2 as amended; Authorizes the Director-General to invite, in consultation with the IBE, any States that may become members of the Organization prior to the XXVI International Conference on Public Education (64 EX/SR.3, 4) ITEM 9. PROPOSED SUBVENTIONS TO CERTAIN INTERNATIONAL NON-GOVERNMENTAL ORGANIZATIONS FOR 1963 (document 64 EX/3) The Executive Board Approves the proposed subventions to certain international non-governmental organizations for 1963 as contained in document 64 EX/3. (64 EX/SR.4) ITEM 10. DRAFT STATUTES OF THE REGIONAL CO-ORDINATING COMMITTEE FOR THE READING MATERIALS PROJECT (document 64 EX/4) The Executive Board, Having examined document 64 EX/4, Approves the Statutes of the Regional Co-ordinating Committee for the Reading Materials Project, as amended during the discussion. (Note: The approved Statutes are reproduced in Annex I to this document. ) (64 EX/SR.4) ITEM 11. PROPOSAL TO MODIFY THE STATUTES OF THE ADVISORY COMMITTEE ON MUTUAL APPRECIATION OF EASTERN AND WESTERN CULTURAL VALUES (document 64 EX/5) The Executive Board, Having examined document 64 EX/5, Approves the proposal to modify the Statutes of the Advisory Committee on Mutual Appreciation of Eastern and Western Cultural Values, as contained in document 64 EX/5. (Note: The approved Statutes are reproduced in Annex II to this document. ) (64 EX/SR.41

6 64 EX/Decisions - page 6 ITEM 12. DATES OF THE 65th SESSION OF THE EXECUTIVE BOARD The Executive Board Decides to hold its 65th session from Monday, 29 April to Friday, 17 May (64 EX/SR.4) ITEM 13. TRANSFERS WITHIN THE BUDGET FOR (document 64 EX/6) The Executive Board, I Noting the resolution of the twelfth session of the General Conference on the final settlement of claims relating to the Headquarters construction, Noting that the Director-General has been able to negotiate a settlement of the last outstanding claim for an amount of $83,590, Notingthat the balance remaining on the Headquarters construction account amounts to $20,864, Authorizes the Director-General to make transfers in an amount not exceeding $63,000 to Part IV of the budget, from savings, at the end of the year, to meet this expenditure and to report on this to the Executive Board along with end of the year adjustments to the various appropriation lines for the budget for ; II Having regard to paragraph (i) of the Appropriation Resolution adopted by the General Conference at its eleventh session, Authorizes the Director-General to accept a contribution of $2,000 from the Food and Agriculture Organization of the United Nations towards the cost of a Symposium on Pulp and Paper Research and Technology in the Middle East and North Africa, to be organized by the Unesco Science Co-operationoffice in Cairo from 10 to 14 December (64 EX/SR.4) ITEM 14. CONSULTATIONS ON APPOINTMENTS TO SENIOR POSTS IN THE SECRETARIAT The Director-General consulted the Executive Board, in private meeting, regarding his present ideas on the reorganization of the Office of the Director-General, as a preliminary step in view of the measures incumbent upon him in order to be in a position to hold detailed consultations on this subject at the 65th session. ITEM 15. STUDY OF UNESCO S SECRETARIAT, PERSONNEL PRACTICES, METHODS OF OPERATION AND MANAGEMENT This item was deleted from the agenda. ITEM 16. AMENDMENTS TO THE RULES OF PROCEDURE OF THE EXECUTIVE BOARD The Executive Board, Having considered the proposal made by one of its members,

7 64 EX/Decisions - page 7 Decides to modify Rules 12 (l), 14 (2) and 15 of its Rules of Procedure, as follows : 12. Election of Chairman and Vice-Chairmen (1) At the opening of the session of the Board following each ordinary session of the General Conference, the Board shall elect, from among its members, a Chairman and four Vice-Chairmen. The Chairman shall be elected by secret ballot, without previous nomination, and thereafter the four Vice-Chairmen shall be elected together in the same manner. (2) No change. 14. General powers of the Chairman (1) No change. (2) To assist him in the exercise of his functions the Chairman may convoke, in connexion with sessions of the Board and, in case of necessity, between sessions, the Vice-Chairmen and the Chairmen of the permanent commissions who shall constitute, with him, the Bureau of the Board. 15. Functions of Vice-Chairmen In the absence of the Chairman during a session, his functions shall be exercised in turn by the Vice-Chairmen. (64 EX/SR. 1)

8 64 EX/Decisions - page 8 Annex I ANNEX I STATUTES OF THE REGIONAL CO-ORDINATING COMMITTEE FOR THE READING MATERIALS PROJECT Article I In pursuance of resolutions and adopted by the General Conference at its twelfth session, a Regional Co-ordinating Committee for the Reading Materials Project in Asia is hereby established with effect from 1 January Article II At the request of the Director-General, the Regional Co-ordinating Committee shall advise him on questions relating to the development of the reading materials project and its implementation in the participating Member States, i. e. Afghanistan, Burma, Ceylon, India, Iran, Nepal, Pakistan and Thailand, and shall also study ways and means of co-ordinating the Unesco project and national programmes in the field of reading materials. Article III The Regional Co-ordinating Committee shall be composed of eight members consisting of the Permanent Secretaries of the Ministries of Education (or the ministries in charge of reading materials) of the Member States mentioned in Article II above, in their ex-officio capacity. Article IV The Director-General may invite other Member States, Associate Members of Unesco and appropriate governmental or non-governmental international organizations to send observers to sessions of the committee and to participate in its work without the right to vote. Article V The Regional Co-ordinating Committee shall function for the duration of the reading materials project. The Director-General will convene it at least once every two years, beginning in Article VI Should any member be unable to attend a meeting of the committee, he may, with the agreement of the Director-General, be replaced by a deputy. Article VII The committee will draw up its own Rules of Procedure ensuring that they do not contravene the provisions of these Statutes. The Rules of Procedure of the committee shall be subject to the approval of the Director-General. Article VIII The Permanent Secretary of the Ministry of Education (or the ministry in charge of reading materials) of the country where a meeting is held will in principle act as the Chairman of that particular meeting. Article IX The agenda of committee meetings shall be prepared by the Director-General. The Unesco Secretariat, with the collaboration of the host country, shall be responsible for the preparation and the organization of the meetings.

9 64 EX/Decisions - page 9 Annex I Article X The Director-General or his representative(s) will attend, without the right to vote, the meetings of the committee. Article XI Unesco shall pay the travel and per diem expenses of the members of the committee attending its meetings. Article XII Members of the committee may be attended at the meetings by technical advisers in the capacity of observers, provided that their governments take the responsibility for the payment of their expenses. Article XIII The Permanent Secretaries of the Ministries of Education (or the ministries in charge of reading materials) of any other countries added to the project area after the establishment of this committee shall, ipso facto, become members of this committee. Article XIV Changes in the Statutes shall be proposed by the committee to the Director-General, or by the Director-General himself. Before such changes become effective, they shall be approved by the Executive Board of Unesco.

10 64 EX/Decisions - page 10 Annex II ANNEX II STATUTES OF THE ADVISORY COMMITTEE ON MUTUAL APPRECIATION OF EASTERN AND WESTERN CULTURAL VALUES Article I In implementation of resolution 4.91, adopted by the General Conference at its tenth session, an advisory committee is hereby established to advise the Director-General on any questions concerning the preparation or execution of the Major Project on Mutual Appreciation of Eastern and Western Cultural Values. Article II The advisory committee shall be composed of fourteen members, appointed by the Director- General, who shall so far as possible be representative of the different Eastern and Western cultures and the principal disciplines and techniques to be enlisted for the carrying out of this project. The Director-General or his representative shall attend the meetings of the advisory committee and take part in its work, without the right to vote. Article III The advisory committee shall be convened by the Director-General and shall meet at least once in each two-year financial period. Article IV Appropriate international governmental or non-governmental organizations may be invited by the Director-General to send observers to the sessions of the committee. Article V Unesco shall pay the travel and subsistence expenses of the members of the committee, but not of observers. Article VI The secretariat of the advisory committee shall be provided by Unesco staff members designated by the Director-General. Article VII The committee s term of office shall expire on 31 December It may, however, be extended by decision of the Executive Board.
