BACKGROUND: The Snohomish County Veterans Assistance Fund Executive Board was established by Ordinance effective November 11, 1995, to advise the County on matters relating to veterans and the Veterans Assistance Fund Executive Board established under RCW The purpose of the Veterans Assistance Fund is to provide emergency assistance to honorably discharged veterans and eligible dependents. Vouchers are provided for basic necessities including food, rent, utilities and other emergency needs. The Veterans Assistance Fund Executive Board is comprised of members of congressionally chartered veterans' organizations. Each of these organizations may recommend up to two members to serve on the Board. The Veterans Assistance Fund Executive Board may also recommend veterans recruited from the community to serve as at-large members. Mr. Gregg Michael, residing in District 2, is seeking appointment to represent the Disabled American Veterans (DAV). Mr. Michael lives in Everett and served in the United State Army for four years. He is very active in the community and is now serving as the commander at the Snohomish County DAV Chapter #13. The Chapter has recommended that Mr. Michael replace board member Donald Whedon, who resigned earlier this year. This will be Gregg Michael's first term on the Board. Mr. Paul Russo, residing in District 1, is seeking appointment to represent the Veterans of Foreign Wars (VFW). Mr. Russo lives in Lynnwood and served in the United StateS"Army for over 20 years. Mr. Russo is an experienced veterans service officer currently serving at the VFW. In addition, he previously served as a service officer for the DAV and the American Legion. Mr. Russo's has been recommended for appointment to the Board by VFW District One Commander Donald W. Wischmann. This will be Paul Russo's first term on the Board.

3 SNOHOMISH COUNTY COUNCIL Snohomish County, Washington MOTION NO MOTION CONFIRMING THE APPOINTMENTS OF GREGG MICHAEL AND PAUL RUSSO TO THE SNOHOMISH COUNTY VETERANS ASSISTANCE FUND EXECUTIVE BOARD WHEREAS, SCC authorizes the Human Services Department to administer and coordinate county programs and projects relating to human services in accordance with county, state and federal laws and regulations; and WHEREAS, the Human Services Department has established a program for provision of assistance to veterans; and WHEREAS, SCC creates a Veterans Assistance Fund Executive Board to advise the county on matters relating to veterans and the Veterans Assistance Fund established under RCW 73.08; and WHEREAS, Gregg Michael has been recommended for appointment to the Board to replace Don Whedon, who recently resigned, to represent the Disabled American Veterans Chapter 13; and WHEREAS, Paul Russo has been recommended for appointment to the Board to represent the Veterans of Foreign Wars by District One Commander Donald W.
