2 Cont'd Page 2-4/24/67 COMMITTEE CHAIRMAN MEMBER ROADS & PUBLIC UTILITIES GEDavs RCSchulke POLICE, FIRE & PUBLIC SAFETY DTKrumlnde GEDavs BUILDING REGULATIONS HEALTH & SANITATION JACutler DTKrumlnde CIVIL DEFENSE PARKS & AUXILIARY SERVICES M Keagy N Forrest After dscusson Trustee Schulke moved to approve the Presdent's Trustee Commttee appontments - seconded by Trustee Krumlnde and passed unanmously The Presdent reported on the tornado whch struck the Vllage at approxmately 5:00 PM on Frday, Aprl 2, 967 and read a bref resume' of the admnstratve and operatonal actvtes undertaken by Vllage Offcers, Polce Department personnel, volunteer help from resdents and non-resdents, to ad and assst resdents whose homes were damaged or lost - to clear roads - and to mantan law and order Presdent Anderson commented on the ablty of the North Barrngton Polce Department to functon wth utmost effcency as a unt He sad that a performance such as was put forth by the offcers n the present dsaster was a great complment to the leadershp of Chef Svacha and the tranng program he had ntated and drected Trustee Krumlnde also commented on the magnfcent unty and performance of the Polce Offcers, and the foresght of Chef Svacha n acqurng the equpment whch enabled the department to communcate and functon wth such effcency Trustee Davs also emphaszed the effcency of both men and equpment of the Polce Department The expressons set forth by Presdent Anderson and Trustees Krumlnde and Davs were unanmously seconded by the entre Board The Presdent dscussed the rebuldng whch wll be necessary and submtted Resoluton No 25 to establsh temporary buldng and rebuldng permt fees for those resdents who suffered loss or damage to ther homes and accessory buldngs n the tornado of Aprl 2, 967 Ths temporary schedule of fees would not releve the owner or contractor of responsblty to fle an applcaton for permt wth the Buldng Offcer After dscusson Trustee Forrest moved to adopt Resoluton No 25 - seconded by Trustee Schulke and passed by roll call vote - The Presdent declared the moton carred AYES: Trustees Forrest, Krumlnde, Schulke and Davs ABSENT: Trustees Cutler and Keagy Some of the resdents who lost ther homes durng the tornado have nstalled - or ntend to nstall - traler homes on ther property durng the process of rebuldng, and the Board was asked the feelng of the Vllage relatve to

3 Page 3-4/24/67 traler homes After dscusson the Board expressed an understandng that tralers mght be requred for temporary famly housng durng the rebuldng perod and temporary permts wll be ssued OFFICERS' REPORTS: TREASURER: Treasurer Gerry reported balances as of Aprl 24, 967 as follows: Corporate Fund $2,20734 MFT Fund, 4,37543 Polce Contrbuton Fund 7500 Petty Cash Fund 2500 Treasurer Gerry reported that he had been nformed by the State Hghway Department, as well as the State Audtor, that t was not proper nor permssble to transfer the nterest earned on nvested MFT funds from that fund to the Corporate Fund and consequently nterest n amount $7633 has been transferred back to the MFT account Uncollected credt n the MFT account as of March 3, 967 s $0,4639 A copy of the Treasurer's report s attached as part of the mnutes Trustee Krumlnde moved to accept the Treasurer's report - seconded by Trustee Davs By roll call vote: The Presdent declared the moton carred AYES: Trustees Davs, Forrest, Krumlnde and Schulke ABSENT: Trustees Cutler and Keagy VILLAGE CLERK: The clerk presented nvoces for approval totalng $632 - (copy of detals attached) Trustee Krumlnde moved to approve payment - seconded by Trustee Davs - By roll call vote: AYES: Trustees Davs, Forrest, Krumlnde Schulke ABSENT: Trustees Cutler and Keagy The Presdent declared the moton carred POLICE DEPARTMENT: Chef Svacha reported he dd not have a formal report of Polce Department actvtes durng the past month He was n command only durng the frst week of the month and that week was qute routne He then left for a combnaton busness and pleasure trp to Florda He sad the end of the month was far from routne and that,he wll comple an actvty report for the month after he has met wth all of the Polce Offcers Chef Svacha sad that from the nformaton he had assembled snce hs return t appears as though what the Polce Department members dd they dd well and that he has receved several,favorable comments ROADS: Actng Supt Davs reported some road patchng has already been done and more s planned as men and equpment are avalable

4 Page 4-4/24/67 HEALTH OFFICER: Dr Anne Barlow reported some emergency medcal supples had been delvered to her home by a resdent of Tower Lakes durng the aftermath of the tornado In dscusson, Dr Barlow suggested a supply of feld bandages and frst ad supples should be purchased and mantaned by the Polce Department BUILDING OFFICER: No report PARKS & AUXILIARY SERVICES: The Presdent reported that Supt Blazo s workng on a park mprovement program MOSQUITO ABATEMENT: No report FIRE COMMISSIONER: No report PLAN COMMISSION: Charman Rchard E Johnson reported a publc hearng on the proposed amended Zonng Ordnance s scheduled for May 6 at 9:30 A M, at the North Barrngton School BOARD OF APPEALS: No report LAW: The Presdent reported that the Vllage Attorney wll contact the State of Illnos relatve to the possble use of state equpment to assst n Vllage of North Barrngton clean-up campagn as a result of the tornado TRUSTEES COMMITTEE REPORTS: FINANCE AND LAW: Trustee Schulke reported he had receved all papers from the outgong trustee charman and wll arrange a meetng to revew the fscal fgures POLICE, FIRE AND PUBLIC SAFETY: (Reported earler on polce actvty durng aftermath of tornado) BUILDING REGULATIONS HEALTH & SANITATION: (Resoluton passed earler n meetng to establsh temporary buldng and septc permt fees for buldng and rebuldng as a result of the tornado damage Trustee Forrest dscussed the resoluton on archtectural desgn control submtted at the March 27 meetng and referred to the Trustees Commttee Trustee Forrest recommended t be referred to the Vllage Attorney for revew and wrtten report to the Board ROADS: Trustee Schulke related the Road Commttee had dscussed need for approval of $5,000 to commence road repars before the Vllage Appropraton Ordnance s approved Trustee Forrest approved allocaton of $5,000 for that purpose - Trustee Davs seconded and passed by roll call vote - AYES: Trustees Davs, Forrest, Krumlnde and Schulke ABSENT: Trustees Cutler and Keagy The Presdent declared the moton carred

5 Page 5-4/24/67 Trustee Schulke dscussed the repars to the brdge on Oxford Road recommended by Jack Blazo at the March 27, 967 meetng and advsed the work wll be done as soon as Mr Frekng's servces are avalable Trustee Schulke dscussed the contract proposed by Consoer, Townsend and Assocates for repars to the Bltmore brdge on whch t was felt the estmated cost was hgh He advsed that the State Hghway Department had been consulted and advsed that whle the estmate was hgh t would be acceptable under the MFT program The members of the Road Commttee, after consderaton, had concluded to nvte a Consoer Townsend and Assocates representatve to meet wth them to explan some of the provsons of the contract Ths project wll be studed further before makng recommendaton to the Board of Trustees PARKS & AUXILIARY SERVICES CIVIL DEFENSE The presdent advsed that Mr and Mrs Samuel R Lews, who had donated two acres to Vllage park area, had declned the honor of havng the park named for the Lews famly PLANNING AND ZONING: For the beneft of the vstors Trustee Forrest dscussed the appeal fled n the Landwer Case and the effect of the present decson on our zonng and the zonng of other areas GENERAL: The Presdent ntroduced Mr C Wescott, who dscussed the proposed agrculture-outdoor educaton area n School Dstrct No 4 After dscusson no acton was taken as the area s n Cook County and remote from Vllage of North Barrngton It was also mentoned ths matter s related to educaton of the chldren and t befalls the School Board members to make that decson The Presdent advsed that the County Clerk has reported an assessed valuaton for the Vllage of North Barrngton of $7,074,785 The Presdent advsed that the Vllage has agan been approached for a contrbuton to the Northeastern Illnos Plannng Commsson After dscusson Trustee Forrest moved that the Vllage contrbute $5000 the same as was done n seconded by Trustee Schulke - By roll call vote: AYES: Trustees Davs, Forrest, Krumlnde and Schulke ABSENT: Trustees Cutler and Keagy The Presdent declared the moton carred Trustee Forrest and the entre Board commended Trustee Urck on hs servce to the communty snce the ncepton of the Vllage and wshed hm well 9:50,M M etng adjourned
