Meeting was called to order by Board Chairman Victor Carrillo. Supervisors for Districts 1, 2, 3, 4 and 5 were present. Invocation and Pledge of Allegiance was led by Pastor Steve Messick, of the Christ Community Church, El Centro. 2. Approved the Agenda a. No Items pulled from Action Calendar b. No Items pulled from the Discussion Calendar. c. No Items pulled from the Consent Calendar. d. Emergency Items added please refer to Item #6 d. e. No Changes to Order of the Agenda Items. f. Approved the agenda as amended. 3. Approved the Consent Calendar as amended. 4. Approved the Official Proceedings for Tuesday, July 18, Board Member Reports/Announcements Supervisor Wally Leimgruber announced the dark days for the weeks of August 1 st and August 8 th ; also announced he would be attending the annual NACo Conference in Chicago, IL. Supervisor Gary Wyatt announced he would also be attending the NACo Conference; and recognized the County Fire Fighters for their efforts in helping with the various fires in San Diego County. Supervisor Victor Carrillo directed staff to prepare a report on percentage of health claims paid untimely by the County s health plan administrator; also asked that back-up documentation for the board meetings be made available to the public in a timely manner. ACTION CALENDAR AIRPORT 6. Approved the following actions relating to the awarding of the Runway Safety Area Project Phase II: a. Awarded the Runway Safety Area Project Phase II to the lowest bidder Granite Construction Co. b. Authorized the Director of Airports and Z & H Engineering to prepare the Notice to Proceed. c. Authorized the expenditure of funds out of AIP Grant #15, AIP Grant #16 and AIP Grant #18. d. Approved and authorized the Chairman to sign agreement with Z & H Engineering for design and construction management services. WORKFORCE INVESTMENT BOARD 7. Approved WIA Youth Service Contracts for period of July 1, 2006 through June 30, 2007, as per the amended budget in an amount not to exceed the amount budgeted for youth services. PURCHASING 8. Approved and awarded contract for Liquid Asphalt to Valero Marketing and Supply Company for the FY EXECUTIVE OFFICE 9. Approved the following actions relating to the creation of a General Services Administration under the direction of the County Executive Officer:

Begin implementation effective September. c. Approved personnel actions as identified. As amended as Items #7 & 8 to be brought back. Item #9 to become effective October 1, 2006 or sooner if two employees can be reallocated to acceptable positions. d. Directed that any ordinance changes required and be brought back for board approval. BUDGET FY Discussion/action regarding proposal to balance FY Budget: a. Presentations i. BOARD OF SUPERVISORS 1) Approved for immediate action to fund Solar Bee Project in the amount $18,000. 2) Approved for immediate action funding for the Salton Sea Authority Restoration Plan in the amount of $150,000 per year for the next two years and approved Resolution No ii. WORKFORCE INVESTMENT BOARD 1) Continue with a temporary budget for 90 days, the lower of WIB Proposed Budget or last years budget not to exceed 5.3 million and return in 90 days with recommendations for greater efficiency and effective measures. b. Approve the following Tentative Actions to amend the proposed budget for FY : PROBATION & CORRECTIONS i. Approved Memorandum of Agreement with County of San Diego Probation for OTS Grant ii. Approved Resolution No , authorizing Probation & Corrections to participate in OTS Grant. iii. Authorized the budget for the Probation-OTS Grant, Org Key as follows: 1) Credit Object Code , Contribution from other agency, $30,732. 2) Debit Object Code , Office Expense in the amount of $3,311 3) Debit Object Code , Overtime, $12,348. 4) Debit Object Code , Special Dept Expense-Training $2,500. 5) Debit Object Code , Equipment $12,573. c. Hearing Continued to Conduct a public hearing to consider an ordinance adding to the Codified Ordinances of the County of Imperial Chapter Requirements and Deferrals of Street Improvement. PLANNING & DEVELOPMENT SERVICES 23. Conducted a public hearing to consider submittal FY performance reports for the following CDBG grants. Upon conclusion of the public hearing the board approved submittal of the following reports: a. CDBG Colonia Allocation Grant #03-STBG-1860 performance report for FY b. CDBG Colonia Allocation Grant #05-STBG-1546 performance report for FY c. CDBG General Allocation Housing Rehabilitation Grant #04-STBG-1975 performance report for FY d. CONSENT CALENDAR BEHAVIORAL HEALTH 26. Approved contribution of $500 to the California Institute of Mental Health (CIMH) to support the 14 th Annual Cultural Competence and Mental Health Summit (CCMHS). 27. Approved and authorized the Director of Behavioral Health Services to sign agreement with Lexis Nexis for Skiptrace Report Services for LPS Conservatorship Investigations. 28. Approved and authorized the Director of Behavioral Health Services to sign contract # FY and notify the CEO of any future amendments (Originals to be filed with Clerk of the Board of Supervisors Office). 29. Approved and authorized the Chairman to sign Mental Health Specialized Services Agreement with Vista Knoll Specialized Care Center in the amount of $38,325. COUNTY CLERK/RECORDER/REGISTRAR OF VOTERS 30. Approved the following actions: a. Accepted resolutions for consolidation at the November 7, 2006 Gubernatorial General Election for the following district: Calexico Unified School, Central Union High School, Coachella Unified Valley Water, Heffernan Hospital, Pioneers Memorial Healthcare and Municipalities: City of Holtville and City of Imperial. b. Accepted resolution from the City of Holtville for consolidation of Measure S with the November 7, 2006 Gubernatorial General Election. c. Accepted resolution from the City of Holtville for consolidation of Measure T with the November 7, 2006 Gubernatorial General Election. d. Authorized the Clerk/Recorder/Registrar of Voters to conduct and canvass the election returns as requested by the above named districts. EXECUTIVE OFFICE 31. Approved Resolution No , a resolution levying special taxes within the County of Imperial Communities Facilities District No (McCabe Ranch). 32. Approved Resolution No , a resolution levying special taxes within the County of Imperial Communities Facilities District No (Los Alamos). 33. Approved and authorized the Chairman to sign deposit and reimbursement agreement between County of Imperial and D.H. Springs, LLC to establish Community Facilities District No (Sunbeam Lake Estates). FIRE PROTECTION SERVICES

Approved and authorized the Chairman to sign amendments to Fire Protection Agreements with Salton Community Services District, Salton Sea Beach Fire Department and Winterhaven Fire Department. HUMAN RESOURCES & RISK MANAGEMENT 36. Read title, waived second reading and adopted Ordinance No. 1408, an Ordinance Amending the Codified Ordinances of the County of Imperial to Increase the Compensation of the Offices of District Attorney and Auditor-Controller. 37. Read title, waived second reading and adopted Ordinance No. 1409, an Ordinance Amending the Codified Ordinances of the County of Imperial to Increase the Compensation of the Board of Supervisors. PROBATION & CORRECTIONS 38. Approved continuance of agreement with Centinela State Prison for use of weapons training facility for period of July 2006 through June PUBLIC HEALTH 39. Approved and authorized the Chairman to sign Standard Agreement # A02, for the Ryan White CARE Program. 40. Approved and authorized the sign agreement with Yong Tan MD, for Medical Director Services, not to exceed $7, Approved and authorized the Director of Public Health to sign MOU with Bernardo Ng, MD, dba Sun Valley Behavioral Medical Center. 42. Approved and authorized the Chairman to sign agreement with Progressus Physical Therapy to provide an occupational therapist for the CCS Medical Therapy Unit. 43. Approved and authorized the Chairman to sign amendment to Tuberculosis consultation services agreement with George R. Hancock, MD. 44. Approved and authorized the Director of Public Health to sign the agreement with University of California San Diego Purchase Order # (original to be filed with the Clerk of the Board of Supervisors Office). 45. Approved out of state travel for the Public Information Officer to attend the CDC/Emergency Communication System Embedment Project, Atlanta, GA on August th, SHERIFF-CORONER 46. Approved out of state travel for one Lieutenant to attend the FBI Academy in Quantico, VA. TREASURER-TAX COLLECTOR 47. Denied excess proceeds claims per attached list. 48.
