1 City of Lewiston, Minnesota City Council Meeting Minutes May 11, Call to Order Called to order at 7:00pm on May 11, 2016 by Mayor Dave Sommer. 2. Pledge of Allegiance 3. Roll Call Present (5): Mayor Dave Sommer, Council Member Sharon Trester, Council Member Michael Harrison, Council Member Dan Roberton, and Council Member Jeremy Kelly. Not Present (0): None. 4. Agenda- Changes and Additions Remove agenda item Motion to approve changes and additions to City Council Meeting for May 11, 2016 by Member Trester. Seconded by Member Roberton. Approved City Council Minutes- April 27, 2016 No objections to Council Meeting Minute April 27, Approved without changes by Mayor Sommer. 6. Accounts payable Motion by Member Trester to approve accounts payable as presented with the exclusion of check number (Winona Mechanical, Inc.). Seconded by Member Harrison. Approved Citizens Concerns No concerns were presented by citizens. 8. Fire Department- Fire Chief Tim Dahl 8.1- Application to Conduct Off-Site Gambling Resolution No Chief Dahl stated the application only needed a city signature of approval before it could be sent to the state. Motion to approve resolution no , Lewiston Volunteer Fire Company to conduct off-site gambling by Member Roberton. Seconded by Member Kelly. Approved Request to attend June 2016 Fire Department Association Annual Conference Requested approval for additional spending towards the conference in the amount of $2500 on top of the $300 deposit for lodging bringing the new total to $2800. This new total covers the cost of conference fee, mileage, lodging, and time-off pay. Expenses are

2 within Fire Department s training budget. Motion to approve training for two to attend Fire Department Associate Annual Conference not to exceed $2800 by Member Trester. Seconded by Member Roberton. Approved Police Report- Police Chief Scott Yeiter Chief Yeiter presented the Police Department s monthly report including coded incidences, the number of calls by day, and number of calls by hour. The Lewiston Police Department was the busiest on Fridays and Mondays. The officer shift schedules cover the peak hours of each day Request for Stop Sticks Request for Stop Sticks for two police vehicles. Stop sticks are a safety device designed to deflate the tires of a vehicle during a police pursuit. They have a cost of $450 per set plus $30 for shipping bringing the total request to $930. The stop sticks are a onetime use product but come with a five year replacement warranty. If the sticks are used they can be replaced for free. The sticks are also thrown across the road instead of dragged which reduces the risk to officers who would deploy them. The cost of the equipment is also within the Police Department s supply budget. Motion to approve the purchase of two Stop Sticks at a cost $900 plus $30 for shipping by Member Trester. Seconded by Member Roberton. Approved Ambulance Report- Ambulance Director Matt Essig Reported 13 calls for the month of April 2016 bringing the yearly total to 63 calls. 54% of calls have been during the day and 30% on the weekend. As of the afternoon prior to the meeting the total number of calls had increased to 71. A representative was at the Ambulance Board meeting on May 10, 2016 and demoed a new ambulance for the department. The Ambulance Department would like to discuss a new truck with a diesel chasee. Director Essig clarified the need for a new ambulance does not mean the department would need to purchase the same ambulance which was demoed. The EMR course is still being held every weekday at the High School and will conclude at the end of the school year. There are currently 11 students taking the course. There will be a future application from the Ambulance Department in the near future for City Council as an application had been submitted. Discussed formal safety training with Public Works Director Curt Benter regarding an aerial lift. A person to conduct the training would need to have experience and can achieve a certification on-line for $100. There is money in the safety training budget to cover the cost of training Resignation of Jeff Roberts Mr. Roberts is moving out of Lewiston and is asking to resign. His effective resignation date would be June 1, The Ambulance Board met on May 10, 2016 and accepted

3 Jeff Roberts resignation. Motion to approve the resignation of Jeff Roberts effective June 1 st by Member Roberton. Seconded by Member Kelly. Approved EMS Week Poster There is an open house on May 15 th to kick off EMS Week. There will be other ambulance services attending including Mayo 1 flying into Lewiston if the weather permits. Winona County will also be demonstrating their underwater robot in a drop tank for community viewing. 11. Additional Council Concern SEH letter dated April 27, 2016 Demand for Payment (Spreadsheet from staff) Mayor Sommer was surprised there was still billing from SEH after a he and Former Interim Deputy Clerk Larry Bartelson had talked with SEH about remaining billing following the termination of a contract with SEH. Member Trester wants a letter sent with payment to SEH expressing an invoice to describe all billing. She also expressed concern over the lack of clarity of what the expenses were regarding Safe Roads. Assistant City Engineer Bryan Holtz of Bolton & Menk explained a letter could be drafted demanding a more detailed expense report from SEH. Mayor Sommer expressed his desire for Interim City Clerk Travis Brierley to contact SEH and have SEH come to the next Council Meeting on May 25 th and have a letter drafted with the aid of Member Trester Request from Penny Wilson for abatement of late fees Approved removal from agenda under agenda bullet Information Only Award of Small Cities Development Program (SCDP) Grant Member Trester expressed her encouragement for the citizens of Lewiston to take advantage of the grant. Mayor Sommer will coordinate with SEMMCHRA with reaching out to citizens and notification Information Only Notice of pay Equity Compliance Mayor Sommer wants citizens to know we are in compliance Payment of City of Lewiston Property Taxes City will pay its property tax Tri-County Electric Cooperative Special Service Agreement Mr. Holtz explained it is an agreement to between the City of Lewiston and Tri-County Electric Cooperative to extend electrical power to Well #5. It is a standards agreement form and can be reimbursed through the Public Finance Authority (PFA) as an expense. Motion by Member Trester to approve Tri-County Special Service Agreement Dated May 5 th, 2016 account number for the amount of $3,400. Seconded by Member Harrison. Approved 5-0.

4 12. Heartland Days Tractor Pull Insurance - $400 Tractor pull insurance is to cover liability and injuries during the event. The city insurance covers Heartland Days but not the tractor pull. The cost of the insurance for the event is $400 through C.O. Brown Agency Inc. Motion to approve payment of $400 for the tractor pull by Member Kelly. Seconded by Member Roberton. Approved Block City Parking Lot Wednesday, June 22 at 6:00pm Blocking the city parking lot on Wednesday will allow for work to be done on Thursday for Friday events. Member Trester stated there were too few volunteers helping set-up for events thus more time is needed for the set-up. No motion needed Fences & Posts for Fest Area Delivery to area Thursday Morning Information only Picnic Tables & Tables/Chairs for Fest Area Delivery to area Thursday Morning Information only Move City Council Meeting from Wednesday June 22 nd to Tuesday June 21 st Council agreed to change the City Council Meeting time from Wednesday June 22 nd, 2016 to Monday June 20 th, 2016 at 6:00pm City or City Council Members Sponsor the Medallion Hunt - $100 In the past it has been the City or Council Members who have sponsored the Medallion Hunt. Winner of the Medallion Hunt gets Heartland Days Bucks. Motion made by Member Trester to have the City sponsor the Medallion Hunt for $100. Seconded by Member Kelly. Approved 5-0. Additional comments were made regarding the clearing of sand from the parking lot. The Lewiston Fire Department will use water to clean the parking lot. The City will pay the water usage cost. Additional comments were made regarding parade candy. Cost of candy would be about $300. Motion made by Mayor Sommer to have the City pay no more than $300 for parade candy. Seconded by Member Trester. Discussion resulted in the coordination of purchasing 10 bags of candy. Approved Bolton & Menk, Inc.- Bryan Holtz Payment Request Winona Mechanical (2 nd ) Well #5 The second pay request from Winona Mechanical from work done to Well #5. A total of approximately $331,000 has been purchased between materials being stored and used. 5% or about $16,000 will be held and approximately $208,000 has already been paid.

5 The remaining net balance is $106, will need to be paid. Invoices from the City, Bolton & Menk, Inc., and other invoices will be submitted to the PFA for reimbursement on Thursday May 12 th, Motion made by Member Trester to pay Winona Mechanical the amount of $106, for Project No. H Seconded by Member Kelly. Approved Preliminary Cost Estimate Service Drive Mr. Holtz presented information regarding Service Drive and the streets condition. The streets will also be rated this summer when Bolten & Menk perform a GPS collection of infrastructure items. Under the current policy for street maintenance makes street repair would be done as an assessment project. The estimated cost of fixing Service Drive would be approximately $75,000. Member Trester expressed the Council must focus on all streets in the city rather than just one. There will be a future work session regarding street repair. Submitted an application to Winona County to receive $1.3 million for sanitation and sewer projects. 14. Council Concerns Member Trester expressed concern regarding water billing. Deann Baker informed the Council the billing and notice is being handled properly. Council Member Trester expressed concern over the amount of additions to the Council Packet after the initial packet has been created. Adjournment Council Member Harrison motioned for adjournment.
