GRANT APPLCATON ORDNANCE Amendment to Ord. # PLAN OTHER APPROVAL AUTHORTY: EXECUTVE SC Charter Article 8 HANDLNG: NORMAL X EXPEDTE URGENT DEADLNE DATE PURPOSE: Rescinding amended Motion No and appointing citizens to pro and con committees for Snohomish County charter amendments proposed by the Snohomish County Charter Review Commission. BACKGROUND: On June 29, 2016, the Charter Review Commission voted to submit seven propositions to the public for the November 2016 ballot. Per Snohomish County Charter Article 8, Section 8.60, the commission filed the proposed amendments with the county council who must submit the amendment(s) to the officer in charge of holding elections. The county council approved Motion on July 18, 2016 directing the clerk of the council to transmit the proposed charter amendments to the county auditor. Pursuant to RCW 29A , for each measure from a unit of local government that is included in a local voters' pamphlet, the legislative authority shall formally appoint a committee to prepare arguments advocating voters' approval (pro) of the measure and shall formally appoint a committee to prepare arguments advocating voters' rejection (con) of the measure; each committee shall have not more than three members. The county issued a press releases and posted notices on the County's web-site and social media notifying the public that citizens can apply to serve on committees; a total of 17 individuals applied to serve. On August 2, 2016, the Council approved Motion appointing citizens to pro and con committees. Under Proposition 6, Barbara. Bush's name was listed, but she applied to serve on the Proposition 5 Pro Committee. Motion corrects this by appointing Ms. Bush to the Proposition 5 Committee. Since only three people can serve on committees, the name Mitchell Below is removed from Proposition 5 Pro Committee; he will still be serving on the Proposition 2 Pro Committee.
