1 .2 Queenstown Arport Mxed-Use Zone Rules.2.1 Zone Purpose The Mxed Use Zone comprses part of the underlyng zone for Queenstown Arport n the cnty of Lucas Place and Robertson Street at Frankton. It s charactersed by arport related acttes necessary for the transport nterface role of Queenstown Arport, but whch do not strctly achee the purpose of the Aerodrome Desgnaton - the safe and effcent operaton of Queenstown Arport. The purpose of the zone s to prode for the contnued ablty of these acttes and to maxmse the effcent use of arport land. Future acttes wthn the zone wll be proded for wthout undue regulaton, as long as amenty and buldng appearance standards are met..2.2 Dstrct Rules Attenton s drawn to the followng Dstrct Wde Rules whch may apply n addton to any releant Zone Rules. If the prosons of the Dstrct Wde Rules are not met then consent wll be requred n respect of that matter: Transport - Refer Part 14 Subdson, Deelopment and Fnancal Contrbutons - Refer Part 15 Hazardous Substances - Refer Part 1 Utltes - Refer Part 17 Sgns - Refer Part 18 Relocaton Buldngs and Temporary Acttes - Refer Part Acttes Permtted Acttes Any actty whch comples wth all the releant Ste and Zone Standards and s not lsted as a Controlled, Dscretonary, Non-complyng or Prohbted Actty Controlled Acttes The addton, alteraton, and constructon of all buldngs n respect of locaton and external appearance Dscretonary Acttes Any actty not lsted as a Non-Complyng or Prohbted Actty and comples wth all the Zone Standards but does not comply wth one or more of the Ste Standards shall be a Dscretonary Actty wth the exercse of the Councl s dscreton beng confned to: the matter(s) specfed n the standard(s) not compled wth; and the extent to whch the actty s dependent on an arport locaton. () Applcatons for the exercse of the Councl s dscreton n respect of the followng Ste Standards: Vsual Amenty Landscapng.2.5 Standards Ste Standards Buldng Coerage Maxmum ste coerage - 75% Buldng Setback Setback from the Zone boundary shall be 10 m. Setback from any road shall be m. Landscapng At least 10% of each ste shall be landscaped. Those propertes frontng Lucas Place and Hawthorne Dre shall prode and mantan a landscape strp extendng the full length of the road boundary, except across entranceways. The strp shall be not less than 1 metre deep and shall hae an aerage depth of 4 m oer ts entre length. Offce Accommodaton Offce accommodaton shall only be proded as part of an actty undertaken wthn the Zone. All roofs of buldngs shall be fnshed or treated so they do not ge rse to glare when ewed from any publc place. No actty shall result n a greater than 10 lux spll (horzontal or ertcal) of lght onto any adjonng property wthn the zone, measured 2 m nsde the boundary of any adjonng property. No actty shall result n a greater than 3 lux spll (horzontal or ertcal) of lght onto any adjonng property whch s zoned for resdental purposes. Retal sales and dsplays are restrcted to areas wthn the arport termnal and to such goods that sere the needs of the traellng publc. Any goods dsplayed for sale and/or retalng shall be lmted to the sale of those goods wthn the arport termnal. Queenstown-Lakes Dstrct Councl DISTRICT PLAN (October 2011) Nose Sound from acttes measured n accordance wth NZS 801:2008 and assessed n accordance wth NZS 802:2008 shall not exceed the followng nose lmts at any pont wthn any Resdental Zone or at any pont wthn Actty Areas 1, 3, 4, and 7 of the Remarkables Park Zone: () daytme (0800 to 2000 hrs) 55 db LAeq(15 mn) () nght-tme (2000 to 0800 hrs) 45 db LAeq(15 mn) () nght-tme (2000 to 0800 hrs) 70 db LAFmax The nose lmts n shall not apply to constructon sound whch shall be assessed n accordance and comply wth NZS 803:1999. The nose lmts n shall not apply to sound assocated wth arports or wndfarms. Sound from these sources shall be assessed n accordance and comply wth the releant New Zealand Standard, ether NZS 805:1992, or NZS 808:1998. For the aodance of doubt the reference to arports n ths clause does not nclude helpads other than helpads located wthn any land desgnated for Aerodrome Purposes n ths Plan. Resource Consents - Assessment Matters Arport Mxed Use Zone.2..1 General The followng Assessment Matters are other methods or matters ncluded n the Dstrct Plan, n order to enable the Councl to mplement the Plan s polces and fulfl ts functons and dutes under the Act. In consderng resource consents for land use acttes, n addton to the applcable prosons of the Act, the Councl shall apply the releant Assessment Matters set out n Clause.2..2 below. - 5

4 In the case of Controlled and Dscretonary Acttes, where the exercse of the Councl s dscreton s restrcted to the matter(s) specfed n a partcular standard(s) only, the assessment matters taken nto account shall only be those releant to that/these standard(s). In the case of Controlled Acttes, the assessment matters shall only apply n respect to condtons that may be mposed on a consent. Where an actty s a Dscretonary Actty because t does not comply wth one or more releant Ste Standards, but s also specfed as a Controlled Actty n respect of other matter(s), the Councl shall also apply the releant assessment matters for the Controlled Actty when consderng the mposton of condtons on any consent to the dscretonary actty Assessment Matters In consderng whether or not to grant consent or mpose condtons, the Councl shall hae regard to, but not be lmted by, the followng assessment matters: Non Complyng Actty Conference Facltes The extent to whch the actty s dependent on an arport locaton. Buldng Coerage The extent to whch the proposed buldngs wll be compatble wth the character of the local enronment, ncludng the scale of other buldngs n the surroundng area. Setback from Zone Boundares The extent to whch a lmted buldng setback from the zone boundary s necessary n order to allow more effcent or practcal use of the remander of the ste. The extent to whch the proposed buldng wll hae a sze, form, and external appearance whch are sympathetc to, and n sual harmony wth, the surroundng enronment. The extent to whch the use of the proposed buldng wll detract from the pleasantness or amenty of adjonng zones, n terms of such matters as nose, smell, dust, glare or braton. Landscaped Areas The effect of any reduced landscapng n terms of the sual mpacts of the buldngs n the Zone and the scale of these buldngs. The effect of any reducton n landscapng and screenng on the sual mpacts of outdoor storage areas. The extent to whch the ste s sble from adjonng stes, partcularly those n resdental zones, and the lkely consequences of any reducton n landscapng standards or screenng.
